A bill that would overhaul how the federal government purchases software has found itself in a familiar place: moving forward in the House while awaiting Senate consideration with just a few weeks left in the congressional calendar. The Strengthening Agency Management and Oversight of Software Assets (SAMOSA) Act advanced out of the House Oversight and Government Reform Committee on Tuesday, teeing it up for a vote in the full chamber. The SAMOSA Act, which would direct federal agencies to assess their software licensing practices and streamline future IT buying decisions to avoid duplicative purchases, was reintroduced in the House in September following the Senate's move to do the same in July. The bill passed the House a year ago but stalled out in the upper chamber, despite backing from a host of software and IT trade groups, including the Computer & Communications Industry Association, the Alliance for Digital Innovation, NetChoice, OpenPolicy and the Software Information Industry Association. Congress has been trying to move forward with the SAMOSA Act since at least 2022. House Oversight Committee Chair James Comer, R-Ky., noted during Tuesday's markup that the current iteration of the SAMOSA Act is “identical” to what passed the chamber last year. In other news: The Small Business Administration may soon be forced to confront the flawed rollout of an online certification platform it launched late in the Biden administration.The House on Monday passed a bill that would require the SBA to implement nearly a dozen recommendations made in a Government Accountability Office report about the agency's Unified Certification Platform for small business contracting assistance. The lawmakers behind the SBA IT Modernization Reporting Act — Reps. Gil Cisneros, D-Calif., and Brian Jack, R-Ga. — believe the legislation will help the agency avoid various pitfalls that plagued the UCP, helping it better develop and manage digital projects going forward. The UCP project was launched in 2023 with the goal of easing small businesses' interactions with the SBA's contract assistance programs. But deployment of the platform was delayed and applications for certification were paused in August 2024. The UCP went live two months later, but according to the GAO, work to migrate data and secure the system was incomplete. If no candidate wins a majority in the jungle election (during which all candidates run against one another regardless of party), a runoff with the top two vote-getters takes place 28 days later. By prolonging her election, Greene all but assures her seat will be empty during a period where Trump and Speaker Mike Johnson (R-LA) — and the American people dependent on a functioning federal government — may need every vote they can get. The Brotherhood is the unified political voice of many regional chapters, each with a varying degree of authentic Islam behind it. Qatar is the central bank for the Muslim Brotherhood; Turkey represents the Brotherhood's biggest national support network, and Egypt is the intellectual or scholastic battleground where the values of political Islam are debated. The executive order instructs the State Dept to officially begin the process to look at each chapter of the Muslim Brotherhood as a separate entity, and then see if the designation of a terrorist organization can apply to that chapter. As noted in the Executive Order, “relevant here, its chapters in Lebanon, Jordan, and Egypt engage in or facilitate and support violence and destabilization campaigns.”  It looks like Lebanon, Jordan and Egypt chapters of the Brotherhood will get the first review. Egyptian President Abdel Fattah al-Sisi already dealt with the extremist Muslim Brotherhood once, kicking their leadership out of Egypt.  The leaders fled to Qatar, and then ultimately ended up in Turkey, where Recep Erdogan absolutely loves the usefulness of the Brotherhood. In February 2022, Politico reported that billionaire retail magnate Leslie Wexner—the former CEO of L Brands and longtime associate of Jeffrey Epstein—donated $250,000 to the Republican Governors Association (RGA). This marked Wexner's first major political donation since 2018, when he had also contributed a similar amount to the same group. The donation drew renewed scrutiny not just because of Wexner's past ties to Epstein, who once held power of attorney over Wexner's finances, but because Wexner had publicly distanced himself from the Republican Party following the rise of Donald Trump. We’ll be right back Break 2: RINGLING BROS_FINAL STORY 4: UPDATE: Argument Leads To Deadly Shooting At Lawrenceville Area McDonald's A workplace dispute turned deadly Wednesday in the parking lot of a Lawrenceville McDonald’s, leaving 43-year-old Donald Stewart dead and his boss, 40-year-old Michael Todd, in custody. Gwinnett police reported the incident occurred on Sugarloaf Parkway just before noon. Stewart was shot in the back and later died at a hospital. Todd remained at the scene and was arrested, facing charges including malice murder, felony murder, and aggravated assault. The argument between the co-workers escalated into the fatal shooting. STORY 5: House panel approves easing burden of proof of intellectual disability in capital cases A Georgia House committee advanced House Bill 123, which aims to ease the process for death penalty defendants to claim intellectual disability as a defense. The bill would lower the burden of proof from “beyond a reasonable doubt” to “preponderance of the evidence” and separate the determination of intellectual disability from the trial’s guilt phase. Advocates argue this reduces the risk of executing individuals with intellectual disabilities, aligning Georgia with other states. Critics, including a district attorney, warn it could complicate seeking the death penalty. The bill now moves to the House Rules Committee for a floor vote. Break 3: GCPS STORY 6: Officials Release Sketch To Help Identify Missing Remains Found In Gwinnett County Lawrenceville Police released a sketch to identify human remains found near Georgia Highway 316 and Duluth Highway on Feb. 10. Construction workers discovered a human skull near Northside Gwinnett Hospital, but no other remains were located. Forensic experts determined the skull belonged to a Caucasian man aged 35 to 70. A sketch by a Georgia Bureau of Investigation artist depicts what the man may have looked like. STORY 7: State Senate passes farmland preservation constitutional change The Georgia Senate approved a constitutional amendment to double the farmland eligible for conservation tax breaks from 2,000 to 4,000 acres, passing 51-1. The measure, part of efforts to preserve farmland amid significant losses over 50 years, will go to voters in a 2026 referendum. If approved, it would take effect in 2027. The Senate also passed an accompanying bill to set the referendum date. Supporters, like Sen. Sam Watson, highlighted the need to adapt the Conservation Use Valuation Assessment (CUVA) program to modern farming trends with larger family farms. The legislation now heads to the Georgia House. White House launches a cybersecurity label program for consumers

The White House announced Tuesday the official launch of the U.S. Cyber Trust Mark, a cybersecurity labeling initiative aimed at enhancing the security of internet-connected devices. The initiative tackles rising consumer concerns about the security vulnerabilities of “smart” devices essential to modern homes. As households become more dependent on interconnected gadgets — with a 2023 Deloitte study revealing that the average U.S. household has 21 connected devices — the threat of cyberattacks becomes increasingly significant. These threats include hackers gaining unauthorized access to home security systems and illicit recordings through unsecured cameras. The Cyber Trust Mark aims to reassure users by offering clear security evaluations of the products they use every day. Anne Neuberger, the White House's deputy national security adviser for cyber and emerging technology, told reporters Tuesday that consumers don't have the confidence that they can connect a device at home and know that their private pictures and communications will be secure and the new program takes on that problem in a bipartisan and voluntary way. President Joe Biden on Saturday signed into law the Government Service Delivery Improvement Act, legislation that targets improving customer service interactions with the government. The bill was first introduced by Reps. Ro Khanna, D-Calif., Byron Donalds, R-Fla., Barry Loudermilk, R-Ga., and William Timmons, R-S.C., in October 2023. Now as law, it requires the Office of Management and Budget to choose a senior official as a “Federal Government Service Delivery Lead” to coordinate government service delivery improvement within agencies. That service delivery lead would also work with new agency-appointed senior officials, who must be named within a year of the bill's enactment, to oversee their organizations' delivery improvements.
