Thank you to the folks at Sustain (https://sustainoss.org/) for providing the hosting account for CHAOSSCast! CHAOSScast – Episode 106 In this episode of the CHAOSScast, host Alice Sowerby introduces guests Dawn Foster, Cailean Osborne, and Paul Sharratt to discuss the newly formed 'Funding Impact Measurement Working Group' within the CHAOSS community. The panel explores the group's origins, goals, and objectives, emphasizing the importance of mixed method approaches to assess the impact of funding on open source projects. They highlight the significance of both quantitative and qualitative methods to understand the effects of funding better and share insights on creating standardized frameworks for impact assessment. The discussion also touches on the challenges of public versus private funding, the nuances of financial support in open source projects, and the potential benefits of having a collaborative, open forum for related discussions. Hit download now to hear more! [00:02:55] Dawn explains the newly established ‘Funding Impact Measurement Working Group' within the CHAOSS Project including its goals and how often they meet. [00:04:26] Paul describes how the working group was founded after a research paper was written on measuring the impact of public funding on open source and how they presented at Open Forum Academy at Harvard Business School. [00:07:20] Dawn highlights open source funding comes from different sources and more about Microsoft's FOSS Fund and measuring the impact of corporate sponsorship. [00:10:25] Cailean outlines all the core objectives of the working group. [00:13:17] We hear about the working group's first meeting, including members from Digital Infrastructure Insights Fund, and the plan to build a repository of funding models, their effectiveness, and key case studies. [00:15:34] There's a discussion on the challenges in measuring funding impact, which Dawn explains cases where funding has led to community conflicts (some contributors get paid while others remain unpaid). [00:19:45] Cailean talks about the long-term vision for the group which is expanding participation across different funding sources and building open source tools (e.g., Python scripts, Jupyter Notebooks) to support funding impact assessments. [00:21:26] Dawn encourages participation in a working group by contributing in various ways, whether through technical resources, providing insights and experiences related to funding impacts, or simply learning and engaging in discussions. [00:23:42] Paul and Cailean emphasize the need for qualitative research alongside quantitative metrics. Policymakers often seek “hard numbers,” but contextual insights from interviews and case studies are crucial. Value Adds (Picks) of the week: [00:29:12] Cailean's pick is Audrey Tang at RightsCon on her dual meaning of digital in Chinese. [00:30:34] Dawn's pick is Blender for designing 3D models she can print. [00:32:35] Paul's pick is ERROR bug bounty program. [00:33:46] Alice's pick is scrolling for things on eBay like fun sweaters. Earlier this month, Justin Hendrix traveled to RightsCon, the big gathering of individuals and organizations concerned with human rights and technology organized by Access Now. The sprawling event had hundreds of sessions on a wide range of themes, but one topic discussed across multiple tracks was the importance of encrypted communications, especially to groups such as political dissidents and journalists. A key panel at RightsCon featured Signal President Meredith Whittaker, who spoke out about policies proposed in legislatures around the world that threaten the promise of end-to-end encryption to preserve the privacy of messages sent between individuals and groups. Leaders of encrypted apps have pulled together of late to speak out against the proposed UK Online Safety Bill, signing letters and appearing at events. Shortly after RightsCon, Hendrix connected with Whittaker to learn more about Signal's posture against such legislation, why she sees encrypted communications as so crucial to freedom and human rights, and how the company thinks about safety and its role in the broader digital ecosystem.

We're in climate crisis – and marginalized women, girls, and gender-diverse people bear the brunt. Young climate justice leaders are ringing the alarm. It's about time we listen. In a sense, climate change and global warming hurts everyone. But we're not all equally impacted. Some people have more resources to deal with fallout. Some of us are more or less protected from consequences of growing carbon dioxide and greenhouse gas, emissions and the burning of fossil fuel, sea-level rise, methane, and more. It's a matter of power. The solution lies not only in mitigation and renewable energy. We need climate justice. This is where gender justice comes in: the most vulnerable women, girls, and Two Spirit, trans and non-binary people experience the worst outcomes in climate crisis. And their leadership in climate solutions is more important than ever. Young feminists are strong voices for the intertwined goal of climate justice and gender justice. We can't have one without the other. Our guest Sydney Piggott (she/her) is a social impact leader and advocate for gender equity, climate action, and social justice on a global scale. She's been a subject matter expert in several international forums including the Commission on the Status of Women, Women Deliver, Inter-Parliamentary Union Conference for Young Parliamentarians, and RightsCon. Alexis Dorais-Joncas started his career in cybersecurity in 2010, when he was hired by ESET as a malware researcher. In 2015, Alexis was appointed head of ESET's R&D branch office located in Montreal, where he and his team focus on cutting edge malware research, network security and targeted attack tracking. Their goal is to shed light on the latest trends and developments in the malware ecosystem and implement efficient and innovative countermeasures to allow ESET customers to be safe online. Alexis is an established speaker on current cyberthreats, having spoken in front of both very technically literate audiences at events such as Bluehat and M3AAWG, and in higher level settings such as RightsCon, SERENE-RISC workshops and GoSec. He has been quoted in several security and technical media such as Wired, ITWorldCanada, DarkReading and Ars Technica, with broadcast appearances on Radio-Canada and Sky News in the UK. In this podcast with Jane Lo, Singapore Correspondent, Alexis takes the audience behind the scenes of real cybercrime investigations ESET has been involved in. By going over success stories such as the Andromeda and Operation Windigo busts that brought down multi-million dollar criminal networks, Alexis helps shed some light on how private security companies partnerships with law enforcement agencies work. With an excess of 350,000 new malware files observed each day, Alexis explains that one of the first steps is turning these into unique and actionable insights, using a combination of automated unpacking and decryption tools and in-depth analysis. In sharing such threat information with law enforcement agencies, he highlights the integral role of trust, including the importance of following protocols where customers' data are involved, and exercising caution to avoid “tipping off”. While waiting for the “right moment to strike”, Alexis points to another important role that the private sector plays. To help the law enforcement arrest the cyber criminals and build the case for indictment and prosecution, Alexis shares how his team provides comprehensive training to the law enforcement agencies. Alexis also discusses how the work behind Andromeda and Operation Windigo busts took up to 4 years, and how identification of victims through “sinkholing” forms part of the take down efforts. As these two cases illustrate, with the right private-public partnerships and collaborations, Alexis stresses while cybercrime may be borderless, cyber criminals are not immune from prosecution. On July 27 Access Now and the #KeepItOn coalition is launching Kill Switch, a six-part podcast series exploring the devastating impact of internet shutdowns on the human rights of people affected by this extraordinary form of anti-democratic oppression. The first episode is going live on the opening day of RightsCon, the world’s leading summit on human rights in the digital age, which will take place completely online for the first time, and runs July 27 — 31. Kill Switch features the stories of journalists, human rights defenders, activists, and others who have been deliberately cut off from the internet, and raises the profile of the NGOs, human rights advocates, and technical experts who are working to put an end to internet shutdowns globally. From Myanmar to Ethiopia, each episode addresses topical issues, the broad range of urgent human rights concerns that shutdowns raise, and the strategies that those fighting these devastating blackouts are leveraging to defend and extend the digital rights of people affected by these cut-offs. Kill Switch serves as an advocacy tool for anyone interested in supporting the #KeepItOn campaign, as well as an educational tool to raise awareness of this unparalleled form of suppression. Kill Switch is hosted by Felicia Anthonio, #KeepItOn Campaign Lead at Access Now, and produced by Volume with funding support from Internews. The next episode will be available on the Kill Switch feed wherever you get your podcasts: https://www.volume.africa/kill-switch www.accessnow.org

The first episode of Kill Switch comes to you just as RightsCon 2020 kicks off - the world’s leading event on human rights in the digital age. In this inaugural episode, we take a look at what exactly internet shutdowns, slow-downs, and social media blocks are. We also delve into the reasons behind the troubling rise in government-mandated internet shutdowns around the world in recent years. Throughout the episode, we talk to experts and activists from around the world about recent, and currently ongoing, internet shutdowns - from the shutdown in Ethiopia that started in June 2020, to the shutdown that has been taking place since 2016 in the tribal regions of Pakistan.  This episode features interviews with Berhan Taye from Access Now (www.accessnow.org), Mishi Choudhary from SFLC.in (www.sflc.in), Hija Kamran from Media Matters for Democracy (www.mediamatters.pk) and Oliver Spencer from Free Expression Myanmar (www.freeexpressionmyanmar.org/). The disruption of our political system since 2016 was partly due to the emergence of big data technologies, such as Facebook, YouTube and Twitter. The extraordinary amount of information big companies and many governments have about our lives from our phones, our online searches and the integration of massive data sets, is a "tool of social control", and even an "existential threat," according to Zeynep Tufekci, author of Twitter and Teargas, The Power and Fragility of Networked Protest. Episode 20: Data Politics, brings you Zeynep Tufekci's talk from RightsCon on the types of regulation that will help people benefit from these new technologies without giving up the privacy and autonomy they currently threaten around the world. In the context of the European Union's new data privacy law, Zeynep Tufekci argues for approaching data as a public good, rather than a private asset.

Considering the lack of reporting by corporate media on the state of Civil Liberties in Canada, you could assume things are just fine. But that is all it would be - an assumption. A carefully crafted one that has been molded since Day One of the Trudeau government. Remember how the Liberals would "fix the problematic elements" of Harper's C-51? As we near three years of the mandate, C-59 is crawling its way through Parliament doing pretty much what C-51 did. Ignoring evidence, voting down amendments, not listening to testimony or case study from around the world where such laws have failed before. But fear not, Minister of Public Safety Ralph Goodale says All Is Well. LOL it most certainly is not. Hassan Diab is a Canadian citizen, professor, husband and father. He has spent the last decade being the subject of a wild goose chase by France for a terror attack decades ago. He spent 38 months of near solitary confinement in a French prison, without being charged with anything. This year, a French judge finally threw the case out and ordered Diab returned to his family in Canada. But how could this happen? Where would such falsely incriminating evidence come from? Why would it waste a decade of his life? Well...ask the Canadian Department of Justice. They were the ones who lied, obstructed and denied his rights as he was extradited to France. RightsCon is coming to Toronto in a week. Over 2000 participants from more than 140 countries, delivering nearly 300 sessions with participation from over 700 governments, NGOs and corporations. Everything about what is coming for rights, technology, connectivity and the risks involved. The ICLMG will be part of it, and National Co-ordinator Tim McSorley returns to The View Up Here to discuss RightsCon, the Diab travesty and his recent days of live-tweeting C-59 in Committee. Know the State of your Rights, Canada.

Who Will Rule the Sky? The Coming Drone Policy Wars Matt Cagle Technology and Civil Liberties Policy Attorney, ACLU of Northern California Eric Cheng General Manager, DJI SF and Director of Aerial Imaging, DJI Your private drone opens up limitless possibilities – how can manufacturers and policymakers ensure you are able to realize them? As private drone ownership becomes the norm, drone makers and lawmakers will need to make important policy decisions that account for the privacy and free speech issues raised by this new technology. What legal and technical rules are being considered right now, and how might they affect your ability to do things like record footage at a city park, monitor police at a protest, or fly near a government building? These decisions will dictate the technical limitations (or lack thereof) placed on drones, and the legal consequences of operating them. Join Eric Cheng, General Manager of DJI SF and DJI's Director of Aerial Imaging, and Matt Cagle, a Technology and Civil Liberties Policy Attorney with the ACLU of Northern California, to discuss the policy issues at this leading edge of law and consumer technologies. Matt regularly speaks at conferences ranging from SXSW to RightsCon, and he served on the privacy committee for Oakland's controversial surveillance complex, the Domain Awareness Center.
