Il a souligné que, depuis plusieurs années, les plaisanciers de l'île, qui vivent de leurs activités, organisent des campagnes pour préserver la propreté de l'île. Cependant, Stefan Gua estime qu'il serait judicieux de les impliquer davantage dans ces initiatives afin de renforcer l'ordre et la propreté de l'île. Réagissant à cette déclaration, le ministre Shakeel Mohamed a indiqué comprendre le point de vue de Stefan Gua, mais a précisé qu'il n'était pas en mesure d'identifier les plaisanciers impliqués dans les activités suspectes sur l'île. Il a cependant ajouté que la majorité des plaisanciers sont des travailleurs honnêtes et consciencieux, tout en reconnaissant qu'il existe une minorité au courant des pratiques douteuses se déroulant sur l'île aux Bénitiers.

Shakeel Syed has been a longtime activist within his South Asian community, fighting for the civil liberties of Muslims who were targeted by the FBI and the Los Angeles Police Department following the terrorist attacks of September 11th, 2001. But his activism had a cost. He was away from home on nights and weekends, absent from his wife, Saira Sayeed, and their four kids. A new malaria vaccine The World Health Organization recommended its second-ever malaria vaccine this year: R21/Matrix-M, designed to protect babies and young children from malaria. The drug's recently concluded Phase III trial, which was co-funded by Open Philanthropy, found that the vaccine was between 68-75% effective at targeting the disease, which kills around 600,000 people (mainly children) each year. The work didn't stop there, though. Following advocacy from many people — including Zacharia Kafuko of 1 Day Sooner — the WHO quickly prequalified the vaccine, laying the groundwork for an expedited deployment and potentially saving hundreds of thousands of children's lives. 1 Day Sooner is now working to raise money to expedite the deployment further. 2. The Supreme Court upholds an animal welfare law In 2018, Californians voted for Proposition 12 - a bill that banned intensive cage confinement and the sale of animal products from animals in intensive confinement. The meat industry challenged the law for being unconstitutional - but in May of this year, the US Supreme Court upheld Prop 12, a decision that will improve the lives of millions of animals who would otherwise be kept in cruel and inhumane conditions. Organizations such as The Humane League - one of Animal Charity Evaluators' top charities - are a major part of this victory; their tireless campaigning is part of what made Prop 12 happen. Watch a panel discussion featuring The Humane League at EAG London 2023 here. 3. AI safety goes mainstream 2023 was the year AI safety went mainstream. After years of work from people in and around effective altruism, this year saw hundreds of high-profile AI experts - including two Turing Award winners say that "mitigating the risk of extinction from AI should be a global priority". That was followed by a flurry of activity from policymakers, including a US Executive Order, an international AI Safety Summit, the establishment of the UK Frontier AI Taskforce, and a deal on the EU AI Act - which, thanks to the efforts of campaigners, is now going to regulate foundation models that pose a systemic risk to society. Important progress was made in technical AI safety, too, including work on adversarial robustness, mechanistic interpretability, and lie detection. Results from the world's largest UBI study Since 2018, GiveDirectly - an organization that distributes direct cash transfers to those in need - has been running the world's largest universal basic income experiment in rural Kenya. In September, researchers led by MIT economist Taveneet Suri and Nobel laureate Abhijit Banerjee, published their latest analysis of the data - finding that giving people money as a lump sum leads to better results than dispersing it via monthly payments. Long-term UBI was also found to be highly effective and didn't discourage work. The results could have significant implications for how governments disburse cash aid. Cultivated meat approved for sale in US After years of work from organizations like the Good Food Institute, in June 2023 the USDA finally approved cultivated meat for sale in the US. The watershed moment made the US the second country (after Singapore) to legalize the product, which could have significant impacts on animal welfare by reducing the number of animals that need to be raised and killed for meat. TL;DR: For now, we're going to be promoting EA as a place for intellectual exploration, incredible research, and real-world impact and innovation. These are my thoughts, but Emma Richter has been closely involved with developing them. This post is intended as a very overdue introduction to CEA's communications team, our goals, and what we're currently working on/planning to work on. I started at CEA as head of communications in September 2022. My position was a new one: as I understand it, various EA stakeholders were concerned that EA communications had fallen into a diffusion of responsibility. Though everyone in this ecosystem wanted it to go well, no one explicitly managed it. I was therefore hired with the remit of trying to fix this. Emma Richter joined the team as a contractor in December and became a permanent member of the team in March. We've also worked with a variety of external advisors, most notably Mike Levine at TSD Communications. Our team has two main goals. The first is to help look after the EA brand. That means, broadly, that we want the outside world to have an accurate, and positive impression of effective altruism and the value created by this ecosystem. The second, more nebulous goal, is to help the EA ecosystem better use communications to achieve various object-level goals. This means things like “helping to publicise a report on effective giving”, or “advocating for AI safety in the press”. As communications capacity grows across the EA ecosystem, I expect this goal to become less of a priority for us — but for now I think we have expertise that can be used to make a big difference in this way. With that in mind, here's how we're thinking about things at the moment. I'll start with what's going on in the world. There are a few particularly salient things I'm tracking: On the EA brand: Negative attention on EA has significantly died down. We expect it to flare back up somewhat this autumn, around SBF's trial and various book releases, though probably not to the level that it was in late 2022. On net, there doesn't appear to be a hit to the EA brand from FTX (see here for various data). Among those who have heard of both, though, there may have been a hit — and I suspect that group of people would include important subgroups like journalists and politicians. There is uncertainty about what people want EA (the brand, the ecosystem and/or the community) to be. Within CEA, our new executive director might make fairly radical changes (though they may also keep things quite similar). From the job announcement: “One thing to highlight is that we are both open to and enthusiastic about candidates who want to pursue significant changes to CEA. This might include: Spinning off or shutting down programs, or starting new programs; Focusing on specific cause areas, or on promoting general EA principles; Trying to build something more like a mass movement or trying to be more selective and focused; Significant staffing changes; Changing CEA's name. There is increased interest in cause-specific field building (e.g. see here). In general, there are lots of conversations and uncertainties about what direction to take EA in (“should we frame EA as a community or a philosophical movement?" or "should we devote most of our resources to AI safety right now?") I expect this uncertainty to clear up a little as conversations continue in the next few months (e.g. in things like EA Strategy Fortnight), and CEA getting a new ED might help too. Crossposted from Twitter As the year comes to an end, we want to highlight some of the incredible work done and supported by people in the effective altruism community — work that's helping people and animals all over the world. 1/ The team at Charity Entrepreneurship incubated five new charities this year, including the Center for Effective Aid Policy and Vida Plena — the first CE-incubated organisation to operate in Latin America. 2/ Over 1,400 new people signed the Giving What We Can Pledge, committing to giving away 10% or more of their annual income to effective charities. The total number of pledgers is now over 8,000! 3/ The work of The Humane League and other animal welfare activists led 161 new organisations to commit to using cage-free products, helping free millions of chickens from cruel battery cages. 4/ Open Philanthropy launched two new focus areas: South Asian Air Quality and Global Aid Policy. It's already made grants that aim to tackle pollution and increase the quality or quantity of foreign aid./ and/ 5/ Alvea, a new biotechnology company dedicated to fighting pandemics, launched and announced that it had already started animal studies for a shelf-stable COVID vaccine. 6/ Almost 80,000 connections were made at events hosted by @CentreforEA's Events team, prompting people to change jobs, start new projects and explore new ideas. EAGx conferences were held around the world — including in Berlin, Australia and Singapore.#Events 7/ The EU Commission said it will "put forward a proposal to end the ‘disturbing' systematic practice of killing male chicks across the EU" — another huge win for animal welfare campaigners. 8/ What We Owe The Future, a book by @willmacaskill arguing that we can — and should — help build a better world for future generations, became a bestseller in both the US and UK. 9/ New evidence prompted @GiveWell to re-evaluate its views on water quality interventions. It then made a grant of up to $64.7 million for @EvidenceAction's Dispensers for Safe Water water chlorination program, which operates in Kenya, Malawi and Uganda./ 10/ Lots of members of the effective altruism community were featured on @voxdotcom's inaugural Future Perfect 50 list of the people building a better future. 11/ Fish welfare was discussed in the UK Parliament for the first time ever, featuring contributions from effective-altruism-backed charities./ 12/ Researchers at @iGEM published a paper looking at how we might be able to better detect whether states are complying with the Biological Weapons Convention — work which could help improve biosecurity around the world. 13/ New research from the Lead Exposure Elimination Project showed the dangerous levels of lead in paint in Zimbabwe and Sierra Leone. In response, governments in both countries are working with LEEP to try to tackle the problem and reduce lead exposure./ and/ 14/ The EA Forum criticism contest sparked a bunch of interesting and technical debate. This is: Media attention on EA (again), published by Julia Wise on November 17, 2022 on The Effective Altruism Forum. Six months ago I wrote that EA would likely get more attention soon. Well, that's certainly true now (and not for the reason I expected). Here's where I think things stand now in this regard: EA has more communications expertise than it did six months ago. My colleague Shakeel Hashim at CEA is focused on communications for all of EA, not CEA in particular. Journalists might be contacting organizations, groups, and individuals affiliated with EA. CEA's usual advice about talking to journalists still stands. As someone who's put my foot in my mouth more than once while talking to a journalist, I expect this is an especially hard time to do interviews. It's particularly tricky because any comment you make publicly about FTX could have legal implications. Feel free to ask Shakeel for advice if you receive enquiries: media@centreforeffectivealtruism.org There will likely be a bunch of negative media pieces about EA. There's probably not much for a typical EA to do about that. As Shakeel wrote here, the leaders of EA organizations can't say a lot right now, and we know that's really frustrating. For people working on projects that are able to continue, keeping up the heartbeat of EA's work toward a better world is so valuable. Thank you. Doomscrolling is not that good for most of us. Hi everyone — I wanted to update you about the sorts of communication you'll expect to hear from EA leadership and EA organisations, and why this will probably be an intensely frustrating situation for all involved. For those that don't know, I'm head of communications at CEA, and am working on Effective Ventures' response to the current situation. In particular, I expect that in the short term you'll get a lot less communication about things than you'd want. This is for a few reasons: Legal risk. It's likely that there will be extensive legal proceedings around FTX that will drag on for a very long time. This means that anything that is said by anyone who is even tangentially involved is at risk of being scrutinised and multiply interpreted by dozens of people, including people whose role (rightly) is to advocate for their clients or those they represent. Lack of information. Everything has happened very quickly, and everyone is still trying to gather facts and figure out what's going on. We don't even fully know what we don't know. So we're figuring out things as we go, and don't want to share information that might later turn out to be inaccurate. This is compounded by the fact that everyone is incredibly busy and dealing with a ton of different things (legal, financial, operational, management) all at once. This sucks. I really want to be saying everything on my mind right now, and I would love for other people at EA orgs to do the same. I also want to try to make sure people don't say things they'll regret in the years to come. But these are hard tradeoffs, and I'm not sure we'll always get them right. Thanks for listening. This is: Should GiveWell still recommend GiveDirectly?, published by Shakeel Hashim on August 29, 2022 on The Effective Altruism Forum. This is a couple weeks old, but I don't think it's been shared here yet. For context: GiveWell recently took GiveDirectly (which runs cash-transfer programs) off its "top charities" list. GiveDirectly wrote a very gracious and interesting response. One section particularly jumped out: GiveWell is a charity evaluator with the stated goal of “finding and recommending a small number of outstanding giving opportunities to help donors save or improve lives the most with their gifts.” As one of the largest private funders in global health and development, they've made a huge difference in the lives of millions and been a positive influence in the sector. Their priority is to maximize the impact of the funds they direct from donors (~$500M in 2021), so they choose cost-effectiveness cutoffs based on the amount they expect to move. But there's a lot more money at stake. Official development assistance is $178B a year, and U.S. charitable giving alone is another $484B a year. Recently, Mackenzie Scott gave away $4B in 9 months, and Elon Musk debated how to use $6B with the head of the World Food Programme. We want an approach to giving well that has answers for budgets at these scales. GiveWell would say they're focused on prudently allocating the money they expect to direct, and if they received even more funds, they would figure out how to allocate those well too. We expect that they would. But GiveWell is not just any other donor — it is the premier, trusted voice on how to give. Structuring GiveWell's recommendations only around the funds they expect to direct, at best, says nothing about the vast majority of funds that could help people living in extreme poverty. At worst, it suggests these funds can't do much good. This strikes me as a good point. It makes complete sense to direct the funds we have, right now, to charities that are 10x as cost-effective as cash transfers. But my (very uncertain!) understanding is that those programs will run out of room for funding at some point. So it does seem weird for EA organisations to not say anywhere that if we had billions more in resources we could also massively scale up cash transfers. That seems particularly worth saying because by highlighting that, we might be able to encourage those billions to come our way. To take GiveDirectly's example, we could say to Mackenzie Scott: if you give us $4B tomorrow to spend on global health, we can give all of it away really effectively through a mix of malaria nets, malaria chemoprevention, vitamin A supplements, conditional cash transfers and unconditional cash transfers. But, like I say, I'm uncertain here, and would love other people's thoughts. One idea: perhaps GiveWell should have a "If we had X amount of money we'd do this" page, with milestone targets? In May, Julia Wise posted about how EA will likely get more attention soon and the steps that EA organizations are taking to prepare. This is a brief follow-up post that includes some specific actions that EA organizations are taking in light of this increase in attention. We wanted to provide this update in particular due to the upcoming launch of What We Owe The Future by Will MacAskill, which is releasing on August 16th in the US and September 1st in the UK. Will is doing an extensive podcast tour to promote the book, as well as several interviews and articles in high-profile newspapers, many of which are releasing in the two weeks before the book launch. We are hoping that the media around the launch will help fill a gap in accurate, public-facing descriptions of longtermism. You shouldn't be surprised if there's a significant uptick in public discourse about both effective altruism and longtermism in August! Below are some updates about EA communications activity in the last couple of months. New Head of Communications at CEA The Centre for Effective Altruism recently hired Shakeel Hashim as Head of Communications, to focus on communicating EA ideas accurately outside EA. Shakeel is currently a news editor at The Economist, and will be starting at CEA in early September. As several recent forum posts have noted, there has thus far been somewhat of a vacuum for a proactive EA and longtermism press strategy, and we hope that Shakeel will help to fill that gap. This will include seeking coverage of EA and EA-related issues in credible media sources, building strong relationships with spokespeople in EA and advising them on opportunities to talk to journalists, and generally helping to represent effective altruism accurately. Importantly, Shakeel will not focus on leading communications for CEA as an organization, but rather for the overall EA movement, in coordination with many partner organizations. Greater coordination between organizations on EA communications As Julia mentioned in her original post, staff at CEA, Forethought Foundation, Open Philanthropy, and TSD (a strategic communications firm that has worked with Open Philanthropy for several years) have been meeting regularly to discuss both immediate communications issues and our long-term strategy. Some immediate focuses have been on responding to incoming news inquiries, preparing spokespeople for interviews, and preparing possible responses to articles about EA and longtermism. We've also drafted a longer-term strategy for how we can communicate about EA and related ideas. New Intro to EA Essay CEA has also just posted a new Introduction to Effective Altruism article. The article may go through some further iterations in the coming weeks, but we think it functions as a far better and more up-to-date description of effective altruism than the previous essay. We believe this new essay should serve as a main illustration of communications best practices in action: it uses examples of good EA-inspired projects to illustrate core values like prioritization, impartiality, truthseeking, and collaborative spirit; it recognizes the importance of both research to identify problems and the practical effort to ameliorate them; and it foregrounds both global health and wellbeing and longtermist causes. We hope this essay, beyond being a soft landing spot for people curious about EA, can serve as talking points for EA communicators.
