Last year's estimate was $77 billion. Fedgov set budgeted for $60 billion. - We're woefully behind in our NATO commitments and being held to account by NATO and the U.S.- As well, the level of international threat. But if all is so great why are we seeing record use of food banks.. Increased bankruptcies. People are barely paying the bills. And why Justin Trudeau's numbers are tanking. Well, according to this chief economist-- the numbers don't add up. Three top, former Conservative Cabinet members, one of them Alberta Premier Jason Kenny have come forward to provide information and to testify for the defense in the breach-of-trust case against Vice-Admiral Mark Norman. And yet none were called by the RCMP. The Crown didn't seem to see the need to find out what they had-- heads should roll. Will they?   Former Peterborough Conservative MP Dean Del Mastro, who spent one months behind bars for electoral offences, is accusing Canada's elections authority of having a personal vendetta against him. He's calling for a parliamentary investigation. Del Mastro is coming forward at a time of renewed public discussion about the elections commissioner's decision to strike a compliance agreement in 2016 with SNC-Lavalin. An Ontario man is “fuming” after losing hundreds of thousands of Aeroplan miles that he was saving for his retirement. Chris French logged about one million miles on Air Canada flights during his career, which had him flying all over the world on a regular basis.When he retired, he had about 370,000 Aeroplan miles in his account. French booked a trip earlier this year, but when he checked his Aeroplan account, the miles were gone. He had missed the company's deadline to use the miles by two weeks. The company says it send out warnings. The Union for the beer store employees have launched an aggressive blitz to attack the Ford government over the proposal to break up the beer oligarchy and fear monger the loss of 7 thousand jobs and one billion dollars.

The Prime Minister said he "completely disagrees with the former Attorney General's characterizations of events." The attacks on Wilson-Raybould and her credibility have since begun while Canadians have largely expressed strong support for the former Attorney General. Roy speaks with Chief Bill Wilson, Kwakwaka'wakw hereditary chief and Jodie Wilson-Raybould's father, about how the Trudeau Liberals and others have reacted to his daughter's testimony. One of the reactions to Jody Wilson-Raybould's testimony came from Conservative Party Leader Andrew Scheer, who declared that he was "sickened and appalled" and immediately called on Prime Minister Justin Trudeau to resign. The Conservative Party's leader joins Roy to discuss what comes next. Canadians are becoming increasingly familiar with the story around a criminal charge against Vice Admiral Mark Norman, and his removal from command. Norman has been charged with breach of trust for allegedly leaking cabinet information concerning the acquisition of a much needed supply ship for the Canadian Navy. Now Admiral Norman's lawyers—led by Marie Heinen—are zeroing in on Prime Minister Justin Trudeau, Gerald Butts, Trudeau Chief of Staff Katie Telford, Clerk of the Privy Council Michael Wernick, and Zita Astravas, former issues manager in the PM's Office and now chief of staff to Defence Minister Harjit Sajjan. Brian Platt covered this for the National Post. From May 2012 - November 2014, the Charbonneau Commission investigated the infiltration of Quebec's construction industry by crime groups. It resulted in 66,000 pages of transcript, with the Mafia and Hells Angels identified as major players. SNC-Lavalin surfaced here as well as the company had been illegally delivering funds to Quebec politicians it favoured. A "Strawman" practice was engaged where SNC employees and their family members, some earning as little as $32,000 per year, donated up to $1000 to either the provincial Liberals or Parti Quebecois. Between 1998 and 2010 $1 million had been 'donated.' It was understood that the company would reimburse these political party gifts at the end of the year through performance bonuses for those employees. Antonio Nicaso is an expert on organized crime who testified before the Charbonneau Commission. He and Roy now discuss corruption in Quebec, and the concerns surrounding SNC-Lavalin. How is the SNC-Lavalin Affair viewed outside Canada's borders? The New York Times published a story titled:  The Strange Story Behind the SNC-Lavalin Affair, in which writer Ian Austen takes apart the Affair in point form. It's another TVUH Triple Shot. Three things in the last week or so that deserve being "addressed" on the show. Well, at least I think so and since I produce the show... guess what. The Retirement - After seven Federal election wins, twice Minister with two different governments and his largest margin of victory in 2015, Scott Brison has retired effective immediately as Minister and MP. A trailblazer for the LGBTQ2 community who was part of reforming Canada's sexual orientation laws out of the 19th century. The first openly gay Minister in Canada's history. But that means another Cabinet Shuffle, in an election year. Three moves and two rookies added to make up for the loss of one, which generates its own storylines depending which brand you ask. And what about the trial of Vice-Admiral Mark Norman, which Brison will have to testify at? Is it a factor in the timing here? The Refugee - Rahaf Mohammed al-Qunun became internationally known in a hurry. A Saudi citizen, she flew from Kuwait to Thailand to escape her family. Having flown without suitable "escort" the Saudi Embassy told Thai officials to seize her passport and deport her back to Saudi Arabia. Then a funny thing happened. Social media around the world made her a symbol against the Kingdom. The UNHCR requested Canada to accept Rahaf as a refugee. Canada said yes. Not to sell the LPC brand. To sell the Canada the world expects. The Raid - On December 15, 2018 the BC Supreme Court granted an injuction in a CIVIL SUIT to bypass proper process and allow Coastal GasLink access to Wet'suwet'en Territory. Because saying NO is not allowed in this nation of "reconciliation" when corporate gain is involved. On January 7, 2019 the RCMP performed their historically primary function. Colonialism. Is this a "new relationship"? Is this implementing the TRC? Is this UNDRIP? No, it's the same old Canada.

The case against Vice Admiral Mark Norman doesn’t hit court until next summer, but it caused a big ruckus in the House of Commons. Norman, the former vice chief of defence staff is charged with breach of trust for allegedly leaking information related to a shipbuilding contract. The Tories devoted much time in the house of commons to questions related to the file, and whether there was political interference on the contract from Treasury Board president Scott Brison. Dave and National Post political columnist John Ivison discuss what happened with the contract for the supply ship MV Asterix, whether it’s likely Norman will be convicted and what this says about military procurement in Canada.

The CAF honours its first female Army colonel. Two Army officers are seeking formal recognition of the growing number of CAF members with Latino heritage. And the century-old Royal Military College goes under a thorough investigation These are the stories we'll be reviewing on the Vanguard Radio. +++ Early last week, cadets and personnel of the Royal Military College in Kingston, Ontario gathered to hear a somber announcement from Vice- Admiral Mark Norman. The 140-year-old institution that has groomed the men and women who would become officers of the Canadian Armed Forces was being placed under a review. By now the Special Staff Assistant Visit team has already begun their initial investigation which Adm. Norman said will cover the “climate, training, environment, culture and program construct at the RMCC. Deployment of the SSAV comes at a time when the there are several concerns over suspected suicide and allegations of sexual misconduct in campus. In recent months, there have been several reports of sexual misconduct at the college. Court martial documents show that an officer cadet received a severe reprimand and a fine of $2,000 in May 2015 after pleading guilty to a charge of assaulting a fellow cadet without her consent in 2013. The military is also investigating the sudden deaths between May and August of three RMCC cadets aged 19 to 22. However, Adm. Norman wants to make it clear that the ongoing review is entirely about sexual misconduct. “Yes that has been one of the contributors, he said But the SSAV is not exclusively focused on that one dimension. This is an investigation into a broader malaise, he stressed. In his letter to the parents, the vice chief of staff said the SSAV team will examine the following areas: * What are the significant stressors affecting RMCC cadets? Can cadets identify and seek help to deal with stress without being viewed as weak? * What support mechanisms are available to cadets for their mental health support, physical fitness, and counselling? How are cadets being made aware of these? * What is the state of moral of RMCC cadets, the military wing and the academic wing? What are the factors leading to this state of morale? * Does the current command structure of the college allow it to carry out its mission? The admiral said the findings of the team will help inform decision on what changes or remedies should be done. The military hope to conclude the review by February next year. +++++ Elizabeth Lawrie (Beth) Smellie was the daughter of a frontier physician who was a chief surgeon for the Canadian Pacific Railway as it was being built. Despite her father's discouragement, she left home to study nursing at Johns Hopkins Hospital School of Nursing in Baltimore, Maryland. At the age of 25 in 1909, diploma in hand, she returned to Canada to as the night supervisor at McKellar General Hospital in her hometown, followed by a stint as a private nurse. When the First World War broke out in 1914, Beth was one of the first to be accepted into the Royal Canadian Army Medical Corps as a nursing sister. No one probably knew it then, but Beth would become the first woman to reach in the rank of Colonel in the Canadian Army in 1944. Few probably remember her accomplishments now, but she made several ground breaking strides in the field of medicine both in the service and in civilian life. Beth is also known for organizing the Army's Canadian Women's Army Corp. in 1941. Captain Rey Garcia-Salas and Captain Milton Hoyos hope to see, beginning as early as next year, Latin-Canadians acknowledged with an event similar to Black History Month each February and Asian Heritage Month in May. Both men were part of a CAF delegation to this year's Festival Latino in Ottawa. They and about a dozen other CAF representatives took part in the event, reports Steven Fouchard in his recent Vanguard post. A native of Guatemala, who joined the Army Reserve in the late 1990s, Capt. Garcia-Salas is hoping a formal event within CAF will also serve as a demonstration to young Latin-Canadians that the organization is both welcoming and an excellent place to build a rewarding career.
