Last week, reports surfaced that four Canadian nationals were executed in the People's Republic of China earlier this year on drug-related charges. This deeply troubling development represents a new and grave chapter in the ongoing deterioration of Sino-Canadian relations. Beyond the human tragedy, these executions raise urgent questions regarding the state of diplomacy, the role of international legal norms, and the broader strategic posture of China on the global stage. At a time when geopolitical tensions are escalating - marked by intensifying U.S.–China rivalry, global economic fragmentation, and growing scrutiny of China's human rights record - Canada finds itself navigating a precarious diplomatic landscape. The challenge is not merely bilateral, but emblematic of the broader struggles that middle powers face in balancing national interests, moral imperatives, and strategic alliances. As China's global strategy continues to evolve, it is critical that Canadians and the international community alike deepen their understanding of its geopolitical ambitions, regional influence, and approach to international engagement. This week on Beyond the Headlines, we are honoured to welcome Michael Kovrig, Senior Adviser for Asia at the International Crisis Group and Chief Executive Officer of the Kovrig Group, a geopolitical risk consultancy. Mr. Kovrig is a distinguished expert in international affairs whose research and advisory work focuses on geopolitics, geoeconomics, global security, and human rights, with a particular emphasis on China, the Indo-Pacific region, and related Western foreign policy. He previously served for over a decade as a Canadian diplomat, with postings in Ottawa, at the United Nations, and in Beijing. His professional background also includes roles in strategic communications at the United Nations Development Group, as well as journalism and economic research with a focus on China and Central and Eastern Europe. Mr. Kovrig holds a master's degree in international affairs from Columbia University and is fluent in both French and Mandarin Chinese. From 2014 to 2021, he resided in China, where he was arbitrarily detained by the Ministry of State Security for nearly three years. Widely regarded as a case of politically motivated hostage diplomacy, his detention drew international condemnation. Drawing on both his personal experience and professional expertise, Mr. Kovrig offers a unique and authoritative perspective on the shifting contours of China's foreign policy, the evolving nature of Canada–China relations, and the role of diplomacy in an increasingly polarized international landscape. Economic Experts say the Tariffs will send inflation higher, hurt exporters, and cost consumers more money. Tariffs increase the price companies pay for goods from other countries. The Companies are then forced to pass those extra costs on to consumers.

Biography: John Baird is a Senior Advisor at Bennett Jones LLP and a former Senior Cabinet Minister in the Government of Canada. An instrumental figure in bilateral trade and investment relationships, Mr. Baird has played a leading role in the Canada-China dialogue and worked to build ties with ASEAN countries. In addition, Mr. Baird has worked closely with international leaders to strengthen security and economic ties with the United States and Middle Eastern countries. A native of Ottawa, Baird spent three terms as a Member of Parliament and four years as Foreign Minister. He also served as President of the Treasury Board, Minister of the Environment, Minister of Transport and Infrastructure, and Leader of the Government in the House of Commons. In 2010, he was selected by Members of Parliament from all parties as Parliamentarian of the Year. Prior to entering federal politics, Mr. Baird spent ten years in the Ontario Legislature where he served as Minister of Community and Social Services, Minister of Energy, and Government House Leader. In addition to his work with Bennett Jones, Mr. Baird sits on the advisory board of Barrick Gold Corp., the corporate boards of Canadian Pacific Kansas City Limited (CPKC), Canfor Corporation (as Chair), the FWD Group and PineBridge Investments. The US-China relationship has been marked by growing competition and rivalry. Nevertheless, the two have made efforts to stabilize the relationship notably with the meeting between Presidents Xi and Biden at the margins of the APEC Summit in San Francisco in 2023. More recently, the ministers of defense have met at the margins of the Shangri-La Dialogue. Secretary Austin and Chinese Defense Minister Dong Jun agreed to work toward better communications to stabilize military relations and avert crises, according to a statement from the Defense Department. The United States and China will “convene a crisis-communications working group by the end of the year.” So, what is the current state of the US-China relationship today and how are the two reshaping the global order in the face of US-China relations? Joining me in the Virtual Studio is Pascale Massot to discuss the state of the US-China relationship. Pascale is an associate professor in the School of Political Studies at the University of Ottawa. She is also non-resident Honorary Fellow, Political Economy at the Asia Society Policy Institute's Center for China Analysis, and a Senior Fellow at the Asia Pacific Foundation of Canada. She also has served as the Senior Advisor for China and Asia in the offices of various Canadian Cabinet ministers, including the Minister of Foreign Affairs. Pascale is the author of “China's Vulnerability Paradox: How the World's Largest Consumer Transformed Global Commodity Markets” (Oxford University Press, 2024). How have these developments fit into the broader history of the struggle for democracy in Hong Kong? What has changed in Hong Kong's once vibrant civil society? What is the latest on the trials of pro-democracy activists? How have diasporic advocates constructed a Hong Kong political identity in exile? Four panelists—Ambassador James Cunningham, the Chairman of the Committee for Freedom in Hong Kong and former Consul General of the United States to Hong Kong and Macau (2005-2008); Sebastien Lai, a democracy advocate and son of jailed Hong Kong businessman and publisher Jimmy Lai; Sophie Richardson, the former China Director at Human Rights Watch; and Cherie Wong, the former leader of Alliance Canada Hong Kong (ACHK)—will discuss these issues and more in a conversation moderated by Hoover William L. Clayton Senior Fellow Larry Diamond. ABOUT THE SPEAKERS Ambassador James B. Cunningham retired from government service at the end of 2014.  He is currently a consultant, a non-resident senior fellow at the Atlantic Council, an adjunct faculty member at Syracuse University's Maxwell School, and Board Chair of the Committee for Freedom in Hong Kong Foundation. He served as Ambassador to Afghanistan, Ambassador to Israel, Consul General in Hong Kong, and Ambassador and Deputy Permanent Representative to the United Nations. Ambassador Cunningham was born in Allentown, Pennsylvania and graduated magna cum laude from Syracuse University.  He is a member of the Council on Foreign Relations, the Asia Society, the National Committee on US-China Relations, and the American Academy of Diplomacy. Sebastien Lai leads the international campaign to free his father Jimmy Lai, the pro democracy activist and publisher currently jailed by the Hong Kong government. Having had international calls for his release from multiple states including the US and the UK, Jimmy Lai's ongoing persecution mirrors the rapid decline of human rights, press freedom and rule of law in the Chinese territory.  Sophie Richardson is a longtime activist and scholar of Chinese politics, human rights, and foreign policy.  From 2006 to 2023, she served as the China Director at Human Rights Watch, where she oversaw the organization's research and advocacy. She has published extensively on human rights, and testified to the Canadian Parliament, European Parliament, and the United States Senate and House of Representatives. Dr. Richardson is the author of China, Cambodia, and the Five Principles of Peaceful Coexistence (Columbia University Press, Dec. 2009), an in-depth examination of China's foreign policy since 1954's Geneva Conference, including rare interviews with Chinese policy makers. She speaks Mandarin, and received her doctorate from the University of Virginia and her BA from Oberlin College. Her current research focuses on the global implications of democracies' weak responses to increasingly repressive Chinese governments, and she is advising several China-focused human rights organizations.  Cherie Wong (she/her) is a non-partisan policy analyst and advocate. Her influential leadership at Alliance Canada Hong Kong (ACHK), a grassroots community organization, had garnered international attention for its comprehensive research publications and unwavering advocacy in Canada-China relations. ACHK disbanded in November 2023. Recognized for her nuanced and progressive approach, Cherie is a sought-after authority among decision-makers, academics, journalists, researchers, and policymakers. Cherie frequently appeared in parliamentary committees and Canadian media as an expert commentator, speaking on diverse public policy issues such as international human rights, foreign interference, and transnational repression.  Larry Diamond is the William L. Clayton Senior Fellow at the Hoover Institution, the Mosbacher Senior Fellow in Global Democracy at the Freeman Spogli Institute for International Studies (FSI), and a Bass University Fellow in Undergraduate Education at Stanford University. He is also professor, by courtesy, of political science and sociology at Stanford. He co-chairs the Hoover Institution's programs on China's Global Sharp Power and on Taiwan in the Indo-Pacific Region.
