Dean Foreman, Chief Economist, Texas Oil and Gas Association joined Grayson Brulte on The Road to Autonomy podcast to discuss his 2024 outlook for the oil & natural gas markets. The conversation begins with Dean sharing his outlook for the oil and natural gas markets.The outlook for oil and natural gas looks bright. – Dean ForemanLast year, the world set a new record high for oil demand of 101 million barrels per day. As we begin 2024, attention is now turning to geopolitics and global economic concerns. In Argentina, Javier Milei was sworn in as President on December 10th in a referendum on the economy with aspirations to rebuild the economy and lower inflation by unleashing economic growth. With economic and political reforms, Argentina has the ability to become an exporter of oil from the Vaca Muerta shale formation. It has been estimated that the Vaca Muerta formation has the ability to produce more than 1 million barrels of oil per day by 2030.Argentina because it has shale oil, the Vaca Muerta formation in Neuquén. It's like the Marcellus in the United States, expect it's much deeper and super high quality rock. They have the potential to really flip and become an exporter much like the United States. But they haven't had the business climate to be able to support from a macro perspective companies with predictability trusting to go in and invest a lot in the ground. – Dean ForemanIf the business climate changes, it will be interesting to watch and see what multi-national companies begin to invest in the Vaca Muerta formation. In the United States, economists are projecting a soft landing for the economy. If indeed a soft landing is achieved, more investments are going to be needed to bring the amounts of oil and natural gas to the market that are needed to sustain growth.A portion of economic growth can be attributed to tourism demand, as Bloomberg is reporting that 2024 will be a record-setting year for travel. The International Air Transport Association is projecting that 4.7 billion individuals globally will board planes in 2024, generating $964 billion in airfare revenue. The cruise ship industry is also seeing growth as it is estimated that 35.7 million passengers will board a cruise ship in 2024, up from 31.5 million in 2023. If the consumer trend of opting experiences over purchasing goods continues, there could be an uptick in global oil demand. With the Federal Funds Rate at 5.53%, one has to question how long consumers will continue to spend on travel until they feel the weight of the high interest rate environment. If consumers cut back on travel, what is the impact on oil and will diesel demand offset the potential weakness in gasoline? Grayson and Dean discuss the potential scenarios and what the outcome could look like. One of the biggest uncertainties coming into this year, from a household and a corporate perspective is the delayed impact of the pent up effect of having raised interest rates so much, so fast. – Dean ForemanAnother trend to watch is the re-emergence of hybrid sales in the U.S. In 2023, U.S. individuals purchased over 1 million hybrids, up 76% year-over-year. It's a clear signal that consumers are still willing to purchase vehicles that have an internal combustion engine. Whether this is being driven by a pricing decision or the simple fact that consumers want reliability and consistency has yet to be determined. What has been determined is that there is clearly a trend emerging. A tree that is powering Texas to produce 5.7 million barrels of oil per day, its highest level since 1981. In 2023, Texas accounted for 54.7% of U.S. drilling, it's highest level since 2019. In Q3 2023, the Permian Basin set a new production record of 10 million barrels per day of oil equivalent. Today, the Permian Basin accounts for 27% of the total U.S. oil and natural gas production. It has the ability to continue to expand, again because of the quality of resources as well as the ability to get pipelines without dealing with the morass of many of the federal energy regulatory commission, interstate pipeline regulations. With Texas' nimble intrastate pipeline system, it has the unique ability to attract capital and respond to upstream production. Are hybrid cars a better solution for India than EVs?

Maruti Suzuki Chairman RC Bhargava believes that if a company wants to succeed, it must keep an ear to the ground and know what the consumer wants. 88-year-old Bhargava -- who at the helm of Maruti Suzuki helped make cars affordable for millions of middle class Indians -- has now appealed to the government to incentivise alternative technology for small cars. And, he is dead set against blindly replicating the western model. But, why focus on small cars? After all, the market share of cars priced below 5 lakh rupees has shrunk from 25.8 per cent in FY19 to just 10.3 per cent in FY22. While the market for cars under 7.5 lakh rupees has shrunk from 60 per cent to 43 per cent over the same period. On the other hand, sales of pricier SUVs have been in the fast lane for some time now. Undeterred, Bhargava says that sales of small cars priced below 7.5 lakh rupees will continue to grow for a long time to come. His rationale for the projection is that over 200 million two-wheeler customers are waiting to upgrade to cars. Also, Bhargava says that a substantial increase in the price of such small cars has forced thousands of would-be buyers to shelve their plans in recent times. But, if India wants to meet its ambitious clean-mobility goals and 2070 emissions targets, the first car these 200 million customers buy can't be powered by internal-combustion engines. Bhargava has the answer. There are two markets in India. There is what he calls the 'Bharat' market for affordable small cars and another one for bigger cars with 20-25 lakh rupees price tags. The challenge then is to meet the needs of the former because the current cost of electric cars would be double that of ICE cars.  An EV with a 12 lakh rupees tag would not be affordable for most middle-class buyers. Bhargava's solution is alternative technologies. At present, the price of a hybrid car is around 4 lakh rupees more than an ICE-only car. But, Bhargava says that a reduction in the Goods and Services Tax, as in the case of electric cars, would bring down their price to affordable levels.   While the cost of hybrids is higher than ICE cars, it is still lower compared to EVs. Also, Hybrids may be best suited for Indian conditions as they don't require charging infrastructure. But, EVs attract a GST of 5 per cent, while hybrids attract a much higher 43 per cent GST. India recorded sales of 115,032 hybrids in FY22, which is just 4.2 per cent of the 2.7 million passenger vehicles sold. Still, promoting hybrids might be the right solution for pushing EV adoption in India. Nomura Research Institute sees the share of hybrids in total PV sales doubling in FY25. In three or four years, they may become affordable, backed by Japanese carmakers. But, earlier attempts to popularise hybrids in India had failed in the absence of policy support and incentives. So, is GST rate parity between hybrids and EVs needed?   E[xpert byte] Maruti Suzuki is not the only carmaker pitching for hybrids. Honda Cars India also says that lowering taxes on hybrids can speed up EV adoption in India. So, is this more of a strategy for Maruti to catch up with its peers in EV technology? Maruti Suzuki and Toyota have put their weight behind hybrid technology and even received a favourable market response. Unlike in the case of Mahindra & Mahindra and Tata, fully electric cars from Maruti and Toyota will not hit the market before 2025.   [Expert byte] Hybrids appear to be a good stepping stone in India's transition from ICE cars to EVs, especially till external charging infrastructure catches up. The ball is now in the government's court.

Amid the ongoing push to introduce electric vehicles on Indian roads, one important factor seems to have taken a backseat. The fact that electric vehicles are way more expensive than the traditional combustion engine vehicles. Maruti Suzuki Chairman R C Bhargava has now appealed to the government to incentivise alternative technology such as hybrid, CNG, biogas, and ethanol for small and affordable cars. He has made a strong pitch to the government with the belief that a sizeable proportion of Indian consumers need an alternative to the costly electric vehicles. So, as India tries to meet ambitious clean-mobility goals, are low-cost hybrids the solution that the Indian car market needs?  While India is still testing the waters, in neighbouring China, the electric vehicle market is booming. China is the largest EV market in the world, accounting for 53 percent of global sales last year. But, its real estate bubble is finally bursting. People are hitting the roads in protests while the government is trying hard to douse the flames -- using a mixture of crackdown and incentives. Here's an insight into the brewing crisis in China. China is ramping up financing support for its troubled real estate sector, and another bailout may also be on the cards. Meanwhile, back home, a slew of big announcements may be on the cards as Mukesh Ambani-controlled Reliance Industries is set to hold its 45th annual general meeting on Monday. The company may announce its plans for 5G rollout, green hydrogen, solar power, and the retail business. March 21, 2022 — Today is the first day on the job for interim CEO Darcie Antle, whose one-year contract for salary and benefits totaling $338,000 was approved unanimously at last week's Board of Supervisors meeting. Former CEO Carmel Angelo's last day on the job was Friday. The board also discussed crafting an ordinance or revitalizing existing rules to regulate water hauling in a way that would ideally curtail diverting water to illegal pot grows while not preventing access to drinking water. And, in an effort to transition away from fossil fuels, the board agreed to start the process for a pilot program to enter a master equity lease plan with Enterprise Fleet Management to replace some of the 55 vehicles in the Social Services Department with hybrids by next year. Staff analysis projects a savings of about a million and a half dollars over the next ten years. Twenty-three of the department's vehicles are currently eligible for the new lease program, which will consider hybrid options whenever possible. The final draft of the plan is expected by July of this year. The board has directed staff to transition to an all-electric fleet, but more charging stations will be necessary to run all of the county's nearly 400 vehicles on electricity instead of fuel. At this time, the county government has installed three charging stations with four working chargers at two locations. According to the staff report accompanying the item, it cost $36,000 to install two stations at the jail, both of which are expected to be out of commission for most of next year as construction on the new jail gets underway. The third station, at the crisis residential treatment center in Ukiah, cost about $20,000. Yearly maintenance and data storage at each station is estimated at about $3000. County staff estimates that it would take three to five years to have charging stations at all county offices. Water was also top of mind. Tomorrow's forecasts for inland Mendocino County are creeping into the eighties, hinting rather broadly at a long, hot, dry summer. Supervisors John Haschak and Glenn McGourty, who are on the drought task force, agreed to form an ad hoc committee dedicated to figuring out how to re-establish a stand-alone water agency. Supervisor Ted Williams emphasized the main lesson from the morning's budget presentation. “There's no way to bring this back without a funding plan,” he pointed out. “And I think today we have negative general fund…and you could either propose making some cuts, adding an assessment or a tax, or finding another creative means to source revenue. But I think that the logical next step is, before we can say yes, we need to see where the money is going to come from.” The board agreed to add members to a steering committee to work out how to fund the agency McGourty and Haschak also presented the outlines of an idea to regulate water hauling, a water policy that Haschak explained residents of Covelo and Redwood Valley especially have been calling for. “We've heard about these water trucks going at all times of the day, all times of the night,” he reminded his colleagues. “Extracting from sometimes legal sources, sometimes illegal sources, but a lot of times, it's just unregulated.” The county already has ordinances regulating water extraction and the sale of drinking water. McGourty proposed requiring water sellers to meter their wells and document water sales. Haschak also suggested hefty fines for violations, starting with $1000 for the first violation and climbing to $5000 after three violations. “Because we want to make it so people don't just say it's the cost of doing business and continue on,” he explained. Howard Dashiell, the director of the county dept of transportation, assured the board that there is enough money left over from last year's state grant to haul residential drinking water from Ukiah to Fort Bragg. Private haulers can then carry it to other communities on the coast. State-funded water haulers have to adhere to strict permitting standards. But Williams worried that even enforcing the ordinances that are already on the books could prevent children in his district from having enough water to practice proper oral hygiene. “We may put drinking water companies under,” he opined. “On the coast last year, we had water hauled from inland. I feel pretty bad about the line items for that. It was expensive. And I feel bad about the carbon footprint of hauling water across the county. This year, fuel prices may be double, and we may be looking at more wells going dry…I think what you're proposing may fix some illicit cannabis nuisance problems in Covelo, but may punish Comptche...I know everybody should be following the books and have a well and maybe a use permit and so forth, (the) reality is that's not where we're at. We probably have a lot of water hauling, in the millions of gallons, that's keeping kids brushing their teeth with drinking water, that could be impeded by this effort.” Environmental activist Ellen Drell called in to say that she is part of a group drafting a proposed ordinance that she believes will address potential groundwater overdrafts, and urged the board to hold off on making a decision right away. The board agreed that the ad hoc committee should talk it over with more members of the community, including farmers, growers, and environmentalists, before making another proposal.
