Le 27 avril, Emmanuel Macron s'est de nouveau dit prêt à ouvrir le débat d'une défense européenne qui comprendrait aussi l'arme nucléaire. Une inflexion se fait jour, dans une doctrine qui jusque-là érigeait la dissuasion comme une défense strictement nationale. « Dissuasion nucléaire chimiquement pure », la formule est celle du diplomate Nicolas Roche, dans Les mondes en guerre publié en 2021. Il soulève la singularité d'une dissuasion française strictement vouée à menacer de riposte un agresseur pour empêcher la guerre.Une arme placée exclusivement entre les mains du président faisant de la France une monarchie nucléaire, reposant sur une doctrine qui, ces trente dernières années, n'a connu que de rares évolutions, précise l'historien Yannick Pincé, chercheur au centre interdisciplinaire sur les enjeux stratégiques : « On a notamment renoncé à l'armement tactique qui représente en fait les armes nucléaires qui visaient des objectifs militaires. Jacques Chirac a renoncé au ciblage démographique pour cibler en fait ce que l'on appelle des dommages inacceptables sur les adversaires. Et on est passé de trois composantes nucléaires, donc Terre, Mer et Air à deux composantes, Terre et Air. »Deux composantes donc, les sous-marins nucléaires lanceurs d'engins dotés de leurs missiles balistiques stratégiques M51 et la composante aérienne avec les chasseurs-bombardiers Rafale et leurs missiles ASMP-A, au service d'une doctrine invariable. Invariable jusqu'au bouleversement majeur de la guerre en Ukraine et d'un éventuel retrait du parapluie nucléaire américain comme le laisse entendre le candidat Donald Trump.Dissuasion nucléaireLa dissuasion nucléaire est un outil de souveraineté impossible à partager, et ce, pour une raison simple : qui appuierait sur le bouton ? Mais depuis le discours de Toulon en 2022, Emmanuel Macron indique qu'il souhaite « européaniser » la capacité de dissuasion nucléaire. Les intérêts vitaux de la France s'étendent à l'Europe, précise le président français. Une réassurance qui, en filigrane, existe déjà pointe Yannick Pincé : « Rien que la présence de soldats français à l'Est, est une forme de réassurance nucléaire, puisqu'en cas d'offensive russe contre un pays d'Europe de l'Est, ça passerait par des combats contre des soldats français, contre des soldats d'une puissance nucléaire, ce qui ferait réfléchir à la base. Mais on peut imaginer tout un tas de dispositifs qui maintiendraient la souveraineté française sur nos armes nucléaires. Par exemple, comme on l'a fait lors de nos exercices aériens, on peut inclure des avions alliés dans nos exercices de raid nucléaire. On peut aussi stationner des rafales dans des pays alliés, sur le modèle de ce que pratiquent les Américains au niveau de l'Otan. C'est-à-dire que les armes nucléaires resteraient gardées par des soldats français et resteraient en fait dépendantes d'un ordre d'engagement du président de la République française. On ose aussi envisager l'échec de la dissuasion. C'est le chef d'état-major de l'armée de terre Pierre Schill qui a parlé de ça il y a quelques semaines. Très exactement, il ne parlait pas d'échec de la dissuasion, il évoquait une agression sous le seuil des intérêts vitaux, c'est-à-dire sous le seuil nucléaire, donc on ne voit plus en fait notre force nucléaire comme étant uniquement quelque chose qui empêche la guerre. »La dissuasion nucléaire n'est plus garante d'une paix absolue, elle n'est pas un rempart contre la guerre hybride, sous le seuil du conflit ouvert et dont la Russie s'est fait une spécialité.

Nicolas Roche is a pro's pro. This long time Irish born, French raised, global savvy individual has a lengthy list of impressive results. Based in Monaco, he is the son of one of Ireland's most prolific and accomplished cyclists Stephen Roche. Nico carved his own way in the sport of cycling, with natural talent, a tenacious attitude, determination and hard work, he has had an incredible career on two wheels and enjoyed lots of success on the bike at home and abroad. In October this year Nico retired from professional cycling and is now venturing into the next chapter of his career. Since this episode was recorded Nico has been announced as a participant in this year's Dancing with the Stars in Ireland, swapping his bike for his dancing shoes and lycra for some glitter, getting his retirement from professional cycling off to a dazzling start! Nicolas Roche met un terme à sa carrière professionnelle, débutée en 2004. L'Irlandais de 37 ans a décroché douze succès et participé à vingt-quatre Grands Tours, dans sa riche épopée cycliste. Il raconte à Colin Bourgeat le cheminement de sa décision, ce lundi dans Bistrot Vélo. Roche ne se sentait plus tellement à sa place dans le peloton… mais il lui a fallu un déclic pour décider de tourner la page, comme il l'explique en évoquant une potentielle reconversion de consultant, déjà effleurée (13:29).Il évoque la tendance du cyclisme moderne à voir éclore des jeunes (Remco Evenepoel, Tadej Pogacar) à très haut niveau (19:08). Son sport devient à maturité de plus en plus rapide et se structure (plus ou moins bien) dans ce sens. Ce dont il faut se méfier selon Roche. L'ancien de SKY, Tinkoff-Saxo, Cofidis ou autre AG2R La Mondiale parle également de sa relation avec de grands coureurs, comme Alberto Contador - "le stéréotype du leader" -, dont il a été marqué par le professionnalisme et le leadership (29:18)."On est le seul sport, où lorsqu'on annonce un danger, on accélère." Par cette phrase (39 :25), Nicolas Roche pointe du doigt le problème de la sécurité dans le cyclisme. On this episode I'm joined by Nicolas Roche. Nicolas and I were colleagues for a short while, in another lifetime it seems, at Editions Stock. I am glad I got to interview him in his capacity as Managing Director of the Bureau International de l'Edition Française, or in short, the BIEF. Together with his team, Nicolas is charged with promoting French publishing abroad. We discuss in detail what this really entails, how his publishing career got started, a brief history of the BIEF, and how the pandemic has impacted his day-to-day activities. In normal, non-pandemic times his job requires a great amount of international travel, so as you can imagine, things have changed quite a bit since March 2020. Here are some of the questions I asked Nicolas: When was the BIEF established and what was the main cultural or practical goal in its creation? Where did you work before your position at the BIEF, and how did your earlier work and/or personal passions prepare you for your role with the BIEF? What are the most crucial ways in which you as director nurture the international relationships that support the BIEF? How have these practices had to adjust during a time in which it is not possible to travel? Which aspects do you find most personally satisfying about directing the BIEF? Where do you find the greatest challenges in promoting French publishing abroad? How is the French publishing market doing at this moment, one year into the pandemic? The Irishman played a significant part in the team's success in 2020, which included three Tour de France stage wins, and he talks about his road captain role and plans for next season. With just 5 wins this year, which was a third of what they won in 2019, AG2R La Mondiale had a tough season. However, the team as a whole struggled, losing Romain Bardet at the Tour to a crash, and then missing out on a glut of victories in smaller races in France after the majority of them were cancelled. We review their year, Ed Pickering from Procycling awards them a grade, while we also cast our eyes over their 2021 roster. Over at Sunweb, the German registered team won 16 races, which is their most since 2014 when they had 41 wins. They won three stages in the Tour, Fleche Wallonne, finished second in the Giro d'Italia, and had two of this year's breakthrough riders in Jai Hindley and Marc Hirschi. The Giro d’Italia continued with the second stage from Haifa to Tel Aviv and it concluded with the predicted bunch sprint, although that barely told the full story of a surprisingly intriguing day. After missing out on the pink jersey in the opening time trial, BMC Racing had a plan to put Rohan Dennis into the race lead. They targeted the time bonus at an intermediate sprint and propelled the Australian over the line first to relieve Tom Dumoulin of pink. We hear from Dennis’s team-mate Nicolas Roche about how they did it. The Israel Cycling Academy team wanted to make an impression too and they nearly took the king of the mountains jersey but Guillaume Boivin fell just short. He tells us about his day in the break.
