House Republicans want to set aside up to $5 billion a year for scholarships to help families send their children to private and religious schools, an unprecedented effort to use public money to pay for private education. The proposal, part of a budget reconciliation bill released in May, would advance President Donald Trump's agenda of establishing “universal school choice” by providing families nationwide the option to give their children an education different from the one offered in their local public school. Nearly all households would qualify except those making more than three times the local median income. Supporters of private school vouchers say they want to give families assigned to low-performing schools more choices. “Giving parents the ability to choose the best education for their child makes the (American Dream) possible,” said Republican Louisiana Sen. Bill Cassidy, who sponsored a similar proposal in the Senate. The program would be funded by donors who could contribute money or stock. In turn, they would receive 100% of the contribution back in the form of a discount on their tax bills. It would allow stockholders to avoid paying taxes that would be levied if they donated or transferred the stock. Critics decried the proposal, saying it would aid the wealthy at the expense of the public school systems that serve the overwhelming majority of students. They said it would set up a tax shelter allowing savvy investors to make money under the guise of a donation. All of this comes as the Trump administration downsizes the Education Department and cuts resources to public schools, including $1 billion in mental health grants and funding for teacher training. “This is a significant threat,” said Sasha Pudelski of AASA, the School Superintendents Association. She added that states that have voucher programs often end up assisting families that were already paying for private school. “It's opening the door even wider to what has already plagued voucher programs around the country, which is rampant waste, fraud, and abuse.” Public school advocates worry the programs hurt enrollment and per-pupil funding, ultimately leaving fewer resources for families that choose public schools. In March, we recorded an episode live on stage at SXSW EDU in Austin, Texas. This disagreement is all about ESAs, or Education Savings Accounts. You may have heard of ESAs under a different name, like vouchers or school choice programs. Right now, 18 states have some sort of ESA program in place.The programs are becoming more popular across the country, but should they be? What accounts for the increasing support for ESAs? What risks and benefits do they pose for students and families? Does the rise of ESAs inherently harm our public schools?When we say ESAs, we are NOT talking about 529 plans or other college savings programs. We're talking about K-12 education. These programs create a government-authorized savings account for families, allowing them to take some quantity of the funding that would have supported their child in public school, and use those dollars in the way they see fit: whether that's to supplement private school tuition, parochial school tuition, tutoring, special needs services or for other educational purposes.Shaka Mitchell is a Senior Fellow at the American Federation for Children, an advocacy organization in the school choice movement. He has served in leadership roles at high-performing charter school networks, including Rocketship Education and LEAD Public schools in Nashville.Jaime Puente is the Director of Economic Opportunity at Every Texan, an advocacy and public policy organization striving to expand opportunities for all Texans. The battle over private school vouchers sees a major milestone on Tuesday, as House Bill 3 - the GOP-controlled House's latest scheme to redirect money earmarked for public schools to private and parochial schools instead - comes before the Texas House Public Education Committee. This is a debate that has become partisan at the legislative level, though not as completely as some other issue areas have - in fact, Governor Abbott (who has been well-paid by billionare benefactors to continue this push) has had a hand in ousting House members of his own party who disagreed with his plans on behalf of the schools back home in their rural districts, who will be among those vouchers would hurt worst. The people in those districts - many of whom were misled into voting for Abbott's cherry-picked replacements - are beginning to realize what's at stake and pipe up, but we're about to find out whether that awakening will come too late for public schools, both rural and urban, across Texas.We wanted to cover, in the most basic terms possible, WHY a private school voucher plan is a bad idea not only for Texas schools and the families of our school kids, but ultimately for ALL Texas taxpayers. Today, we do something different and have a friendly debate over the prudence of the school voucher revolution in red states. Most conservatives have embraced this policy, but some have concerns about it possibly leading to government control of private schools. On net, I believe these policies are the best we can do given the strategic disadvantage we have against public education. However, my guest today, Gary Humble of Tennessee Stands, joins us to debate me over his concerns about the voucher program. He is worried about this program being structured like an open-ended entitlement, the budgetary effects, and most importantly the strings that typically come attached to such funding. We both agree that at a minimum, school vouchers are an incomplete solution to education refor and must also be accompanied by strong protections against state mandates on private schools, an effort to reject federal education funding, and structuring the program in a way that looks more like a tax credit than an entitlement.
