This is the Catch Up on 3 Things for the Indian Express and I'm Flora Swain.It's the 3rd of April and here are today's headlines.In an exclusive investigation report, The Indian Express has found that since 2014, as many as 25 prominent politicians facing action from Central agencies for alleged corruption have crossed over to the BJP. These politicians cut across party lines: 10 are from the Congress; four each from NCP and Shiv Sena; three from TMC; two from TDP; and one each from SP and YSRCP. In 23 of these cases, their political move has translated into reprieve. The Opposition calls it the “washing machine,” the mechanism by which politicians accused of corruption don't face legal consequences if they quit their party and join the BJP.The Delhi High Court today heard Chief Minister Arvind Kejriwal's plea seeking immediate release from the custody of Enforcement Directorate. Senior advocate Dr Abhishek Manu Singhvi, appearing for Kejriwal said that the case reeks of timing issues which ensures that Kejriwal is unable to participate in democratic activity and to try to disintegrate the AAP before the first vote is cast. Additional Solicitor SV Raju representing ED said that he was in a bit of a dilemma because what is filed is a writ petition against arrest but it is argued as a bail application or quashing application.Senior Congress leader Shashi Tharoor today said the question of who could be an alternative to Prime Minister Narendra Modi is “irrelevant” as in a parliamentary system people are not electing an individual but a party or a coalition of parties. In a post on X, he said the alternative to PM Modi is a group of experienced, capable and diverse leaders who will be responsive to people's problems and not driven by individual ego.India's first Olympic medallist in boxing Vijender Singh joined the BJP today. Singh had fought the 2019 Lok Sabha election unsuccessfully from the South Delhi constituency as a Congress candidate. Singh comes from the Jat community, which has political influence in a large number of seats in Haryana, the state he comes from, western Uttar Pradesh and Rajasthan.At least nine people were killed and 800 others injured in a 7.2 magnitude earthquake that rocked Taiwan early morning today. Authorities said that 50 travellers aboard four minibuses heading to a hotel in a national park are missing in Hualien. As many as 34 aftershocks were recorded. The quake had a depth of 15.5 km, according to Taiwan's Central Weather Administration. He grew up facing domestic violence and poverty. Due to his stammer, he also faced a lot of bullying. Despite these early years, Puneet went on to complete his undergraduate degree in English Honours from the University of Delhi. He then worked in the Royal Bank of Scotland as an operations Analyst in the Anti-Money Laundering Department. After a year of working there, he realised that corporate life is not for him. He has since worked with organisations like Amnesty International, Action Aid India, Vision India Foundation and Association for democratic reforms. He is a former member of the Delhi Minority Commission and a current member of International Union of Conservation of Nature (IUCN). He is currently running a social organisation working towards normalising speech and communication disorders and advocating for a more inclusive and accessible society for people with disabilities.
In an unprecedented move on 4 April, the Mayor of the South Delhi Municipal Corporation (SDMC) proposed to shut meat shops under his jurisdiction during the Navratri festival, which will last till 11 April. In a letter to the South Delhi commissioner, Mayor Mukkesh Suryaan – a Bhartiya Janta Party (BJP) leader – argued that “in view of the sentiments and feelings of the general public, necessary directions may be issued to the officers concerned to take necessary action for the closure of meat shops during the nine-day period”. This sudden proposal to blanket ban meat shops led to large-scale confusion and tension across meat shops in south Delhi. And it's important to note here that an official order to shut down any form of trade can only be passed by the commissioner, not the mayor. And no such order did materialise. So what was the purpose of such a letter? More so, will the order of shutting down meat shops during festivals hold up in court? The deference of the Delhi civic polls has left the AAP-led Delhi government at loggerheads with the BJP-led Centre. At the heart of the delay is The Delhi Municipal Corporation (Amendment) Bill, 2022 that seeks to merge the North, East and South Delhi municipal corporations. The bill was introduced in the Lok Sabha by Union Minister of State for Home Affairs Nityanand Rai who said it would make the MCD “a single, integrated and well-equipped entity”, however, the Delhi government along with several opposition parties have been vehemently opposed to calling it an unconstitutional move. What has been particularly irking the Delhi government is that the bill also appears to strip the Delhi government off authority when it comes a lot of big decision-making processes around the unified MCD. The AAP led Delhi government even accused the BJP of “murdering democracy”. But why does the Centre want to unify Delhi municipality? What is the administrative significance behind it all? And is there any political significance in the move? 'Bois Locker Room' — a private Instagram group of young school boys from South Delhi has caught people's attention for all the wrong reasons.Screenshots of chats between boys of that group, some as young as 13, sharing morphed photos of teenage girls, making violent and explicit comments about their bodies, sharing gang raping fantasies, have gone viral on social media, raising concerns not only amongst parents and citizens but also leading to an FIR.We have been here once before when the MeToo movement took social media by storm roughly two years back, and broke the hard truth about how entrenched we are, as a society, in toxic masculinity, and rape culture, and we're back once again, reigniting those conversations and debates around misogyny, and rape culture, because of young school boys.What is rape culture and how do locker room chats perpetuate it? 1. Two persons from Morigaon tested COVID19 positive; both are secondary contacts of Markaz attendees 2. Dibrugarh joint director of health services was suspended over dereliction of duty. Udayan Kumar Baruah who was suspended by the State Government was missing from action. He was even absent during review meetings chaired by CM Sarbananda Sonowal. Currently, sub-divisional medical officer Nabajyoti Gogoi is in charge of Baruah's services after suspension, claim reports. 3. Guwahati to come under Orange zone, informed the Central government. Golaghat, Morigaon, Nalbari, Goalpara and Dhubri have been identified as hotspot districts with cluster. Union health secretary Preeti Sudan said, "Hotspots (designated red zones) will be assumes to be undertaking effective containment activities, if no case is reported in next 14 days (designated orange zones) and will be deemed successful in containment, if no case is reported for 28 days (designated green zones)." 4. Meghalaya's doctor, who died from coronavirus laid to rest at the Riatsamthiah Presbyterian Cemetary after he could not be cremated at the electric crematorium as locals opposed the move fearing spread of the virus to residential areas and TB Hospital nearby. 5. 72 families in South Delhi have been asked to self quarantine after a Pizza delivery boy tested positive for COVID-19. The patient was now recovering at a hospital. "We have found that 72 houses had taken delivery from that outlet and hence everyone has been told to follow precautionary measures and be under self- quarantine," District Magistrate of South Delhi B.M. Mishra. Authorities have also decided to quarantine 16 of his colleagues. A detailed trail was followed and 72 families in South Delhi were then asked to self quarantine. The food from the outlet was delivered using Zomato. "All the co-workers of the said rider have tested negative and as a precaution, the restaurant where the rider worked has suspended operations," a statement by Zomato reads. 6. Google has honoured packaging, shipping and delivery workers by creating a Doodle. Amid coronavirus crisis, such workers are working round the clock to make sure that essential commodities reach people in time.

India’s Hindu-supremacist BJP government has stepped up its state repression by ramming through areactionary Citizenship Amendment Act in early December 2019. The law grants Indian citizenship to non-Muslim immigrants from Pakistan, Bangladesh and Afghanistan but denies that right to Muslims from any country in South Asia. Immigrants from other countries in the region, including Tamils from Sri Lanka and Rohingya from Myanmar, are also excluded.Workers, students and other parts of civil society have been protesting since November last year in an effort to defeat the legislation, and protests are continuing, with a nationwide general strike on 8 January bringing tens of millions of workers to the streets.In Shaheen Bagh, a neighbourhood in South Delhi, some 200 women have been holding a permanent protest camp for over a month, and vow not to be moved until the law is lifted.On the program today to discuss the Citizenship Amendment Act of India, it’s implications for communal violence, and the growing protest movement in opposition to it, we are joined by Shivani Kaul, from New Delhi India.

Just because they didn’t kill themselves? That for me became a big question … that made me expand my quest.”Sudipto also talks about the politics of violence used by the ASA, adding that it's "not pro-violent that it attracted the greyhounds and the anti-Naxal police”. He points out that the frames used to categorise Dalits as "thugs" is what constituted the foundation of their fight. He says it's in the granularity of the politics of representation that we can find the essence of the fight between the Akhil Bharatiya Vidyarthi Parishad and Vemula.Abhinandan steers the discussion towards the elections and the panel reminisces on how it has changed over the years. They debate the idea of voter suppression as a genuine concern or general paranoia. Madhu observes, “This election is going to stand out for messing up of the honesty of the elections. Because everywhere you go, it is far more sophisticated than booth capturing.” The conversation moves to the Model Code of Conduct which, as Raman says, "does not even exist anymore”. They discuss how the EC isn't doing itself any favours with its soft attitude, especially in terms of its (non)response to things like NaMo TV. Sudipto compares it to a “nagging South Delhi parent” in the way it's executing its duties.Shifting to AgustaWestland, the panel talks about the recent attack on the credibility of journalists such as Shekhar Gupta.
