The market lost ground on Wednesday as selling was focused on large cap semiconductor stocks after the teach heavy Nasdaq lost ground on Wall Street overnight. Analysts say many investors opted to turn cautious about a possible major pullback (退卻,拉回) on the main board from recent strong showingd and opted to lock in profits from previous sessions. Shin Kong Life to end Taipei land contract to make way for Nvidia's TaiwanHQ Shin Kong Life Insurance say its willing to relinquish the surface rights to two plots of land in the Beitou-Shilin Technology Park to allow Nvidia to build it's new headquarters in Taipei. Shin Kong Life Chairman Mark Wei made the announcement at press conference - telling reporters that company's board has decided to terminate its contract with the Taipei City government, contingent upon the reimbursement (報銷) of land development costs. Taipei Mayor Chiang Wan-an says the city government will now meet with Shin Kong Life to negotiate the contract termination. Red alert lifted for Matai'an Creek barrier lake after one month The Central Emergency Operations Center has lifted the red alert for Hualien's Matai'an Creek barrier lake and says monitoring of the area has now returned to normal levels. According to center chief coordinator Ji Lien-cheng, the criteria (標準) for lifting the alert has been met, as the water level in the lake is now stable, dredging operations in the river are ongoing and evacuation plans have been drafted. Ji says the temporary embankment has also been strengthened. The barrier lake formed in July and overflowed after a dam collapsed on September 23. The Central Emergency Operations Center has said it could take up to five years for recovery work to be completed in the townships affected by the flooding. ICJ says Israell can't use starvation as method of war The International Court of Justice has announced that Israel can't use starvation as a method of warfare and must ensure the basic needs of the people in Gaza are met. This advisory opinion issued by the United Nations' top court isn't legally binding (具有法律約束力) and has been described by Israeli officials as "shameful." William Denselow reports from the ICJ in The Hague. Canada to Double NonUS Exports in Next Decade Canadian Prime Minister Mark Carney says he's setting a goal for the country to double its non-U.S. exports in the next decade, saying Canada's former strengths based on close ties to the United States have become vulnerabilities. Carney reiterated in an evening speech that the decades-long process of an ever-closer economic relationship between the Canadian and U.S. economies is now over. He says "the U.S. has fundamentally changed its approach to trade", and Canada "can't rely on one foreign partner". More than 75% of Canada's exports go to the U.S. Tensions between the neighbors and longtime allies have eased (緩和) slightly in recent months as Carney tries to get a trade deal with Trump, but tariffs are taking a toll, particularly in the aluminum, steel, auto and lumber sectors. The market hit a new high on Thursday, as investors once again flocked to artificial intelligence development related stocks ahead of Taiwan Semiconductor Manufacturing's investor conference. T-S-M-C dominated the trading day as it gained 1.37-per cent to close at a new high of 1,485 N-T - contributing 160 points to the Tai-Ex's overall rise and sending the electronics subindex up by 1.69-per cent. Hualien townships finalizes evacuation plan as tropical storm looms The Central Emergency Operations Center says a three-stage evacuation plan has been finalized for residents of Hualien Guangfu, Fenglin and Wanrong townships in anticipation of a tropical storm forming over the weekend. According to the center, a landslide lake alert and forced vertical evacuation could be activated if necessary in order to prepare for the storm's possible formation .. .. and the first phase of the plan will involve relocating elderly residents, those living alone and dialysis patients to hospitals or designated shelters. The center says the second phase will mandate the evacuation of residents living in single-story homes and place them in shelters, while the third phase will require those in multistory houses to take vertical shelter on upper floors. The first phase of the evacuation plan will initiated (啟動) once accumulated rainfall reaches 20-centimeters within 24 hours. Taipei and Shanghai zoos to do African penguin and red panda exchange Taipei Zoo Director Chu Hsiao-fen says the exchange of a pair of African penguins from Taipei for a pair of red pandas from the Shanghai Zoo will be finalized (定局,確定) in the first half of next year. According to Chu, the pandas are currently waiting to take the second of two rabies vaccination jabs before they can come to Taiwan, while the zoo is still confirming which avian flu vaccine the penguins need for their move to Shanghai. Chu says after quarantine procedures are complete on both sides, the two zoos will plan the exchange procedures for the beginning of next year. The exchange was based on a memorandum of understanding bertween the cities, which was signed at the 2024 Taipei-Shanghai Twin City Forum, which was held in Taipei. Israel Claims Airstrike Killed Houthi Rebel Chief of Staff Israel says an airstrike in August killed the chief of staff of Yemen's Houthi rebels. The group on Thursday acknowledged the death of Maj. Gen. Muhammad Abdul Karim al-Ghamari, who had been sanctioned by the United Nations. Israel claimed responsibility for the attack, stating al-Ghamari died from his wounds from the August strike. The U.N. described al-Ghamari as a key figure in orchestrating the Houthis' military efforts, threatening Yemen's peace and security and conducting (進行) cross-border attacks against Saudi Arabia. Madagascar coup leader to be sworn in as president as African Union suspends the country Military leader Colonel Michael Randrianirina will be sworn in as Madagascar's transitional (過渡性的) president today, the new leadership has announced. Italian Winter Olympics Announces Opening Ceremony Plans Organizers have announced that the Milan-Cortina Winter Olympic Games will feature the most spread-out opening ceremony in history. The Parade of Nations on February 6 will include athletes at Milan's San Siro Stadium and, for the first time, in three other locations: Cortina, Predazzo, and Livigno. Influencer Holger Chen under investigation for alleged Lai comments The Criminal Investigation Bureau says it's investigating internet personality Holger Chen after he called for the decapitation of President Lai Ching-te during a recent livestream. According to the bureau, the investigation is focusing on whether Chen's comments may constitute incitement (煽動) to commit a crime and threatening bodily harm under the Criminal Code. The bureau says it has been collecting evidence related to the comments and has asked the New Taipei District Prosecutors' Office to summon Chen for questioning. Chen made the alleged comments during a portion of his livestream on Sunday focusing on politics and cross-strait issues. Survey team reaches Matai'an Creek barrier lake site: Forestry agency One of two teams deployed by the Forestry and Nature Conservation Agency to survey potential routes to the Ma-Tai-An Creek barrier lake are reporting widespread devastation. The agency's Hualien branch deployed a task force consisting of two teams to visit the site on September 30. The teams were tasked with surveying the remnants of the lake and looking for prospective (預期的,盼望中的,未來的) routes for construction equipment to enter the area to rebuild. Officials say data collected by the teams will be used to help ensure safety during future efforts to rebuild the area and set up disaster prevention and detection infrastructure. US Supreme Court begins new term The US Supreme Court began its new nine-month term today - and it promises to be consequential (有影響力的,重要的) — with major cases focused on how much power the constitution gives the President. Charlotte North reports from Washington Iraq Prisoners Released Under Amnesty Iraq has released over 35,000 people from prisons under an amnesty law passed earlier this year. The law, aimed at reducing prison overcrowding, makes nearly 144,000 more people eligible for relief. The country's Supreme Judicial Council said courts recovered over $34 million in restitution (賠償) from those convicted of theft and corruption. The amnesty covers crimes like corruption, theft and some terrorism-related offenses, though not those involving killings. Sunni lawmakers pushed for the law, arguing their community faced unfair terrorism charges. The law also allows retrials for some terrorism convictions and halts executions. SAmerican Trade Bloc Rules Peru Failing to Curb Illegal Mining A South American trade bloc has ruled that Peru is failing to curb illegal gold mining and mercury (汞) trafficking. The Andean Community, which includes Peru, Colombia, Ecuador, and Bolivia, made the decision on Monday. They have ordered Peru to reform its laws and seize illegal mining equipment. Indigenous groups say mercury from mining is poisoning rivers and food in the Amazon. Peru has 20 working days to comply or face potential (潛在的) trade sanctions. The market closed at another record high on Monday, rising more than 300 points, as Taiwan Semiconductor Manufacturing hit a record high on the back of ample (充足) liquidity. Land warnings for Super Typhoon Ragasa lifted The Central Weather Administration has lifted its land warning for Super Typhoon Ragasa. The weather administration is expected to lift its sea warning this evening at the earliest. Ragasa is continuing to move in a westerly direction into the South China Sea. However, rain advisories remain in effect for much of the island. Extremely torrential rain warnings have been issued for mountainous areas of Hualien and Taitung. Torrential rain alerts are in effect for lowlying areas of Hualien and Taitung as well as for mountainous areas (多山,山區) of Kaohsiung and Pingtung. While extremely heavy rain alerts are in effect for all of Yilan, lowlying areas of Pingtung as well as for mountainous areas of New Taipei, Taoyuan, Taichung and Nantou. All of those rain advisories are currently expected to be be effect through tonight. Taipei-Shanghai City Forum postponed The Taipei City Government has announced that this week's Taipei-Shanghai City Forum will not take place as scheduled due to "unresolved details." According to the city government, both sides have agreed that the annual forum should be well-prepared rather than rushed. City Hall is still working on two memoranda of understanding with the central government and its Shanghai counterpart. Deputy Mayor Lin Yi-hua says the city government sent those M-O-Us to the central government about a month ago to comply (遵守) with regulations. One is still awaiting approval from several agencies, while details of the other are still under negotiation. DRC M23 Rebels Clash with Congolese Army Fighting between the Congolese army and the M23 rebels erupted in the east of the Democratic Republic of Congo over the weekend leaving a trail of death and destruction. Chris Ocamringa has more from Kinshasa… Egypt ProDemocracy Activist Freed by Presidential Pardon Pro-democracy activist Alaa Abd el-Fattah was released from prison after being granted a presidential pardon. He and five other prisoners had been pardoned Monday after the National Council for Human Rights acted on behalf of their families and urged President Abdel-Fattah el-Sissi to consider (考慮) the prisoners' situation on humanitarian grounds. His campaign said el-Fattah was released after being imprisoned almost all of the past 12 years and was now in his home in Cairo. He was arrested 2014 for participating in an unauthorized protest and allegedly assaulting a police officer. el-Fattah was one of the most prominent Egyptian activists in the 2011 Arab Spring uprising. In the old economy sector, petrochemical stocks continued an uptrend led by Nan Ya Plastics Corp., on optimism over its supply of materials to PCB makers. 4.9 earthquake strikes Hualien No injuries or damage are being reported after a magnitude 4.9 earthquake struck Hualien at 9:26. The Central Weather Administration says, the depth of the quake was measured at 17.1 kilometers, and the epicenter was located 11.7 kilometers east of Hualien County Hall, in the ocean. The quake was felt at a maximum intensity of 4 in Hualien and a 3 in Yilan. (AH) UN: IS Backed Congo Rebels Kill Dozens The United Nations peacekeeping mission in Congo says that Islamic State-backed rebels in the eastern part of the country have killed at least 52 people. The mission says the attacks blamed on the Allied Democratic Forces took place from Aug. 9 to Aug. 16 in North Kivu province. The violence included abductions, looting (搶劫), and the burning of homes and vehicles. The death toll is expected to rise. Eastern Congo has faced deadly attacks from armed groups like the ADF, which has ties to the Islamic State. US Democrats End Walkout Over Redistricting From the US…. Texas Democrats are ending their walkout over redistricting (重新劃分選區), as California prepares to retaliate. AP correspondent Ed Donahue reports Air Canda Flight Attendant Strike Air Canada and the union representing 10,000 flight attendants have resumed talks for the first time since their strike began three days ago. That's according to a person familiar with the negotiations. The renewed talks on Monday come after the union for the Air Canada flight attendants said they won't return to work even though the strike has been declared illegal. It has affected about 130-thousand travelers per day during the peak (高峰) summer travel season. Labor leaders are objecting to the Canadian government's repeated use of a law that cuts off workers' right to strike and forces them into binding arbitration. Cambridge Dictionary Adds 6000 New Words The Cambridge Dictionary has added over 6,000 new words including slang terms like “skibidi,” pronounced SKIH-bih-dee, "tradwife" and "delulu." Cambridge Dictionary says it uses the Cambridge English Corpus database of more than 2 billion words to monitor (監測) how new words are used, how often and in what contexts. Other additions this year include "mouse jiggler" for a tool to simulate (模擬) activity during remote work and “forever chemical” for persistent environmental pollutants. The market fell into negative territory in Friday after the U-S imposed a 20-per cent tariff on Taiwan's imports. Analysts say investors were caught off guard, as many had been anticipating Taiwan would get a 15-per cent tariff like Japan and South Korea and investors are concerned the higher levy (稅款) will make Taiwan exporters less competitive. Southern Taiwan sees over 2 meters of rain in 7 days The Central Weather Administration says over 2-meters of rainfall fell in parts the south from between July 28 to 9AM on Sunday. According to the administration, Kaohsiung's Taoyuan District saw total rainfall of 220-centimeters, while some 206-centimeters was recorded in Sandimen Township in Pingtung. The weather administration's forecast center says three factors have been contributing to the continuous intensive rainfall in the south. Those being successive southwestern air currents that moved landward, southwesterly winds brought in unstable air that developed into convection currents (對流…) .. .. and the southwesterly winds sweeping into southern Taiwan's mountainous areas causing intense rain in those areas. Village chief in Hualien dismissed over Chinese nationality A village chief in Hualien has dismissed from office over her China nationality status. The move means Teng Wan-hua has becoming the first local official to have been removed from office (撤職) for that reason. Teng served as chief of Xuetian Village in Hualien Fuli Township. According to the Ministry of the Interior, she is one of five village or borough chiefs who were found in January to hold China nationality in violation of the Nationality Act. Teng is denying any wrongdoing - saying she holds an R-O-C Taiwan passport, and not a Chinese one and also doesn't have P-R-C nationality. Israeli Minister Prays at Jerusalem Holy Site A far-right Israeli minister has visited and prayed at Jerusalem's most sensitive holy site, sparking regional condemnation. The visit by Itamar Ben-Gvir threatens to escalate tensions and complicate international efforts to halt Israel's nearly two-year military offensive in Gaza. Palestinian leaders, along with Jordan and Saudi Arabia, have condemned the visit as incitement. The visit followed Hamas' release of videos showing emaciated Israeli hostages that have caused an uproar (騷亂;騷動) in Israel. Meanwhile, hospitals in Gaza say 33 more Palestinians have been killed by Israeli fire while seeking food aid. Israel faces global criticism over famine-like conditions in the besieged strip. UK Oasis Fan Falls to Death During Concert Oasis has expressed shock and sadness after a man fell to his death during their concert at Wembley Stadium in London. The Metropolitan Police said officers and paramedics responded to reports of an injured person just before 10:30 Saturday night. A man in his 40s was found with injuries consistent with (符合) a fall and was pronounced dead at the scene. The police have urged anyone who witnessed the incident or captured it on video to contact them. Oasis offered condolences to the victim's family and friends. Their first tour in 16 years began July 4 in Cardiff, Wales. NZ Woman Faces Charges After Girl Found in Suitcase A New Zealand woman faces a child neglect charge after a bus driver found a 2-year-old girl in a suitcase. Authorities say the incident happened Sunday when the driver noticed movement in the luggage compartment (車廂) during a stop in Kaiwaka, north of Auckland. A detective reports the child was very hot but otherwise unharmed. The girl was taken to a hospital and remained there Sunday night. The market tumbled more than 300-points on Monday, as investor concerns over the strength of the New Taiwan dollar against the U-S dollar persisted and on the back of selling by foreign institutional investors. New national, local rules taking effect in Taiwan in July Several amended national regulations are gradually taking effect this month. They include the Central Weather Administration's wind strength forecast for coastal townships during typhoon season. The administration will also hold video conferences with the mayors and magistrates of coastal locations to address the difference in wind strength observed inland and around the coast. The move is part of efforts to provide local leaders with more information when contemplating (考慮) work and school suspensions. Meanwhile, The Ministry of the Interior will be carrying out inspections of air raid shelters beginning this month. That means buildings constructed with air raid shelters will need to be reported to the government and be subjected to safety inspections. The ministry says the safety checks are aimed at ensuring that the buildings will be up to standard for use by members of the general public during emergencies and drills. CWA issues heat alerts The Central Weather Administration has issued heat alerts for parts of the island today. "Orange" alerts are in effect for New Taipei City and Changhua - where the daily maximum temperature is forecast to reaches 36-degrees for three consecutive (連續的) days. While "Yellow" alerts have been issued for Taoyuan, Taichung, Nantou, Yunlin, Chiayi, Tainan, Kaohsiung, Pingtung and Hualien - where the daily maximum temperature is forecast to reaches 36-degrees today. Brazil National Museum Offers Sneak Peak Brazil's National Museum has offered a glimpse at its renovated building and collection. Interest in T-S-M-C resumed after the Philadelphia Semiconductor Index surged by just over 3-per cent overnight and that came after the company's American depositary receipts rose 2.17-per cent. T-S-M-C's gains contributed about 160 points to the Tai-Ex's overall rise and helped the electronics index jump by 1.1-per cent. Taiwan hosts sea drone exhibition Twelve domestic and foreign companies are participating in a sea drone technology exhibition in Yilan. The two-day exhibition is taking place as defense ministry-affiliated institutions are urging the government to include them in national defense procurement (採購) and development programs in order to strengthen the island's deterrence capabilities. The Ministry of National Defense is set to allocate next year's budget for the large-scale procurement of unmanned surface vehicles. According National Chung-Shan Institute of Science and Technology President Li Shi-qiang, the project will require participation from numerous companies - both domestic and foreign. The institute signed a partnership agreement on the sides of the exhibition with the US and German-based company Auterion for drone software battle-tested in Ukraine. Reports say that deal could eventually lead to the technology being used in millions of drones for Taiwan. 2025 Solar Festival on Now The Tourism Administration's Solar Festival is now underway, offering a wide range of summer activities across Taiwan throughout June, July, and August. Indonesia Volcano Eruption Mount Lewotobi Laki Laki volcano in south-central Indonesia has erupted, spewing (噴出) towering columns of hot ash. Authorities raised the eruption alert to the highest level and expanded the danger zone to about 8 kilometers from the crater. Indonesia's Geology Agency said it recorded the volcano unleashing about 10,000 meters of thick grey clouds on Tuesday afternoon. There were no casualties reported. Landslides disrupt rail traffic in Hualien The Taiwan Railway Corporation says normal services on East Coast Line in Hualien will resume at noon today. The statement comes after the Chongde-Renhe section of the line was temporarily (暫時地) closed after after landslides caused by heavy rain swept soil over the tracks. The rail network operator says it sent work crews to the site yesterday evening to carry out repair work. Prmier Cho Jung-tai has taken to Facebook to say he's instructed the railway corporation to put "safety first" as the top priority and restore normal operation as soon as possible. Man suspected of killing Hualien teacher in church dorm arrested Police in Hualien have arrested a suspect wanted in connection with the killing of a female junior high school teacher. According to police, the suspect was arrested while attempting (企圖) to commit suicide in a wooded along the coast. The killing occured on Saturday - with police saying they received a report about the suspected death of a tenant in a rental room in a dormitory of a local church. The suspect was also a member of the same church. Authorities say they managed to track the man after reviewing surveillance camera footage of the area around the dormitory. Israel Eli Cohen Belongings Retrieved Israel has retrieved thousands of items belonging to the country's most famous spy after a covert operation in Syria. Prime Minister Benjamin Netanyahu shared some of the 2,500 items from the Syrian archive relating to Eli Cohen, an Israeli spy who infiltrated the political echelon in Syria, with Cohen's widow. Sunday marked 60 years since Cohen was hanged in a square in Damascus. The items recently spirited into Israel include documents, recordings, photos, and items collected by Syrian intelligence after his capture in January 1965, letters in his own handwriting to his family in Israel, photographs of his activity during his operational mission (任務) in Syria and personal objects. FDA defends unchanged policy on ractopamine checks The Food and Drug Administration is defending its decision to not strengthen random inspections for ractopamine in pork products despite detecting residues of the leanness-enhancer in imported pork from Australia It's the first time that ractopamine has been found in imported pork since the ban on it was lifted in 2021. According to the F-D-A, a shipment of 22.99 metric tons of pork items from Australia tested positive for 0.001-parts per million of ractopamine - and that figure is well within the F-D-A's standards for ractopamine limits. The F-D-A says random inspections for qualified products will not be strengthened - as all products that qualify for importation will not harm human health even they are consumed (吃,喝) every day or for a lifetime. Magnitude 5.9 earthquake in Hualien the 'main shock' The Central Weather Administration's Seismological Center says Monday evening's magnitude 5.9 earthquake that struck about 33-kilometers off the coast of Hualien City was the "main shock" in a series of quakes in the area. The magnitude 5.9 earthquake that struck at 6:53PM and was felt across much of the island. However, prior to that, six other earthquakes of greater than magnitude of 4 occurred in the same area. Seismological Center director Wu Jien-fu says the quakes were all part of the same series (系列) and that a magnitude 5.5 temblor that struck at 6:09PM was a "foreshock" to 5.9 magnitude quake. According to Wu, aftershocks in the magnitudes of between 5 and 5.5 range could occur in the coming three days. US Opponents Blast Trump's Plans for Alcatraz US president Donald Trump says he plans to reopen the notorious Alcatraz prison in the San Francisco Bay to house what he called "America's most ruthless and violent Offenders." Local officials immediately criticized the plan as unfeasible (不可行的). Ira Spitzer reports from San Francisco. Canada Alberta Referendum on Separation The premier of Alberta says she will hold a referendum next year on the energy rich province separating from Canada if citizens gather the required number of signatures on a petition. Speaking on a livestream address, Danielle Smith said she personally does not support the province leaving Canada and expressed hope of a “path forward” for a strong and sovereign Alberta within a united Canada. Smith accused previous federal Liberal governments of introducing different legislations that hamstring Alberta's ability to produce and export oil, which she said has cost the province billions of dollars. Labor Funds Earn NT$20.9 Billion in October The Ministry of Labor reports that Labor Funds grew by $20.9 billion NT in October. That brings total gains for 2024 to $93.91 billion NT. The funds, managed by the Bureau of Labor Funds, are valued at $6.88 trillion NT with a 14.96 percent return rate for the first 10 months of the year. Key funds include the Labor Pension Fund, with a 14.59-percent return, and the Labor Retirement Fund, at 17.92-percent. The National Pension Insurance Fund also saw a strong performance, reaching a 16.01-percent return. Over the past decade, these funds have delivered an average annual return of 6.7-percent. Officials warned of global market uncertainty (不確定) due to interest rate policies, uneven growth, and geopolitical tensions, but noted Taiwan's stock market remained solid in October. Rain and Cooler Weather in Northern Taiwan The northeast monsoon is bringing cooler weather and rain to northern Taiwan today. NZ SpadeToothed Whale Dissection Scientists and culture experts in New Zealand have begun the first-ever dissection of a spade-toothed whale, the world's rarest whale species. The creature, which washed up dead on a beach on New Zealand's South Island in July, is only the seventh specimen (樣本) ever found. None has ever been seen alive at sea. Over the next week, researchers will study the 5-meter-long male at an agricultural research center near the city of Dunedin. According to the government, Taiwan will continue to work with like-minded countries such as the U-S and South Korea to contribute to "peace, stability and prosperity (繁榮) in the Taiwan Strait and the region. The statement comes after Washington and Seoul issued the joint communique earlier this week - in which both sides stated that their respective governments have taken note of the importance of maintaining stability in the Taiwan Strait … …. and reaffirmed security cooperation in the Indo-Pacific region. It was issued following talks between U-S Secretary of Defense Lloyd Austin and his Korean counterpart Kim Yong-hyun at the 56th Security Consultative Meeting in Washington, D.C. CWA Says Footage May Show Tornado Touching Down in Hualien The Central Weather Administration says it's not ruling out the possibility that video footage (片段) posted to the internet on Thursday showed a tornado touching down in Hualien County's Xiu-Lin Township. The 20-second video has been widely shared on social media .. .. and it appears to show a rotating column of wind and rain in Hualien's Jia-Wan Village, and was taken as Taiwan was being battered by Typhoon Kong-Rey. The weather administration's office in Hualien initially said that it was difficult to judge whether it was tornado based on the brief footage, which could just show low clouds being blown along quickly at ground level. The administration's forecast center later issued a statement saying it had reviewed the footage and determined that it showed a circulating motion similar to a tornado. However, the forecast center went on to say it's not ruling out the possibility that a tornado had formed, although additional evidence is be needed to confirm that. Spain Flooding Leaves Over 100 Dead Crews are searching for bodies in stranded cars and buildings following flash floods in Spain that claimed at least 158 lives. The death toll could rise more as search efforts continue Thursday. An unknown number remains missing. Spain's transport minister says dead bodies remain inside some of the hundreds of stranded (被困住的) vehicles. Officials say 155 people have died in the eastern region of Valencia. Elon Musk May Continue Cash Prize Giveaway for Election Elon Musk can continue to give away money to US voters, following a ruling from a Philadelphia judge. Canada Busts Drug SuperLab Canadian police dismantled what they say is the largest, most sophisticated illicit drug “super lab” in the country. The Royal Canadian Mounted Police believe organized crime ran the operation where there was mass-production and distribution of fentanyl and methamphetamine across Canada and internationally. Officers served search warrants (搜查令) last week on the drug lab in Falkland, British Columbia and associated locations in Surrey, in Metro Vancouver. CWA: Typhoon Kong-rey Strengthens May Make Landfall Hualien or South Tomorow Noon to Evening The Central Weather Administration is expanding its land warning, as Typhoon Kong-rey continues to pick up strength. The CWA says the storm's maintaining its radius of 300 kilometers, and the land warning now includes Hualien, Taitung, Pingtung, and the Hengchun Peninsula. Officials say the storm is moving quickly, and could make landfall sometime between tomorrow noon and evening, with the eye of the storm arriving south of Hualien County. Kong-rey is currently about 520 kilometers southeast of Eluanbi, but forecasters say the storm's periphery (外圍) could hit southeastern Taiwan early tomorrow morning. The CWA says based on the typhoon's current path and speed, the entire island may be included in the land warning as soon as late tonight. Kong-rey is packing sustained wind speeds of 184 kilometers per hour, with gusts of up to 227 kilometers per hour. A heavy rain advisory is also in effect, for Keelung North Coast, as well as mountainous areas in Taipei, New Taipei, and Yilan. Officials say an 80-year-old man died in the collapse, and between seven and nine people, presumably (據推測) masons working on the hotel's restoration, remain trapped. A prosecutor opened an investigation to determine the cause of the collapse, but Villa Gesell's municipality said in a press release the hotel was undergoing a renovation without the proper permits. China Launches 3 Astronauts to Orbiting Space Station China launched a new three-person crew to its orbiting space station today, as the country seeks to expand (擴張) its exploration of outer space. G7 Defense Minister Criticize China's Military Exercises The Ministry of Foreign Affairs is thanking the defense ministers of the G-7 member states for their voicing of support for the need to maintain the peaceful status quo in the Taiwan Strait. The statement comes after the G-7 defense ministers has issued a joint declaration criticizing China for what they're calling its provocative actions near Taiwan. It was issued after the defense ministers of Canada, France, Germany, Italy, Japan, the U-K and the U-S gathered in Naples this past weekend. The joint statement said the ministers reaffirm that maintaining peace and stability across the Taiwan Strait is indispensable (不可或缺) to international security and prosperity and are concerned about provocative actions, particularly the recent Chinese military drills around Taiwan. Hualien Becomes Colorful Canvas for Meeting of Styles Street Art Event And, More than 50 walls in Hualien County have been transformed into artworks as part of an international Meeting of Styles graffiti festival. Shares in Taiwan closed lower Tuesday as turnover shrank to the lowest in more than seven months amid caution over the U.S. economy, ahead of the release of August manufacturing activity data. Large cap tech stocks largely moved lower led by contract chipmaker TSMC as investors appeared wary of movements on U.S. markets with futures there on the decline, pointing to a possible fall on spot markets later in the day. Tropical Storm Yagi to Bring Extreme High Temperatures Tropical Storm Yagi may bring extreme high temperatures to parts of the island today. The Central Weather Administration says the storm currently moving towards China, does not pose a direct threat to Taiwan, but subsiding (下沉) airflow caused by Yagi will cause high temperatures over the western half of the island. Forecasters say that's particularly the case for northern regions, which highs of up to 38-degrees expected in Hsinchu today. The CWA has issued heat warnings for large parts of the north, as well as for Hualien, Yunlin and Tainan. And the storm may cause some precipitation as well, with sporadic showers across the north, east, and mountainous areas, as well as brief thunderstorms in central and southern Taiwan. IAEA Says Zaporizhzhia Plant "Very Fragile" The head of the United Nations' nuclear watchdog has described the situation at Europe's largest nuclear power plant as “very fragile” following fresh attacks near the site in central Ukraine. He also vows to expand International Atomic Energy Agency inspections to include critical electricity supplies. Rafael Mariano Grossi has highlighted the vulnerability of Ukraine's energy infrastructure because of Russian attacks. The Zaporizhzhia plant came under Russian control in the wake of Moscow's full-scale (全面的) invasion in 2022. The IAEA says ongoing attacks in the area and damage to Ukraine's national grid threaten the power supply that's vital to nuclear power stations. Nvidia shares fall In related news….. Chipmaker NVIDIA lost more market value than any other stock in a single day. CNBC reports the stock fell 9.5 percent, or about $279 billion in market value. It is now down 23.3% since June 20. But it is up, however, 118% in 2024. But NVIDIA didn't drop on its own. Its fall saw a basket of chip stocks retreat -- Intel fell almost 8%, Marvell slid 8.2%, and AMD dropped 7.8%, and Qualcomm fell nearly 7%. The stock is down another 2% after hours. The action comes after Bloomberg reported that the Department of Justice is taking a closer look at antitrust (反壟斷) concerns for Nvidia. CNBC says chip stocks were gainin steam on optimism that the artificial intelligence boom will require companies to buy more semiconductors to keep up with AI applications. On April 3, 2024 at 7:58am (in Taiwan) an earthquake that's been reported as measuring 7.2 and 7.4 hit Hualien which is located on Taiwan's east coast. The last major earthquake of similar magnitude was 25 years ago on September 21st, 1999 in Nantou, which is located in central Taiwan. The earthquake also referred to as the 921 earthquake killed over 2,400 people, and left over 100,000 people homeless. Australia's Department of Foreign Affairs is working to determine the fate of two Australians reported missing, two days on from Taiwan's strongest earthquake in 25 years. Rescuers are still searching for missing people, but they have confirmed around 400 people cut off at a hotel in the Taroko Forge national park are safe. Earlier, the quake was reported to be M7.2, but the Japan Meteorological Agency has upgraded the magnitude to 7.7. A major earthquake has struck off Taiwan's eastern coast prompting tsunami warnings throughout the region. The 7.7 magnitude quake, had its epicenter 18 kilometers south of the city of Hualien and struck around 9am local time. A tsunami warning was issued following the quake with residents on the island's northern coast told to evacuate to higher ground. The earthquake is the strongest to hit Taiwan in 25 years.
