Below are biographies of our guests from the Podiatry Foundation: Eugene M. Pascarella, DPM, FACFAS, MBA Executive Director Gene M. Pascarella has served on The Podiatry Foundation Board of Trustees (formerly The OCPM Foundation) since 2012. In September 2024, he was appointed Executive Director. He holds a 1982 degree from the Ohio College of Podiatric Medicine and received his MBA from the University of Phoenix in 2002. Currently, Dr. Pascarella serves as a Regional Medical Director for Upperline Health. He is also a faculty member at Advent Health Hospital System, teaching podiatric residents. Dr. Pascarella has also served on the Board of Trustees of the Ohio College of Podiatric Medicine from 2008 until 2012. He currently serves on the Kent State University College of Podiatric Medicine Advisory Board, where he served as Chair of that board from 2013-2018. In recognition for his contributions, he received the Kent State University College of Podiatric Medicine Ambassador Award in 2015, the Kent State University College of Podiatric Medicine Alumni Service Award in 2017 and was inducted into the Kent State University College of Podiatric Medicine Hall of Fame in 2022. Victoria J. Newman, CPA, MBA Chair Philanthropic Impact and Strategy Committee Executive Committee Victoria Newman has served on The Podiatry Foundation Board (formerly the OCPM Foundation Board) since 2022. She is a graduate of John Carroll University and Cleveland State University, with Accountancy and MBA degrees. Ms. Newman's professional experience spans twenty years in the non-profit sector, in the areas of Audit Services at Howard Wershbale & Company, and Finance and Philanthropy at Cleveland Clinic Foundation, Cleveland Clinic London and Case Western Reserve University. Currently, Ms. Newman is the Assistant Dean of Finance and Business Administration at Weatherhead School of Management at Case Western Reserve University. Prior to her current role, she served as Executive Director at Case Western Reserve University, with oversight of the University's endowment management. Nilin M. Rao has served on The Podiatry Foundation Board of Trustees since 2022 and serves on the Research and Education Committee. He then pursued his master's degree, followed by simultaneous doctoral degrees from Kent State University, completing his DPM as well as a PhD, in exercise physiology. He then completed a three-year Podiatric Surgical Residency at Highlands-Presbyterian/ St. Luke's (PSL) Medical Center in Denver, Colorado, where he served as Chief Resident during his final year. This was followed by an additional one-year fellowship in advanced foot/ankle reconstruction, sports injuries and foot/ankle trauma at the prestigious Silicon Valley Reconstructive Foot and Ankle Fellowship with Sutter Health-Palo Alto Medical Foundation in Mountain View, California. Dr. Rao currently serves on the Kent State University College of Podiatric Medicine Advisory Board, Kent State Exercise Physiology Advisory Board, American Board of Foot & Ankle Surgery Communications Committee, and is one of the founding members of the Kent State University College of Podiatric Medicine Alumni Alliance. Dr. Rao is a Diplomate of both the American Board of Foot & Ankle Surgery and the American Board of Podiatric Medicine, and a Fellow of the American College of Foot and Ankle Surgeons. Dr. Rao is in private practice in Austin, Texas. Nicki D. Nigro, DPM Chair of the Executive Committee Chair Research and Education Committee Dr. Nicki Nigro joined The Podiatry Foundation Board of Trustees (formerly the OCPM Foundation) in 2021. She was appointed Chair for the Executive Committee in September 2024 and serves as Chair for the Research and Educational Committee. She attended the University of Arkansas and obtained her B.S. in Exercise Science and Physiology in 1985. While working on this degree, Dr. Nigro was introduced by a colleague to the field of Podiatry. She received her Doctorate of Podiatric Medicine from Des Moines University (College of Podiatric Medicine & Surgery) in 1989. She completed her surgical training at The Podiatry Hospital of Pittsburgh in foot and ankle surgery. Dr. Nigro is board certified in Foot Surgery by the American Board of Foot and Ankle Surgery. She has been practicing medicine in the Pittsburgh area since 1991. She sees patients at the Glenshaw, Vandergrift, and Natrona Heights offices. She is a member of the Residency Committee for The Western Pennsylvania Podiatric Surgical Residency Program.

Prior to joining DTE Energy, Tony held leadership positions in the MCN Energy Internal Audit department and Michigan Consolidated Gas Company's Corporate Security & Investigations department. In total, Tony has approximately 30 years of compliance related experience in the utility and energy industry. Tony also has four additional years of compliance experience working for the Department of Defense in reviewing and auditing defense contracts and also established the internal audit department for a major Michigan public university. Tony earned a Bachelor of Science degree in accounting from Detroit College of Business, an MBA from Wayne State University, and a Master of Science degree in security administration from the University of Detroit-Mercy. Tony is a Certified Compliance and Ethics Professional (CCEP), a Certified Internal Auditor (CIA) and a Certified Fraud Examiner (CFE). Tony is a member of the Ethics and Compliance Institute (ECI), the Society for Corporate Compliance and Ethics (SCCE), the Institute of Internal Auditors (IIA), the Association of Certified Fraud Examiners (ACFE) and the Society for Corporate Governance. Sean was joined by Pat Marion of Compliance Concepts Inc (CCI) to discuss the world of regulatory compliance, the Office of Inspector General and how he and his team secured some of the largest settlements in the history of our industry. This was a great episode with a lot of great information you will not want to miss. Pat Marion, one of the founders of CCI, addresses compliance, regulatory and audit issues for a number of health care companies and professionals. This includes the development of audit and statistical methodologies to resolve ongoing compliance issues. His clients range includes academic medical practices, large physician practices, health care systems, hospitals, nursing homes, DME suppliers, pharmacies as well as hospice and home health providers. In light of his extensive past professional experience, he is a recognized expert on issues related to the Federal False Claims Act as well as the Federal Anti-Kickback Statute and Stark Law. Accordingly, he is frequently called upon to assist clients in evaluating situations that may implicate those laws and to provide an assessment of the applicability to specific factual situations. Mr. Marion also assists clients in meeting the compliance requirements of Corporate Integrity Agreements (CIAs), and acting as an Independent Review Organization (IRO) for health care entities and practitioners that have entered into a CIA with the Office of Inspector General (OIG). He is often engaged to assess compliance in high risk areas with regulatory requirements. He also conducts due diligence compliance reviews for health care entities contemplating new business relationships. He performs forensic audits related to potential self disclosures to Governmental authorities, and is involved in counseling clients on risk assessment and remediation strategies. Mr. Marion has successfully completed voluntary disclosures for clients with the Department of Justice, the Office of Inspector General and local Medicare contractors. Mr. Marion participates and presents frequently at health care compliance forums on significant issues in the health care enforcement and regulatory arena. Mr. Marion was a staff auditor and audit supervisor with the Office of Inspector General ("OIG") for the United States Department of Health and Human Services from 1974 to 1990. During that time, he had significant experience auditing providers to Medicare's regulations and policies with respect to various payment issues, including those related to physician payments. Mr. Marion also served as an audit manager with the OIG's Office of Audit Services from 1990 to 1997. As an audit manager in the IG's Region 3 office, Pat conducted numerous local and national audits on behalf of the Medicare program and has pioneered the use of the Federal False Claims Act to resolve certain healthcare related civil fraud investigations. Pat has attained national prominence as the national coordinator of the Physicians at Teaching Hospitals (PATH) initiative and has played leading roles in the DRG 72-hour window project and the Medicare credit balance investigation. He has significant experience auditing providers to Medicare's regulations and policies, and supervising others in their audit duties, with respect to various Medicare payment issues. Brokers need to do their due diligence during client renewals and while moving to a new TPA. To identify and prevent any restrictions around audit rights, it is recommended to go through all ASO contracts. There is a growing trend of brokers who understand the value of having an independent 3rd party audit plan set up. This ensures a client is set up for success and accurate benefits are being provided to plan members. She’s been at Cox for 9 years in various finance roles including the FORGE rotational program. Prior to Cox, Ashley worked at Cisco Systems and Cbeyond. Ashley received a Bachelor’s degree from Georgia Tech in Business Management with concentrations in Finance and Operations Management. Growing up as a military brat and traveling the world, Ashley developed the skill of adaptation and a love of diverse foods. Lainey Sibble Lainey started her career at KPMP in the Real Estate Audit practice. Upon realizing she wanted to redirect her focus within business, Lainey returned to graduate school and earned an MBA from Columbia Business School. Since Columbia, Lainey has found her passion in strategy. She spent two years working in strategic finance roles at Unilever, and then joined Cox where she has worked across the different divisions. She started in a financial investment strategy role at Cox Business, rotated across divisions and functional groups through a leadership development program, and ultimately found a strategic planning director role at Cox Automotive, where she works today. What sorts of issues cause trepidation about joining groups of other women in a career setting? Do issues like catfights and competitiveness often cause problems? Are these traits of strong women? How did these women find their own rules and cadence for the group? What role did personality tests play from the beginning on? How did a sorority approach (vs. a competitive approach) build vulnerability, bonding, and the ability for the women to help one another? What types of stress behaviors came out when the women had to do their bi-yearly reports to top leaders from various companies? Why was this their least favorite part of the program? How did having support from other women help? What things were important to the bonding of the women in the group? What role did shared life experiences and rope courses play in creating the sisterhood? How does personal development (vs. work skills) assist in careers at the early stage and the leadership stage? What did they learn about how to build a team (and how not to)? How did the timing of this program affect women differently? What major life events occurred during the program? What discoveries did this result in as far as choosing a path forward, regardless of what was happening in life? What archetypal roles did the women play in the group and what difference did these combinations make to the team? How do you integrate your passion into day to day life when it isn’t an integral part of your day job? Satisfaction emerges from finding opportunities to add your passion to your role.
When you think about natural disasters, like hurricanes or wildfires, and the Federal response to those disasters, you are probably thinking about FEMA, not the U.S. Department of Education. Yet the Department received about $2.7 billion to help schools in the States and territories impacted by the 2017 hurricanes and wildfires. Those funds can be used for a number of different things, including renting mobile educational units in the immediate aftermath of a disaster, replacing textbooks and other instructional materials, developing curricula, and transporting students in cases where the entire school was destroyed and the students ended up going someplace else. They can also be used recover electronic student and personnel data, or even to replace entire school district information systems. In some cases, these entire systems were wiped out. These systems contain all sorts of important information: demographic data, student grades, attendance data—all these things that are necessary for districts and schools for accountability purposes. The Education Office of Inspector General plays a critical role in overseeing the use of those disaster recovery funds. We audit grantee spending, we examine the effectiveness of the programs, and we investigate allegations of fraud, theft, and other wrongdoing involving these funds. It’s our job to make sure that these funds are spent appropriately and as intended. Join us as we talk to two Education OIG staffers who are right in the thick of these oversight efforts.
