Ami Beers, CPA, CGMA, senior director–Assurance & Advisory Innovation for AICPA & CIMA, joins the JofA podcast for this episode to guide CPAs on how to approach the new SEC rule on climate-related disclosures. The SEC adopted the rule March 6. But, about a month later, it put a stay on the rule's implementation, in response to multiple legal challenges to the rule. Some argued that the SEC overstepped its authority, and others said the SEC didn't do enough. Either way, it's likely the rule will affect corporate reporting going forward, despite the lack of clarity now. Beers explains that and more, underscoring the importance of not waiting to understand the rule. Margot Cella is a research and public policy analyst, and Vice President of Research and Anti-Fraud Initiatives at the Center for Audit Quality (CAQ). The CAQ is dedicated to enhancing investor confidence and public trust in the global capital markets. Margot shares how the CAQ is intersecting the accounting and legal compliance professions to improve corporate culture and financial reporting. The CAQ was founded post-Sarbanes-Oxley era by the largest accounting firms, who thought it was necessary to have an organization to serve as the voice of the profession. As a non-partisan, public policy organization, the CAQ frequently works with the PCAOB and the SEC. A notable initiative they carry out is convening capital market stakeholders to advance the discussions of critical issues affecting either audit quality or public company reporting.[4:08] One thing that should be recognized is that professionals in finance are skilled with data, processes and controls. The Australian Securities and Investment Commission (ASIC) has developed a unique report on measures of audit quality in addition to its audit inspection findings. ASIC’s Doug Niven sits down with CPA Australia and explains the measures ASIC has identified and how he expects them to stimulate discussion and evolve over time as data becomes available.

It is a shared responsibility, said Cindy Fornelli, executive director of the Center for Audit Quality—the advocacy group stood up in the years after the 2002 Sarbanes-Oxley Act. The law regulated the audit profession and was intended to restore trust in financial statements after the Enron and WorldCom accounting scandals. Fornelli will retire this month after 12 years of working to build consensus among audit committees, regulators and auditors and preaching best practices. The Center for Audit Quality is working on a quality indicator framework that could be used to compare accounting firms' performance. Setting quality metrics has long been discussed but until recently hadn't gained traction in the U.S. audit market. The center plans to issue its tool in early 2019. Cindy Fornelli, executive director of the Center for Audit Quality, spoke with Bloomberg Tax’s Amanda Iacone about why audit quality indicators are getting so much attention lately. She also discussed how camaraderie and diversity among the members of the Public Company Accounting Oversight Board could lead to better audit oversight, and the role U.S. regulators play in the ongoing audit debate in the UK.
Following the release of the Financial Markets Authority (FMA) New Zealand 2018 Audit Quality Monitoring Report, this podcast episode explores the key findings in the report for 2018 and the focus areas for 2019 quality reviews. Jacco Moison, Manager of Auditor Oversight at the FMA, discusses the trends the FMA is seeing in relation to audit quality and highlights that auditors need to address both the FMA’s findings and their own internal reviews through root cause analysis and action plans. The FMA’s findings raise matters which all auditors can consider in their own practice, including how they use management’s experts and audit accounting estimates. Jacco is in conversation with Claire Grayston, CPA Australia’s Policy Adviser on Audit and Assurance.

Doug highlights ASIC's key findings on audit files and firms' quality control systems, which identifies the areas which firms can focus on in order to improve audit quality. Why do we need audit quality indicators? Should they be scorecards on auditors? How can these indicators be useful to audit committee members, audit firms, and investors? In the first PCAOB Dialogues episode, these questions and more are addressed by Greg Jonas, leader of the PCAOB AQI project, and Mike Cook, audit committee chair. Greg Jonas answers questions from the history and purpose of the project to specific examples of potential indicators. With Mike Cook’s experience in piloting audit quality indicators from his seat on an audit committee, he provides insight into how audit committees can hone in on indicators that may help them do their jobs.
