India on Thursday reported 3,303 fresh Covid-19 cases, the most in over a month, as infections continue to increase across countries led by the spread of the new Omicron XE sub-variant. With the uptick in cases, risks of a possible fourth wave and subsequent lockdowns continue to linger. But, market analysts believe the outlook for relevant sectors remains strong as the current situation is not alarming. According to Sachin Shah, Fund Manager, Emkay Investment Managers, the recent spurt in Covid cases is not serious. He is bullish on sectors that are part of the reopening. He says most companies are now running at full capacity and high occupancy, and consumer sentiment continues to be strong. From the pack, stocks of hotel companies such as Lemon Tree, Restaurant Brands Asia, Mahindra Holidays and Taj GKV have gained 4 to 14% so far this month as occupancy levels are healthy with wider vaccination coverage and ease in restrictions. Rating agency CRISIL expects a sustained recovery to result in a gradual improvement in the hospitality sector's financial leverage over the medium term. “Strong pent-up demand for leisure travel, opening up of international and corporate travel, and wide vaccination coverage should catapult the revenue of the Indian hotel industry by 45% from a decadal low last fiscal, and almost match the pre-pandemic levels,” reports CRISIL. The agency further expects rebound in revenue and leaner cost structures to drive up operating profitability of the sector by 200-400 bps points this financial year vs FY2020. Apart from hotels, analysts are also upbeat on quick-service restaurants that have seen robust sales recovery in the last few months. Recent channel checks by brokerage Motilal Oswal indicated strong sales growth momentum for quick-service restaurants across all brands, similar to trends in February and March. “Reversal of restrictions continues to boost mobility, contributing to the healthy recovery in dine-in for both high-street as well as mall outlets. Dine-in players are doing better, as expected, while delivery has not only sustained at much higher levels than pre-Covid but has also received a sequential fillip in April,” reads a Motilal Oswal note. That said, a trend of revenge travelling is also being seen across the board, which has improved prospects for airline companies as well. As per the Directorate General of Civil Aviation, around 1.06 crore domestic passengers travelled by air in March, nearly 38% up from February. The passenger load factor, which means occupancy rates, was also above 80% for all domestic private carriers during the month. Gaurang Shah, Vice-President, Geojit Financial Services, says he is bullish on Indigo from aviation and PVR from multiplex sectors. Airlines are passing on high ATF costs to consumers, he says. Inclination for binge travel is visible in high occupancy rates, while multiplexes across all cities are seeing better realisations, he says. Therefore, the outlook for contact-intensive sectors remains robust as the economic impact of each Covid-wave has been milder than earlier. However, the Street will monitor Q4 results of related companies in the days ahead to have a better understanding of the earnings recovery. Meanwhile, on Friday, big corporate names are slated to release their March quarter results including Maruti, Wipro, IndusInd Bank, SBI Cards, Ultratech Cement and Tata Chemicals. Reid says its Isabella Pearl mine delivered net income of $17.9 million, or $0.75 per share, compared to $10.2 million in FY2020. The total budget is $565.1 million, and that’s made up of several different components including the general fund, the school fund, the school special revenue fund, the special revenue fund, the capital improvement fund, and the debt service fund. “These funds can be highly variable year to year,” Richardson said. “As an example, the FY23 recommended budget includes the influx of $12 million in remaining one-time funding through the American Rescue Plan Act. Additionally the nature of capital projects and their related borrowing will vary year to year based on the timing of projects beginning.” This next year’s budget includes funding for High School Center 2 as well as the final phases of the construction of a new General District Court in downtown Charlottesville that would serve both communities. Richardson said for those wanting to make a year-to-year comparison of budgets, the general fund is where to look. “It’s where all tax revenue is received and its the primary ongoing funding source for the school fund, the capital fund, the debt program,” Richardson said. “It also doesn’t involve pass-through grants that may vary from year to year.” The general fund is built on maintaining the same property tax rate of 85.4 cents per $100 of assessed, but an increase in the rate for the food and beverage tax and the transient occupancy tax. There is funding from the new cigarette tax and proposed revenues from a plastic bag tax. There is also a proposed 86 cent drop in the personal property tax rate due to a spike in used car values in the past year. A representative from an environmental group supported additional funds for Biscuit Run and for the transportation-leverage program, but lamented that the capital budget anticipates no new funds for a program where Albemarle funds the acquisition of conservation easements. “As you all know, our land and water resources are vital for the future of our region and are a critical component of what makes Albemarle County a special place to live,” said Rex Linville of the Piedmont Environmental Council. “In fact, the Albemarle County Comprehensive Plan acknowledges this and specifically calls for the county to ‘strengthen the Acquisition of Conservation Easements ACE Program by providing a stable, dedicated funding source and staff resources for administering the program.” Later in the meeting, Supervisor Ned Gallaway said that the program is under review at this time and that is not being zeroed out. “We’ll do a proper evaluation and Mr. Richardson, I presume if we wanted to put funds into the ACE program, even though its zeroed out now because of the pause, that we would have plenty of reserve options to go if we had projects to fund,” Gallaway said. Several people want the county to restore $2.9 million in funds to install lights and artificial turf for athletic fields at Darden-Towe Park, which is owned by both Albemarle County and Charlottesville. That was anticipated in the FY2020 budget but has not proceeded.“Quite frankly, I am very disappointed that this extremely important community project has been pushed to the wayside,” said Robyn Mattern.The project was paused in the FY21 budget due to the pandemic and was not recommended to be resumed. Charlottesville would also need to provide a portion of funding in their capital fund. Mike Ginsberg also spoke to the issue and he argued for more athletic facilities for youth sports at Darden Towe Park. “In my time coaching child soccer in Charlottesville for the past 20 years, I have seen hundreds of multisport turf complexes across America and Europe,” Ginsberg said. “Every sports complex mirrors one another in that they all have numerous turf fields lined for various sports like soccer, lacrosse, field hockey, football.” . The FY23 budget anticipates $3 million in spending at Biscuit Run Park in FY23 and $5.3 million in FY24, and that will include new athletic fields. The executive director of Live Arts appeared before Supervisors to thank them for the recommendation of $5,000 in funding next year. “I just wanted to let you know the focus of this grant is rebuilding our 1,200 person volunteer corps after it was decimated during the pandemic,” said Anne Hunter. Hunter was the last speaker at the public hearing. After that, Supervisors had the chance to provide direction in advance of next Wednesday’s budget work session. At one of those events, there will be a discussion about the future of athletic fields in Albemarle and whether Supervisors want to unpause the project. “We are planning to present to the board at the March 23 work session,” said Assistant County Executive Trevor Henry. “It’s not just a turf field discussion. It’s also going to be a discussion led by Parks and Recreation on overall field needs. We will talk a little about the history of the Darden Towe turf project and the current CIP request for four natural grass fields at Biscuit Run Park. Darden Towe Park is within the Rivanna Magisterial District represented by Supervisor Bea LaPisto-Kirtley. She said she looked forward to the work session.“Because I do feel that we need to have a really good sports venue here in Albemarle County,” LaPisto-Kirtley said. “Biscuit Run, I think, is the optimum place to have that. I’m just going to put that out there already.”Supervisor Chair Donna Price said she also wanted a sports plex within Albemarle and looked forward to the discussion.“I also continue to have questions as do many of our community members based upon various opinions that have been shared with us about the advisability of artificial turf versus natural grass because there are advantages and disadvantages of each,” Price said. (meeting info)UVA building to be renamed for late SenatorThe University of Virginia’s Board of Visitors this week, including the committee that reviews land use items. Tomorrow the Buildings and Grounds Committee will consider a proposal to rename Maury Hall after the late Senator John Warner. The university’s Naming and Memorials Committee reviewed the name and found that Matthew Fontaine Maury has no connections to UVA except for an 1855 speech when he gave a lecture supporting slavery.“During the 1850’s, Maury was an outspoken advocate for the policy that slave-holding states should establish a commercial slave network with Brazil and other parts of South America,” reads the staff report. Maury Hall was built by the U.S. Navy in 1942 as an ROTC facility and continues to house that program even though the military branch no longer owns the building. The naming committee has recommended renaming the building after the late Senator Warner who died in May 2021. Warner temporarily left his studies at the UVA School of Law at the start of the Korean War in 1950 and returned at its conclusion. After some years in private practice, he was Under Secretary of the Navy and served as Secretary of the Navy in the mid 1970’s. If approved by the Board of Visitors, Maury Hall would become John W. Warner Hall. The Buildings Committee will also see a schematic design for the new UVA Encompass Health Rehabilitation Hospital at Fontaine Research Park. The existing structure will be upgraded to a 60-bed hospital with all private rooms.The Buildings and Grounds Committee will also review revisions to the Major Capital Plan, which was last revised in June 2021. There is a proposal to begin design for a Center for the Arts, the School of Architecture Center for Design, and an engineering academic building. Four major capital projects are also being proposed to be added. They are the Institute for Biotechnology, Ivy Corridor Landscape and Infrastructure Phase IIA, Memorial Gym Infrastructure and Accessibility Renewal, and Monroe Hall Addition HVAC Renewal. The Places29-North Community Advisory Committee got a look at a rezoning that UVA’s real estate foundation needs in order to place some of those units. (watch the February 10, 2022 meeting)“We’re at the very early stages of this [and] there are a lot of much more detailed things that will be coming out at a later date,” said Bill Fritz, Albemarle’s lead reviewer for the project. Albemarle community advisory committees play the role of information clearing house more than an advisory body, as any resolutions adopted by the group are non-binding. They often host community meetings for land use applications. This land is currently all zoned Planned Development Industrial Park and the University of Virginia Foundation seeks to change a portion of it to the Neighborhood Model District. “That district has the widest variety of uses of all of the districts that we have and in that particular portion of the property… they are proposing to be allowed to do residential development and some commercial development,” Fritz said.The land is within the Places29 Master Plan, which was adopted in February 2011. “Even though North Fork does not currently permit residential, which is why we’re here, it was clearly contemplated back with the Places29 Master Plan when that was adopted ten years ago,” said Valerie Long, an attorney with the law firm Williams Mullen.Since then, the UVA Foundation has covered the costs of extending Lewis and Clark Drive to Airport Road, providing more connectivity to the area. They’ve also been slowly adding more businesses to support companies that have offices in the research park. For instance, Foods of All Nations runs a café and there is also a large outdoor area enabled with wi-fi. “However to support those amenities you actually need people who live near or who will spend money on those service-oriented companies,” said Deborah Van Eersel, chief administrative officer at the UVA Foundation. “We think that bringing housing in makes it more vibrant. We’ve talked about multifamily, townhomes, and single-detached housing to create active, diverse communities. We’ve talked about affordable housing.”In the application, the UVA Foundation is asking for a minimum of 200 and a maximum of 1,400 units. “That’s quite a range,” said Supervisor Bea Lapisto-Kirtley (Rivanna). “We acknowledge that most certainly,” Long said. “We wanted to provide flexibility to accommodate the market demand and interest but also it’s a new thing for North Fork so we think there will be a lot of interest.” Part of that range may depend on water supply. The ultimate fate that any legislator wants is for a bill to make its way to the Governor’s mansion for consideration. Governor Glenn Youngkin signed eight more bills yesterday and it is worth documenting upon these. IDHC (FV: EGP22, OW) signed a sale and purchase agreement to acquire 50% of Islamabad Diagnostic Centre for a total consideration of USD72.35 million (EGP1.90/IDHC share). The transaction is expected to close in 1H2022. IDC contributes around 15% to the combined company's consolidated revenue and consolidated EBITDA. Transaction should not impact dividend distribution plans for IDHC in 2022 and 2023. Small Business Administration Microloan Program - Started by Congress in 1991, the Microloan program is designed to assist women, low-income, veteran, and minority entrepreneurs and small business owners by providing them small-scale loans for working capital or the acquisition of materials, supplies, or equipment. In FY2020, Microloan intermediaries provided 5,890 microloans totaling $85.0 million. The average Microloan was $14,434 and had a 6.5% interest rate. The program's critics argue that it is expensive relative to alternative programs, duplicative of the SBA's 7(a) loan guaranty program, and subject to administrative shortfalls. The program's advocates argue that it assists many who are not served by the private sector and is an important source of capital and training assistance for low-income, women, and minority business owners. e Coronavirus Aid, Relief, and Economic Security Act (CARES Act), which, among other provisions, appropriated $17 billion to pay the principal, interest, and any associated fees that are owed on an existing 7(a), 504/CDC, or Microloan that is in a regular servicing status for a six-month period starting on the next payment due date. the Microloan program's estimated borrower default rate is about 7%. Microloans in FY2020 were most commonly used for working capital (80.3%), equipment (20.5%), materials (12.0%). Critics of the SBA's Microloan program argue that it is duplicative of other available programs, expensive relative to alternative programs, and subject to administrative shortfalls. The program's advocates argue that it provides assistance that “reaches many who otherwise would not be served. Also, it is expensive relative to other SBA programs, with total administrative costs of about $7,517 per small business assisted in FY2019, compared to $1,986 per small business assisted in the SBA's 7(a) loan guarantee program. 2017, the SBA's Office of Inspector General (OIG) released an audit of the SBA's administration of the Microloan program: (1) SBA's oversight poor - didn't watch how funds were spent unless loan defaulted; inadequate program staffing; 12% default rate; duplicate loans and those in excess of upper loan limits; and no measurement of output performance. 2019, GAO examined the Microloan program and recommended that the SBA: Better advanced planning to determine what data is needed to evaluate performance; Define terms and instructions are comprehensive enough to collect data; develop performance targets; and consider interagency collaboration and information sharing. Four SBA OIG recommendations: (1) continue efforts to improve the information system to include outcome-based performance measurements and ensure the data captured can be used to effectively monitor the Microloan Program compliance, performance, and integrity; (2) develop and implement a site visit plan to comprehensively monitor microloan portfolio performance and ensure program results can be evaluated program-wide; (3) update the Microloan program's SOP 52 00 A to clarify requirements regarding evidence for use of proceeds and credit elsewhere; and (4) update the microloan reporting system manual to reflect current technology capabilities. What did FDA report as the most-cited issues during medical device inspections for the fiscal year of 2020? Understanding the data can help you prepare against making these common, avoidable mistakes during your next quality system inspection.In this episode of the Global Medical Device Podcast, Jon Speer talks to Mike Drues with Vascular Sciences. Together, Mike and Jon discuss the FDA FY2020 data for medical device quality system inspections and evaluate the top three most cited QSR clauses that resulted in 483 observations.Some highlights of this episode include:The volume of inspections and number of findings, such as 483 observations and warning letters, were down - partially due to the COVID pandemic.Other reasons may include whether remote inspections are effective or even allowed. However, the number of 483s issued against medical device quality systems decreased by 50% in 2020.Top 3 Cited Claims: CAPAs, complaints, and design controls made up about 35% of all 483 observations issued by the FDA in 2020.Of the 197 times that CAPAs were issued last year, manufacturers either did not document or cite procedures. Medical device companies must have a quality management system (QMS) and follow a CAPA process to be compliant.CAPA should be changed to preventative and corrective actions (PACA). Put the emphasis on preventing problems, rather than correcting problems and complaints when they happen.Almost 200 complaints were cited because manufacturers didn't document procedures for maintaining files.Also, 139 complaints were filed due to medical device failures not investigated, not containing required information, or lacking rationale to not conduct an investigation. Every complaint requires some level of investigation.Design validation of design controls gets most 483 observations for not having procedures, not performing or documenting risk analysis, not having software validations, or not using a production equivalent device in validation studies.Memorable quotes from this episode:“When the number of findings is down, is it because we in companies and we as an industry are doing a better job? Phunware Inc (NASDAQ:PHUN) CEO Alan Knitowski tells Proactive the Austin, Texas-based group's FY2020 results showed the enterprise cloud platform company netted $10 million in revenue for the year. Knitowski says over 90% of the revenue came from the Austin-based firm's multiscreen-as-a-service (MaaS) platform subscriptions and services, which totaled $9.1 million. Knitowski says it will soon complete its PhunWallet next month ahead of the launch of its blockchain ecosystem powered by PhunCoin and PhunToken.

Sky has reported a 234 per cent jump in net profit to $39.6 million for the six months to December 30, in line with guidance, on the back of an 80 per cent spike in its streaming business, a stabilisation of its satellite business and cost-cutting.Streamers continue to spend less than satellite customers, however, and revenue fell 7 per cent to $356.9m.Total customers jumped 17 per cent from 794,000 a year ago to 927,000 as Sky box numbers slipped 4 per cent versus the year-ago half but streaming customers jumped from 196,000 to 352,000.Sky's total subscriber numbers bulged to 990,000 in June 2020 as it brought on 154,000 streamers with its acquisition of Spark's Lightbox, which was merged with Neon. Sky warned it would not be able to make all of them pay for Neon, but today announced that one-third of "hard-bundled" Lightbox customers are paying Neon subs.Average revenue per user per month for Sky box customers fell from a $83 year ago to $79.Average revenue per user per month for streaming customers fell from $26 a year ago to $18 after troughing at $16 in the second half of FY2020 with the Lightbox merger.The lower spending by streamers means Sky's 80 per cent jump in streaming revenue equates to a relatively modest $11m rise (from the year-ago $25m to $36m for the first half of 2021). Sky box revenue for the same period fell from $299m to $271m.Operating expenses fell 18 per cent to $242.8m, with $50m more in savings in the offing over the next five years after Sky's sale of its outside broadcast unit (see below).Speaking to the Herald soon after the results were announced, new Sky TV chief executive Sophie Moloney said, "The headline result is good, but we need to do better. We need to stabilise revenue."Cost control would continue to be a focus in the second half as Sky's big-money new rugby deal kicked in. "Bringing costs down and stabilising revenue will be absolutely critical."Potential price increasesThe cost-cutting and revenue-stabilisation push could include clawing back some of the cost in its new Saanzar contract, given the changed rugby landscape or, potentially, Sky Sport or Sky Sport Now price rises.On an analyst conference call, in reponse to questions about falling average revenue per customer, Moloney noted, "We haven't done a price increase for some time."Given the way 2020 unfolded, we felt last year wasn't the right time for that. We don't have any immediate plans to increase prices, but we are doing some work to consider our pricing and packaging, listening to our customers and considering how we provide value and choice."Another piece of context is the uplift in our sports-programming costs, particularly with the commencement of the new Sanzaar deal from 1 January."So, yes, in the context of our overall 'value for money' work we will be looking at the future price of Sky Sport."We're mindful of the overall envelope that Kiwi families have to spend on entertainment, so we'll listen carefully and make decisions when the time is right."Any price increase "won't happen in FY2021" - that is, before June 30 this year, Moloney said.New projectsSky confirmed this morning that two major projects are on the way: Sky Broadband and a new decoder that will support 4K ultra high definition plus third-party streaming apps such as Netflix. However, no timetable was given for either.The company also says it will launch a new version of Sky Go this month - its free streaming for satellite customers. Hospice billing can be a complicated process to tackle, and just when you figure it out, things change. CMS recently released the Final Rules for Fiscal Year 2020. It features some rebasing of payment for the various hospice levels of care. The reimbursement for Routine Home Care is going down, while the payments for General Inpatient Care and Continuous Care will have a slight increase.
