The Bank of England has a vision for the digital pound. But first, it has to decide whether “Britcoin” is worth building in the first place. The BOE wants to make a cash-like alternative to the banknote—an instrument that works like cash and holds its value but won't accrue interest or become a tool of speculators. Right now, the bank is seeking input from Britons on whether such a central bank digital currency, or CBDC, can work or even makes sense. The period during which the BOE will take submissions began Feb. 7 and ends this week on June 30. At that point, the bank will evaluate all the advice it's received and spend the next few years evaluating the technology and policy requirements before making a final decision. The person leading those efforts is Tom Mutton, head of the central bank's CBDC project. Reporter Emily Nicolle spoke to Mutton about the BOE's plans and you can hear some of that conversation on this week's episode of Merryn Talks Money. Nicolle joins hosts Merryn Somerset Webb and Senior Reporter John Stepek to explain what a CBDC is, why the BOE sees value in developing one and what privacy concerns are being raised. At the close of the Bank of England's consultation on the Digital Pound Barry interviews Danny Kruger MP, of the UK Parliament's Treasury Select Committee, who oversee the project, discussed the deep implications of central bank digital currencies (CBDCs) on financial stability and liberty. While Danny expressed concerns about the potential negative effects, he acknowledged that he and his colleagues on the Treasury Select Committee were not experts on the topic and that there was a general perception that CBDCs were a natural evolution of the digital revolution. Barry and Danny discussed the need for serious consideration at the legislative level regarding the introduction of a digital pound, as it could have implications for financial and economic stability. They also expressed concern about the lack of public engagement from the Bank of England's consultation and emphasized the importance of government and parliament's role in making decisions about the use of a digital pound. Danny and Barry discussed the potential risks and dangers of a Central Bank Digital Currency (CBDC). They also discussed the need for greater attention and a new institution to ensure transparency and accountability in the use of CBDCs - the potential benefits of a digital money commissioner, with Danny saying "Yes, I do. I think that is a good suggestion, a digital commissioner of some sort" Danny congratulated Barry on raising the debate and they talked about working together to continue raising the debate towards creating the needed structures and safeguards for the future. I mean, if it's a constitutional question, that's not for the Treasury Select Committee. They're particularly focused on the Treasury's remit, which is to grow the economy, and to maintain stability and so on.” "We need to remain at the cutting edge of financial technology and market developments [but…] “The UK should not adopt a digital currency simply because other nations are doing so." "The case for a retail CBDC, in answer to your question, I don't think has yet been made. It does have the sense of a solution looking for a problem." “There's a financial stability question. And then the other [that's] more obvious and pertinent is liberty. What does it mean for you and me if we are being encouraged, or at what points does it become required, to hold our wealth in this new form? And what powers does government have to oversee these transactions? “Obviously they [governments] make a strong case that they wouldn't assume that power. But once the technology exists you can see the way that a crisis comes along, as it did for the Canadian government when they were besieged in Ottawa by a lot of angry anti-COVID truckers, they reach for the levers that are available to them.” These technical, technological, innovations are not neutral… By creating the thing, you put the country on a path to making use of it… But fundamentally it'll be for Parliament, not even government, [to decide] because Parliament would have to pass legislation for this… and I worry that we don't have the political culture and that we're not asking the right questions at the moment to ensure that that's what happens. “You also need distribution and individual liberty. And it might be that, as you suggest, some sort of statutory commissioner who has some meaningful sort of agency in the world of information and financial information could be the necessary stabilising influence [providing] the sense of security that the system needs so we can have a more genuinely distributed arrangement whereby people might well be holding their wealth in these innovative different forms” They said to us the introduction of a digital pound will not, in itself, increase the reduction in the use of cash when, of course, it will. Britcoin is moving closer to reality. U.K. authorities said British businesses and consumers are likely to need a digital version of the pound, formally asking for public comment on the idea of introducing a central bank digital currency. More than 80% of the world's central banks are considering launching digital currencies or have already done so, according to the consultant PwC. “While cash is here to stay, a digital pound issued and backed by the Bank of England could be a new way to pay that's trusted, accessible and easy to use,” Treasury chief Jeremy Hunt said in a statement. “That's why we want to investigate what is possible first, whilst always making sure we protect financial stability.” The call for public input comes almost two years after the Treasury and Bank of England said they were considering introducing a digital currency. While Prime Minister Rishi Sunak suggested naming the initiative “Britcoin” when he was Treasury chief, the Bank of England has stressed that the potential currency shouldn't be confused with cryptocurrencies like Bitcoin. Backed by the central bank, the new currency would be “reliable and retain its value over time,” in contrast to cryptocurrencies that can fluctuate wildly and threaten the holdings of investors, the Bank of England says on its website. The proposed digital currency would be denominated in pounds, with 10 pounds of digital currency always equal to a 10-pound note, the bank said. Held in a digital wallet, the currency could be used to pay for goods and services electronically. Supporters of central bank digital currencies say they make digital transactions easier and cheaper and expand access to the financial system because they can be used by people who don't have bank accounts. Hosts: Ansel Lindner and Christian Keroles Fed Watch is a macro podcast with a clear contrarian thesis of a deflationary breakdown of the financial system leading to bitcoin adoption. We question narratives and schools of thought, and try to form new understanding. Each episode we use current events to question mainstream and bitcoin narratives across the globe, with an emphasis on central banks and currencies. In this episode, we discuss niche economic data from the Federal Reserve called the Senior Loan Officer Opinion Survey or SLOOS report. Then our conversation turns to the UK's attempts to build a Central Bank Digital Currency (CBDC) which they have dubbed “Britcoin”. The SLOOS data shows lending practices and state of the market according to a very broad survey of banks, mainly in the US but it does include some foreign banks. January's data was categorically bad news. There are two sides to a lending market, the lender and the borrower. Then the survey breaks it into two broad types of loans, business and households, and then further into two more components for each of those sub-types, commercial and industrial (C&I) and commercial real estate for business, and consumer real estate and consumer loans for households. Almost every component was worse in January. Lending standards by banks tightened nearly across the board, and demand for loans fell in each. This is a bad sign because, as we discuss a lot on the show, lending is where money is actually printed. If lending (AKA credit creation) is slowing rapidly, that puts immediate deflationary pressure on the economy. Next we look at the UK's attempt to build a CBDC. At this stage, their attempts remain confined to convincing people there is an actual need for a CBDC. Despite the fear-mongering rhetoric from many quarters, they are about as far away from a CBDC launch as they've always been. Thanks for joining us. The UK's plans to explore its own central bank digital currency (CBDC) is a testament to the increasingly mainstream adoption of cryptocurrencies and the realization of its potential to truly revolutionize the way we move money around the world today. Rishi's Sunak's recent announcement claimed that a Britcoin could tackle some of the challenges of popular cryptocurrencies, such as bitcoin – i.e., from a regulatory and volatility point of view. However, Joe Baguley, VP, and CTO, EMEA at VMware believes the chancellor must also consider the sustainability cost of introducing Britcoin en-masse and how it could foil the government's green ambitions due to the unjustifiably high environmental burden of cryptocurrencies. Joe joins me on Tech Talks Daily in a conversation about the fundamental mistake the founders of bitcoin made by building the cryptocurrency on a proof-of-work blockchain which consumes an incredible amount of energy. We also discuss why we cannot unpick the environmental problems proof of work blockchains have caused by plugging renewable resources into powering them. The Bank of England has published the results of its consultation on creating a new central bank digital currency – and also the prospect of regulating other commercial digital currencies – so-called “safecoin”. Four years after the Grenfell Tower fire in which 72 people died, leaseholders living in tower blocks affected by the cladding crisis have started receiving and paying bills, sometimes for tens of thousands of pounds. The money is to pay for work to make the buildings safe. For homes in buildings under 18 metres high, which don't qualify for a share of a £5 billion government fund, the bills can be huge. In February, Communities Secretary Robert Jenrick said there would be a loan scheme to help those people pay, and that it would be capped at £50 a month. But so far there's no sign of the loans, nor much indication of when they might appear. We hear from a leaseholder facing payment demands now. And solicitor Liam Spender, of the Leasehold Knowledge Partnership, tells us what the options are for those affected. It's about to get easier for people with problem debt to freeze their repayments and even write off what they owe. The rules on Debt Relief Orders are changing in England and Wales at the end of this month, and will increase the number of people eligible to apply.
