Almost 15 years on from the coalition government's white paper Universal Credit: Welfare that Works, the Department for Work and Pensions (DWP) has finally concluded that its overhaul of the benefits systems is nearly complete. A few thousand people are yet to be transferred from tax credits, income support and Jobseeker's Allowance, and a rather larger numbers are still on Employment and Support Allowance, but the DWP is confident of completion by the end of the year. The Universal Credit programme board has been closed down and the department plans to publish its version of “lessons learned” from a programme that was meant to have taken seven years from the white paper but will have taken 15.   So what can this and future governments learn from the delivery of this major reform programme? Scrutiny to illuminate the ideal to maximize productive life has left the industry questioning convention.   Michael Overton, DVM at Zoetis worked with co-author Steve Eicker to tease out the answers to these questions from a a massive dataset of 109,000 cows across 60 herds nationwide. This retrospective, observational research project was recently published in the Journal of Dairy Science titled, “Associations between days open and dry period length versus milk production, replacement, and fertility in the subsequent lactation in Holstein dairy cows”. All dairymen should pause to determine the unintended consequences of their management decisions on optimal performance and ultimately the economic success of the herd. It was a big week for carers as the Government announced an independent review into Carer's Allowance overpayments after families were told to pay back thousands of pounds, often pushing them into debt.The review will look at what happened, but in the meantime the Department for Work and Pensions has told Money Box it will continue to collect almost quarter of a billion pounds it says it's owed from more than a hundred thousand carers. We hear from Karina who cares for her 22-year-old daughter and ended up in £11,000 worth of debt. The DWP said it is committed to working with anyone struggling with repayment terms.A major investment firm has said it will review its Child Trust Fund accounts after Money Box revealed one young man's £250 investment had all but disappeared when he claimed it at 18 due to high administration charges.In the run up to the Chancellor's budget we look at fuel duty and whether the 5p cut could be scrapped. Nearly 10,000 people have needed free debt advice because of accidental overpayments by the Department for Work and Pensions in the past 12 months. That's according to figures from Money Wellness, a debt advice company which is funded by the government's Money and Pension Service. It says because most of its clients are low income households these debts can have significant knock-on impacts on the rest of their finances. The DWP says its staff work hard to support customers, and it's important to explore ways to reduce fraud and error so it can support the most vulnerable in society. What will the new Pensions Bill announced by the Labour government in the King's Speech mean for your finances? We'll discuss plans to bring small pension pots, which people get after short term jobs, together.Campaigners are calling for bereavement support payments to be extended for longer and for the amount given to families to rise with inflation. At the moment parents under pension age whose partner dies are entitled to bereavement benefits - as much £3,500 followed by 18 monthly payments of up to £350. The charity Widowed and Young would like those payments to be in place for longer. The Department for Work and Pensions told us that it knows losing a loved one is devastating and that it's committed to supporting those most in need through the welfare system. In the early 2010s, reports began to emerge of deaths linked to a government department. Suicide notes, coroners' reports, and research by disabled activists pointed to failings within the Department for Work and Pensions – the DWP – the government body responsible for the disability benefits system. As years passed, and austerity tightened its grip, the death toll mounted, and an even more disturbing picture emerged: bureaucracy, politicians, and the private sector had combined over thirty years to reckless, deadly effect. For the last decade, disabled journalist John Pring has meticulously pieced together how the DWP ignored pleas to correct fatal flaws in the social security system and covered up its role in the deaths of hundreds, if not thousands, of disabled people. Having spent years researching the heartbreaking stories of twelve individuals who died, he describes how their bereaved families have fought for justice and accountability. In this month's episode, we speak to John about the idea of 'slow violence', how the pernicious myth of widespread benefit fraud was instrumentalised, and how a culture of cruelty and cover-up endured within the DWP over the course of successive governments.
