Pendant l'été 2024, le Tchad a subi les pires inondations de son histoire. Elles ont fait près de 600 victimes et affecté environ 2 millions de personnes. Des pluies diluviennes, exacerbées par le réchauffement climatique, ont fait déborder les fleuves Logone et Chari et ravagé des quartiers entiers de la capitale. Un peu plus de six mois après, comment vivent les milliers de sinistrés tchadiens ? Et comment s'adapter à un phénomène qui devrait se reproduire et s'amplifier dans les années à venir ? De notre envoyé spécial de retour de Ndjamena,Devant le calme et la beauté des lieux le long du fleuve Logone, difficile d'imaginer l'ampleur des inondations de 2024 au Tchad. « Tout le village a été inondé. Même nos champs ont été inondés. Même l'école a été inondée, se souvient Mathieu Njilbé, le délégué du quartier de Kabé. Avant, il y avait déjà eu des inondations, mais pas comme cette année. Il y en avait un peu, mais celles de 2024 nous ont dépassés. »90% du quartier ravagé par les eaux, les habitants ont fui, au Cameroun, de l'autre côté du fleuve, ou à l'intérieur des terres. Et sans ressources, il est impossible aux sinistrés de reconstruire leur maison. « Jusqu'à aujourd'hui, à l'heure où je vous parle, certains ne peuvent pas rentrer chez eux, car ils n'ont pas d'abri pour poser la tête », déplore Mékunda Gargoulai, qui vit dans un hangar improvisé avec ses 12 enfants. À lire aussiTchad: la crue du fleuve Chari atteint un niveau inédit, Ndjamena toujours sous les eaux« Nous sommes tellement nombreux que les abris construits ne nous contiennent pas »Pour reloger les milliers de sinistrés, des camps ont été construits, comme celui où vit Nojimbadoum Nanidoum, mère de six enfants et veuve. Sur ce site, ce sont pas moins de 34 000 personnes qui sont accueillies dans des conditions précaires. « Nous sommes arrivés ici le 25 octobre. Mais nous sommes tellement nombreux que les abris construits ne nous contiennent pas, alerte-t-elle. Certains sont obligés d'habiter des abris de fortune. La vie ici est vraiment dure. Chacun se bat pour essayer de nourrir sa famille. »Manque de nourriture, absence de maternité et d'école, une fois encore, femmes et enfants demeurent les principales victimes. Une question se pose alors : comment continuer à vivre au bord du fleuve ? « Où peut-on aller ? Nous, nous n'avons pas les moyens d'acheter un terrain ailleurs, explique Mathieu Njildé. Donc, on va vivre ici, pour toujours. » « On a peur, renchérit cette sinistrée. On a l'inquiétude que, pendant l'année 2025 ou 2026, les inondations soient plus élevées encore ».S'adapter au changement climatiquePour Robert de l'ONG Caidel, le centre d'appui aux initiatives de développement locales qui vient en aide aux sinistrés, une seule solution : « Avec ce changement climatique, finalement, ils sont obligés maintenant de changer et de s'adapter à ce climat. »Construire des maisons plus solides, adapter les cultures, les défis sont nombreux et les besoins énormes. Alors le président des sinistrés de Kabé lance un appel : « Quand la population souffre d'une telle manière, il faut faire comment ? C'est la population de l'État. Así nos lo han contado en la sección 'Arquitectura Naturalista' del programa 'Palza Pública' la arquitecta Chari contreras junto al vicedecano del Colegio de arquitectos de Murcia, Juan Pedro Sanz. Con este evento se podrá conocer al detalle 36 edificios, por ejemplo de aspecto contemporáneo como el Edificio Baltasar en el Barrio del Carme o histórico como el Colegio Oficial de Arquitectos de Murcia que hace siglos fue el Palacio de la Inquisición o podrás visitar el Edificio Hispania e incluso acceder a la azotea. L'armée française a rétrocédé jeudi sa dernière base militaire à l'armée tchadienne. Le départ du camp Kossei de Ndjamena, vient boucler une présence militaire française historique au Tchad. Cent cinquante ans d'une présence militaire continue.1885, c'est « la course aux clochers » selon la formule de l'époque, rappelle l'historien Christian Bouquet, trois colonnes militaires françaises s'élancent alors à travers l'Afrique, « Une qui partait du sud, une qui partait de l'ouest et du Sénégal et l'autre qui partait du nord, c'est-à-dire d'Algérie. Et c'est celle qui venait d'Algérie qui a rejoint les autres, d'abord au niveau du Lac Tchad et ensuite au niveau de la bourgade qui allait devenir Ndjamena, après s'être appelée Fort-Lamy. C'est cette dernière colonne en fait, qui avait été impressionnée par les fameux guerriers du désert. Alors à partir de là, il y a eu une certaine admiration pour ces gens qui se battaient et qui n'avaient pas peur de mourir ». Le préfet-méhariste Jean ChapelleDes décennies durant, Lieutenants et capitaines français, véritable colonne vertébrale d'une administration coloniale, vont façonner l'immense territoire tchadien et l'indépendance, dit Christian Bouquet, n'y changera rien, « Après l'indépendance de 1960 et pendant trois ans, toute l'immense région nord du Tchad, c'est-à-dire le Borkou-Ennedi-Tibesti, avait comme préfet un colonel français, le colonel méhariste Jean Chapelle. Et puis ensuite, assez rapidement, à la fin des années 60, l'instabilité était grande et on a fait revenir cette fameuse mission de réorganisation administrative en 1969. C'est le général De Gaulle qui a accédé à la demande de Tombalbaye (François Tombalbaye, dit Ngarta Tombalbaye, 1er président de la République du Tchad) et on a renvoyé des administrateurs coloniaux, souvent dans leurs anciens postes, pour essayer de rétablir l'ordre ». Le Tchad va servir de creuset à l'armée françaiseOpération Bison, Tacaud puis Manta contre la Libye du Colonel Kadhafi. Les opérations extérieures au Tchad se multiplient dans les années 70. De 1984 à 2013 l'opération Épervier, la plus longue, fut décidée pour protéger les régimes d'Hissène Habré et d'Idriss Déby face aux groupes rebelles. Le Tchad au centre du grand jeu, même l'opération Barkhane au Sahel avait son État-Major à Ndjamena. Tous les officiers français y sont passés se souvient le Colonel des troupes de Marine Peer de Jong : « Le Tchad, c'est une partie de ma jeunesse ! Mais aussi la jeunesse de tous les officiers français. La professionnalisation de l'armée française vient en partie des combats de 1969 au Tchad, parce qu'on avait la Légion étrangère, mais il y avait des besoins, donc il a fallu professionnaliser une partie de l'armée française, dont le 3e régiment d'infanterie de Marine. Et donc cette construction autour de Tchad a fait qu'évidemment l'histoire de l'armée française s'est inscrite dans l'histoire du Tchad. Il y a un vrai attachement, et puis c'est un pays magnifique. En plus, le nord, le sud, vous faites 100 km, vous avez un paysage différent ! En termes géostratégiques, on voit bien que le Tchad est déterminant, qui est au Tchad, peut rayonner dans l'ensemble de l'Afrique. On voit bien l'utilité pour l'armée française d'être présent au Tchad ». Une relation étroite entre les deux arméesEntre le Tchad et l'armée française, c'est une histoire intime relève l'historien Christian Bouquet, « C'est quelque chose qui relève de l'émotion. Il y a tellement eu d'opérations et d'interventions militaires françaises sur ce territoire, qui en plus est un territoire géographiquement très attachant avec cette zone sahélienne et toute cette zone saharienne. Depuis que le commandant Lamy était mort sur les bords du fleuve Chari, il y a toute une mythologie qui fait que les militaires français ont un petit coup au cœur ».L'armée tchadienne est la plus efficace de la région assurent les officiers français, prêts à ouvrir un nouveau chapitre de la relation militaire franco-tchadienne, qui pour la première fois se fera sans présence permanente.À lire aussiAu Tchad, une cérémonie clôt la présence militaire française, la Turquie y installe ses drones

Tous les ans, le 9ᵉ arrondissement de Ndjamena, l'un des plus pauvres de la capitale tchadienne, se retrouve inondé. Malgré la construction de la digue de Walia, après les inondations dévastatrices de 2022, les pluies et la montée des eaux des fleuves Chari et Logone continuent de recouvrir les habitations et les terres agricoles.  De notre correspondante à Ndjamena,À Ndjamena, au Tchad, la digue Walia, conçue comme un dispositif de rétention des eaux, génère un nouvel écosystème : les habitants de la commune s'y retrouvent tous les jours pour pêcher. Une activité qui permet aux sinistrés des inondations de nourrir leur famille, mais aussi de vendre des poissons. La pêche devient alors une manière de dégager un salaire chaque jour en attendant que les eaux se retirent.Moïse fait partie des nombreux pêcheurs saisonniers qui s'installent tous les matins le long de la digue. Habituellement, il travaille sur les deux fleuves, le Logone et le Chari, mais après la saison des pluies et la montée des eaux, la pêche y devient quasiment impossible.« J'ai perdu toutes mes pirogues. La crue du grand fleuve les a emportées, témoigne Jeremy Pena, pêcheur sur le Chari depuis 50 ans. Alors depuis un mois, je pêche au filet au niveau du bras du canal. Mais bientôt, l'eau va se retirer de la digue et je ne sais pas comment je vais faire pour continuer à travailler. Avec les inondations et la construction de la digue, une nouvelle activité s'ajoute : la pêche. Martin est étudiant, mais tous les jours, il sort pêcher avec la pirogue de son père : « Vers 11h, on part à l'école, vers 17h on revient et on va pêcher. » Les bons jours, Martin réussit à vendre suffisamment de poissons pour rapporter 2 000 francs CFA à sa famille.Depuis les inondations dévastatrices de 2022, l'association Agir vient en aide aux sinistrés. Pour sa trésorière, Zahra Idris, la digue ne sert pas suffisamment de rempart aux inondations : « La digue n'est pas à sa place, ce n'est pas là qu'on doit la construire. À cause de ça, ils sont exposés et se trouvent carrément inondés. »Dans quelques semaines la digue sera sèche, impossible d'y pêcher. Retour alors à l'agriculture, mais non sans difficultés. Show notes:The ESG backlash is real, and it is polarising. The rhetoric around it exacerbated because of roll backs by corporates and governments on climate/energy commitments. According to a leading ESG publication, Trump's victory in the world's second largest democracy, is likely to result in roll backs on climate and ESG regulation in the country and retreat from the global stage. Despite all the noise against ESG - asset managers globally are expected to increase their ESG related AuM to US$33.9 trillion by 2026 (84% growth). The driver for growth for ESG activity is not altruism but value creation. In India the world's largest democracy there are reasons for cautious optimism, with the government introducing a slew of policy changes over the last decade, that makes it obligatory for organisations to adopt an ESG lens for sustainability reporting. Since 2022-23, the top 1000 listed companies are obliged to follow the Business Responsibility and Sustainability Reporting framework. The driver of course is India's ambition to be a 7 trillion economy by 2030. There is lots to be done but the country is on the path.To discuss India's journey on ESG and Sustainability reporting I spoke with Arvind Chari and Chirag Mehta, Quantum Advisors in the 124th episode of The Elephant in the Room podcast.
