From Abraham Lincoln's top hat to the red-capped defiance of tariff diplomacy. A retelling of the American experiment through its most potent and most misunderstood weapon: the tariff.I argue here that Donald Trump, however clumsy and chaotic, reignited a long-dormant Hamiltonian flame. Like Lincoln before him, who used tariffs not only to industrialize the North but to bleed the profits from slavery's Southern engine, Trump reached for tariffs not as isolation, but as revolt. The goal was disruption of the quiet exploitation that still oils the gears of the global economy.We begin with Hamilton. In 1791, he laid the blueprint for industrial sovereignty. While Britain imagined America as a spice colony, exporting raw goods and importing refinement, Hamilton saw something else. He saw factories. Foundries. Credit. Fire. His tariffs were not walls, but scaffolds. They wrapped the infant industries of the North in protection until they could stand on their own.Then came Ricardo, bond guru, master of the ledger. He preached comparative advantage, but assumed capital stayed still. That the factory would never chase the lowest wage. That trade was neutral. That power did not intervene. Hamilton saw the flaw long before it became scripture. Ricardo's theory, elegant on paper, became a passport for colonial subjugation. Had America followed it, she might have become another Argentina. Rich in soil. Poor in ambition. Governed by landlords. Exporting the future in exchange for someone else's present.Build the factory. Raze the plantation. Lincoln saw it in cotton. Trump saw it in Asian factories. In both cases, the profit was buried in the poison, and each man, in his own era and fashion, had the rare courage to call it by its name.To strike slavery and build a more enduring republic, Lincoln and maybe Trump, did not reach first for cannonballs or proclamations but rather they reached for the balance sheet. They understood that if you make the ledgers bleed, the system follows. Brookings Senior Fellow Andre M. Perry has a new book out today which measures what he calls the “racial gap” in America and asks what we can do to close it. Entitled The Black Power Scorecard, it draws on extensive research and analysis to quantify how much power Black Americans actually have. Using big data metrics, Perry compares Black communities to each other rather than to white populations to highlight local progress and solutions. The results are more encouraging that some might think. Perry argues for investing in Black-owned businesses and assets, noting they often deliver high quality products and services despite receiving less revenue. More W.E.B. Du Bois than Booker T Washington, Perry advocates for structural change while recognizing the importance of local solutions, rejecting the notion that Black communities must rely solely on Booker T's self-help doctrine. Perry is a senior fellow and director of the Center for Community Uplift at the Brookings Institution. He is also a professor of practice of economics at Washington University in St. Louis. A nationally known and respected commentator on race, structural inequality, and education, Perry is the author of the forthcoming book “Black Power Scorecard: Measuring the Racial Gap and What We Can Do to Close It,” published by Henry Holt, available April 15, 2025 wherever books are sold. In 2020, Brooking Press published Perry's previous book, “Know Your Price: Valuing Black Lives and Property in America's Black Cities.” Perry is a regular contributor to MSNBC and has been published by numerous national media outlets, including The New York Times, The Washington Post, The Nation, Bloomberg CityLab, and CNN.com. Perry has also made appearances on HBO, CNN, PBS, National Public Radio, NBC, and ABC. Perry's research focuses on race and structural inequality, education, and economic inclusion. Perry's recent scholarship at Brookings examines well-being across racial groups and regions in America, focusing on how investments in critical assets can lead to thriving.   Perry's pioneering work on asset devaluation has made him a go- to researcher for policymakers, community development professionals, and civil rights groups. Perry co-authored the groundbreaking 2018 Brookings Institution report “The Devaluation of Assets in Black Neighborhoods,” and has presented its findings on the price of homes in Black neighborhoods across the country, including to the U.S. House Financial Services Committee. As MAGA continues to vandalize the Federal bureaucracy, some progressives are beginning to publicly acknowledge their role in the historic undermining of the US government. In his provocative new book Why Nothing Works, the self-styled “progressive” Marc Dunkelman argues that it was the left - in their cultural aversion to power over the last half century - who have broken the U.S. government. If progressives want to get something…. anything, in fact, done in America - from building high speed railways to more affordable housing - Dunkelman argues that the Democrats need to once again embrace positive government. Don't blame Trump for Musk's chainsaw, Dunkelman tells the Democrats. Blame yourselves.Here are the 5 KEEN ON AMERICA takeaways in this conversation with Dunkelman:* The Progressive Dilemma: Progressivism has two competing impulses that need to be in balance - one that seeks to centralize power to accomplish major projects (the "Hamiltonian" approach), and another that is suspicious of centralized authority and seeks to distribute power (the "Jeffersonian" approach). Since the 1960s, the balance has shifted heavily toward suspicion of power.* Crisis of Effective Governance: The current system has so many checks and constraints that even widely supported public interest projects can't get off the ground. Dunkelman cites the Biden administration's EV charger initiative that produced only 58 chargers from $5 billion in funding due to regulatory barriers and implementation challenges.* Historical Shift in Progressive Attitude: The 1960s-70s marked a turning point when progressive attitudes shifted from trusting centralized authority to deep skepticism. Dunkelman points to figures like Robert Moses (exposed in "The Power Broker") and Chicago mayor Richard J. Daley as embodying a form of centralized power that became viewed as problematic.* Political Consequences: This dysfunction in government has contributed to populist backlash, with voters supporting figures like Trump who promise to take a "sledgehammer" to institutions they see as failing. The inability to deliver visible results has undermined progressive credibility.* Path Forward: Progressives need to develop a new narrative focused on making government work effectively rather than just opposing power. Dunkelman suggests "permitting reform" and similar practical measures need to be central to the progressive agenda, rather than continuing the stale debate about moving left or right.Marc J. During more than a decade working in politics, he worked for Democratic members of both the Senate and the House of Representatives and as a senior fellow at the Clinton Foundation. This week Jeff and Dave pick up an article (linked below) from Ernest Blum in the American Scholar (September 2008) on the once hugely popular (and now wholly neglected) interlinear method of language learning. 19th century businessman and aspiring pedagogue James Hamilton (1769–1831) found the Greek and Latin instruction of his time hopelessly slow and backward: "How . . . is it possible that a child should be chained to the oar, seven, eight, or ten of the best years of his life, to get a language or two, which, I think, might be had at a great deal cheaper rate of pains and time, and be learned almost in playing?" In response, Jimbo developed a system of fitting the translation, in this case English, directly below the line, which privileged reading above all other forms of study as the sole and proper method of learning. Jim made some extravagant claims about the Hamiltonian method's prospects for success: "Reading is the only real, the only effectual source of instruction. It is the pure spring of nine-tenths of our intellectual enjoyments. . . . Neither should it be sacrificed to grammar or composition, nor to getting by heart any thing whatever, because these are utterly unobtainable before we have read a great deal.” But is he right? What about spoken language acquisition? What about images? Games? And what about Zipf's law? The guys examine the article and Blum's claims in light of their own language acquisition and instruction, comparing the Hamiltonian system to Loebs, the finer elements of Greek and Latin syntax, and what'er else strikes their fancy. Seizing the future with Quantum Computing Ireland has a rich history of pioneering contributions in the field of quantum science. From the mathematical foundations laid by Dublin physicist William Rowan Hamilton (1805-1865), who created Hamiltonian mechanics which is the basis for quantum physics. The pioneering efforts of Belfast physicist John Bell (1928-1990), who in 1964 demonstrated Einstein's view on quantum theory incorrect and set the stage for quantum computing. Today, Ireland continues this tradition with Indigenous organisations, such as Equal1, as well as publicly funded R&D institutions, like ICHEC, that are at the forefront of the quantum technology revolution. This ongoing commitment underscores Ireland's significant role in shaping the global landscape of quantum science and technology. To continue to propel this momentum, the Irish Government launched their 'Quantum 2030 - A National Quantum Technologies Strategy for Ireland'. Aligning with other nations in this transformative technology, the National Quantum Technologies Strategy is a transformative strategy to position Ireland as a leading international hub in Quantum Technologies by 2030. Its vision entails strengthening Ireland's position at the forefront of scientific and engineering advances, achieved through a commitment to research, talent cultivation, strategic collaboration and forward-thinking innovation. The strategy supports 5 key pillars outlined in Figure 1. Positioning quantum computing Why did the Irish Government introduce national strategies on quantum technologies? What motivates countries and large technology organizations to invest in this technology? Addressing these questions requires an appreciation of the value proposition of quantum computing - the capacity to rapidly process extensive data and perform intricate calculations. The computational power is propelled by the fundamental principles of quantum physics. Traditional computers, that power our laptops, mobile phones and High Performance Computer systems (at national labs and commercial cloud services), use bits - either '1' or '0'. A quantum computer, using the laws of quantum physics, drives a completely new approach. The fundamental component of a quantum computer is a quantum bit or a qubit. Like bits, qubits can occupy a state of '0' or '1'. However, qubits can represent any combination of both zero and one simultaneously - a phenomenon of quantum physics known as superposition. Superposition is a key feature that empowers quantum computers to process information in parallel. It describes the situation where a qubit is in a combination of multiple position states at the same time. Therefore, the power of quantum computing comes from the principles of quantum physics where a qubit can be '1', '0', but also any combination (known as a superposition of these states). This leads up to another key concept in quantum computing, which is that the act of observing a superposition will collapse it to either '0' or '1'. Thus, with respect to quantum computing, though many computations can be carried out in parallel, you may observe only one of the results at a time. Another key principle of quantum physics that is critical to the power of quantum computing is Entanglement. This occurs when 2 quantum systems are connected, and a change in one system has an instantaneous change on another. As more qubits are introduced, the states a qubit can occupy double, further enhancing computational capabilities. Positioning quantum computing for business adoption Whilst the technology is very young yet powerful, what does it mean for business? Why should businesses be concerned? According to the McKinsey Quantum Technology Monitor report, the potential quantum technology market by 2040 will be $106B. McKinsey notes that in 2022, total annual quantum technology start-up investment hit a high of $2.35B, with 68% of all quantum technology start-up investment since 2001 occurring between 2021 and ...

In a comment on my last post, someone deplored the tendency of LW bloggers to rediscover ideas of famous philosophers and pretend that they discovered it first. This made me think of an interesting question of epistemology: is there value in reformulating and/or rediscovering things? A naive answer would be no— after all, we already have the knowledge. But a look at the history of science brings up many examples showing otherwise.. In physics, the most obvious case comes from the formulations of classical mechanics. Newton gave the core of the theory in his original formulation, but what gets applied in modern science an play a key part in the revolutions of quantum mechanics and quantum electrodynamics among others, are the other two formulations: Lagrangian and Hamiltonian. And what these two, particularly the Lagrangian, pushed and pioneered the least action principle in physics, but capturing every system through an action that was maximized or minimized for every trajectory. This principle is one of the core building blocks of modern physics, and came out of a pure compression and reformulation of Newtonian mechanics! Similarly, potential energy started as a mathematical trick, the potential function of Lagrange which captured all gravitational forces acting on a system of N-bodies, which were the coefficients of its partial derivatives. Once again, there was nothing new here; even more than the Lagrangian and the action, this was a computational trick that sped up annoying calculations. And yet. And yet it's hard to envision modern physics, even classical mechanics at all, without potential. In modern evolutionary biology, many advances like exaptation can be brought back to Darwin's seminal work. And yet they often reveal different aspects of the idea, clarifying and bringing new intuitions to bear that make our models of life and its constraints that much richer. Again in theoretical computer science, reframing of the same core ideas is at the center of so many productive inquiries: all the models of computation unified by the Church Turing thesis, all equivalent yet providing different angles on questions of computations the non-deterministic complexity classes like NP reframed as proving/certifying classes, leading to far better intuitions and to interactive proofs and IP=PSPACE the Curry-Howard isomorphism shows that proof-calculi like Natural Deduction and type systems for computation models like the lambda calculus are actually the same thing. But this makes the two stronger, rather than weakening them for being the same thing. All in all, this pattern of rediscovering the same thing from a different perspective, of reframing the known, has been particularly productive in the history of science. Compressions, new formulations, new framing have delivered to us more than just the original insight. Why? Because we're not logically omniscient — we don't instantaneously know all the consequences of what we discover. Similarly, we're not bayesian-omniscient — we don't update on all the evidence available in the data. In both cases we are limited by what we can compute, what we can figure out. Reframings then are like shortcuts in the vastness of logical consequences, which highlight particularly interesting aspects of the evidence we originally unearthed. And I believe that one big reason for the misguided and simplistic models of science that so many share lies in the non-obviousness of these reframings' power. We don't remember them very well, we tend instead to ascribe the clarity and the power to the original thinker, even when we never used or touched their original formulation. We take for granted the intuitions and instincts that have been patiently built and bake...
