VOV1 - Bộ Công Thương ban hành Văn bản hợp nhất số 18/2026, hợp nhất các quy định liên quan đến quy tắc xuất xứ hàng hóa trong FTA ASEAN – Hàn Quốc. Văn bản sẽ có hiệu lực từ ngày 1/5/2026, tạo hành lang pháp lý thống nhất cho doanh nghiệp trong quá trình xuất nhập khẩu.Văn bản hợp nhất quy định rõ phạm vi áp dụng đối với cơ quan cấp Giấy chứng nhận xuất xứ hàng hóa (C/O), thương nhân và các tổ chức, cá nhân liên quan đến hoạt động xuất nhập khẩu. Đồng thời, hệ thống khái niệm như: hàng hóa có xuất xứ, không có xuất xứ… được chuẩn hóa nhằm đảm bảo cách hiểu thống nhất trong thực thi.Một trong những nội dung trọng tâm là quy định tiêu chí xác định xuất xứ hàng hóa. Theo đó, hàng hóa được coi là có xuất xứ nếu thuộc một trong hai nhóm: có xuất xứ thuần túy (như nông sản trồng, thu hoạch trong nước, khoáng sản khai thác…) hoặc không thuần túy nhưng đáp ứng các tiêu chí như hàm lượng giá trị khu vực tối thiểu 40% hoặc chuyển đổi mã số hàng hóa. Đáng chú ý, văn bản cho phép doanh nghiệp linh hoạt lựa chọn phương pháp tính RVC (trực tiếp hoặc gián tiếp), nhưng phải áp dụng nhất quán trong suốt năm tài chính. Đồng thời, quy định về “cộng gộp” xuất xứ giữa các nước thành viên giúp doanh nghiệp tận dụng nguyên liệu trong khu vực để đáp ứng tiêu chí xuất xứ, qua đó nâng cao khả năng hưởng ưu đãi thuế quan.Bộ Công thương hợp nhất quy định về xuất xứ hàng hóa trong FTA ASEAN - Hàn Quốc.

The Innate Health Assessment tool developed by Prof Dan O'Neill and a team from the Royal Veterinary College has been described as revolutionary. In a podcast dedicated to the sustainability of horse sport from a welfare perspective, why are we talking about flat-faced dogs? Because we humans do things to and with animals in our lives that are not always in the animals' best interests, and breeding dogs for extreme conformation is one of those things. The IHA is designed to encourage responsible breeding of dogs so that future generations can lead full and happy lives, free from pain and discomfort. With over 185 peer-reviewed papers, he also co-authored the books ‘Breed Predispositions to Disease in Dogs and Cats' and ‘Health and Welfare of Brachycephalic (Flat-faced) Companion Animals'. He is a founding member of the UK Brachycephalic Working Group, the UK Legal Advisory Group on Extreme Conformation in Dogs and the International Collaborative on Extreme Conformation in Dogs. Dan was awarded a Fellowship of the Royal College of Veterinary Surgeons in 2018, the BSAVA Blaine Award for Advancement of Small Animal Science in 2019, the International Canine Health Award from the Kennel Club Charitable Trust in 2021, the UK All Party Parliamentary Group ‘Phillippa Robinson Dog Welfare Award' in 2024 and the RCVS Impact Award in 2025.   In this conversation, Dan O'Neill discusses his journey from general veterinary practice to academia, highlighting the impact of the 'Pedigree Dogs Exposed' documentary on his career pivot. He introduces Vet Compass, a research initiative aimed at improving animal health through data collection and analysis and the provision of evidence-based support for veterinary practices. The discussion delves into the challenges of traditional veterinary practices, the importance of evidence-based medicine, and the role of human perceptions in animal welfare. Es como si la vida real se convirtiera en una especie de juego.La verdad es que a nadie le gusta perder. Queremos ser los mejores en los deportes, en las discusiones, e incluso obtener más "me gusta" que los demás en las redes sociales.El problema es que muchos transfieren esa realidad a la religión. "¿Qué gano con ir a la iglesia?", se preguntan algunos. Más que nunca, esta pregunta está siendo planteada, principalmente, por las nuevas generaciones. Permíteme mostrarte tres beneficios que obtenemos al ir a la iglesia.Alegría. David escribió: "Yo me alegré cuando me dijeron: 'Vamos a la casa del Señor— (Sal. 122:1). Los discípulos habían vivido una vida de normas, reglas y tradiciones antes de conocer a Jesús. Su estilo de vida distaba mucho de ser el ideal del cristiano y, sin embargo, pensaban que estaban haciendo bien. Lo mismo con los sacerdotes y líderes del pueblo, quienes enseñaban las Escrituras básicamente en otro canal que el cielo.Dios no estaba de acuerdo con la nueva interpretación que su pueblo estaba recibiendo como enseñanza. Eran prácticamente «ciegos guiando ciegos» y todos estaban en el pozo (Mateo 15: 14). Solo había una forma de hacer una reforma en la comprensión de las Escrituras y Jesús eligió doce hombres para llevar a cabo el plan. No obstante, las costumbres arraigadas de los discípulos constantemente estorbaban el trabajo que Jesús quería obrar en ellos. El mal carácter y el orgullo de Santiago y Juan para querer hacer descender fuego del cielo y consumir a los samaritanos (Lucas 9: 54); pero eran ellos mismos quienes querían estar uno a la derecha y otro a la izquierda en el malinterpretado reino de Jesús (Mateo 20: 21). La autosuficiencia y prepotencia de Pedro, la incredulidad de Tomás y la falta de fe de todo el grupo no dieron lugar en sus mentes para que Jesús abriera su entendimiento.Con cuánta frecuencia nuestras ideas preconcebidas y nuestra errónea interpretación de las Escrituras no nos dejan practicar un cristianismo genuino. Abrimos la Biblia y no permitimos que el Espíritu Santo nos guíe, porque nuestra mente está llena de banalidades. Aquella mañana, cuando Jesús se apareció a sus discípulos después de resucitar, les dijo: «Estas son las palabras que os hablé estando aún con vosotros: que era necesario que se cumpliera todo lo que está escrito de mí en la Ley de Moisés, en los Profetas y en los Salmos» (Lucas 24: 44).Es decir, él les dijo en tres ocasiones que iba a morir, pero sus aspiraciones terrenales no les dejaron ver las consecuencias eternas que estaba teniendo su preparación.Querida amiga, la buena noticia es que Jesús quiere abrir tu entendimiento. La próxima vez que abras las Sagradas Escrituras, hazlo con oración; y con espíritu humilde, dile a Jesús: «¡Abre mi entendimiento!».

Lo que sí puedo intuir es que Pedro y sus amigos estaban realmente cansados por haber trabajado toda la noche. No sé tampoco si estaba deseando que el predicador terminara su sermón para poder ir a casa y descansar, no sin antes contarle a su esposa que no había pescado nada. Por fin, el sermón termina, y distinto a sus planes, Jesús le dice: «Lleva la barca hacia la parte honda del lago...». ¿Cómo? El experto pescador y sus compañeros de trabajo conocían perfectamente aquel lago. Sabían dónde había pescados, pero esta vez no hubo peces. ¿Qué podría saber ese predicador acerca del arte de pescar? Sin embargo, obedeció. Gloria a Dios que obedeció porque hoy sacaremos cuatro valiosas lecciones:1. Toda la noche. ¿Cuánto tiempo has trabajado? Es posible que tu noche esté hoy representada por toda una vida, por los años que llevas casada, por los años que llevas en la universidad o por el tiempo que tu hijo lleva fuera de la iglesia. No sé qué es para ti toda la noche. Pero lo que sí sé es que cuando Jesús te da una orden es 100% seguro que saldrás bendecida. No importa si estás cansada, frustrada o rendida, solo obedece.2. Se rompía la red. No había nada y ahora la red se rompía. Porque cuando Dios da, lo hace en abundancia. Donde no había, ahora rebosaba porque aún los peces obedecen la orden de su Creador.3. Se hundían las barcas. Porque tus bendiciones alcanzan para tu familia, para tus amigos y para todos los que te rodean. Entraron sin nada y salieron repletos.4. Pedro tuvo miedo al reconocer su indignidad y que sin Jesús no tendría nada. Cuando Dios te bendiga, no temas. Pero usa tus bendiciones en beneficio de los demás y nunca te permitas creer que lo que rebosa en tus manos ha sido obra de tus propias fuerzas.Aquel día, Pedro y sus amigos contaron a su familia una noticia muy distinta de la que tenían planeada. La buena noticia es que hoy Jesús también quiere llenar tu red de bendiciones. Solo obedece.

En ocasiones, las personas no creyentes de nuestra fe, ponen a prueba nuestros principios con preguntas de doble filo. ¿Cómo respondes? Durante una campaña de salud, tuve la oportunidad de asistir a uno de los médicos en la consulta. Al término de las actividades, trajeron la comida y la bebida, misma que yo no podía ingerir. Cuando pedí únicamente agua, los que estaban cerca de mí, comenzaron a cuestionarme: «¿Tu religión no te deja comer algo tan sabroso? ¿Por qué no tomas este refresco?». El tono burlesco de las preguntas sugería que no esperaban una respuesta teológica; por lo tanto, sonreí y tomé el agua del vaso.Es posible que en tu centro de trabajo, tu comunidad o con familiares inconversos, también seas cuestionada. Es por ello que hoy veremos las ocasiones en que Jesús mismo fue sometido a preguntas maliciosas.Preguntas políticas: «Enviaron a sus discípulos, junto con los herodianos, a decirle: Maestro, sabemos que eres amante de la verdad, y que enseñas con verdad el camino de Dios; sabemos también que no permites que nadie influya en ti ni te dejas llevar por las apariencias humanas. Por tanto, dinos tu parecer. ¿Es lícito pagar tributo al César, o no?» (Mateo 22: 16-17).Preguntas teológicas: «Al enterarse los fariseos que Jesús había hecho callar a los saduceos, se reunieron alrededor de él; y uno de ellos, que era intérprete de la ley, para ponerlo a prueba, le preguntó: "Maestro, ¿cuál es el gran mandamiento en la ley?"» (Mateo 22: 34-36). «Entonces se le acercaron los fariseos, y para ponerlo a prueba le dijeron: "¿Es lícito que un hombre se divorcie de su mujer por cualquier causa?" [...] Le preguntaron: "Entonces, ¿por qué Moisés mandó darle a la esposa un certificado de divorcio y despedirla?"» (Mateo 19: 3, 7).«Allí había un hombre que tenía atrofiada una mano. Para poder acusar a Jesús, algunos le preguntaron: "¿Está permitido sanar en el día de reposo?"» (Mateo 12: 10). Para ponerlo a prueba, para poder acusarlo, son algunos motivos maliciosos por los que le hacían preguntas. Las respuestas de Jesús siempre los dejaban boquiabiertos. Lee los textos para saber lo que respondió. Si seguimos el ejemplo del Maestro, podremos responder siempre con sabiduría, sin entrar en discusiones ni enemistades. Esa no es la manera de defender tu fe.

Mientras estudiaba el libro de Lucas, me percaté que el escritor relata dos milagros en los cuales Jesús hace referencia al buey y al asno. En una ocasión, Jesús sanó a una mujer que hacía 18 años que caminaba encorvada. Como resultado, los fariseos se molestaron porque aquel día era sábado. En respuesta Jesús les dice: «Hipócrita, ¿acaso cualquiera de ustedes no desata su buey, o su asno, del pesebre, y lo lleva a beber, aun cuando sea día de reposo?» (Lucas 13: 15).En otra ocasión, Jesús sanó a un hombre que padecía hidropesía (acumulación anormal de líquido en alguna cavidad o tejido del organismo), y aquel día también era sábado. Y como Jesús sabía que los fariseos estaban pendientes de lo que hacía, «luego se dirigió a ellos, y les dijo: "¿Quién de ustedes, si su asno o su buey se cae en un pozo, no lo saca enseguida, aunque sea en día de reposo?"» (Lucas 14: 5). Un buey y un asno... ¿Dónde más he visto esa frase? -pensé. ¡Claro! En los Diez Mandamientos.Después de tanto meditar en la importancia de estos dos grandes protagonistas, llegué a la conclusión de que el buey era la máquina de arado de la antigüedad. El buey constituía la fuente de ingresos de la mayor parte de la población. El asno, por su parte, era la máquina de transporte en una civilización que no conoció los automóviles. Aunado a esto, es probable, me atrevo a pensar, que los fariseos les daban mucha importancia a estos dos animales por estar incluidos en la ley de Dios. Es decir, los dirigentes religiosos daban mayor importancia a las formas, las tradiciones, las cosas y hasta los animales, que a las personas. Claramente, no querían que Jesús atendiera las necesidades de los sufrientes en sábado, pero ellos sí podían atender las necesidades de sus animales.¿Cuántas veces hemos actuado como los fariseos? Creyendo estar cumpliendo con un fiel servicio a Dios, nuestros motivos egoístas y errados nos han llevado lejos del ideal. Pidamos hoy a Dios que nos ayude a hacer su voluntad y no la nuestra. Nuestro prójimo vale más que un buey y un asno.

Una definición de ello es: -Idea o juicio- que se supone cierto, verdadero o real para llevar a cabo un razonamiento o actuar de una manera determinada». Queriendo dejar una lección de trascendencia en la mente de sus discípulos, Jesús se dirige a ellos y les dice: «Miren, estén muy atentos y cuídense de la levadura de los fariseos y saduceos» (Mateo 16: 6, parafraseado).Al escuchar las palabras del Maestro, los alumnos «suponen» que han comprendido el mensaje. En su mente, aquella declaración no era más que un reproche por no llevar pan; porque casualmente habían olvidado llevar pan (Mateo 16: 5), y una advertencia para que no pensaran en comprar pan de los fariseos y saduceos. Debido a la «discusión que fariseos y saduceos habían tenido con Jesús horas antes, ellos supusieron que la idea de "no comprar pan de ellos" era un razonamiento lógico para actuar». Cuán errado estaba aquel pensamiento. En referencia a dicho episodio, la escritora Elena G. de White escribe: «Con frecuencia su falta de fe y de percepción espiritual les había hecho comprender así erróneamente sus palabras». La lección era muy distinta de la que ellos suponían.Con frecuencia nos encontramos suponiendo que los demás hablan mal de nosotras, suponemos que no encajamos en algún lugar, suponemos que se actúa con dolo en nuestra contra, suponemos que entendimos bien el mensaje recibido, suponemos que el mensaje desde el púlpito está diseñado especialmente para nosotras y se desencadenan una serie de problemas innecesarios. Si tuviéramos nuestros pensamientos en directa comunión con Jesús, el Espíritu Santo no dejaría que comprendiéramos erróneamente los mensajes, ni hallar mal donde no hay. Al darse cuenta Jesús de lo que hablaban sus discípulos, les preguntó: «¿Por qué discuten entre ustedes, hombres de poca fe?». Después de explicarles, ellos comprendieron que nada tenía que ver el pan material con la levadura de las tradiciones equivocadas de los fariseos y saduceos.Querida amiga, fija tus ojos en Cristo, pon tu fe en Jesús el Salvador, invita al Espíritu Santo a guiar tus pensamientos y ninguna suposición te robará la paz mental ni te acarreará problemas con tus semejantes. La buena noticia es que tendrás un pensamiento puro y conectado al trono de la gracia.

Que me humille«¡Hombre! El Señor te ha dado a conocer lo que es bueno, y lo que él espera de ti, y que no es otra cosa que hacer justicia, amar la misericordia, y humillarte ante tu Dios» (Miqueas 6: 8, RVC).Las primeras dos expectativas que tiene Dios de nosotros, tienen que ver directamente con nuestra relación con el prójimo. La tercera que veremos hoy, tiene que ver con la relación con Dios. El versículo ocho de Miqueas seis, es la respuesta a las preguntas formuladas en los versos seis y siete: «Tú, Israel, preguntas: ¿Con qué me presentaré ante el Señor? ¿Cómo adoraré al Dios Altísimo? ¿Debo presentarme ante él con holocaustos, o con becerros de un año? ¿Le agradará al Señor recibir millares de carneros, o diez mil ríos de aceite? ¿Debo darle mi primogénito a cambio de mi rebelión? ¿Le daré el fruto de mis entrañas por los pecados que he cometido?».Aquellas eran las formalidades que el pueblo practicaba y que creía que eran del agrado del Señor y suficientes para alcanzar su misericordia. Cuán lejos estaba eso de agradar a Dios. No estoy afirmando que es malo llevar tu ofrenda; tampoco estoy diciendo que son inaceptables las obras de caridad que haces en la calle. No quiero que pienses que son malas las formas de culto que hacemos en la actualidad. Lo que el Señor trataba de decirles era que todas sus obras externas solo podían tener valor y ser aceptadas si se practicaban con un espíritu de humildad ante Dios.El pueblo de Israel se sabía especial para Dios; ellos sabían que eran los elegidos para llevar la luz de Dios al mundo. No obstante, no supieron manejar el don del cielo y en repetidas ocasiones el orgullo les ganaba. A Dios no le gustan los orgullosos. Así lo afirma el salmista David: «Tú, Señor, estás en las alturas, pero te dignas atender a los humildes; en cambio, te mantienes alejado de los orgullosos» (Salmos 138: 6).No es de sabios seguir el ejemplo de Satanás quien por orgullo inició su rebelión en el cielo. Cuando no nos humillamos ante Dios, el enemigo celebra. La buena noticia es que Dios estará pendiente de ti si mantienes la actitud correcta hacia él. Estemos hoy ante su presencia con un corazón humilde reconociendo que sin él no somos nada.

El Señor te ha dado a conocer lo que es bueno, y lo que él espera de ti, y que no es otra cosa que hacer justicia, amar la misericordia...» (Miqueas 6: 8, RVC).Durante un año, la ciudad de Calais estuvo sitiada por el ejército del rey Eduardo III, por lo que el alimento se agotó al grado de que los habitantes comenzaron a consumir perros y ratas. Finalmente, el gobernador de Calais levantó la bandera de la paz como símbolo de entrega; sin embargo, el rey Eduardo III no aceptó la tregua. Impulsado por su sed de muerte, envió a decir al gobernador que le mandara seis hombres, de los más importantes, sin zapatos, con la cabeza descubierta, con una soga en el cuello y con las llaves de la ciudad. Al matar a esos seis, libraré a toda la ciudad, -dijo el rey.Al llegar la noticia al pueblo, Eustacio, uno de los mercaderes más influyentes, dijo: «Es mejor que mueran seis y que todos los demás se salven». Y se ofreció a ir con gusto a la horca. Poco a poco se le unieron cinco personas más y caminaron hacia su destino final. Cuando estaban a punto de morir en la presencia del rey, se oyó una voz que dijo, «¡Esperen! Si me amas, concédeme esta petición: ¡Ten misericordia de estos seis hombres!». Aquella era la súplica misericordiosa de Filipa, nada más y nada menos que la reina, esposa de Eduardo III. Su petición fue concedida y llevando a los hombres a las carpas, les dio alimentos, ropas nuevas y muchos regalos. Después los envió con bastantes provisiones para las personas hambrientas en Calais.Hacer misericordia es una acción que solo podemos llevar a cabo cuando hemos aprendido a imitar los gestos de Jesús. Con frecuencia actuamos como el rey Eduardo, cortando cabezas y divulgando las faltas de quienes creemos que han actuado mal. Y aunque es verdad que a toda acción mala sobreviene una consecuencia, muchas veces nos atribuimos llevar a cabo una sanción que no nos corresponde. Eso no es de cristianas.Jesús hizo misericordia con la mujer sorprendida en adulterio, hizo misericordia con Pedro y hoy desea que tú y yo seamos misericordiosas. Si tienes en tus manos el poder de hacer misericordia, hazlo como Filipa. Pidamos al Señor que nos ayude a hacer uso de la misericordia y proveer al mundo el alimento físico y emocional que tanta falta hace.

El Señor te ha dado a conocer lo que es bueno, y lo que él espera de ti, y que no es otra cosa que hacer justicia...» (Miqueas 6: 8, RVC).Si nos preocupáramos más por llenar las expectativas que tiene Dios sobre nosotros, no perderíamos tiempo en tratar de agradar a la gente, terminamos haciendo lo que no es bueno. El verso de hoy afirma que Dios nos ha dado a conocer lo que es bueno y lo que espera de nosotros. Comenzaremos por estudiar la primera de las tres expectativas de Dios: hacer justicia. Para el tiempo en que Miqueas da este mensaje, el pueblo de Dios estaba más interesado en las formas y prácticas religiosas que en la verdadera piedad que revela el carácter de Dios.«Dios no deseaba los bienes de ellos, sino su espíritu; no solo su culto, sino su voluntad; no solo su servicio, sino su alma». Desde que el pueblo de Israel salió de Egipto, Jehová les proporcionó leyes que tenían que ver con su relación con él y su sana relación con el prójimo. Era menester que no desarrollara la injusticia a la que estuvieron sometidos en su esclavitud. La palabra «mishpat» del hebreo, se usa en el texto de hoy para la palabra justicia, y generalmente se usa para dar instrucciones más precisas acerca de cómo guardar los Diez Mandamientos. Éxodo 21 y 22 enlista una serie de indicaciones que tienen que ver exclusivamente con la justicia hacia el prójimo, entre las que encontramos leyes sobre los esclavos, leyes sobre actos de violencia, leyes sobre responsabilidades de amos y dueños, y leyes sobre la restitución. Si el pueblo seguía estas leyes, estaría viviendo de acuerdo a la justicia de Dios.Tristemente, la «mishpat» de Dios ha sido remplazada por la injusticia del hombre. Cuando escribía estas líneas, casi el mundo entero se había puesto en cuarentena por el temido virus COVID-19 o más conocido como coronavirus. Un ejemplo de injusticia lo vemos en las personas que vaciaron las tiendas. A muchos se les ve salir con los carros llenos sin importarles que alguien, con menos posibilidades físicas o económicas, haya quedado sin el alimento básico. El pánico generalizado dejó al descubierto la injusticia que habita en el corazón humano. ¿Qué espera Dios de ti? Que hagas justicia, pero no como la imparten los hombres, sino como la haría Dios.
