On this week's edition of the Talking Michigan Transportation podcast, a conversation with a trunkline pavement strategy specialist about how the work in his area helps inform investment decisions. Tim Lemon, who works in the Michigan Department of Transportation (MDOT) Bureau of Transportation Planning, talks about how pavement condition is measured and how the data is used.  He explains that remaining service life (RSL) is MDOT's primary pavement condition performance measure, which indicates the number of years before the pavement is anticipated to reach poor condition. It reflects the anticipated time in years that a pavement section can continue to provide acceptable levels of service, considering factors such as distress, structural integrity, ride quality, and functionality. He also explains that while state trunklines (I, M and US routes) don't account for the majority of road miles in the state, they carry 53 percent of total traffic and more than 75 percent of commercial traffic in Michigan.

Rpy L Hales/Cores Currents - The Active Transportation Planning grants that Quadra Island is about to receive, and both Cortes Island and Area D are applying for, opens the door to far larger opportunities.  As Meredith Starkey, Manager of Planning for the Strathcona Regional District (SRD), explained “Active transportation means anything human powered: walking, cycling, and rolling in the sense of skateboarding or some other type of device that you might use to roll."  "This is the BC Active Transportation Infrastructure Grant Program that's administered through the Ministry of Transportation and Infrastructure. They have  a sub grant  that is specifically for active transportation network planning."  "What we have is the network planning grant."  “We just were directed by the Board to apply for Areas B (Cortes) and D. It's this same grant that we now have for Area C. The province provides  a maximum of $50,000. It's 50 percent grant funded and 50 percent funded by the Gas Tax for us and so in total, it's $100,000 to develop the plan." "That enables us to do all the foundational background research, the data gathering part, but then also to flesh that out into a full plan. On top of that,  we're able to pull out one high level priority from that plan and do all  the engineering work, the survey, the cost estimates and  concept design work that would need to happen so that we can actually make it shovel ready.  All the groundwork that we need in order to apply for the infrastructure grant,  which is the same fund but a different funding stream within it."  Cortes Currents: So this grant is the door opener and in the next grant you actually get to do some of the stuff.    Meredith Starkey: "That is correct."  Cortes Currents: Is there a financial cap for the second stage? Meredith Starkey: "The infrastructure portion of the grant is much, much bigger.  I don't actually know the cap on it now, but it's quite substantial."

In this episode of Flanigan's Eco-Logic, Ted speaks with Margaret Cederoth, Director of Planning and Sustainability at California High-Speed Rail Authority. She is an urban planner with more than two decades of global sustainable infrastructure delivery, rail system planning, design, and construction, and land use/ transportation planning experience. Margaret's expertise is with complex transportation infrastructure projects, as well as international urban development throughout North Africa and the Middle East.Ted and Margaret discuss her background, growing up in Illinois, studying Eastern History, and later earning a Master of Urban and Regional Planning at the University of Illinois, Urbana-Champaign. She went on to do some graduate work in Tunisia, focused on social housing and the nexus to transportation.Margaret's project management experience includes managing a diverse team of experts as well as managing planning and sustainability tasks for major projects, such as the Masdar Institute of Science and Technology, Chicago's Sustainable Urban Infrastructure Guidelines, Anacostia Waterfront Transportation Infrastructure Master Plan, and the Lower Georgia Avenue Streetscape Project. She was appointed by Governor Newsom in 2019 to be the Director of Planning and Sustainability at California High-Speed Rail. Her duties include policy development and implementation, station and station area planning, greenhouse gas emissions inventory, tracking, and offsets, renewable energy planning, sustainable design, and district-scale sustainability approaches.As an AICP (American Institute of Certified Planners) urban planner and Envision Sustainability Professional, she previously led the sustainability division for the Authority as a consultant. Cederoth oversaw corporate sustainability initiatives for WSP USA, the Authority's Rail Delivery Partner. That work included a commitment to carbon neutral operations and the development of training and tools for implementing sustainability approaches on a range of infrastructure projects.

BROWNSVILLE, TEXAS - Edmund Haas, a transportation planning manager with Freese & Nichols, spoke in depth about the City of Brownsville's proposed Capital Recovery Fee program at a public hearing held at city hall on Jan. 16. Freese & Nichols are consultants to the City of Brownsville on the Capital Recovery Fee initiative. The plan is to impose a one-time charge on developers as they begin new projects. The fees raised would go towards roadway improvements. Certain exemptions are being built into the program, such as affordable housing projects and extensions to legacy businesses, which are defined as those based in Brownsville for a minimum of five years.Here is an audio recording of what Haas said at the public hearing. As a faculty member, he teaches courses in Logistics Management, Production Planning and Control, and Enterprise Resource Planning using SAP S/4HANA. He is also the founding faculty advisor for the ASCM (Association of Supply Chain Management) Student Chapter and currently serves as a board member on the ASCM - South East Pennsylvania Alliance Local Chapter. Transportation enables...fill in the blank. Transportation is so integral to our daily lives that it has an impact on economic development, mobility and connectivity, public health, the environment, and the list goes on. As a result, planning for transportation does not occur in a static world, but a dynamic system that is constantly changing. Adaptation is key because what we put in place now will enable our ability to meet goals in the future. Sometimes however, what we advocate for does not get implemented by elected officials. Patience is key because as years pass priorities change and past work may get implemented. Even just reframing the issue can get transportation projects built. Since transportation projects are connected to so many issues, the arguments for spending funds on a particular project should be as well. This is highlighted in the evolution of bike and pedestrian planning to active transportation planning. Active modes of transportation such as bicycling and walking is good for public health, hence the rebranding of the field. Well, the weather is starting to heat up here in Washington DC , and so is our activity at ACEC. And we wanted to give you a wrap up of what we've been working on this week and look ahead to what to expect from ACEC in the coming weeks. Now first, I want to lead off with the fact that the 2022 professional liability insurance survey of member firms is now underway and invitation links to take the survey have been sent to the primary contacts of our firm members. And the survey is only requesting the responses from AE member firms of ACEC. Only one set of responses per firm is required. If you have any questions, reach out to Charles Kim. Earlier this week, we published two updates. First being the YouTube update that Erin McLaughlin, our Vice President of private market resources does every month in 10 minutes or less giving you all the top trends and information you need on what's happening in the economy and how it impacts your business. That's available on our YouTube channel. And it's going to be linked to the show notes on this episode. Really encourage you to take a look, like and subscribe to the channel, because we do this on a monthly basis. And we also follow up with an even shorter summary on our podcast that was published a little bit earlier this week, looking at top four things you need to know about the economy and the AE industry. And of course now with inflation and CPI at record highs, it's really a good time to get your handle on everything that's happening and impacting our industry. And we know from the research we've done from the ACEC Research Institute that healthcare facilities, biotech, science, and technology, those are all market sectors where our industry fuels bullish now and into the next 12 months. So this is a great opportunity, not only to hear from experts, but also to share information, meet network with your peers. Space is limited and we're running out. Make sure to get your space for the upcoming private market symposium in healthcare and the science+technology market happening on April 28th in Boston. Now we're also counting down the days until we hit the early bird deadline for the 2022 annual Convention and Legislative Summit happening in person between May 22nd and 25th back downtown DC at the Grand Hyatt. Now this is going to be a great event and it's gonna be a combination of three days of networking, round tables, speakers, and of course advocacy. This is our premier advocacy event for the year. Now there's no better time to have your voice heard in Washington. I mean, right now we are in the implementation phase of the Infrastructure Investment and Jobs Act. No one knows the importance of getting this right like our member firm leaders. And we always talk about the speakers that we have and speakers are always a highlight of our events. And this year is no exception. We are very pleased to be welcoming Margaret Brennan - she's the moderator of, CBS' Face the Nation and their Chief Foreign Correspondent. And there's enough to talk about right there. We are also gonna be joined by Scott Harrison. He's gonna be kicking off the event. He's the founder and CEO of Charity: Water, and we are also gonna be welcoming Nicole Malachowski. She is the first female Thunderbird pilot. She's a combat veteran fighter squadron commander, also a white house fellow and advisor gonna be a great talk there. And then Adam Steltzner, he's the leader and chief engineer at NASA for their Mars 2020 mission and the Rover Perseverance. Just a great lineup of speakers to give a little bit extra flare to the event. Again, April 21st is the end of the early bird period. Make sure you go up to acec.org and secure your spot not only for the event, but then also for the Engineering Excellence Awards that are happening again in person. Gonna be great to have this event back in person. We've done the last two virtually, and it's gonna be us just wonderful to get everybody back together. But the premier celebration of engineering excellence is happening right at the end of the conference. So make sure that you not only get your spot for the event, but then also for the EEA awards, you don't wanna miss that. In addition to all of those things happening, we also have some great courses and webinars you don't wanna miss and something that's very timely happening on April 18th, "Electric Vehicle Charging Networks: Implications for Transportation Planning of the Energy Grid." And we all know bipartisan infrastructure. Bill has a lot of EV funding and that national EV network infrastructure. So this is gonna be a great webinar to learn more about that. And then rounding out next week. Friday is Earth Day, April 22nd, and we're gonna be spending the week focusing in on how our member firms design a better world. And we're gonna be using that as our hashtag throughout the week on social media. And we're looking for examples. If you are a firm that deals in environmental work and you want a spotlight, a project that you're very proud of, that shows how we are as an industry, improving the world around us, by cleaning the air, cleaning the water, making things more resilient against climate threats or sustainable. Please let us know, put it up on social, use the #DesignABetterWorld. We'll see it, and we'll retweet it. We're gonna be reposting. A lot of podcasts we've done on environmental issues, posting videos up. And we also have a new book in the ACEC bookstore, "Climate Change and the Built Environment." And this is a compendium is, is really a great resource. And I encourage you to take a look at it. There are 11 chapters plus case studies written by engineers, understanding taking the concept of climate change and the threat that it presents and actually putting actionable steps and how engineering firms can work on these issues. It's a really good book. Encourage everyone to take a look will be running podcasts with some of the contributors to the book and it's up there on the ACEC bookstore. This episode tells the story of three North Carolinian communities and their intersection with highways and the urban renewal projects of the mid-20th century. The first story we explore is the experience of Durham's Hayti neighborhood and the dismantling of a self-sustaining Black community. The next act of neighborhood destruction comes to us as Raleigh's Smoky Hollow community was wiped away for Capital Boulevard and later gentrified. The final story of paving over communities comes from what is historically known as Southside and South Park in downtown Raleigh. On this week's Talking Michigan Transportation podcast, timely conversations about the long-awaited infrastructure bill President Biden has been seeking. Recorded Thursday, Oct. 28, as negotiations continue in Congress, Susan Howard, program director for transportation finance at the American Association of State Highway and Transportation Officials, talks about the Infrastructure Investment and Jobs Act (IIJA) and what it would fund.  Later, Zachary Rable, a policy analyst in the Michigan Department of Transportation's (MDOT) Bureau of Transportation Planning, joins the podcast to break down what the IIJA would mean for Michigan. Howard talks about the transportation highlights in the IIJA and why she's optimistic Congressional members can find agreement on the broader social safety net bill that would clear the way for a separate vote in the House on the infrastructure legislation, adopted with some bipartisan support in the Senate in August. Among the transportation highlights, the IIJA: Makes the largest federal investment in public transit ever,Makes the largest federal investment in passenger rail since the creation of Amtrak,Makes the single largest dedicated bridge investment since the building of the interstate highway system, andMakes the largest investment in clean energy transmission and electric vehicle (EV) infrastructure in history; electrifying thousands of school and transit buses across the country; and creating a new Grid Deployment Authority to build a resilient, clean, 21st century electric grid. Howard says the investment in EV infrastructure would be significant and presents it as a new frontier, with EV charging dollars going to every state, allowing states to choose how EV infrastructure best fits into their own demographics. She calls it a long-term endeavor. Later, Rable talks about some specifics in the IIJA for Michigan: It would reauthorize surface transportation programs for five years, providing Michigan and MDOT necessary predictable and sustainable funding for advancing the department's multimodal transportation goals,It would provide $2.4 billion in "new" highway funding for Michigan for Fiscal Years 2022-2026, a $340 million average annual increase, andIt would provide $563 million for the Bridge Replacement, Rehabilitation, and Preservation Program, as well as $110 million for the EV Charging Program and $8.7 million for the Ferry Boat Construction Program.

This is the fourth episode in the Researching Transit Handbook of Public Transport Research series. Links to obtain the book can be found at the end of the notes. In this episode, Professor Graham Currie speaks to the author of Chapter 9, The Total Social Cost (TSC) of Public Transport Modes, Professor John Preston. John Preston is Professor of Rail Transport in the Transportation Research Group at the University of Southampton. Professor Preston talks about his pathway into rail transit research, noting the shifting focus particularly in the realm of transit demand forecasting. He notes the move away from probabilistic demand models, suggesting future research will need to deliver more nuanced understanding of the drivers of transit ridership. Professor Preston discusses some of the projects his research group and collaborators have delivered, including station-level demand prediction tools, and an ongoing project to develop Mobility as a Service tools. Professor Preston then elaborates the concept of Total Social Cost (TSC) models of public transport, the focus of his Chapter in the Handbook of Public Transport Research. TSC comprises three elements: operator costs, user costs and external costs. As well as considering operator costs, the TSC approach to modelling transit alternatives considers their ease of use (user cost) and their impact on such external factors as congestion, emissions and safety (external costs). Considering all three can help agencies and governments choose more appropriate transit technologies. The book chapter contains more detail concerning the economic appraisal of each aspect along with case studies from Vietnam (1) and China (used to evaluate the famous straddling bus concept (2) among others) about the economic costing of each aspect.
