The National Training Framework for Temporary Traffic Management has been operational since January 2024 and has been implemented by South Australia, Victoria, Northern Territory and Tasmania. The Austroads Guide to Temporary Traffic Management (AGTTM) provides comprehensive guidance for the planning, design, and implementation of safe and efficient temporary traffic management practices in Australia and New Zealand. Substantial revisions have been made within AGTTM Part 8 relating to the national harmonisation of training associated with temporary traffic management. The purpose of updated content within AGTTM Part 8 is to bring the guide in line with National Harmonisation of Temporary Traffic Management, which includes the National Training Framework. AGTTM Part 8 has been reviewed and updated to reflect Austroads members' agreed operational policy position on the Training Framework, RTO Approval Framework and Prequalification Scheme. These processes comply with a harmonised approach to work, health and safety requirements, and relevant training and educational requirements. Additional changes have been made to reflect industry best practices, clarify content, and address terminology consistently. This webinar was presented by Point8's Rosie Toohey and Peter Bilton.
This webinar introduced the new Austroads Guidance for Cycling and Micromobility Planning, a resource for professionals seeking to deliver safer outcomes for all road users. The project aimed to deliver a consolidated and nationally consistent approach to cycling and micromobility planning and includes recommended changes to the Austroads Guide to Traffic Management. The webinar shared the key themes that emerged from research and consultation. It introduced the three overarching recommendations of the Guidance: providing stronger links to best-practice cycle planning and design principles; recognising that considered terminology can help deliver projects; and updating the AGTM's scope to include wider micromobility options. Recommendations are supported with practical tools and strategies to facilitate better cycling and micromobility planning outcomes. The webinar was presented by Clare Huggins and James Laing, and moderated by Mary Haverland.

The transport minister has revealed how much NZTA is spending on traffic management. Minister Simeon Brown spoke to Ingrid Hipkiss.
The Transport Agency has spent nearly $800 million on traffic management in the past three years, according to new reports. The Government has revealed the spend went to road cones, temporary traffic management, state highway maintenance and capital works. Transport Minister Simeon Brown says this is an 'exorbitant' sum and the spending needs to come down. "We need to see a much more efficient use of taxpayers' money when it comes to maintaining our roads and keeping road workers safe - we have to get that balance right." There's little doubt there's unnecessary spend at the Transport Agency. The Transport Minister's called NZTA's costs eye-watering and excessive, after revealing a near $800 million spend over the past three years. That went to road cones, traffic management, state highway maintenance, and capital works. Temporary Traffic Management Chair Dave Tilton told Ryan Bridge he believes it's a systemic issue around how much temporary traffic management is deployed. The Road Traffic Management Corporation is today raiding trucking companies that owe millions of rands in vehicle license fees. This operation started last week in Gauteng where they raided over 23 companies. They have already identified more than one thousand 700 trucks in Mpumalanga and KwaZulu-Natal. In the Herald this morning, the boss of traffic management firm Traffix laid into the Transport Minister, saying he and Wayne Brown don't understand how the industry works. He says they don't charge per road cone for work, but rather per worker and truck. He says the public's abusing his staff on site because of misinformation being spread. The problem here is an independent report, which we spoke about yesterday, from EY. It was pretty damning, finding said rules incentivise contractors to cause maximum disruption to maximise profits. NZTA looked at 800 maintenance work sites on highway network and found 145 of them were not needed. Doesn't that make your blood boil? And Auckland council alone spends $145m a year on road cones and temporary traffic management. There was a contractor around the corner from my place who had to dig a small hole on side of road, I couldn't believe they had to actually close the road. Small, quiet suburban street, down to one lane with stop go signs. Madness. I'd never say anything to workers, because it's not their fault, but clearly after the EY report and the message from NZTA, something needs to be fixed, and fast. Auckland's mayor says the traffic management industry's taking advantage of New Zealand's safety rules. Wayne Brown's commissioned an independent EY report on temporary traffic management. It found road work contractors are incentivised to cause maximum disruption for more profit, and legislative change is needed to change the behaviour. Brown told Mike Hosking he's trying to change Auckland's approach, but there's so many rules and regulations in the way. A traffic management plan in the Burren described as "long overdue" has been tipped to resolve the region's congestion issues once and for all. Clare County Council is leading a multi-agency initiative aimed at easing traffic congestion on the R477 coastal road in North Clare. As part of the trial initiative, coach operators and camper van drivers are encouraged to use a clockwise traffic system running from south to north between Ballinalacken Junction and Ballyvaughan for the remainder of this tourist season. Lisdoonvarna Fine Gael Councillor Joe Garrihy has been telling Clare FM's Seán Lyons that as the Burren has grown in popularity, the need for a fit-for-purpose traffic management plan has become increasingly apparent.
There's a belief changes to road cone use will help strike a better balance between safety and minimising disruption. The Government's announced a new risk-based approach to temporary traffic management rather than requiring a certain number of cones per project. NZTA will also have to publicly report on its total cone spending per quarter. Temporary traffic management industry steering group chair Dave Tilton told Heather du Plessis-Allan this makes sense. He said that for the most part the current system served its purpose, but it's been identified that it's not getting the right about of TTM, which is what its purpose is. The Government is being urged to bring West Clare's road network up to standard before commencing conversion works at Moneypoint. ESB submitted plans in February to convert the Kilrush facility's 900 MW (Mega-Watt) generating station to run on oil rather than coal as part of a phased transition towards a zero-carbon future at the plant. According to ESB, the works will require 18 Heavy Goods Vehicles (HGVs) to traverse either Kilmurry McMahon, Moore Street or the John Paul Estate in Kilrush on a daily basis. Cathaoirleach of the West Clare Municipal District, Kilrush Independent Councillor Ian Lynch insists investment is urgently needed to allay local concerns.

Clare County Council is being called on to implement a dedicated traffic management plan to facilitate the high volume of motorists navigating rural roads en route to the Burren and the Cliffs of Moher. At this month's meeting of the West Clare Municipal District, Councillor Joe Killeen has raised concern over the need to redirect heavy traffic from unregulated local roads into nearby towns and villages. In response, the local authority has confirmed that directional signage will be erected at strategic locations along the route, with a view to establishing a traffic plan in due course. Corofin Fianna Fáil Councillor Kileen, who's Leas Cathaoirleach of the West Clare Municipal District, believes the measure will have major economic and road safety benefits.

Lines company Vector is supporting Auckland Mayor Wayne Brown's call to reduce road cones across the city and streamline traffic management work. Vector's chief executive Simon Mackenzie says traffic management can often make up 30 percent of the cost of a project.
A traffic management crew says it was threatened with a gun while setting up at a site. Earlier this week the police commissioner questioned if it had happened. But Liam Harvey, a Napier traffic management supervisor, says his crew were at Pakowhai Roundabout when weapons, including a shotgun, were pointed at them out of a car window. He says they were massively shaken and the incident was deeply distressing. Harvey says the police were alerted and took statements. He says traffic management crews do face abuse, but it's from a small minority of people who are frustrated at not being allowed to get through. Harvey says many people also approach crews at road closures to ask where they can go to help people most affected by the floods.

Just yesterday I learned what a STROAD is. It's not good! Good, and beyond, is what Sean Burnett is and all of his vast knowledge as the Commissioner of Traffic Management for Toledo. That sounds really mundane. But he wants to make sure we get around town as safely, quickly and efficiently as possible. If his lights aren't working, we are in chaos. We need to work with him, and he wants to work with us so Vision Zero is a success. First up, HE doesn't need charity and that was a lousy word to use. I hope there was an apology.
