Kathryn Bradford Tyler Prigmore, FAIA, NOMAC, NCARB, LEED AP BD+C, CDT Ms. Prigmore has over 40 years of architectural experience as a practitioner, educator, and regulator. Her strong project management skills include an inimitable understanding of the dynamics that facilitate project delivery. Ms. Prigmore has provided design, technical oversight, and project management for award-winning projects of a wide range of sizes, types, and delivery methods – including those with sensitive and classified defense and federal missions. She has overseen project teams with more than fifteen consultant firms and up to two hundred staff for clients in the federal, defense, civic, and private sectors. Active in professional and civic affairs, Ms. Prigmore has served on AIA and NCARB committees at the national level that serve to bridge the chasm between education and practice. She has been a member of the American Institute of Architects (AIA) since 1982 and was elevated to Fellowship in 2002. A member of AIADC for 30 years, she transferred to AIANOVA to help develop the Fellows Committee, a position she held for many years while an AIADC member. Ms. Prigmore is the Founding Collaborator (with Barbara G, Laurie, AIA – deceased) of Riding the Vortex: African American Women in Practice. Beginning in 2007, this initiative provides inspiration, mentoring, and public speaking opportunities for African American women at all levels the profession in venues throughout the United States. Ms. Prigmore and her three collaborators – Kathy Dixon, Katherine Williams, and Melissa Daniel – received the AIA Whiney M. Young, Jr. Award in 2022. Many of the young African American women currently active in the profession are part of the expanding Vortex network. Prigmore is in the process of reviving Black Women in Architecture, an organization with its roots in the early 1980s. Ms. Prigmore served as a Trustee of the Branch Museum of Architecture and Design and as past Chair of the AIA National Ethics Council; National Council of Architectural Registration Boards (NCARB) Committee on Examination; and the Virginia Board for Architects, Professional Engineers, Land Surveyors, and Certified Interior Designers and Landscape Architects. Awards and honors bestowed upon Ms. Prigmore include a Lifetime Achievement Award – Women of Color Magazine; President's Medal – NCARB; Outstanding Faculty Member – Howard University College of Engineering, Architecture and Computer Sciences; inclusion in several Marquis Who's Who publications; and inclusion among the Outstanding Young Women in America. In 2018 the National Organization of Minority Architects Council (NOMAC) inducted Ms. Prigmore into the Council of Elders. Ms. Prigmore was recently selected to lead the Washington, DC office of Moody Nolan as Studio Director/Principal. Recently an Adjunct Professor of Practice in Virginia Tech's Washington-Alexandria Architecture Center, Ms. Prigmore is a former Associate Dean and Associate Professor of Architecture for the Howard University School of Architecture and Design. She earned a Bachelor of Science in Building Sciences and a Bachelor of Architecture from Rensselaer Polytechnic Institute, as well as a Master of Science in Engineering from The Catholic University of America. Notably, she was one of the first 20 African American Women registered to practice architecture in the United States, and maintains licenses in Maryland, Virginia, and Washington, DC. Ms. Prigmore is also a LEED Accredited Professional with a Building Design + Construction specialty; an NCARB certificate holder; and a certified Construction Documents Technologist.

Lakisha Ann Woods is the executive vice president and CEO of the American Institute of Architects, a network of 94,000 architects and design professionals (in 200 chapters) who are committed to enhancing the built environment. Woods previously served as president/CEO of the National Institute of Building Sciences and as senior VP/CMO at the National Association of Home Builders. Architects are naturals at addressing complex or multifaceted issues, Lakisha says, and she points out that today that means addressing climate and equity as interconnected issues. She also talked about the AIA's  renovation of its HQ in Washington, a reuse project that involves numerous teams and high aspirations around embodied carbon, materials, and healthy workspaces. Lakisha is inspired by architects and their passion -- and the profession's increasing agency around climate and equity. Some of that comes from advocacy, she points out: “If we want our initiatives to move forward, we have to be an active voice in codes and on the Hill.”

Architect Wendy Brown talks about her 1894 Italianate house in Western Massachusetts that she and her husband have been working on for 24 years. Should we remove vinyl siding from these old houses once they've been covered and what are the challenges in doing so? What is Passive Survivability? About our guest: Wendy Brown is an architect located in western Massachusetts, licensed in Massachusetts and Vermont. She graduated from RPI with a Bachelor of Architecture degree, and a B.S. in Building Sciences. She got her first job drafting for a construction company during high school, and later worked for that same company after college. As a result, she prefers to use the Design-Build method for projects. Her work is focused on Passive Survivability, making decisions and choosing materials that enable buildings and communities to be more resilient in the face of climate change. Wendy and her family live in an 1874 house that was originally built for the owner of the local woolen mill. They have been renovating it since they moved in 24 years ago. In the wake of the Champlain Towers South condominium building collapse, insurance companies are looking to tighten their underwriting requirements on Florida condo association policies.  Policy renewal premiums are expected to increase up to 25% for those that can't show a good building maintenance record.  While the commercial residential market tightens, Florida's homeowners insurance market is going through an upheaval of its own.  One insurance litigation reform measure passed into law is now coming into play in court: presuit settlements.Former Florida Deputy Insurance Commissioner Lisa Miller talks with two professionals on the underwriting and legal side for their insight on market changes afoot and advice for insurance companies trying to navigate the changes.Show NotesThis Florida Insurance Roundup podcast covered two topics that have one thing in common: how to clamp down on rising premiums, rising costs, and excessive litigation expense.  Condominium Association Underwriting:Florida's commercial residential insurance companies are actively looking at how to avoid insuring another condominium building collapse or similar major catastrophe.  The Champlain Towers South collapse in June killed 98 residents in Surfside, Florida.  At least five other high-rise buildings in Miami-Dade County have since been partially or fully evacuated for being deemed unsafe.  Brian Squire, Managing Executive Senior Vice President at Hays Companies, a national insurance consulting agency, said there's a systemic issue at play with how condo buildings are maintained and how their associations are governed.  “You have a board of directors that make decisions on behalf of the association, but then the condominium association's governing documents allow its members to veto the board's decision.  These decisions made regarding the maintenance of these associations, on a lot of cases, are based on cost first, then life safety.  This mindset needs to change,” he said, noting there have been multiple associations who've had decisions levied against them recently.In the wake of the disaster, Surfside officials are moving up building recertifications for occupancy from every 40 years to every 30 years and requiring sign-off by both a structural engineer and a geotechnical engineer checking the foundation and subsurface soils.  But Squire insists the age of the building shouldn't be the sole factor.  “I've seen newly constructed buildings have issues similar to a Champlain Towers.  So we really need to wipe away the mindset that this is only needs to be applied to a 40 year building,” said Squire, who has been in the insurance business for 21 years and is based in the condominium-popular Destin, Florida.In his recent conversations with many insurance companies, Squire said there's many potential new underwriting requirements now under consideration.  They include:  More detailed on-site inspections of buildings annually; Requiring board of directors of buildings to sign affidavits, confirming there are no outstanding maintenance issues; Review of past board minutes; and  Review of condo association financial statements Among the solutions he suggested, is requiring engineering studies of all existing condominium buildings, pre-qualification of underwriting through insurance carriers, and possibly legislative changes.   Squire said associations should be proactive prior to policy renewal, too.  “What's going to make it look better is replacing or maintaining a roof and making sure that you have impact windows.  Those are really the two items that can easily be addressed,” he advised.Host Lisa Miller noted that the Building Officials Association of Florida recently held a summit to address structural safety issues and potential changes with other groups.  They included the International Code Council, the National Institute of Building Sciences, the Building Owners and Managers Association, and the Florida Bar's Condominium Law and Life Advisory Task Force.  Proposed legislation is being drafted as well for the Florida Legislature to consider in its January 2022 session.Presuit Settlements:The new presuit settlement law is part of SB 76, Florida's broader new property insurance reform law that took effect in June.  It requires that insurance companies receive a ten-day notice and demand before a lawsuit is filed by first-parties, such as homeowners or commercial building owners.  And it establishes how carriers need to respond.  Michael Monteverde, an insurance defense attorney with the Zinober Diana & Monteverde law firm, said the purpose was to allow insurance companies to resolve conflicts and reduce Florida's “out-of-control litigation.”  But he said some of the intended benefits haven't played out yet, including whether plaintiff attorney fees, a driver in expensive litigation, will ultimately be reduced.With the elimination of Florida's one-way attorney fee statute that encouraged inflated claims, the new law “creates more of a chess game, to try to get everybody to a place where there is a reasonable number,” said Monteverde, who manages the firm's Fort Lauderdale office.  “Because of the way that the fee provision kind of shifts under the new statute and SB 76, what the insurance carriers can do is they can set up the offers in response to the demands in a way that really kind of dares the plaintiff attorneys to reject the offer, because now we are setting up a situation where the fees are either limited or completely done away with and each party to bear its own fees and costs depending on what you are ultimately able to recover in the lawsuit.”He said the new law also takes away from the incentive for a plaintiff attorney to overly demand.  “So if you have a $70,000 case, there's no reason to come in and demand $600,000 to try to move the needle, because you may just be shooting yourself in the foot based on the way that the insurance carrier ultimately responds to that presuit demand,” said Monteverde, who appeared in a June podcast on how SB 76 works.Monteverde added that it seems most of the policyholder attorneys are trying to comply with the presuit notice requirement “and some of the results have been somewhat encouraging,” but there's confusion whether the law applies to actions filed after the effective date of the law (June 11, 2021) or the policy date.Monteverde also weighed-in on the condominium association underwriting issue, noting past catastrophes, such as hurricanes, have revealed that some associations are not keeping statutorily-required reserves for basic functions.  “If I were advising a carrier, I would say look at your underwriting processes, make sure that people are properly reserving, and make sure that the maintenance funds are going where they're supposed to be because they're turning the insurance policies in some instances into maintenance contracts.  And that's not what they are,” he said.“'Maintenance first' sounds like the theme of this podcast for those that are in the commercial residential space,” concluded host Miller.  “Having impact windows, making sure your roof is intact, and of course, consulting with your insurance professional.” Links and Resources Mentioned in this EpisodeBuilding Officials Association of FloridaSurfside's Ripple Effect (LMA Newsletter of July 12, 2021)Legislature to Review Condo Inspection Rules (LMA Newsletter of July 26, 2021)Insurance Impacts of the Surfside Collapse (LMA Newsletter of July 26, 2021)Who Will Insure Florida's High-Rise Condos? Christopher Doyle is an entrepreneur and business leader with extensive hands-on construction industry experience and a proven record of launching successful startups. He is the founder, president and CEO of Billd, a disruptive payment solution for the construction industry that helps contractors and suppliers grow their businesses with less hassle and risk. Recognizing cash flow hurdles contractors face when purchasing materials, Doyle launched Billd to make traditional Wall Street working capital accessible to these small business owners. Doyle cut his teeth in the construction industry, framing houses in high school at age 16 and working his way through college at Texas A&M before beginning his career in residential and commercial construction. During this time, he not only developed into a project manager supervising sales and operations, he also developed a passion for launching new business operations, opening and leading new divisions of construction companies in Dallas, Austin and Houston, Texas. He went on to serve as director of solar operations for the Institute for Building Technology and Safety (IBTS), delving into energy efficiency and renewable energy program management and authoring numerous publications on renewable energy financing, including launching National Renewable Energy Laboratory (NREL) residential and commercial best practices. Recognizing Doyle as a renewable energy thought leader, the founders of lending company Dividend Solar (now Dividend Finance) tapped him to oversee their contractor operations and sales. Doyle's leadership and tireless work ethic helped the startup thrive and secure series A funding. He was a pivotal leader in Dividend's first three (3) loan securitization offerings totaling over $500M. While working with Dividend Finance, Doyle recognized how a lack of access to capital impacts contractors' ability to operate and grow their businesses. He was inspired to launch Billd, along with co-founder Jesse Weissburg, to bring traditional Wall Street access to capital to the construction jobsite, allowing contractors to bypass project hurdles with access to upfront funds while enabling suppliers to sell more materials and get paid up-front. For contractors who usually aren't paid until more than 90 days from purchasing materials, Billd provides 120-day terms so they can scale their business and stabilize cash flow. Doyle's technical certifications include Certified Energy Manager, Business Energy Professional, LEED AP O+M Certified, Solar PV Advanced 40 Hour (North American Board of Certified Energy Practitioners), Certified Building Envelope Analyst, Infrared Level 1 Thermography Certification, Green Advantage Certified for Commercial Buildings, and a Certified Auditor, Level 3 Installer, QAP - Air Barrier Association of America. He was a founding member of the Solar Access to Public Capital working group of the Solar Energy Industries Association, the Energy Services Coalition, the U.S. Green Building Council, and he is a board member of the Building Enclosure Council of the National Institute of Building Sciences. Doyle holds a bachelor's degree from Texas A&M University and an MBA from Rice University. What are you going to sell it at? How are you going to find them? And breaking it down into a very simple exercise to see if the economics even work. Because so many times I talk to people that are looking to start a business and we go through that very easy exercise and you are going to know… look you are going to have to do X volume to get there even close. Like this doesn't make a lot of sense. This podcast features two key members of the ANSI/ASHRAE/IES 90.1 Lighting Subcommittee that establishes lighting power density levels for this foundational standard.  The discussion reveals and explains to our lighting community a new project that is funded by ASHRAE, IALD, BC Hydro and the IES.  Project tasks will support the work of the 90.1 standard by providing AGI32 modeling runs by application.  These models will improve the accuracy of and strengthen the effectiveness of this and the other standards affected by 90.1.  It is a concern especially because LED luminaires are now being used as the primary baseline to establish LPD’s instead of traditional sources.  This has resulted in significant energy savings but there is an end game.  The partners want to verify that the quality of lighting is not impacted in future versions of 90.1 and the other standards that reference it. Michael Myer has been with Pacific Northwest National Laboratory (PNNL) for 11 years. Prior to coming to PNNL Michael was a practicing lighting designer with Naomi Miller Lighting Design and before that Hayden McKay Lighting Design. Michael’s work at PNNL includes energy codes and appliance standards as well as market transformation related to parking and interior lighting. Michael has been an active member of the IES and is current co-chair working on the revised version of DG-18, a member of the Energy Management Committee, and has participated in a task group related to parking lighting. Marty Salzberg worked as an architectural lighting consultant for more than thirty years. Her work was honored with multiple industry awards for design and energy efficiency. As a member of the Illuminating Engineering Society, Marty has been a member of the Library Lighting Committee since 2003 and is currently the committee Chair. Marty is a Professional Member of the IALD, where she contributes to the work of the Energy & Sustainability Committee by serving as the IALD representative to the ASHRAE/IES 90.1 energy standard development committee. She recently served on the IALD committee to edit the Guidelines for Specification Integrity, teaches about the NYC Energy Code at BEEx and is teaching lighting design at the New York School of Interior Design. Kelly Seeger is Technical Policy Manager for Signify where she leads building codes and standards activities for North America, advising company business groups, market teams, and researchers on implications for products and systems from pre-development through installation. She serves as Lighting Subcommittee Chair of ASHRAE SSPC 90.1 and is also active in the development of CA T24 and IECC and is involved with key organizations relevant to building efficiency, green building standards & codes, energy rating and benchmarking, and smart buildings. Kelly has worked in lighting and energy efficiency in the U.S. for nearly twenty years; her experience includes lighting design and application, strategic planning, a voice of customer and market analysis, presentation and training, and energy efficiency & transformative market consulting. She holds M.S. Lighting and B.S. Building Sciences degrees from Rensselaer Polytechnic Institute in New York. She is Lighting Certified by the NCQLP, a LEED Accredited Professional, and is Past President of the New York City Section of the Illuminating Engineering Society.
