It often begins with a knock at the door in the middle of the night. A child, or multiple children, need immediate care. Their parents have been deployed, incarcerated, are sidelined by substance abuse or mental illness. This is when grandparents, other relatives and family friends step up at a critical moment. These adults, who take on caregiving for conservatively, 2.5 million children in America, have no legal standing. They are not legal guardians or adopters. And there is no single entity that funds, studies, or resources these families. There is, however, extensive data on the outcomes of children who stay within their families versus navigating the cultural and emotional dislocation of traditional foster care. On this episode of Power Station, Ana Beltran, a consummate changemaker, introduces us to Grandfamilies and Kinship Support Center, the nonprofit she leads. The Center provides technical assistance to individuals, government agencies and nonprofits that serve grandfamilies, tackling challenges, from enrolling children in school when no parent is present, to filing for Child Tax Credits. She notes that federal policymaking is catching up to the moment. U.S. HUD is accepting proposals now for grandfamilies-oriented affordable housing. A community to support and celebrate.

On Wednesday, Republicans won their 218th seat in the Congress, flipping control of the House of Representatives even with several races still uncalled. Then on Thursday, Speaker Nancy Pelosi announced her plans to step down as House Speaker after leading Democrats for two decades, though she will still remain in Congress as a Representative from California. House Republicans nominated current Minority leader Kevin McCarthy to become the new speaker, pending a vote on the House floor in January. President Joe Biden now has a clearer picture of the legislative landscape for the remaining two years of his first term. But before the 118th Congress takes its seats just after the New Year, there is still a narrow window for some legislative action by the 117th.   The remainder of 2022 — this period between an election and the installment of successors is known as a lame-duck session — and this could be the last chance for Democrats to use their majority in both chambers of Congress to pass legislation.  In fact, they've already started that work.  On Wednesday, the Senate voted to advance a bipartisan same-sex marriage bill, which would protect marriage equality under federal law. Congress also just passed a federal cannabis bill designed to expand medical marijuana research to be signed into law.And lawmakers need to pass a budget to avoid a looming government shutdown by December 16th. So what else is on the agenda for this lame-duck session? Potential immigration reform, expansion of Child Tax Credits, and more. The Child Tax Credit increases in 2021, and eligible taxpayers can receive an advance of this credit instead of waiting until they file their 2021 return in 2022. All taxpayers with children age 17 and under qualify for $2,000 per child if their income is under $400,000 (MFJ) and under $200,000 (S). But taxpayers are eligible for an additional $1,000 or $1,600 per child if their MFJ income is below $150,000 or Single under $75,000. The advance is for up to 50% of the total credit and you don't have to sign up anywhere to receive it. Just file your 2020 return as soon as possible. The IRS is expected to set up a portal on their website by July 1st where taxpayers can add dependents born in 2021, make changes to their expected income, update their filing status, etc.

Legislative leaders respond to a rising call to address the struck-down initiative process, and legalize medical marijuana.Then, how child tax credits could help Mississippi families.Plus, after a Southern Remedy Health Minute, the Legislative Peer Committee assesses the state park system.Segment 1:Legislators and state officials are answering a rising public call to address the fallout of last week's Mississippi Supreme Court Decision. In a 6-3 ruling, the court invalidated Initiative 65 - the constitutional amendment legalizing medical marijuana - and with it the entire citizen-initiative process. Governor Tate Reeves says he may call a special session of the legislature to address the issues. Lt. Governor Delbert Hosemann thinks lawmakers should prioritize the medical marijuana program - noting it would take until 2022 before amending the initiative process.Segment 2:Working families with children in Mississippi could soon see additional money in their bank accounts as part of the recently passed American Rescue Plan. Prior to the sweeping federal relief package, families eligible for the child tax credit had to wait until they filed their income tax to claim child credits. But now, the law allows half of the money to be paid in advanced, monthly installments. Eligible families will receive a payment of up to $300 per month for each child up to age 5 and $250 for those 6 and older. Carol Burnett is with the Mississippi Low-Income Childcare Initiative. She shares how the change could help low-wage families with our Ashley Norwood.Segment 3Southern Remedy Health MinuteSegment 4:State parks in Mississippi need upgrades and strategic marketing to make them more attractive to visitors. That's some of the points raised in a report released by the Mississippi Legislative Peer Committee. Executive Director James Barber says they visited some parks in different areas of the state and, as he tells our Desare Frazier, more must be done to make them competitive with parks in neighboring states. Last week, the government passed the American Rescue Plan, which provided the third round of stimulus payments. This also includes enhanced child tax credits and unemployment benefits. These potential payments and tax credits all have qualifications based on income levels and provide some planning opportunities. The bill provided stimulus payments, or “Recovery Rebates,” of $1400 per taxpayer and dependent based on certain levels of adjusted gross earnings. The benefit phases out between $75,000 and $80,000 of adjusted gross income for single tax filers, $112,500 - $120,000 for the head of household filers, and $150,000 and $160,000 for married joint filers. Do you qualify for the American Rescue Plan? The income limits are based on either 2019, 2020, or 2021 earnings. There are three checks for eligibility: 1. If the most recent adjusted gross income on file is below the limit (2019 or 2020 if you already filed), then you automatically qualify. 2. If you did not qualify based on 2019 earnings, but you will based on your 2020 earnings, you have until 9/1/2020 to file and qualify. 3. If you did not qualify based on 2019 or 2020 but will you based on your 2021 income, then the rebate will be applied to your 2021 tax return. Enhanced Child Tax Credits The American Rescue Plan also provided enhanced Child Tax Credits for 2021. They are: An increase from $2000 to $3,600 each for children under 7 $3,000 each for children aged 7 – 17 These credits also phase-out based on adjusted gross income at: $75,000 for single filers $112,500 for the head of household $150,000 for married filers The benefit is reduced by $50 for each $1000 over the income limit. The benefit will be phased-in over the summer in monthly payments for those eligible beginning in July. Note: These benefits CAN be clawed back if you exceed the income limits, depending on a safe harbor calculation. The new law extended the enhanced unemployment benefits already in place through September of 2021. For 2020, the law made the first $10,200 of unemployment benefit per taxpayer tax–free subject to an adjusted gross income limit of $150,000 for all filing statuses. IMPORTANT NOTE: For people who would qualify but have already filed 2020 tax returns, they should re-file to receive the additional tax benefit. Planning Opportunities The following are things you may be able to do in order to maximize your benefits with the current American Rescue Plan. If you qualify for the Recovery Rebate based on 2019 income but would not be based on 2020, wait until after you have received the rebate based on 2019 to file your 2020 tax return. If you did not qualify based on 2019 and your 2020 income is close to the threshold, check with your tax advisor or financial planner to see if you are eligible to contribute to a deductible IRA or a SEP IRA plan (if self-employed) to reduce your income and possible qualify. If you did not qualify for the rebates in 2019 or 2020, but project to be close for 2021, and particularly if you have minor children to qualify for the child tax credits, act now to reduce your income. Consider: Increased 401k contributions Switching contributions from Roth (non – deductible) to traditional (deductible) if appropriate Talk to your employer about deferring bonuses into 2022 In extreme cases, such as for parents with several dependents, taking un-paid leave may make sense as the tax incentives may offset the lost income. We hope this has helped clarify some confusion and give you ideas on how to maximize these benefits for your particular situation. Still confused? Today on Sojourner Truth: We take a look at the American Rescue Plan 2021, the stimulus package expected to be signed by U.S. President Joe Biden. It is a $1.9 trillion package intended to speed up the recovery of the U.S. economy amid the COVID-19 pandemic. It also includes what some are hailing as a historic move: child tax credits. Our guest is Peggy OMara, an independent journalist who edits and publishes peggyomara.com. She was the editor and publisher of Mothering Magazine for over 30 years. Her books include Having a Baby Naturally, Natural Family Living, The Way Back Home and A Quiet Place. Peggy has conducted workshops at Omega Institute, Esalen, Hollyhock, La Leche League, and Bioneers. What's going on in Haiti? The U.S. House Foreign Affairs Committee will begin hearings on Haiti, including policy recommendations for the administration of Joe Biden. The hearing is being called for by Congressman Gregory W. Meeks from New York City, who serves as Chair of the Committee. One of the hearings is a closed session meeting. Why are grassroots activists for democracy on the ground concerned about what voices will not be heard during the meeting? Our guest is Kevin Pina is an American journalist, filmmaker and educator. Pina also serves as a Country Expert on Haiti for the Varieties of Democracy project sponsored by the University of Notre Dame Center for Research Computing, the University of Gothenburg Department of Political Science, and the Helen Kellogg Institute for International Studies.
