Andrew Lewis, a former Pennsylvania state representative, is the new president at the Commonwealth Foundation, the state's premier public policy organization. He stepped into the job in September, just as America turned its attention to the Keystone State, which will play a decisive role in the 2024 election. In an interview with The Daily Signal, Lewis pinpointed the key issues facing Pennsylvania voters, starting with the higher prices they're paying for gas, groceries, and housing. "The big issue on everybody's mind is inflation and the cost of living," Lewis said. "Over the last few years, voters and citizens have been given what's tantamount to a 20% tax hike ... and not being able to afford what they used to be able to afford just a few years ago." As a near-lifelong Pennsylvanian, Lewis shared his aspirations for the state, faulting poor leadership as an impediment hampering the Keystone State. He cited Pennsylvania's strategic location and natural resources as key advantages, but blamed high taxes and regulations as reasons why its residents are fleeing for other states. "We're the Keystone State. We're the epicenter of the East Coast. We've got great competitive advantages here," Lewis explained. "We should be leading economically, we should be adding to our population base. We've got so much potential, but unfortunately, a lot of leftist policies have held the state back for years." Lewis plans to use his experience in the state legislature to guide the Commonwealth Foundation's efforts and help Pennsylvania achieve its true potential. He cited the energy sector as crucial to Pennsylvania's economy, warning that restrictive government policies could undermine its competitive advantage. "If you were to rank Pennsylvania as its own nation, you would see we're in the top of exporters globally," Lewis said. "We have this massive opportunity." Education reform is another priority for Lewis. As a lawmaker, he championed parental rights and the need for school choice.  "Parents know best what their kids need for their educational journey," he said. "And it's not always the government school." The Lifeline Scholarship Program, which would provide educational opportunities for students in underperforming schools, was a step away from becoming law until Democrat Gov. Josh Shapiro issued a line-item veto in 2023. Shapiro, who touted his support for the idea during his 2022 campaign for governor, flip-flopped when faced with pressure from teachers unions. Looking ahead to the future, Lewis outlined his vision for the Commonwealth Foundation, promising to maximize the organization's impact through policy development, government affairs, and storytelling.  "We transform free-market ideas into actionable public policies so that all Pennsylvanians can flourish," he said.

Senate's Proposed Tax Cuts Would Save Families $900 Per YearSB 269 would reduce the Personal Income Tax and eliminate the Gross Receipts Tax on electricity. Harrisburg, Pa., May 29, 2024 — Senate Bill (SB) 269 would slash taxes across Pennsylvania and save the average family of four $400 in fiscal year (FY) 2024–25 and $900 in FY 2025–26, according to the Commonwealth Foundation's latest analysis. The legislation would cut the Personal Income Tax (PIT) rate from 3.07 percent to 2.8 percent beginning in January 2025 and eliminate the Gross Receipts Tax on electricity. According to the Independent Fiscal Office (IFO), Pennsylvania's working-age population will decline by 4.3 percent by 2030. Fewer working adults will support a growing number of seniors, resulting in lower tax revenues and higher costs for long-term care programs. “Pennsylvania is facing a demographic crisis with a shrinking workforce that will severely strain the state's finances in the coming years,” said Elizabeth Stelle, director of policy analysis at the Commonwealth Foundation. “Enacting responsible tax cuts now is crucial to attracting and retaining jobs, empowering working families, and boosting economic growth.” SB 269's proposed 9 percent reduction to the PIT rate would improve Pennsylvania's ranking to the 10th lowest individual income tax rate in the nation. Eliminating the 59-mill Gross Receipts Tax on electricity sales would provide additional savings for families by removing a surcharge currently passed on to consumers. “While Governor Shapiro's proposed budget increases spending, raises energy costs, and creates a structural deficit of more than $6 billion, the Senate Republican tax cut plan offers targeted tax relief to make Pennsylvania more attractive for workers and small businesses,” Stelle said. “Along with spending restraint, these tax cuts are vital first steps toward confronting our economic and demographic headwinds.” The Commonwealth Foundation's analysis also determined that Pennsylvania can further improve its economic standing by eliminating the startup penalty on small businesses. Enacting net operating loss reforms would encourage more business startups throughout the state. Stelle continued: “For too long, Pennsylvania has been losing residents and jobs to other states with more favorable tax climates. SB 269 moves us in the right direction by letting working families keep more of their hard-earned money. The General Assembly should make these tax cuts a priority.”

The Rich Zeoli Show- Full Episode (03/14/2024): 3:05pm- On Wednesday, the House of Representatives voted in favor of the Protecting Americans from Foreign Adversary Controlled Applications Act—a bill that would force TikTok's parent company ByteDance to divest its ownership in the social media application, citing its ties to the Chinese government. If they did not divest, the application would be banned in the United States. The legislation passed with bipartisan support 352 to 65, with those in support expressing fear that the Chinese government may be able to access American user data. But notable politicians in opposition—like former President Donald Trump, Senator Rand Paul (R-KY), Congressman Thomas Massie (R-KY), and House Freedom Caucus Chair Scott Perry (R-PA)—have all cited fears that the bill could be used as tool for government officials to interfere with speech on all social media companies. The bill will now head to the Senate—though, Majority Leader Chuck Schumer (D-NY) has not committed to putting it up for a vote. President Joe Biden has vowed to sign the bill into law if it ultimately arrives at his desk. Shouldn't individuals be allowed to choose which products they use? Or is the risk of the Chinese government gaining access to American user data too great to respect individual autonomy and free markets in this instance? Senator Elizabeth Warren has suggested that the bill doesn't go far enough to prevent social media's influence, explaining that she wants “curbs in place on social media across the board,” according to Politico.  3:35pm- Matthew Petti of Reason writes: “The Biden administration has used the specter of ‘disinformation' to push social media moderation in line with their policies. Meta has censored Middle Eastern content that opposes U.S. foreign policy, while Twitter has created loopholes for the U.S. military to run its own propaganda accounts. Of course, American law (unlike Chinese or Iranian law) limits how much the government can censor social media. Last year, courts banned and then unbanned the Biden administration from pressuring social media moderators. But the decision ultimately lies in Washington; it's not like European or Latin American voters have any say over the U.S. Supreme Court. Competition is the strongest force keeping the internet free. Whenever users find a topic banned on TikTok, they can escape to Twitter or Instagram to discuss the censored content. And when Twitter or Instagram enforce politically motivated censorship on a different topic, users can continue that discussion on TikTok. Forcing TikTok under American control is a way to block that escape route. As they have debated the future of the war, one issue has remained taboo: the possibility of negotiating a peace deal with the Russians. The decision comes after surveillance videos showed a woman stuffing what appeared to be absentee ballots into an outdoor ballot box days before the original primary. Superior Court Judge William Clark determined the allegations of possible malfeasance warrant throwing out the results of the Sept. 12 primary, which incumbent Bridgeport Mayor Joe Ganim won by 251 votes out of 8,173 cast.
