In this address to the IIEA, Lutz Güllner, Head of Division for Strategic Communications and Information Analysis at the European External Action Service, discusses the issue of disinformation and foreign information manipulation and their implications for the EU's democratic resilience. Mr Güllner also focuses on the ways in which the EU is responding to foreign disinformation and provides his expert opinion on the further steps the EU could take in this domain. About the Speaker: Lutz Güllner is Head of Division for Strategic Communications and Information Analysis in the European External Action Service. As part of his work, he focuses on how to address disinformation threats and foreign manipulative interference targeting the EU and for the EU's neighbourhood region. Prior to his current position he served as Head of the EEAS's foreign and security policy communication team (2017-2019) and as Head of the European Commission's Directorate General for Trade's communication team (2013-17). Early next month, the European Union and China are set to hold the 24th bilateral summit. The last EU-China summit was held via video conference in April 2022. Stefano Sannino, the Secretary General of the EU's European External Action Service (EEAS), has rebuffed a claim from Russia's representative to the EU that the bloc is treating Russia as an "adversary". That comment by Vladimir Chizhov came amid claims from European lawmakers that Russia bore some responsibility for soaring gas prices across the continent. Russia's state-controlled company Gazprom supplies around one third of the EU's gas. Sannino told FRANCE 24's Talking Europe programme that the EU is "continuing engaging with Russia" – but that "the choice of confrontation is one that has been decided by Russia, not by the European Union".

Apocalyptic scenarios, the collapse of Europe, the degradation of Ukraine, the coronavirus as the EU’s Chornobyl, and that the USA manufactured the pandemic virus: these are just examples of narratives peddled by pro-Kremlin disinformation outlets that are scrutinized by a unit at the European External Action Service (EEAS), which identifies Russia’s disinformation. The COVID-19 pandemic has seen the situation with false information from the Kremlin become even more dangerous. EEAS head Josep Borrell warns that “[d]isinformation is playing with people’s lives. Disinformation can kill.” The East StratCom Task Force was created in 2015 to deal with Moscow’s disinformation campaigns. The unit has 16 full-time staff members whose task is not to engage in counter-propaganda, but “to explain and promote the European Union’s policies in the Eastern Neighbourhood” and to “identif[y] and expose[] disinformation.” The East StratCom’s budget increased from €1.1 million in 2018 to €3 million in 2019. Specialists of the unit monitor media, analyse disinformation and data, and publish their findings on the EU vs Disinfo website in English, Russian, German, Italian, Spanish, and French. Known as Sarcopenia—derived from the ancient Greek words sarx (flesh) and penia (poverty)—the progressive decline in muscle mass and strength (dynapenia) after the age of forty, this condition has caught the attention of researchers and public health experts. So much so, that Sarcopenia has its own ICD-10 reimbursement code.Sarcopenia is most pronounced in those sedentary individuals, who may also have other comorbidities such as diabetes and heart disease, after the age of sixty.Consistent with this loss of muscle is the accrual of fat mass—specifically around the mid-section—visceral abdominal fat—while also infiltrating the muscles—intramuscular adipose tissue.With 87% of falls after the age of sixty-five resulting in fractures, the loss of lean, supporting muscle mass just adds insult to injury.Writing—Efficacy of Nutritional Interventions as Stand-Alone or Synergistic Treatments with Exercise for the Management of Sarcopenia—in the September 2019 online journal Nutrients, researchers from Italy comment that, “Sarcopenia represents an important sanitary problem, since it affects 20% of people over 70 and 50% of people over 80”Moreover, the Italians note that, “considering the important function of muscle tissue beyond locomotion (e.g., influence on glucose and protein metabolism and on bone density), it is associated with many adverse clinical outcomes (falls, fractures, functional and cognitive decline, cardiac and respiratory disease, reduced quality of life and independence, hospitalization, and mortality).”Sarcopenia is now defined as, “a muscle disease, which can be considered probable, if reduced muscle strength is detected” - with the hand grip dynamometer and chair stand test, as the primary measures of muscle strength and the dual-energy X-ray absorptiometry (DXA) and bioelectric impedance used to assess muscle mass.Sarcopenia can accelerate under a pro-inflammatory state, malnutrition, hormonal changes, higher muscle protein breakdown, loss of motor neurons, mitochondria dysfunction, and insulin resistance—which, “reduces the (body’s) ability to use the available proteins.”In addition, “insulin resistance in the skeletal muscle results in whole-body metabolic disturbances associated with type 2 diabetes, which are further exacerbated by Sarcopenia. All these alterations are differently responsible for an imbalance between the anabolic (building) and catabolic (breakdown) process at the muscular level.”The Italian researchers describe several nutritional interventions as follows:Essential amino acids (EAAs), in particular leucine, are an important anabolic stimulus. The main dietary sources of EEAs are lean meat, dairy products, soybeans, cowpeas, and lentils. The biological pathways on which leucine act are the activation of the mammalian target of rapamycin (mTOR), and the inhibition of the proteasome.However, supplementation with high doses of EEAs (10–15 g) and leucine (at least 3 g) is necessary to overcome anabolic resistance in older people.ß-hydroxy ß-methylbutyrate (HMB) is one of the metabolites of leucine, which exerts anabolic and anti-catabolic effects through the activation of the mTOR pathway and the stimulation of the growth hormone/IGF-1 axis.It is recommended to dose vitamin D in all sarcopenic patients and to prescribe supplements in those who are deficient. Promotion of an adequate sunshine exposure together with the consumption of foods rich in vitamin D (salmon, mackerel, herring, sun-dried mushrooms) should instead be suggested in all older people.Supplementation with polyunsaturated fatty acids (PUFAs), and in particular with omega-3 fatty acids, improves muscle protein anabolism. The European Union has mobilized huge financial, political and security resources to stabilize the Balkans, often serving the flagship policy of offering EU membership to qualifying countries. The wars of the 1990s and the economic hardships that followed have been largely overcome, but enlargement has stalled and the region’s uncertainties continue. The logic of EU enlargement is in even greater trouble further east in Turkey. Here media freedoms have shrunk, relations have strained over Turkey’s incursion into north-east Syria and the two sides are struggling to find a common policy on helping almost four million Syrian refugees in the country. Angelina Eichhorst, Deputy Managing Director for Europe and Central Asia / Director of Western Europe, Western Balkans, and Turkey at the European External Action Service, joins Hugh and Olga this week to discuss how the EU and its eastern neighbors can navigate periods of more strained relations and why continued engagement and dialogue is crucial for long-term stability and prosperity. “We must shape our interests together, not by sitting at different tables”.

Recorded at the "Perspectives on European Foreign Policy in the Context of Current EU-Russia Relations" Workshop - Friday 11 January 2019 - Leiden University, Netherlands * * * Professor Sjursen talks about the increased “normative uncertainty” in the current global context that the EU is struggling with, next to the often discussed increasing instability and increasing unpredictability: “there is uncertainty about the rules of the game, rules that were taken for granted seem by many actors not to be taken for granted anymore. What does that mean for foreign policy? [..] We seem to be observing the need to re-draw the normative anatomy of world order.“ The main challenge of the EU in foreign policy, according to Professor Sjursen, is understanding the normative challenge to the liberal world order, which is fundamentally different from positioning oneself in a game for power. We need to better understand how the EU can deal with the normative challenge and how to reconsider what can and what should be rescued in what we refer to as the liberal order, and what should be reformed. But can the EU now do something in 2019 that it could not do in 2009? Professor Sjursen suggests that one might answer “yes” straight away if one looks at institutional capacity. With the EEAS, a more active and more visible High Representative, the EU is now more like an actor that can take well informed decisions and execute those decisions. But in regard of the idea of normative uncertainty the assessment is slightly different in the sense that one thing is to be a credible actor based on another thing is to be considered a legitimate actor in the global system. “And in order to get things done, actors probably need more than resources, they also need legitimacy”. And there the ongoing crises in Europe “reduce the ability of the EU to be perceived as a credible actor that promotes liberal values in the global system”. * * * Note: UACES does not take responsibility for opinions expressed in this recording. Friends of Europe's debate on EU, NATO and the South took place in Brussels on 28 June 2017. It concentrated on the necessity for the transatlantic community to develop coordinated strategies to addresscomplex security and strategic challenges coming from the MENA region. Speakers included Magnus Nordenman (Atlantic Council of the United States), Gábor Iklódy (EEAS), freelance reporter and NATO analyst Teri Schultz, Jamie Shea (NATO)and former ambassador of Italy to NATO Stefano Stefanini.
