L'ultima decisione spetta a Mosca.

PUTIN PUBLICIZES TERMS OF POTENTIAL UKRAINE PEACE TALKS.// -----BEGIN TEARLINE------International Events-Red Sea/HOA: Houthi targeting increases with two major incidents occurring over the past few days. Yesterday, three ASCMs successfully targeted the M/V VERBENA in the Gulf of Aden, causing severe damage. CENTCOM confirmed that at least one crew member was medically evacuated from the VERBENA due to wounds sustained during the attack. On Wednesday, Houthi forces successfully targeted the M/V TUTOR, a Greek-flagged cargo vessel (carrying coal) in the Red Sea. This attack was carried out via an Unmanned Surface Vessel (USV) and resulted in the TUTOR sustaining severe damage to the engine room. Per the latest reports, the vessel is experiencing severe flooding, and is reportedly not under command at this time. However, her current status remains unclear.AC: These attacks come as a Defense Intelligence Agency (DIA) report was released yesterday confirming that maritime traffic through the Red Sea has decreased by approximately 90% since Houthi targeting began.Middle East: Tensions between the U.S. and Saudi Arabia quietly increase following various diplomatic slights over the past few weeks. Last week, the 1974 petrodollar agreement between Saudi Arabia and the U.S. allegedly expired, with no replacement treaty scheduled to take effect. AC: While the 1974 agreement is legitimate, it's not clear as to if a 50-year expiration date is indeed contained within the text of the agreement. Regardless of the formalization of such a specific expiration date, the opportunity not being taken to renew Saudi-US relations during such a critical time in both nation's histories speaks volumes.Notwithstanding the formalization of such poor relations, the Saudis have been trading in oil using non-USD currencies for some time now (most famously including the recent unconfirmed claims of OPEC shifting to the Chinese Yuan). This recent diplomatic spat continues the already apparent shift in the diplomatic status between the two nations, and probably will result in more OPEC+ member states shifting away from the United States and more favorably in the direction of BRICS+.Additionally, Saudi Arabia has more directly signaled increasing dissatisfaction with the U.S. via Saudi Crown Prince Mohammad bin Salman (MBS) abruptly canceling his attendance of the G7 summit currently underway in Italy. AC: MBS was scheduled to be a critical attendee of the summit (as Italy seeks to improve relations with the Middle East, and court various trade agreements that have been in the works for months). However, he canceled his trip just a few hours before he was supposed to arrive in Rome, citing pressing duties to oversee the Hajj season (which is a poorly-camouflaged excuse, as his attendance is not required for this holiday season, which has likewise been scheduled for many months). This G7 summit would have been his first attendance as he increasingly takes over the duties of the Saudi empire.Europe: In a televised press conference, Russian President Vladimir Putin has publicly stated the conditions for a peace proposal in Ukraine.-----END TEARLINE-----Analyst Comments: Though the publicity of Putin's proposal may be surprising to some, this is probably Russia's last warning before the summer offensive comes to fruition. Though Putin's demands may seem unfair to the West (the annexation of Donetsk, Luhansk, Zaporizhia, and Kherson, along with dropping Ukraine's NATO bid), Ukraine is almost certainly not in a position to offer much flexibility in negotiations (if they were to occur). Consequently, this may be the best deal Ukraine is likely to get. Despite the hubris of the

The decisions made in a pinch by airline pilots, doctors, and others can literally be life or death.Switching from a well established and sometimes dull routine to immediate focus, clarity and understanding requires years of training and experience - and nowhere is that more true than in nuclear power. The vast majority of the time it's completely safe, but it's fair to say complacency and human decision making under stress has caused its fair share of disasters over the years. The art of keeping human clarity on point and enabling us to make decisions under stress with the help of technology (rather than it making the situation worse) is called Human-Centered Design. It's a principle which points us in the right direction and assists us when we need to make judgement calls - and is surprisingly uncommon in many industries. Joining us today is Dr. Claire Blackett, Principal Nuclear Research Scientist from the Institute for Energy Technologies and an expert in Human-Centered Design. We'll be discussing what other organizations can learn about alleviating stress and enabling good decision making through positive design principles - and more. This is Technology Now, a weekly show from Hewlett Packard Enterprise. Every week we look at a story that's been making headlines, take a look at the technology behind it, and explain why it matters to organisations and what we can learn from it.We'd love to hear your one minute review of books which have changed your year! Lady Glenconner, Anne Tennant, the eldest child of the fifth Earl of Leicester, was lady-in-waiting to Princess Margaret for three decades. She says her mother brought her up to cope with a fundamental truth of her class and time: women must put up and shut up, and so had been taught to smile through life in high society despite the brutality of a husband who left her deaf in one ear. After the success of her first memoir three years ago a second has just been published. Joining Emma live in the studio she explains why she was compelled to write Whatever Next? Lessons From An Unexpected Life. President Zelensky has accused Russia of "crimes against humanity" after a new missile barrage caused blackouts across Ukraine. Yesterday we heard of a two day old baby dying when a maternity unit was bombed in the southern Zaporizhia region. How are these developments affecting women and girls? Emma hears from Jess Parker, BBC Correspondent in Ukraine at the moment. This Saturday, the Ukrainian Institute in London, alongside other organisations, have organised an event to discuss sexual violence in the war in Ukraine. Emma talks to one of the speakers, Anna Kvit, a research fellow at University College London looking into women in war and their response to war. With the release of Matilda the Musical in cinemas this week, Emma Barnett speaks to author and podcaster Daisy Buchanan and QI Elf and writer Anne Miller about being so-called 'girly swots' at school and how it has shaped them in adulthood. You may have heard that the clitoris has 8,000 nerve endings, but that number comes from a 1970s study on cows. New research shows the clitoris actually has over 10,000 nerve endings. Does this increase in number matter? Emma asks science journalist Rachel E Gross and Dr Brooke Vandermolen, an NHS Obstetrics and Gynaecology Registrar.

*) Five-day annexation polls open in Ukraine's Russian-held territories Russia-held regions of Ukraine have begun voting on whether to become part of Russia, in referendums that Kiev and the West slam as an unlawful land grab. The five-day votes in four regions controlled entirely or in part by Russian troops will end on September 27. The ballot covers around 15 percent of Ukraine's territory. The regions where the voting is being held are the eastern Luhansk and Donetsk regions — which are self-proclaimed republics controlled by Moscow-backed separatists — and Kherson and Zaporizhia (zah-POH-reeja) provinces in the south. *) Lapid calls for 'two-state solution' to end Israel-Palestine conflict Israel's Prime Minister Yair Lapid has called for a two-state solution to end the decades-long Palestine issue. An agreement with Palestinians, based on two states for two peoples, is the right thing for the future of our children, Lapid said at the UN General Assembly. While Lapid was short on details, lawmakers in Israel's parliament are divided on whether they want to pursue a two-state solution with Palestine. *) Death toll from Iran protests climbs as internet restricted The US has placed Iran's morality police on its sanctions blacklist following the death in custody of a 22-year-old arrested for allegedly wearing her hijab headscarf improperly. The move came as violent protests erupted across Iran following Mahsa Amini's death last week. According to an official count, at least 17 people have died in the unrest. With no sign of the protests easing, Iran has blocked access to Instagram and WhatsApp and imposed drastic restrictions on internet access. *) US aircraft carrier arrives in South Korea as warning to North A US aircraft carrier has arrived in South Korea for the first time in about four years. It is set to join other military vessels in a show of force intended to send a message to North Korea. The USS Ronald Reagan and ships from its accompanying strike group docked at a naval base in the southern port city of Busan ahead of joint drills with South Korean forces. Its arrival marks the most significant deployment yet under a new push to have more US "strategic assets" operate in the area to deter North Korea. *) Djokovic has no regrets about missing Slams due to unvaccinated status Tennis star Novak Djokovic, who missed two of this year's four Grand Slams due to not being vaccinated against the coronavirus, has said he has no regrets about his decision. The 35-year-old Serb, who has won 21 Grand Slam titles, has not played since winning Wimbledon in July as he missed out on the US Open. Djokovic is now awaiting word on whether he will be allowed in the Australian Open in January. He was deported from the country and received a three-year travel ban earlier this year due to his vaccination status.

The Zaporizhia Nuclear Power Plant in Ukraine is Europe's largest. In March, Russian forces captured the plant and a crew of Ukrainians are maintaining operations at the plant -- effectively at gun point.  In recent weeks, fighting around the Zaporizhia Nuclear Power plant has intensified, causing some damage to the plant and raising the prospect that in the context of armed conflict a catastrophic nuclear accident becomes a very real possibility.  In this episode, we are joined by Jon Wolfstol, senior advisor at Global Zero and a member of board of Science and Security at Bulletin of the Atomic Scientists. We kick off by discussing how Zaporizhia operates in normal circumstances and how the fighting may have impacted current plant operations. We then discuss what a catastrophic event at the power plant may look like. This includes the global impact of  a nuclear meltdown at Zaporizhia.
