I'm excited to announce that my new book "The Coming World Nation" is only a few weeks away from publication! Last month, watchdog reporter Ted Sickinger published an in-depth article examining a loophole in the Oregon Lottery's rules. In Oregon, it is perfectly legal to re-sell your winning lottery ticket at a discount, allowing the buyer to claim the prize. Why would anyone do this? Well, if they wanted to avoid having the state seize part of their winnings for taxes or back child support, for example. And why would the state allow this? Lottery officials told Sickinger they were aware of the practice of “discounting” and despite the fact other states have moved to close down similar schemes elsewhere nothing had been done in Oregon to prohibit the workaround. Sickinger joined Editor Therese Bottomly on “Beat Check with The Oregonian” to talk about how he got onto the story and how he tracked down participants willing to talk with him. In international finance, the difference between what is legal and normal and what is criminal and corrupt is often unclear, a disparity made worse by an overlapping series of laws and regulations which in some cases can put U.S. competition at a disadvantage. These networks of illicit finance, shell corporations, and offshore structures used by global elites to create, move, and conceal vast amounts of wealth is explored in great detail by Prof. Kimberly Kay Hoang in her new book, "Spiderweb Capitalism: How Global Elites Exploit Frontier Markets." Hoang's investigation, which involved some 350,000 miles of travel and dozens of field interviews with executives and market players, sheds light on this secretive and poorly understood corner of the global economy. In her discussion with Robert Amsterdam, Hoang explains how shell corporations can be set up to move funds from statelets like Guernsey, to more well known offshore havens like the Cayman Islands, as well as Singapore, Vietnam, Cambodia, Myanmar, and Delaware, among many others. Her investigaiton brings fresh insights to the shortcomings of laws like the Foreign Corrupt Practices Act (FCPA), which has imposed very high compliance costs on US companies but has done little to halt the activity of other players.

Konove uncovers the far-reaching ties between vendors in the Baratillo and political and mercantile elites in Mexico City, revealing the surprising clout of vendors who trafficked in the shadow economy and the diverse individuals who benefited from their trade. In Black Market Capital Urban Politics and the Shadow Economy in Mexico City (University of California Press, 2018), Andrew Konove traces the history of illicit commerce in Mexico City from the seventeenth century to the twentieth, showing how it became central to the economic and political life of the city. The story centers on the untold history of the Baratillo, the city’s infamous thieves’ market. Originating in the colonial-era Plaza Mayor, the Baratillo moved to the neighborhood of Tepito in the early twentieth century, where it grew into one of the world’s largest emporiums for black-market goods. Konove uncovers the far-reaching ties between vendors in the Baratillo and political and mercantile elites in Mexico City, revealing the surprising clout of vendors who trafficked in the shadow economy and the diverse individuals who benefited from their trade. He is Ph.D. in History by Yale University and his research focuses on the political, economic, and social history of urban Mexico and Spanish America in the late colonial and early national periods. I pick colors in the moment with a digital pallet of infinite color choices. My tools lend to an “in the moment” flow. With digital art I will have a color appear in my head first and then I add it to the design. I often combine unusual colors that create a distinct vibration and energy to the design. The same is true for my mixed media work. My studio has paint tubes scattered all over my work space. Some of those measures have succeeded but more attention needs to be paid to the revenue-raising side of the tax regime. Globalization has disrupted the way countries think about their tax regimes. If the established rules are obeyed spontaneously in an economy, this increases economic efficiency since the uncertainties, monitoring costs and incentive problems induced by opportunism can be avoided. Opportunism will be increasedby increasing the incentives for unlawful behaviour, however, and a slight increase in these incentives might cause a cumulative and self-nourishing breakdown of morals. The dangers of the growing shadow economy are louring here.
