Why Winner-Takes-All Thinking Doesn't Apply to the Platform Economy, by Jonathan H. Westover PhD

Abstract: The article challenges the common assumption that platform markets will inevitably consolidate around a single dominant player in a "winner-takes-all" dynamic. It argues that network effects, while providing advantages to early leaders, do not predetermine long-term market structure. Rather, differences in strategy, business models, and community relationships allow multiple platforms to coexist by catering to specific user groups. The article presents examples from the ride-sharing and e-commerce industries showing how platform leaders have prospered by embracing a "positive-sum" philosophy - empowering diverse participants, fostering interoperability, and cultivating vibrant multi-sided communities. The authors conclude that a pluralistic, community-centric mindset positions platform leaders to become prosperous nodes within continually expanding and valuable technological networks, rather than pursuing market dominance alone.

Online platforms play an increasingly important role in today's digital economy. One example of the growing relevance of the platform economy are online labour markets. These two-sided platform marketplaces allow buyers and sellers of online mediated work to connect around the globe and transact tasks in various occupations, such as graphic design, translation work, or software development. Platform labour markets deliver value to customers and provide economic opportunities for suppliers. These digital markets also generate substantial economic benefits for the platforms themselves and they introduce novel and often precarious forms of work and economic interaction. Two broad conversations were had in this episode: 1. How can marketable and sustainable skills be identified and tracked that allow online platform workers in local environments to participate and excel in the global online labour market? 2. How can online labour platforms be regulated and managed to improve worker protection and platform infrastructure to enable sustainable and decent work opportunities?

Abstract from the paper we discuss with the author during the episode: Online platforms are pervasive and powerful in today's economy. We explore the increased centrality of platforms in two ways. First, we measure the extent to which platforms are insinuating themselves into the economy. We accomplish this by analyzing the presence of platforms as intermediating organizations across all US service industries at the six-digit North American Industry Classification System (NAICS) code level. Our results show that 70% of service industries, representing over 5.2 million establishments, are potentially affected by one or more platforms. Second, we undertake a detailed firm-level case study of the mega-platform, Amazon, that demonstrates the ways that the aforementioned macro-level data is expressed by a single platform firm. This case study shows that Amazon's growth trajectory has resulted in it entering and transforming existing industries and sectors. We conclude by reflecting upon the limitations and implications for future research.

In this episode, Jenny Huberman speaks with anthropologist, media scholar, and Senior Principal Researcher at Microsoft Research, Mary L. Gray. They discuss Mary's highly acclaimed book, Ghost Work: How to prevent Silicon Valley from creating a Global Underclass, which she co-authored with Siddharth Suri. Their conversation explores the experiences of on-demand platform workers, as well as the way the platform economy is changing conceptions of work and employment more generally. In discussing how digital technologies are radically reconfiguring work for millions of people around the globe, Mary also challenges the idea that digital technologies will inevitably render human labor obsolete in the future. Humans, she reminds us, do certain kinds of work that cannot be attended to by A.I. or other automated processes, and thus, they are likely to remain “in the loop” for many years to come.

Is the Fairwork ratings on gig workers' condition a wake-up call?

The ubiquitous foot-soldiers of India's thriving internet economy are discontented. We're talking about your Ola/ Uber cab drivers and Swiggy/ Zomato delivery partners.  Some of them are now tasked with delivering your bread and milk in just 10 minutes! But as a recent report by the Fairwork Foundation, in collaboration with the Oxford Internet Institute has found the earnings of these app-based platform workers or gig workers in India have declined over the last two years. That's owing to the withering of incentives offered by companies and a reduction in take-home earnings due to a surge in out-of-pocket expenses. The Fairwork India Ratings 2021: Labour Standards in the Platform Economy, now in its third year of publication, serves as an indictment of the work conditions for this growing class of unorganised workers. This year, the report ranks 11 Indian startups which engage contract gig workers. It scores them out of 10, based on their performance against five principles, namely: Fair Pay, Fair Conditions, Fair Contracts, Fair Management and Fair Representation.  Notably, Ola's score has come down from 2/10 in 2020 to zero in 2021. This is, at a time, when it has become notoriously difficult to get a cab driver to accept your ride request on Ola platform. Uber has also slipped from one to zero. And Urban Company, which topped the list in 2020 with a stellar score of 8/10, has slipped three-points to five. We reached out to Ola, Uber and Urban Company to understand the reasons behind the fall in their scores, but didn't receive any responses. So, we asked the lead investigator for Fairwork in India, Professor Balaji Parthasarathy.  The decline in Urban Company's score has coincided with ongoing protests by its beauticians.  The first protest was in October last year, as beauticians complained against Urban Company's commissions of up to 30%-35% per job. Urban Company responded with some concessions, one of them being reducing its highest commission for beauty service professionals to 25% from 30%.  However, last month, Urban Company's beauticians again held a protest outside the company's Gurugram office. Their complain was about new work policies, which would have beauticians pay a subscription fee upfront to get ‘gigs' through Urban Company's portal. Beauticians would also have to take a minimum number of jobs each month, thus reducing their gig work flexibility.  This time, Urban Company responded to the protest by suing the protesting beauticians. This remains the first such instance of an Indian gig company suing its own workers.  At the heart of the growing discontent with gig work is the fact that this new model of work hasn't lived up to its core promises. Startups in the ride-hailing and food delivery sectors attracted their first bunch of gig workers with the promises of good pay and work flexibility. By paying these workers per task or ‘gig', companies did away with the burden of having to provide them with social security and other standard employee benefits.   However, wages have reduced over time, and gig work has become a permanent gig for Ola/Uber cab drivers and Swiggy/ Zomato delivery partners. Several testimonies in the Fairwork reports over the last three years highlight how most workers have to work 12-16 hours to make ends meet. And yet, they enjoy little in terms of social security that any employee would get.  A PIL in the Supreme Court by the Indian Federation of App-Based Transport Workers (IFAT) seeks the classification of gig and platform workers as ‘unorganised workers' under the Unorganised Workers Act, 2008. This would entitle them to benefits such as provident fund, health and maternity benefits and old age protection.  This, even as the Centre has come up with the Code on Social Security which recognises gig and platform workers.  A counter-view to the criticism of gig work conditions in the Indian platform economy, is t

Good morning and welcome to another episode of the Migration & Diaspora Podcast, where we discuss everything to do with the movement of people. Today, we've got Glen Hodgson from Free Trade Europa on the show to talk about a trend that has certainly defined my life, but also the lives of many others, and the global economy. I'm talking about the platform economy and how it affects migrants. So a bit about today's guest, Glen. Glen has over 20 years' experience in communications, public affairs and lobbying. He is the founder of the think tank Free Trade Europa, which focuses on promoting free trade, liberalisation and the rule of law within the EU and internationally. Glen was previously responsible for the Nordics, Baltics and Central & Eastern Europe at an international communications agency. Prior to this, he worked for the EU institutions as well as governments, blue-chip international companies, startups and NGOs as a lobbyist, strategist and communications advisor. Glen was also the Secretary General of a European trade association for five years. On today's show, we're talking all about how migrants interact with the platform and gig economies. You'll hear Glen explain these terms far better than I can, but broadly speaking, we're talking about freelance work that is done through online platforms, like Upwork, Fiverr, Uber, Deliveroo, and the many other apps that are emerging. We talk about the findings of Glen's two recent research studies commissioned by the International Centre for Migration Policy Development (ICMPD), focusing on the phenomenon across Europe and several Silk Routes countries, namely Afghanistan, Bangladesh, Iran, Iraq, and Pakistan, as well as Glen and Free Trade Europa's ongoing work on the platform economy. In particular, we learn about migrants' participation in the platform economy and the challenges and opportunities that it implies, along with the policy implications. I very much enjoyed this conversation, which is particularly meaningful to me given my experiences with independent working. Glen brings some much-needed nuance to the conversation by talking about how to address the very real issues of precarity that are normally associated with migrant participation in the gig economy, while also discussing ways to ensure that migrants are empowered to exploit the many opportunities of independent working. As always, thank you very much for tuning in and we hope you enjoy the show. And you can access the podcast archive and get in touch via our new website, homelandsadvisory.com/podcast. As the so-called fourth industrial revolution unfolds, gig work driven by technology companies in the platform economy, is being promoted as the solution for the unemployment crisis as it lowers the barriers to entry into the labor market. There are a number of companies that have proliferated in recent years offering gig work or what's come to be known as microwork via apps, where complexity is stripped away from projects, which are broken down into singular tasks that are distributed over the internet via platform companies. On the higher end of the skills spectrum people may engage in, for example, desktop publishing tasks via platform companies, such as Mechanical Turk or Clickworker, while on the lower end of the skills spectrum - and possibly most famous globally - people drive cars for the e-hailing taxi service, Uber. There are, of course, a whole range of jobs in between in the platform economy, but the distinguishing feature of this gig economy, emphasized in its name, is that is part time work, and people are paid per task, which means that there is no job security or social protections offered by the companies, such as health benefits, sick pay, annual leave and retirement benefits. Gig workers are also often paid below minimum wage. So, gig work has come to be associated with precarious work--and gig workers all over the world are taking these platform companies to court, as they find themselves exploited and experience rights violations. Our guests are two lawyers that have defended gig workers, Prof. Darcy du Toit from the University of the Western Cape (UWC). And bringing us the international perspective is German Lawyer Dr. Ruediger Helm.
