After the Taliban took over Afghanistan, nine U.S. Air Force planes arrived at the Kabul airport overnight to assist in evacuation efforts. The Pentagon says it hopes to send out one flight per hour in the next few days, lifting thousands of people out of Afghanistan. But tens of thousands more Afghan allies are still waiting for approval to come to the U.S. They would come with a Special Immigrant Visa (SIV), a program for Afghan citizens who worked with the U.S. in the 20-year war effort. So far, the U.S. has only relocated about 2,000 Afghans in the past two weeks. “It's a humanitarian catastrophe. And unfortunately, it was a completely preventable one,” says Adam Bates, Policy Counsel at the International Refugee Assistance Project. The Afghans who might be targeted and potentially killed by the Taliban — it's possible for the U.S. to evacuate them now and sort out their visa approvals later, he says. “Historically, that is what the U.S. has done. Under our immigration law, the president … [can] use a power called parole to allow people to enter the country temporarily so that they can be processed safely on some path to legal immigrant status.”

Adam Bates, from the International Refugee Assistance Project (IRAP), joins us this week for our 250th episode to talk about how the Muslim ban, which President Trump initiated during his first week in office, inspired him to change his work focus from criminal justice reform to refugee relief.Bates addresses how the Administration is “overtly hostile” towards refugees. In our current political climate, it is an extremely trying time for refugee law, but also to be a refugee. The Refugee Act of 1980 allows the President to decide each year what the refugee cap is for the following year. President Trump set the lowest cap in the last 38 years at 45,000 refugees for the 2018 fiscal year. We have only resettled 16,000 refugees so far this year. We are incredibly far away from our maximum capacity of refugees.What is a refugee by definition? Are there exceptions to this definition? What is “temporary-protected status”? How is an asylum-seeker different than a refugee? How does the refugee process work? Which countries are accepting the most refugees? When you think cybersecurity, you’re probably thinking about measures to keep hackers out of your network. Adam Bates, is focused on next steps after an attack begins. The assistant professor of computer science at the University of Illinois was granted a National Science Foundation CAREER AWARD to advance the use of data provenance, the goal of which is to identify the attacker, figure out their grand plan and prevent them achieving that plan. In a provenance-aware system, mechanisms gather and report metadata that describes the history of each object being processed on the system, allowing users to understand how data objects came to exist in their present state. However, little attention has been given to securing provenance-aware systems. Provenance itself is a ripe attack vector, and its authenticity and integrity must be guaranteed before it can be put to use. In this talk, I will detail our efforts to bring trustworthy data provenance to computing systems. These efforts have led to the design and implementation of a provenance-aware operating system anchored in trusted hardware, and a mechanism that leverages the confinement properties provided by Mandatory Access Controls to perform efficient policy-based provenance collection. Using these architectures, I will demonstrate that provenance is an invaluable tool for combating critical security threats including data exfiltration, SQL injection, and even binary exploitation. By addressing key security and performance challenges, this work paves the way for the further proliferation of provenance capabilities. About the speaker: Adam Bates is an Assistant Professor in the Computer Science Department at the University of Illinois at Urbana-Champaign. He received his PhD from the University of Florida, where he was advised by Professor Kevin Butler in the study of computer systems and cyber security. Adam has conducted research on a variety of security topics, including SSL/TLS, cloud computing, USB attack vectors, financial services, and telephony infrastructure. He is best known for his work in the area of data provenance, particularly the construction of secure provenance-aware systems.

Technology is rapidly changing the way law enforcement operates, and as we've learned from previous guests, such as Adam Bates on StingRay Surveillance, the change is not always for the better. On the other hand, the recent adoption of body cameras by a growing number of police departments would seem to increase accountability and civility in officer-civilian interactions without much of a downside. Matthew Feeney, policy analyst at the Cato Institute, says the technology – while promising – is not a panacea. The public widely supports the adoption of body cameras, but could there be a risk that new technology is getting ahead of sound policy, and putting our privacy at risk? What appears like a simple criminal justice reform turns out to have multiple complex considerations, including whether or not police can view the footage before submitting a statement. It takes a Cato analyst to explain the nuances of best practices for body cameras.
