Oregon Governor Kate Brown has granted more pardons and commutations than any governor in recent state history. Aliza Kaplan is a law professor at Lewis & Clark and directs the Criminal Justice Reform Clinic. For the last six years Kaplan and her students been working to get applications to Brown. The former inmates granted clemency were guilty, she says, but they are extraordinary individuals and have demonstrated that they can be contributing members of the community. For those who were already out of prison but were denied housing or jobs based on their convictions, a pardon clears their way forward. We talk with Kaplan and with two men granted clemency by the governor, Larry Turner and Tacuma Jackson.

President Donald Trump is preparing to issue around 100 pardons and commutations on his final full day in office Tuesday, according to three people familiar with the matter, a major batch of clemency actions that includes white collar criminals, high-profile rappers and others but -- as of now -- is not expected to include Trump himself. President Trump on Tuesday handed out a slew of pardons and commutations ranging from former Illinois Governor Rod Blagojevich to former San Francisco 49ers owner Edwards DeBartolo. Specifically with the former governor, he was sentenced to 14 years for corruption charges including trying to sell an appointment to Barack Obama's old senate seat in exchange for campaign contributions. He served a little over half of his sentence and Trump said he had been treated very unfairly. Brett Samuels, White House reporter at The Hill, joins us for more. Next, we talk about a man named Derek Murphy who has an unusual hobby. He exposes cheaters in marathons and other endurance races. He runs a website called MarathonInvestigations.com and uses a variety of techniques to root out those that have cheated. One such runner that he outed was Frank Meza, 70 year-old doctor who got caught cheating in the Los Angeles Marathon last year. Unfortunately, Meza later killed himself after he was exposed because he could no longer stand the scrutiny. Derek Murphy says he was not targeting Meza just that he wanted to maintain the integrity of the sport. Still his website is filled with many instances of others cheating the system. In this week's episode, Aaron looks at the super reform changes that have had a profound impact on partial commutations. Prior to these new measures, members had a far greater level of flexibility with both TRISs and Account Based Pensions where benefit payments could be re-characterised for income tax purposes, including having these amounts count towards minimum pension obligations. The legislation even extended as far to allow for 'in-specie pension payments' through the appropriate process of making elections under the Income Tax Regulations. Now with the new superannuation measures in play, times have changed and Aaron explains just how these strategies have been impacted, but discusses new ideas and concepts for consideration with partial commutations for transfer balance cap purposes.
