Instead of a repeating voice mirror, this station played Beethoven's "Ode to Joy" over and over so that the receiving station could tune them in. This recording is from October 31, 1998 at Coe Hill, Ontario, Canada, and the frequency they were using was 8725 kHz upper sideband. My receiver was a Panasonic RF-3100 hooked up to a long wire antenna.The station was identified by Richard "RD" Baker, editor of Communications Confidential, in the January 1999 issue of Popular Communications magazine. In his Reader Mailbag section, he wrote:"Dan Greenall in Ontario, Canada, has been hearing a new (at least to folks in North America) maritime marker on 8725.0 USB: Beethoven's 9th Symphony "Ode to Joy" is repeated. In trying to track this marker down, we sent the call out over the WUN Club's listserver. Costas Krallis in Greece, Fabrizio Magrone in Italy. Alex Wellner and Robin Harwood. both in Australia. all became involved. They soon began logging the marker on other maritime frequencies. Eventually, it was noted on 6513, 8725, 8797, 13161, and 17341. Only one station has those frequencies in common: HLS, Seoul Radio. South Korea. The marker was completely IDed within 32 hours!"

Another body linked to the Long Island Serial Killer have been identified. The 34-year-old woman was named Karen Vergata, a sex worker, who disappeared from her Manhattan home in 1996. Two months later, her legs were found in a plastic bag at Fire Island's Blue Point Beach, leading to her being referred to as “Fire Island Jane Doe.” Her skull was found 15 years later and linked to the Fire Island remains via DNA analysis, Charges have not yet been been brought in this case, as police ask for a DNA swab from Rex Heuermann. A new fleeing driver policy lets police pursue vehicles when there's a serious offence and likely continued risk. Since policy restrictions in 2020, numbers of scarpering drivers have risen significantly, with proportionally fewer offenders IDed. The new Fleeing Driver Framework tool factors in the threat from the driver, their suspected offence - and the chance they'll offend more. Police Commissioner Andrew Coster says ram raids are serious, very high risk and happen in series. "I would expect, all things being equal, that's the kind of situation where they would be considering pursuing. However, they are required to weigh the risk." Racine County, situated in South Eastern Wisconsin with a population of around 195,000 as of 2010 and around 185,000 in 1999. With a dense suburban feel and most people owning their own property, the county had a small and homely feel. The small town of Raymond, Racine County had a tiny population of just 3,516 in the year 2000, adding to the sense of safety and security for its residents. The illusion of the small town safety was shattered on July 21st 1999 with a horrific discovery that would haunt the Racine County Police Department for over 20 years. At around 06:15am on July 21st 1999 a man was walking with his dog along 92nd Street which is situated along 6 Mile Road and 7 Mile Road in the small town of Raymond, Wisconsin. In amongst a cornfield he discovered the body of a young woman who had clearly suffered before her passing. It is good to be thinking about de-identification (especially regarding health care data) I think a better question to ask is how easy is it to re-identify information that has been de-identified. The HIPAA rule has 18 Identifiers which count as Personally Identifiable Information (PII) or Personal Health Information (PHI) include birth date, zip code, and IP address; When data is collected in non-health contexts, these identifiers are not considered PII/PHI (for example: this kind of information can be used for marketing purposes or financial/credit-related purposes). A brief history on the topic: in 1997 a precocious grad student IDed the Governor of MA using purchased voter records to reID deIDed health information that was released. (This study was one motivator to pass HIPAA.) Further research along the same lines of the previous project can be summed up with a simple and scary statistic: in 2000, 87% of Americans may be uniquely identified by combining zip code, birthday and sex(gender). For this reason, health information is threatened not only by deID’n & reID’n, but by the combination of and other types of information that are publicly available or available for purchase and could reveal things about an individual that would contribute to reID of individual’s health info.
