In this episode, we're continuing on the theme of food sustainability, this time looking at the huge topic of the food system and climate change. It's a topic that gets a lot less attention than emissions from industry and the energy sector, but, as we shall see, food system emissions are significant, and the task of addressing those emissions quite challenging.  We're speaking with Sally Qiu and David Sandalow, and again starting with the Guide to Chinese Climate Policy, which we also covered in episode 116. This time, we're narrowing in on one chapter in the Guide: Chapter 22 on the food system. Sally Qiu is a research associate at the Center on Global Energy Policy of Columbia University. Most recently, she is the co-author of the 2022 version of the Guide to Chinese Climate Policy. Her research focuses on issues related to U.S.-China Climate Collaboration as well as the Food Systems. President Biden’s Leaders Summit on Climate, which brought together forty world leaders to galvanize efforts by the major economies around the world to tackle climate change, ended on Friday with the United States pledging to reduce its carbon emissions by at least half by 2030, along with pledges from many other countries to reduce emissions as well. Even with the Biden administration’s unequivocal message to the world that America is back when it comes to global climate leadership, numerous challenges lie ahead--from the thorny US-China relationship, to the limits of Biden’s own ability to drive emissions cuts at home with a deeply divided Congress. That’s the difficult task facing Secretary John Kerry and other global climate leaders in the months ahead as they work toward a  November United Nations Climate Change Conference that aims to raise ambition among both governments and the private sector.  In this edition of Columbia Energy Exchange, host Jason Bordoff is joined by David Sandalow to discuss last week’s climate summit and what lies ahead.  David Sandalow is the Inaugural Fellow at the Center on Global Energy Policy and co-Director of the Energy and Environment Concentration at the School of International and Public Affairs at Columbia University. This episode examines China’s role in the global climate change agenda and Xi Jinping’s commitment at the September 2020 UN General Assembly for China to become carbon-neutral by 2060. Mr. Sandalow argues that this new commitment provides an opportunity for China to present itself as a global leader on climate change policy, in contrast to the United States. Although China is the world’s largest emitter of greenhouse gasses, Mr. Sandalow notes that China has invested heavily in renewable energy infrastructure and technology. He views China’s strength at long-term planning as a benefit in implementing effective strategies to combat climate change. As China’s reported number of coronavirus cases hovers close to zero and the country begins charting an ambitious economic recovery, one question emerging is how the pandemic affects China’s outlook for energy and climate change. The National People’s Congress, which took place last week following a two-month delay, broke with tradition in not announcing a 2020 growth target for the economy, and likewise, China’s top planning agency, the National Development and Reform Commission, has declined to set an energy intensity reduction target for the year due to ongoing global economic uncertainty.  The three biggest producers of greenhouse gases - the European Union, the United States, and China - are signaling quite diverging paths about how green a stimulus and clean energy investment plan might be. How is China considering carbon-intensive industry to restore economic growth? How is it thinking about the role of oil and gas, its relationship with the U.S. and its trade deal, and its leadership in the global climate arena?  In this edition of Columbia Energy Exchange, host Jason Bordoff is joined by two Center on Global Energy Policy experts, David Sandalow and Erica Downs, to discuss these questions.  David Sandalow is the Inaugural Fellow at the Center on Global Energy Policy and co-Director of the Energy and Environment Concentration at the School of International and Public Affairs at Columbia University. He directs the Center’s U.S.-China Program and is the author of the Guide to Chinese Climate Policy. Last fall, he was a Distinguished Visiting Professor in the Schwarzman Scholars Program at Tsinghua University in China. David came to Columbia from the U.S. Department of Energy, where he served as Under Secretary of Energy (acting) and Assistant Secretary for Policy & International Affairs. Prior to serving at the Department of Energy, David was a Senior Fellow at the Brookings Institution. He also served in the White House and as an Assistant Secretary at the U.S. Department of State. Dr. Erica Downs is a Senior Research Scholar at the Center on Global Energy Policy focusing on Chinese energy markets and geopolitics. Erica previously worked as a senior research scientist in the China Studies division of the CNA Corporation, a senior analyst in the Asia practice at Eurasia Group, a fellow in the John L. Thornton China Center at the Brookings Institution, and an energy analyst at the Central Intelligence Agency. Erica holds a Ph.D and M.A. from Princeton University. Rob Gell is a coastal geomorphologist by training; he taught Environmental Science and Physical Geography at Melbourne State College and Melbourne University, then for thirty-one years presented television weather. He is also a keynote speaker and the MC for the 2019 World Plumbing Conference. Rob has extensive experience in environmental communications and marketing, business strategy and sustainable development project design- responding to the need for business to be informed about new issues and actively develop new plans and programs to ensure an understanding of changing markets, the emerging green economy and the need for a positive and accountable contribution on behalf of all stakeholders. Can Using Emojis Get You in Trouble? You know what emojis mean. Otherwise, you wouldn't use them. Right? One recent University of Minnesota study found that there can be vast differences between what you and your recipient think that emoji means.Use the wrong emoji, and you may have some explaining to do.  What you think is a smile on your iPhone could look more like a grimace on the recipient's end who is using a different device. Cases in which courts must determine what emojis mean are few and far between, but they do appear from time to time. In one case, a University of Michigan law student accused a fellow student of stalking. The fellow student had texted the victim messages calling himself a "petty bastard" and saying that he wanted to make her "feel crappy". The fellow student attempted to argue that the "wry" emoticons he used negated the threatening and harassing nature of the other texts.   The court disagreed and held that the emoticons did not change the meaning of the texts. My guests today believe that while litigation involving emojis is sparse, uncertainty around what emojis mean could have important implications in legal proceedings down the road. The so-called Petya virus again used an exploit that was developed by the National Security Agency. Even Ukrainian Deputy Prime Minister Pavlo Rozenko was hit. Andrew Roth and Ellen Nakashima report in the Washington Post. Many experts suspect Russia is responsible. Dustin Volz and Justin Menn report for Reuters that U.S. Senators are highly suspicious of Russia-based cybersecurity company Kaspersky Labs and they are seeking to ban the U.S. military from using Kaspersky. The E.U. has fined Google $2.7 billion. The E.U.'s antitrust chief Margrethe Vestager said Google suppressed its competitors' shopping search results in favor of its own. According to a blog post by Google SVP and General Counsel Kent Walker, the company is considering an appeal.  The implications for Google in the U.S. are unclear as, in recent weeks, President Trump has sought to engage Alphabet and Google in his effort to revamp government technology.   Michael Birnbaum reports in the Washington Post. Wireless and cable companies are trying to figure out how to consolidate in an increasingly saturated and competitive marketplace. Cable companies are concerned about cord-cutters. Wireless companies are worried about a saturated mobile market in which most customers are already spoken for. To address these challenges, Sprint is in talks to provide wireless service to Charter and Comcast, according to the Wall Street Journal. Comcast and Charter would invest in Sprint's network, and Sprint would give Comcast and Charter access to its wireless network. Shalini Ramachandran, Ryan Knutson and Dana Mattioli report this in the Wall Street Journal. Julia Floretti at Reuters reports that major social networks are combining efforts to take down terrorist content.  Facebook, Google's YouTube, Twitter and Microsoft have formed a working group dubbed The Global Internet Forum to Counter Terrorism. The group will share solutions for dealing with content posted by terrorist organizations and individuals. In a separate matter, German lawmakers have passed a measure which would fine social networks up to $57 million for failing to take down hate speech within a reasonable period of time. That's set to take effect on October 1st . Anton Troianovsky and Schechner report in the Wall Street Journal. A federal court in Northern California is allowing the Federal Trade Commission's antitrust case against Qualcomm to proceed. The federal government is accusing Qualcomm of anticompetitive practices in the mobile device chip market in which Qualcomm has a near monopoly. Stephen Nellis has the story in Reuters. Dan Primack at Axios reported last week that Uber is in the process of negotiating with the Securities and Exchange Commission a way to allow Uber to share equity with its drivers. Industry experts see such an arrangement as a way to slow down driver turnover rates. Finally, a new GAO report has found significant fraud and abuse with the FCC's Lifeline program. The Lifeline program subsidizes broadband for low-income consumers. The GAO audit found that it couldn't verify whether some 36% of subsidy recipients were actually eligible. Dr. David Klahr is the Walter van Dyke Bingham Professor of Cognitive Development and Education Sciences in the Department of Psychology at Carnegie Mellon University. He is also the Training Director of the Program in Interdisciplinary Education Research and is on the Executive Committee and is the Education Director for the Pittsburgh Science of Learning Center. After completing his undergraduate at MIT, he worked for a few years before returning to graduate school, receiving his Masters Degree from the Carnegie Institute of Technology and his PhD from Carnegie Mellon University. Dr. Klahr served briefly on the faculty of the University of Chicago, before joining the faculty at Carnegie Mellon University where he remains today. David has received many awards and honors during his career. He is a member of the National Academy of Education, an Inaugural Fellow of the American Educational Research Association, a Fellow of both the Developmental and Experimental Divisions of the American Psychological Association, and also a Founding Fellow of the American Psychological Society. David is here with us today to tell us about his journey through life and science.
