The Portfolio Committee on Cooperative Governance and Traditional Affairs (COGTA) met last week to discuss the process to be followed in handling the Municipal Structures Amendment Bill, also referred to as the Coalitions Bill. The Bill aims to provide a clear legislative framework for the formation of coalition governments and to establish mechanisms to minimise coalition-related challenges in local government. With the proposed amendments, the Bill seeks to promote stable and accountable coalition governance, reduce political instability and support the uninterrupted delivery of services to communities. Alistair Ramsay is back this week to discuss an issue not really mentioned so far in the election. Should rates and local government reform be higher up the political agenda? Zimbabwe is continuing to mourn the victims of the Lake Kariba ferry tragedy, with a memorial service held at Nyamhunga Stadium in Kariba town as families and the wider community grapple with the loss of at least 44 lives. The government-operated ferry capsized on Tuesday after reportedly encountering strong waves in bad weather. Official records indicate that at least 119 passengers and crew were documented on board, despite the vessel having a capacity of 90 people. 77 survivors have been rescued, while search and recovery operations continue for those still missing. Zimbabwe declared a State of Disaster, bringing additional resources into the rescue operation and providing support to affected families. The government is beginning to trawl through proposals for how councils want local government to be reshaped in their regions. About 48 councils are known to have submitted a Head Start proposal, while 17 have not. Minister for Local Government Simon Watts spoke to John Campbell.

The Government is focusing council reform efforts on those who are willing to amalgamate. It will be looking at 18 proposals put forward under its Head Start programme. Local Government Minister Simon Watts says work will start now, and they'll make final decisions early next year. He told Mike Hosking the plans for those who haven't participated will come later down the track. Watts says there will be a back stop for them, but work won't start on those until next year. We spoke to architect Kate Macintosh about her career and the fight for equal pay for women architects. I'm trying to work out in this council amalgamation back and forward, how many who aren't amalgamating are genuinely stuck, versus how many are simply sticking it up the Government because they don't like them and/or they don't like being told what to do? Councils are the bane of our lives. We are over council-ed, we are overrated and we should be immeasurably grateful to the central government who are capping rates and reducing the number of these groups. The deadline to submit your plan is this weekend. As always there are a decent number who haven't been able to get there, or if they have it will be close to deadline. Another part of the problem is of course we don't care. Our participation rate via voting is a joke. I noted ironically the other day Auckland Council set up a committee to work out why their turn out was only 28%. I could help them there – get rates down and produce fewer committees. The only reason you can argue against amalgamation is you're power hungry. There are 70+ councils in this country. A tiny island nation with a handful of people and we need, they argue, over 70 councils? Tiny little operations with duplication of services all over the place, all with their own rules, regulations and staffing costs and all with their weird variation and interpretation of rules. If ever there was a case for “less is more”, we have it. But no. Like recalcitrant children they are holding out. I assume some of them because they hope Labour get back and let them get on with their orgy of waste and inefficiency. When those who don't submit rely on the so-called back-up plan, they will moan about that too. The sad truth or outworking of this sort of behaviour is the revelation that these people are not really about us. They are not really about their community. They are about themselves. They are power grabbers and control freaks. They love their insignificant little fiefdoms and love to laud their perceived power over others. Come deadline and come the capping of the rates and the reduction of the council numbers, not to mention the water amalgamation, is there a single person outside those whose power is being disabled, that will actually miss what we currently have? I don't blame Hipkins for having a crack, but tell him he's dreaming. Having closed, or at least announced they are closing off, the absurd deals between local councils and Māori, once they get the new RMA laws up Hipkins suggests that this will lead to a lot of renegotiation of Treaty settlements. It will do no such thing. You know why? Because it might just be that this Government has had enough of court interference of Māori issues, and the Mike Smith mess might just have been the final straw. I would like to think the interventionist nonsense from the Waitangi Tribunal was the final straw. But the Government seem happy enough to continue to foot that bill, while ignoring pretty much everything they say. The really important bit of the Hipkins intervention is that he has not explicitly said they will reinstate said council deals. Why would he not have said that? Could it possibly be because he too realises that the whole Māorification of this country has gotten wildly out of control, and not even he can bring himself to buy the inevitable fight that would be required in an election campaign if it was him vs Luxon, and one had killed said deals and one was left to defend the indefensible. The headache Hipkins doesn't need of course, is they aren't his deals. It's the councils that should be called out and held to account. It's the councils who are taking the proverbial. That is not to say the Māori caucus won't get to Hipkins. But for now, at least, he takes what most middle-of-the-road New Zealanders would perceive as a moderate, sensible stance. And it's exactly those sorts of stances that win elections. Elections are won in the centre and the Māorification of the country is nowhere near the centre, a place the Labour Party once stood fairly solidly and fairly successfully. Yes, the original Treaty deals have clauses for renegotiation, but they are more about income than local-level dabbling. If any council or iwi want to dabble in a court the court should be ignored. You get the sense that like a lot of ideas not well thought through, any original goodwill was well and truly shot to bits as councils and local Māori, to put it bluntly, took the piss.
