Ali Rhodes is the Parks and Recreation Director for the City of Boulder, Colorado, Bernita Reese is the Recreation and Parks Director for the City of Columbus, Ohio, and Michele White is a Senior Program Manager for the National Recreation and Parks Association (NRPA). They joined to talk about environmental resilience and sustainability strategies in the parks and recreation sector. Ali and Bernita shared the work they have done in their organizations to mitigate and manage the impacts of climate change, as well as in collaborating with other departments in their cities. Michele talked about NRPA's recent Sustainability in Practice program focused on helping organizations take the next step in environmental resilience. Sustainability and Environmental Resilience in Parks — Episode 163 On today's episode of Open Space Radio, I'm excited to share our collab episode with GovLove Podcast, which we recorded live back in October at the 2024 NRPA Annual Conference. This was our first live episode recording — with an audience. So, besides the obvious nerves that came along with that, it was such a fun, enriching conversation and it definitely won't be our last! I was honored to co-host this conversation alongside Ben Kittleson, manager at Raftelis and co-host/producer of GovLove. GovLove is a production of Engaging Local Government Leaders and is a podcast about local government with the goal of telling informative and unique stories about the work being done at the local level. On this episode, we discuss the important environmental resilience work taking place in Columbus, Ohio, and Boulder, Colorado, as well as how NRPA's Sustainability in Practice program equips park and recreation professionals to develop and implement community-driven sustainability practices. Joining us were the brilliant: Bernita Reese, director of recreation and parks for City of Columbus, Ohio Ali Rhodes, director of parks and recreation for the City of Boulder, Colorado Michele White, senior program manager for NRPA. Links Mentions During Show: AmazingCities.org   About  Doug Echols Doug Echols is a 1967 graduate of Mars Hill College with a B.S. in Biology and Physical Education, a 1970 graduate of Western Carolina University with a Masters Degree in Education Administration and a 1976 graduate of Winthrop University with an Education Specialist Degree in Administration. In December, 2012 Doug received an Honorary Doctorate of Human Letters from Winthrop University. Echols played football at Mars Hill and in 1967 was named to the Knoxville News Sentinel All-Area Team. He was inducted into the Mars Hill College Athletic Hall of Fame in 2006. Doug has taught and coached in the public school system, coached freshmen football at Western Carolina University, and was the Director of Athletics and Head Football Coach at Northwestern High School in Rock Hill from 1971-1976. Echols was inducted into the Northwestern Athletic Hall of Fame in 2011. From 1976-1982, Doug worked in the Clover and Fort Mill, South Carolina school districts as the administrator of several curriculum development projects sponsored by the S.C. State Department of Education. Echols conducted over one thousand hours of teacher training programs during these assignments. From 1982-1989, he was the Associate Director of Athletics and Coliseum Manager at Winthrop University, and in April 1989 Doug became the first Commissioner of the South Atlantic Conference and retired from that position in July, 2008 after nineteen years with the league. The nine-member athletic conference included NCAA DII colleges in three states. The conference offered competition in fourteen championship sports for three thousand student-athletes. Echols was responsible for all athletic administrative functions associated with the relationship of the nine member institutions. He was inducted into the SAC Hall of Fame in 2009. Doug previously served as a member of the NCAA Division II Restructuring Task Force, which helped to reorganize the one thousand NCAA schools into a more federated model for Divisions I, II, and III. As an outgrowth of his work on the restructuring task force, Doug was appointed a member of the first NCAA Division II Management Council that guided the administration of athletics for almost three hundred Division II institutions throughout the country. While on the Management Council, Doug served on several national committees that included Nominations (chair), Diversity, NCAA Honors and helped develop a Blueprint Compliance Model for Division II. Doug is also past president of the NCAA Division II Commissioners Association. In 2010 he was given the Award of Merit for NCAA Division II in recognition of his leadership and service to the mission of the Association. In 1998, Doug was elected to serve a four-year term as mayor of Rock Hill, South Carolina. He has been reelected mayor four times since then and is presently serving in his fifth term. Doug served two four-year terms on the City Council before being elected mayor. During Doug's terms in elected office, the City of Rock Hill has seen tremendous growth and these challenges are being met with sound fiscal practices, long-range citizen based planning efforts and the formation of numerous partnerships. Successful efforts are underway to revitalize the urban core of the City with commercial and residential development. Additionally, the City has undertaken a bold initiative for the reuse of old textile mills resulting in a senior housing complex and a corporate center for the headquarters of two companies. Mayor Echols is a past president of the Municipal Association of South Carolina. This Association represents the state's 270 cities and towns. Doug has previously served as a member of the Board of Directors of the National League of Cities, an association of America's cities and towns. He has served as chair of the National League of Cities' Leadership Training Council. Echols has also served as chair of the Southern Municipal Conference which is comprised of state municipal league representatives and executive directors of the fourteen southern states. He presently serves on the National League of Cities Advisory Council. In 2012 Echols served as President of the Association of South Carolina Mayors. During his years of public service, Doug initiated Rock Hill's Commission for Children and Youth, and the Mayor's Task Force for Greenways, Trails and Sidewalks. The City has numerous projects underway or in the beginning stages that will continue to enrich the community. At the present time Rock Hill is partnering on a redevelopment project on 1000 acres of land that will represent a $600 million private investment at full build out. This site will include the construction of various public recreation and sports venues on 250 acres and is being called the Rock Hill Outdoor Center. Additionally, the community is fortunate to have recently completed a project to convert a downtown parking lot into a park which will be surrounded by new commercial and retail development. This project has future plans that could include a hotel and new civic/performance center. All of these accomplishments have been possible because of an excellent City Council, staff, and an engaged and progressive citizenry, along with private partnerships. Doug has an evolving interest in photography and has had pictures exhibited in several local studios. Additionally, he enjoys reading and travel. Doug and his wife, Sylvia, a children's advocate, have both been involved in community affairs for many years and reside in Rock Hill. Their son, Chad is a graduate of Clemson University, the University of South Carolina School of Law, and is the owner of The Echols Firm, LLC in Rock Hill. Their daughter, Sara graduated from Clemson and completed a masters degree in social work at the University of South Carolina, and is associated with Novant Health Systems in the area of palliative care. Doug and Sylvia have four grandchildren. As a West Point graduate, he was privileged to learn at the finest school of leadership in the world.  With two engineering degrees, he understands how hard data drives decisions.  As a veteran leader, he's learned and practiced the soft skills of leadership. With tours of duty in Germany, Norway (with NATO), and two combat tours in Iraq, he served in a variety of positions on three continents and across the United States. Contrary to what many believe, leadership in the Army is not as simple as giving orders or court-martialing someone.  Building mutual trust, loyalty, and respect for others are critical requirements to be an effective leader in any environment. His career highlights include his times as platoon leader, West Point assistant professor, battalion executive officer, and exercise planner for NATO.  Each of these positions decisively shaped his development and learning. As a platoon leader with great sergeants, he learned that leadership with great teams is sometimes as simple as securing them the resources and turning them loose.  That's why he likes to say "50% of great leadership is knowing when to get out of the way." It's that other 50% which can be difficult.  He's had plenty of practice in those situations as well. Teaching at West Point, he honed his presentation skills and delighted in shaping the Army for decades to come.  He's now patiently waiting for one of his former cadets to mention how their West Point "P" profoundly shaped their rise to the presidency. As the second-in-command of an artillery battalion, he actively managed every aspect of the unit, whether it was maintenance of over 225 combat vehicles or developing the young officers of the unit. Mark was an integral part of preparing the unit for its next combat deployment. His experience in NATO enabled him to grow a greater appreciation for the value of diversity.  Working side-by-side with people from over 20 different countries helped hone his communication and presentation skills as approximately 80% of the staff were non-native English speakers. During those three years, he was involved in multiple planning teams and worked his way up to become the leader of exercise content.  He learned he didn't have to be the smartest person in the room (except when he was by himself!) to lead.  Mark managed teams of subject-matter experts by learning to ask the right questions.  The results were ground-breaking exercises for NATO. Mark retired as a lieutenant colonel in 2013 and then founded McMillion Leadership Associates, a company committed to delivering useful, pragmatic leadership training to all levels of a company. He was always interested in music and electronics, as well as creating memorable experiences. This led Ryan and his older brother, Alan, to start a disc jockey service by the age of 12. After several years of growth and success, Ryan went on to form ACT 3 Productions, a company that handled everything from concerts to theatrical events in the area. Ryan attended Full Sail University in Orlando, Florida where he first obtained his Associate of Science Degree in Show Production and Touring. He then pursed a Bachelor of Science Degree in Music Business and ultimately finished his collegiate career with a Master of Science Degree in Entertainment Business. In early 2011, Ryan moved south to West Palm Beach, Florida and accepted a job with The Breakers Palm Beach Inc. While at The Breakers, Ryan worked for a subsidiary called Palm Beach Staging and Production. They are responsible for producing and executing all live events on behalf of hotel guests and the overall resort operation. These events encompass a wide variety of entertainment and business functions for the most discerning clients. They include concerts, comedy acts, keynote presentations, executive business meetings, and gatherings of all kinds. He has worked with past-presidents, A-list entertainers, notable keynote presenters, and many Fortune 500 companies. Ryan moved up the ranks of PBS&P, from 2011 to 2016, holding many titles. Most recently, as Director, he was tasked with cultivating and leading a team of 40+ individuals to design and execute all events throughout the beautiful Breakers property. In addition, he is credited with fully restructuring the department in 2013, which drastically increased profitability and employee satisfaction. Still a West Virginian at heart, the renovation and creation of The Robinson Grand Performing Arts Center in Clarksburg caught Ryan's attention. With a lifelong career in public service, Buscaino brings a broad range of expertise to NLC's leadership including the critical issues of public safety and crime prevention, economic development, infrastructure, transportation, homelessness, technology and innovation, and youth civic engagement. He has served in several roles at NLC, including chairing the Board Legislative Action Committee and serving as a member of the Transportation and Infrastructure Services Committee, Board Membership Committee, Board Finance Committee, and Board of Directors. As president of NLC, Buscaino is focused on leading with urgency on the issues of housing instability and homelessness, strengthening the local-federal partnership, and supporting innovation-driven economies.   Buscaino has served the fifteenth Council District of Los Angeles since 2012. In 2017, Buscaino was named Chair of the new Trade, Travel, and Tourism Committee which oversees the Port of Los Angeles – the busiest Port in the United States, LAX – the second busiest airport in the United States, and the Department of Convention & Tourism Development. Buscaino was also named Vice Chair of the Economic Development Committee, as well as a member of the Public Works and Gang Reduction Committee, Public Safety Committee, and the Ad Hoc Committee on the 2028 Olympics and Paralympic Games.   Buscaino's legislative priorities include addressing the complex issue of homelessness from every angle – from emergency measures like portable restrooms and showers to long-term solutions like permanent supportive housing; increasing public safety, as witnessed by the recent re-opening of the Harbor Jail; ensuring the Port of Los Angeles becomes a zero-emissions port while scaling up its workforce; redeveloping the LA Waterfront and making it a regional destination and economic stimulator; and beyond.   Prior to his election to the City Council, Buscaino served for 15 years as a police officer in the Los Angeles Police Department. He created the LAPD's first Teen Community Police Advisory Board, an organization that works with teens to solve problems and break the barriers between police and teenagers. His concept was implemented citywide in 2011.   Buscaino also serves on the Southern California Air Quality Management District Governing Board and the Southern California Association of Governments Board. He has also served on the Board of Directors of the Boys and Girls Clubs of the Harbor Area, the San Pedro YWCA's Racial Justice Committee, and the Advisory Council for the Los Angeles Watts Summer Games. He is active with Mary Star of the Sea Catholic Church and various Italian-American organizations. Buscaino graduated with a BA in Communications from California State University – Dominguez Hills. He and his wife, Geralyn, are raising their two children in San Pedro.
