In the fourth installment of the Oral History of Amendment 10, we discuss the proceeding years since passage of Amendment 10 and the work of some in Miami-Dade County to create a bifurcated system in which there is both a sheriff and a countywide police department. We go in detail covering the steps sheriffs took to combat those efforts to include litigation against Miami-Dade County. Sheriffs ultimately prevailed by passing a state law during the 2023 legislative session that made it clear the sheriff in all counties, including Miami-Dade, had exclusive policing power in the unincorporated areas of the county.  We had a lot to unpack in this episode, but in the end the new sheriff of Miami-Dade County will be an elected and independent sheriff, just like the other 66 sheriffs in the great state of Florida.

While she ended up losing the state, Donald Trump says what the paper did amounts to deception and election interference. We discuss the possible effects on polling and the media as a result of this lawsuit.   Trudeau’s Canadian government could collapse following Trump’s trade threats President-elect Donald Trump’s proposed policies on tariffs and trade is already causing issues with our neighbors to the north. Canadian Prime Minister Justin Trudeau appears to be in peril over Trump’s threats, leading to uncertainty that his Liberal government will be able to continue. Inside Sources discusses Trump’s effects on neighboring countries.  On the Hill 2025: Previewing legislation on firearms Another few pieces of legislation coming down the pike in the state’s next legislative session deal with firearms – retention and safety. In 2015, students of the Film & Television Institute of India took the cinema to the streets with a strike. One of the first of the agitations that raged across India's universities at that time, it defined the right to make and show films as central to freedom on the campus. The names of Eisenstein and Pudovkin, John Abraham, Tarkovsky and Ghatak, recited in slogans and displayed on banners, evoked a history of political cinema that had set itself against the might of India's political establishment. The U.S. Department of Housing and Urban Development (HUD) annually releases income limits to determine eligibility for low-income housing tax credit (LIHTC) properties. HUD also releases caps that determine the maximum annual income a family can have and still be eligible to occupy HUD-assisted and LIHTC-financed housing, as well as to determine the maximum rent that tenants can be charged. On this week's Tax Credit Tuesday, Michael Novogradac, CPA, and Thomas Stagg, CPA, discuss the income limits cap'which is 5.92% this year'and whether HUD could have a more predictable methodology to set the cap. They discuss what the cap affects, the history of income limit caps and speculate why HUD changed its methodology in 2022. After that, they look at how a lack of predictability is a challenge in affordable housing, possible methodologies HUD could use and look at key upcoming dates in setting the 2024 income limits and cap.

Jake joined Stateside in 2011 as a legislative associate and served as a manager and senior manager before assuming his current role. As Vice President, Jake manages the overall legislative monitoring services provide to clients, manages each of the four legislative teams and is responsible for the overall accuracy, quality, and timeliness of the legislative monitoring and research. He is also responsible for the training of the professionals monitoring and analyzing legislation and political trends in all 50 states and the territories.
