The United States is grappling with a crisis of orphaned and uncapped oil wells—sites with no accountable owner and no proper closure. These wells pose significant environmental and public health risks, leaking methane, a potent greenhouse gas, and contaminating groundwater. Estimates suggest there are between 310,000 and 800,000 undocumented orphan wells, with over 120,000 already identified as uncapped. Addressing this problem is critical, but the cost—ranging from tens of thousands to millions of dollars per well—is increasingly falling on taxpayers.The root of this issue lies in systemic regulatory failures and cost-shifting practices within the oil and gas industry. Older wells are often sold to smaller operators who lack the resources to maintain or cap them. When these operators go bankrupt, liabilities are abandoned. Bonding requirements meant to ensure cleanup funds are woefully inadequate, typically covering less than 2% of the actual cost.To tackle this crisis, I propose an Environmental Liability Tax (ELT) on oil and gas extraction. Levied per barrel, this tax would ensure that cleanup costs are collected upfront, placing the financial responsibility on the companies benefiting economically from the wells. Funds from the ELT could be held in state or federal trusts dedicated to plugging orphaned wells and restoring lands.The ELT could also incentivize better practices by offering tax credits to companies proactively addressing environmental risks. By taxing extraction rather than chasing bankrupt operators, the ELT would create a sustainable, enforceable funding mechanism to address this growing environmental liability. Onderwijs bleek hier gewoon middelmatig, R&D-investeringen waren laag, onze plaats tussen de slimme landen daalde gevaarlijk.”Het klonk gek, want: “Het onderzoek was wereldtop, universiteiten en hogescholen deden het uitstekend - daar lag het niet aan." Waaraan dan wel? Kennisland ging zelf op zoek. "We wilden niet de zoveelste denktank beginnen die rapportjes maakte. We wilden ook actief dingen in gang zetten." Digitale trapveldjes in achterstandswijken, de Kafka Brigade tegen gekmakende bureaucratie. En kijken waar in de wereld het wél lukte met een kenniseconomie.Frans Nauta en Joeri van den Steenhoven vertellen vol vuur over vele lessen die zij leerden en naar ons land vertaalden vanuit Finland – “Leraren kregen daar de ruimte voor hun vak en bleven permanent zélf leren” - en vanuit Silicon Valley, Japan, Canada en zelfs bij de startup scene in Nepal. Het verhaal van Geoffrey Hinton - een nogal aparte geleerde in Toronto waar, dacht men toen, nooit iemand iets van zou horen - is er emblematisch voor. Vorige week won hij de Nobelprijs. Van den Steenhoven kan precies vertellen hoe dat kwam.Het tweede kabinet-Balkenende omhelsde de thema's 'kenniseconomie' en 'leren van Finland'. Nauta werd de eerste secretaris van Het Innovatieplatform. Zijn Haagse avonturen leverden veel schrammen op, maar feit bleef dat hun thema kreeg perspectief, 'kennis' werd breder en dieper begrepen.Het is veel meer dan knappe koppen knuffelen. Mbo is cruciaal. Maar zeker ook hbo, startups, praktijkgericht onderzoek, Leven Lang Ontwikkelen, slimmer mkb en ambitieuze steden en regio's als Brainport Eindhoven, Twente en Amsterdam. Een spectaculair beleidssucces als Platform Bètatechniek bewees hoeveel hier met durf gerealiseerd kon worden. Maar ook hoe zoiets dan een beetje blijft hangen.Lessen hoe het nóg beter had gekund blijven na 25 jaar knagen. In Finland zijn de lijntjes kort, in Nederland loop je vaak vast in ‘bestuurlijke spaghetti'. Nederland kiest nooit radicaal. Stevige instituten de ruimte te geven in plaats van tijdelijke projecten - dat durven we zelden. Nauta zag hoe het DARPA-concept in Amerika - dankzij de Spoetnik-paniek - daar wel in slaagde.De kabinetten-Rutte voerden vaak uitstelbeleid. "En als je dingen voor je uitschuift, komt het moment dat ineens alles tegelijk moet; dat een crisis je overvalt. Haast is dan duur, inefficiënt en nooit erg leerzaam”, moppert Nauta. Liefst ziet hij een Deltaplan komen voor de 'valorisatie' van kennis naar de grote vraagstukken van economie en samenleving. En dat plan mag net als toen in Zeeland ook 30 jaar tijd kosten. Het kabinet-Schoof draait hier de klok juist terug.Het eerdere succes met het onderwijsniveau zien Nauta en Van den Steenhoven in rap tempo wegzakken. "Dat dit geen loeiend alarm doet klinken is onbegrijpelijk." Intussen worden hbo, universiteiten, R&D en LLO met mooie woorden bediend, terwijl hun kas leeggeroofd wordt. "Groot denken durft men niet." Heel anders dan in Europa. Van den Steenhoven vertelt hoe Kennisland daar 'opschaalde' met de vergelijkbare club the Lisbon council.Enthousiast herkent hij veel van die ideeën in het rapport-Draghi. Daar snel op insteken biedt juist Nederland enorme kansen. Met ASML, met de ruimtevaart rond ESTEC – ‘de grootste nooit aangeboorde bron van groei in ons land' - met Leiden Bio Science en Wageningen heeft Nederland goud in handen. Maar net als dat edele metaal moet je dat dan wel actief bewerken.Draghi en Kiezen voor later: de vier scenario's van het CPB dwingen hoe ons te doen wat we in Nederland graag vermijden. Kiezen. En de vergrijzing doet dat niet minder. Want met veel meer ouderen zullen jongeren en andere nieuwkomers productiever moeten zijn, willen we het welvaartsniveau en de leefbaarheid voor iedereen op peil houden. United States of America v. Donald J. Trump, Waltine Nauta, and Carlos De Oliveira marked the first federal indictment of a former U.S. president. The prosecution, led by Special Counsel Jack Smith, argued that Trump illegally retained hundreds of classified government documents at his Mar-a-Lago residence after leaving office and obstructed efforts to retrieve them. He said this posed a national security risk and violated laws governing the handling of sensitive information. Trump's defense team, however, argued that the appointment of Jack Smith as special counsel was unconstitutional, violating the Appointments Clause. They claimed that Smith lacked the proper authority to bring charges, as he was not a Department of Justice employee at the time of his appointment. À Nauta, au nord de l'Amazonie péruvienne, une radio communautaire tente de faire entendre la voix du peuple kukama. Créée il y a 32 ans, la station a été relancée en 2006, pour tenter de resserrer les liens entre habitants et conserver leur langue autochtone, menacée de disparition. De notre correspondante à Nauta,« 98,3 ! vous écoutez Radio Ucamara ! » Une table en bois, trois micros et des murs isolés de mousse, Radio Ucamara émet depuis ses studios de Nauta, ville de 30 000 habitants, à deux pas des rives du Marañon, fleuve amazonien connu pour ses dauphins roses au nord du Pérou. Gabriela Sangama a grandi avec la radio et y est devenue journaliste : « Nous plaçons les communautés au centre de notre travail, explique-t-elle. Notre porte est toujours ouverte aux peuples autochtones qui souvent ne sont pas écoutés ou n'ont pas l'opportunité de parler de leurs problèmes quotidiens. »Un projet social et politique visant les 40 000 habitants kukama des environs. Dans les communautés reculées, c'est la radio qui vient aux habitants. Le directeur, Leonardo Tello, et ses collègues, font régulièrement plusieurs jours de barque pour s'y rendre. « C'est très, très loin, on va là-bas pour aider les communautés à protéger leur territoire. Je crois que la communication peut apporter beaucoup et on essaie de le faire de la meilleure manière qui soit. » Aux sujets habituels – la déforestation, le trafic de bois, de drogue, l'extraction minière – s'ajoutent désormais ceux du changement climatique et de la biodiversité. « On ne parle pas assez de l'importance des autres êtres vivants que les humains pour préserver l'équilibre de la nature. C'est la clé pour changer nos comportements », ajoute le directeur de Radio Ucamara.Perpétuer la langue kukama« Bon, quel groupe est prêt à enregistrer ? » Ce jour-là, une quinzaine des journalistes de la radio, employés comme bénévoles, sont en formation comme Valery, 16 ans, qui déroule son papier : « L'Amazonie est aujourd'hui gravement affectée par le changement climatique. » Elle anime une fois par semaine une émission destinée aux adolescentes et apprend les bases du journalisme.Grâce à la radio, Valery a rencontré Xuley, 72 ans, elle aussi est animatrice d'un programme en langue autochtone kukama. « Pendant l'émission, je laisse de côté l'espagnol et après, je ne veux parler plus que kukama. Désormais, on l'enseigne aux enfants pour qu'ils sachent parler comme nous, parce que cette langue est en train de disparaître. » Avec Xuley, Valery après les rudiments de la langue.Financée par des fondations et la coopération internationale, la radio joue sa survie chaque année. Trump took to the cameras in the New York civil fraud trial to explain how defense expert Eli Bartov destroyed Leticia James' case. During a fiery exchange, Mr. Bartov told a Tish prosecutor that she "should be ashamed of herself" for bringing this case based on made up charges.Trump's defense filed a motion to STAY the January 6th case pending appeal of Judge Chutkan's recent order denying Trump's motion to dismiss. Special Counsel Jack Smith objects to the motion as the government races towards a March trial start date.Trump co-defendants Nauta and Oliviera are fighting for access to information about the classified documents that Jack Smith alleges they had access to and "obstructed" but for some reason now can't review. Donald Trump's lawyers made an absurd request of Judge Tanya Chutkan, asking her to put off Trump's DC trial for attempting to overturn the results of the presidential election until April 2026.Special Counsel Jack Smith and his team of federal prosecutors filed their reply, and they debunked and/or put in accurate context the ridiculous claims Trump's lawyers dumped into their court filing.In reading Smith's 6-page court filing, it becomes crystal clear that, in Smith and his team, we the people have a fierce advocate for a speedy trial, for the rule of law, and for the pursuit of justice.Then Glenn's next topic is about one of Trump's employees. The world of Trump is crumbling. Many of the witnesses who could incriminate Donald Trump are being represented by Trump world attorneys: lawyers being paid with Trump PAC money. One such lawyer, Stanley Woodward, was representing a witness named Yuscil Taveras, the former IT Director at Mar-a-Lago. Woodward also represents Trump's co-defendant Walt Nauta. Taveras testified before the grand jury and, according the a court filing by Special Counsel Jack Smith, Taveras lied, with those lies having the effect of protecting Nauta and Trump. This represents a clear conflict of interest for attorney Woodward, as one of Woodward's clients committed crimes to protect another of Woodward's clients. Accordingly, Jack Smith filed a motion to get a conflict free attorney appointed to represent Taveras. Once Taveras had a lawyer who was zealously and ethically representing HIS interests, he retracted his lies and told the truth, implicating/incriminating Nauta and Trump. Joy Reid leads this episode of The ReidOut with breaking news in the multiple special counsel investigations into Donald Trump. A superseding indictment has added a new charge against Donald Trump: one additional count of willful retention of national defense information. It also adds a third defendant to the case, alongside Trump and his longtime valet Waltine Nauta. Carlos De Oliveira was the head of maintenance at Trump's Florida resort and reportedly helped Nauta move boxes of documents from the infamous storage room at a key moment, a day before prosecutors came to retrieve those remaining classified documents. He is facing four charges including conspiracy to obstruct justice, concealing an object, corruptly concealing a document, and false statements. FOX News noted DuPage County Sheriff’s Deputy Chief Eric Swanson indicated that deputies patrolling the area near the parking lot heard the gunshots and responded. Swanson said, “The motive behind this incident is unclear and this is still an active investigation.” No information has been released on the number of shooters involved in the incident. Trump, co-defendant Waltine Nauta, and their attorneys must not disclose the discovery materials to the public or news media, or post it on any “news or social media platform,” without the consent of the U.S, government or approval of the court, U.S. Magistrate Judge Bruce Reinhart said in the order. Following Trump and Nauta being charged with multiple crimes, including concealing documents, government officials are preparing to hand over discovery materials to the defendants and their representatives. The materials will include depositions of testimony given by witnesses to the grand jury that approved the charges, as well as other evidence prosecutors plan to present at the trial in the case. The order from Reinhart, who was appointed by other judges and has criticized Trump on social media, comes in response to a request for such an order from prosecutors. The government said it was ready to provide unclassified materials to the defense, but that the disclosure of information could compromise ongoing investigations and make public the identity of people who have not been charged. “As a result, the government proposes protections against the dissemination of discovery materials and the sensitive information that they contain,” special counsel Jack Smith said in the request. Lawyers for Trump and Nauta did not oppose the motion, according to Smith. The lawyers did not respond to requests for comment. While Reinhart said that he may authorize the disclosure of information to certain people, lawyers for the defendants must take steps before disclosing the information. Once a person is authorized to receive the information, the lawyers must give the person a copy of Monday’s order and the person must sign an agreement to not disseminate the materials he or she receives, Reinhart said. The lawyers must keep a copy of each signed agreement. “No disclosure is permitted to any individual or entity that has not signed such Agreement, except by further order of the Court. Potential witnesses and counsel for potential witnesses may be shown copies of the Discovery Materials as necessary to prepare the defense, but they may not retain copies without prior permission of the Court,” Reinhart wrote, adding that defendants must also not copy or reproduce the materials unless necessary to prepare for the trial. Reinhart also ordered the defendants not to retain copies of the materials, and said they cannot review the materials unless they’re “under the direct supervision of defense counsel or a member of defense counsel’s staff.” The defendants can take notes while reviewing the materials but even the notes have to be stored by lawyers, not the defendants themselves. Violations of the order may result in being held in contempt of court or other sanctions, the judge said. Trump was charged with 31 counts of violating the Espionage Act for keeping sensitive records as well as six other counts for crimes such as obstruction and making false statements. Prosecutors allege Trump illegally failed to turn over records to the government after he left office on Jan. 20, 2021, and that he tried obstructing the investigation into the failure. Trump returned some records but not all of them, authorities say. Trump is also accused of showing the documents to people who lacked security clearance, including a writer and publisher. Nauta, a top Trump aide, assisted the effort by moving boxes and at one point falsely told FBI agents that he did not know where the boxes had been stored, according to an indictment. Trump has said he is innocent. A lawyer for Nauta previously declined to comment on the charges. Trump is also facing felony charges in New York. In that case, the judge also ordered that Trump and his lawyers not disclose discovery materials before trial. Trump cannot provide such information to any third party or to “any news or social media platforms … without prior approval from the court,” the order from acting New York Supreme Court Justice Juan Merchan stated. That order was granted after a request from Alvin Bragg, the Manhattan District Attorney. The movie is Pixar’s first non-franchise theatrical release since the COVID pandemic that wasn’t released directly to streaming, per The New York Times. To put those numbers into context, Pixar’s worst-performing movie ever was the first movie it ever did, “Toy Story,” which brought in $29.1 million for the then-unheard-of studio in 1995. Pixar’s top performers include “The Incredibles 2,” which earned $182.7 million during its opening weekend, “Toy Story 4” ($120.9 million), “Finding Nemo” ($70.3 million), and “Up” ($68.1 million), per Forbes. “Elemental” features the four elements — earth, water, fire, and air. According to the IMDb description, “the film journeys alongside an unlikely pair, Ember and Wade, in a city where fire-, water-, land- and air-residents live together. The fiery young woman and the go-with-the-flow guy are about to discover something elemental: how much they actually have in common.” The film is directed by Peter Sohn, best known for “The Good Dinosaur” (2015). The new movie includes the studio’s first “non-binary” character, Lake, who is voiced by the “non-binary” star Kai Ava Hauser. “BIG ANNOUNCEMENT I got to play Pixar’s first non-binary character. Meet Lake,” Hauser posted on Twitter. The Times noted that the movie cost $200 million to make. “Hard to sugarcoat this,” David A. Gross, a film consultant who publishes a newsletter on box office numbers, said of the lackluster results. NYT writer Brooks Barnes also mentioned that industry insiders have been questioning the future of Pixar since the “Toy Story” spinoff, “Lightyear,” underperformed expectations last year. That film also included a highly publicized same-sex kiss. Biden has made conflicting statements on U.S. policy toward Taiwan. He said in September 2022 that the United States would come to Taiwan's defense in the case of a Chinese invasion, drawing anger from China. He made a similar comment in 2021—in both cases the White House walked back the remarks. The comments on Blinken's trip come as tensions between the two countries continue to escalate. Dozens of war games carried out by the Pentagon have indicated the United States is unprepared for a "horrifically bloody" war with China. Meanwhile, the U.S. military has reported close encounters with Chinese ships and planes. Republican House speaker Kevin McCarthy (Calif.) met with Taiwanese president Tsai Ing-wen in April, refusing to bow to China's pressure to cancel the meeting in California. China said in the week before McCarthy and Tsai's meeting that it "firmly opposes and strongly condemns" Tsai’s visit, which it sees as an affront to its claims of control over the island nation. It promised "resolute and forceful measures to defend national sovereignty and territorial integrity." Another statement from China's foreign ministry called the meeting "U.S.-Taiwan collusion." Contact with the submersible was lost about one hour and 45 minutes into the vessel's dive, the US coast guard said. Tour firm OceanGate said it was exploring all options to get the crew back safely. Government agencies and deep sea firms are helping the rescue operation. OceanGate charges $250,000 (£195,612) a seat for expeditions to the Titanic, which lies some 3,800m (12,500ft) beneath the waves about 435 miles (700km) south of St John's, Newfoundland. The missing craft is believed to be OceanGate's Titan submersible, a truck-sized sub that holds five people and usually dives with a four-day emergency supply of oxygen. On Monday, Rear Adm John Mauger of the US Coast Guard told a news conference: "We anticipate there is somewhere between 70 and the full 96 hours available at this point." He also said that two aircrafts, a submarine and sonar buoys were involved in the search for the vessel but noted the area in which the search is taking place was "remote", making operations difficult. Rear Adm Mauger said the rescue teams were "taking this personally" and were doing everything they could to bring those on board "home safe". Hamish Harding, a 58-year-old British billionaire businessman and explorer, is among those on the missing submarine, his family said. On social media at the weekend, Mr Harding said he was "proud to finally announce" that he would be aboard the mission to the wreck of the Titanic - but added that due to the "worst winter in Newfoundland in 40 years, this mission is likely to be the first and only manned mission to the Titanic in 2023". He later wrote: "A weather window has just opened up and we are going to attempt a dive tomorrow." OceanGate said in a statement that its "entire focus is on the crewmembers in the submersible and their families". The West Virginia University head basketball coach said in a statement he will walk away from his post “effective immediately.” “I have let all of you – and myself – down. I am solely responsible for my conduct and sincerely apologize to the University community,” Huggins said. Huggins reportedly initially broke the news to his players during a team meeting Saturday, according to an ESPN report. The famous coach was arrested in Pittsburgh at approximately 8:30 p.m. Friday night after police came across a black SUV holding up traffic. The SUV was damaged with a “flat and shredded tire” and the driver’s side door was ajar, according to police, the outlet reported. Officers told Huggins to pull the vehicle to the side of the road, which was a challenge for the coach, alleged police. Police then grew suspicious the driver was intoxicated, prompting a sobriety test — which Huggins did not pass, according to ESPN. Huggins submitted to a breath test which allegedly determined his blood alcohol content was 0.21%, twice the legal limit in Pennsylvania, according to the outlet. Just six weeks ago Huggins found himself in hot water over an “anti-gay slur” during an interview for a Cincinnati radio station. This controversy caused the coach to get slapped with a $1,000,000 salary reduction as well as a three-game suspension, according to ESPN. Huggins is an alumni of West Virginia University, having once played on the team he coached since 2007. Last fall, he was inducted into the Naismith Memorial Basketball Hall of Fame, the outlet reported. During his tenure as head coach, Huggins led the Mountaineers to 11 NCAA tournament appearances as well as making it to the Final Four back in 2010, ESPN added.
