Our guest today is the Parliamentarian to the Assembly Speaker, Brian Ebbert. Ebbert has spent over three decades in the Assembly starting as an Assistant Clerk in 1991. He served as Assembly Floor Director from 2017 to 2014; he announced his retirement last year (and even got the cake) but agreed at the end of 2024 to stay on one more year as Assembly ParliamentarianWhat does the Assembly Parliamentarian do? In this role, Ebbert is the senior procedural and parliamentary advisor to the Assembly Speaker and his leadership team. He is responsible for daily coordination of the Floor business, strategic motions, and procedures of the House, and provides expert procedural analysis and advice to Majority Party leadership team. Governor Newsom appointed the four-term assembly member as Secretary of State in 2020 to fill the remainder of Alex Padilla's term when Padilla went to the US Senate. Voters elected her to a full term on November 8, 2022.  Serving as the state's chief elections officer is a natural fit for Weber, whose family left Arkansas during the Jim Crow era after her father was threatened for agitating in favor of voting rights. Last week we talked about this year's Top 100 list... In this episode, we're starting off with a confession: Mistakes were made.One of the hallmarks of The Top 100 is that the contents of the list are very tightly held until the moment of publication. That secrecy creates various logistical problems, not the least of which is proofreading. Only a handful of people, most of whom work in the Capitol Weekly office, are involved in the editing or proofing process at any level. Having so few eyes on the List is a recipe for error, and this year we had a doozy: we left someone off.Dan Dunmoyer, of the California Building Industry Association has been a regular on the Top 100 for five years, since he succeeded former CBIA President and CEO (and former state Senator) Dave Cogdill. Facing the first deficit in a decade, legislators finished hammering out a Budget deal with the governor this week. While the final document (as it stands now, trailer bills and tweaks notwithstanding) does not feature the catastrophic cuts some had feared, funding for some of Gov. Newsom's high priority projects did see reductions, including funds aimed at reducing homelessness and supporting the transition to clean energy.In a win for the administration, legislators agreed to include some of the governor's CEQA reform proposals - reversing the Sen. Budget Committee's earlier rejection of the proposals. The Delta Tunnel project was not included in the deal, a setback for Central and Southern Water Districts and agriculture interests, who have seen a series of defeats on the issue since the end of the Brown Administration.But, what does it all mean?Our guest today is Chris Hoene, Executive Director of the California Budget & Policy Center, a nonpartisan research and analysis nonprofit committed to "advancing public policies that improve the lives of Californians who are denied opportunities to share in the state's wealth and deserve the dignity and support to lead thriving lives in our communities." 加入摄影早自习群,请加微信:nihaoyelaoshi(暗号:喜马拉雅)早安,我是叶梓,今天是摄影早自习陪伴大家的第2140天。© 叶梓今天给大家分享一张有关晚霞的照片。这段时间北京已经进入晚霞季了,非常漂亮,只要天上有云,你就可以期待在太阳落山以后出现漂亮的颜色,漂亮的晚霞。唉,注意啊,这就说到了我们第一个摄影技巧了。拍晚霞实际上不是在太阳落山之前拍摄的,我发现很多人会误会这件事,他们觉得太阳都已经要落下去了,我还拍什么拍?photo by Tim Foster on Unsplash其实我们的拍摄时间点是在太阳落山以后,大概15分钟左右吧,会出现一个非常漂亮的这种天空的颜色。这个颜色怎么来的?它不是由太阳光直接照到地面形成的,它是落下去的太阳依然会有光线射到大气层中,射到这个云层上,虽然照不到我这儿了,但是能照到天上,这个时候会出晚霞。那为什么每次都是在初夏的时分北京晚霞比较多呢?其实全国各地都一样,只要是水汽充沛时,就是经常下雨的时候,大气不那么干燥的时候,它晚霞都可能会出紫色、红色,其实本质上出红色,又由于这个红它和天空的蓝染在了一起,就变成紫色了。那这样一来我们就大概知道了晚霞会出现了一个规律.那拍晚霞要怎么拍呢?其实有很多很多种拍法,我就讲其中一种,就是我现在这张照片里正在用的这一种,就是我只要整个氛围来做一个背景,然后把人物拍成剪影状。这种拍法有好多需要注意的地方。第一个,就是你背影中如果只有晚霞的颜色,那么会比较单调,如果有水面,它就会把精彩乘以2,天上地上都是漂亮的颜色,那当然就更棒了,对吧?所以你可以试着靠近水面去拍。Photo by Brett Jordan on Unsplash第二点,如果它只有晚霞的颜色也会比较单调,因为它整个是一个暖色系带一点点蓝,也就这样而已了。除非你运气特别好,能撞上那种里边含有黄色、金色五彩斑斓的晚霞。如果没有那种情况的话,你就可以期待一个华灯初上,当人的灯光点亮的时候,普通的灯泡就是偏暖的,它看上去在相机里面会特别黄,那种普通的白灯泡,比如说所谓的节能灯泡,其实它的色温比较高,所以它在我的相机里面呈现的不是白色,是一种青蓝色调,就是里边那两个绿绿的灯,那个就是所谓6000k左右的节能灯泡的灯光的效果。这些颜色它不仅是丰富了画面的色彩,而且它就把这个人的温暖或者是人的这种活动跟大自然的景观它又做了一个连接,这是要注意的第二点。把人正常曝光,天空就会曝光过度 © 叶梓那么第三个就是在晚霞前拍人,十有八九这个人会曝光不足。这个时候你有两个选择,第一,加曝光,把人保住,但是天空呢就曝光过度了。这种拍法就一片惨淡,看上去说实话不算特别的好看吧,就有点怎么说呢,就像普通的白天阴天拍的场景。曝光暗一点,后期提亮人物 © 叶梓当然你也可以说我先曝光暗一点,然后通过后期处理死命的去拉高那个人物的肤色,让她再重新亮回来。这张照片我也拍了,但它依然有两个问题:第一个就是这肤色我也不敢再提亮了,再提亮的话,第一是假了,第二就是里边所有的什么噪点啊,色彩断层啊全出来了,整个画质损失会很大,你调得越狠,画质损失越大。另外我也不敢把天空再变得更鲜艳或者更明亮了,因为那样的话跟人的暗它又匹配不上了。所以它有各种各样的小问题,导致最后的结果也就这样而已。© 叶梓最后我选择的拍法其实就是牺牲人物,直接把它拍成剪影。拍成剪影的画面呢它就要求一点,就是你这个人的轮廓一定要丰富或者说是完整。你比如说我这里有一张照片,小麦麦她是背过去的,头发甩得真好看,可是就像个小蘑菇,你有没有发现,她的身体也像个小蘑菇,正好从这个角度连肩膀都看不着了,她头发也是个小蘑菇的菌伞的顶,所以这样看起来就不知道是个人了。© 叶梓那如果她正好是个侧脸呢?我不仅是能看到她的头发、发型,能看到她的五官,甚至我还能看出她年龄,因为她这个头身比一看就是个小孩的样子。所以剪影的绝招就是在于你把这个人的主要特征表现在轮廓上,讲究的是一个拍摄的角度,人的站立的角度。最后一点,如果你把人也拍成剪影了,你就要特别小心这条黑色的地平线,它会不会和这个人的剪影混在一起。如果你的构图稍微你站得低一点来拍的话,那这个黑影就跟后边的黑色的树就混在一起了,最后你这个人影就又看不清了,轮廓是不完整的。所以我刻意往上站了站,站在一个小土坡上,从上往下来拍照,这样的话人的黑影是直接出现在了水面对天空的反光上面的。最后在构图的时候我把地平线往上摆了摆,摆到黄金分割线靠上的位置。这往上摆是一个自然而然的动作,因为你已经站在坡上往下拍了,这个时候把地平线往下摆,那就拍不全我女儿的身体了,就可能只能拍到一个脑袋顶。另外呢,地平线往上摆,对水面而言也有重点描述水里的倒影颜色的这么一种视觉的效果。还有啊,我使用了大光圈,我是f/1.2的光圈拍的,所以背景非常的模糊,这样一来也可以带来一种浪漫的温柔的感觉。我不知道你是不是跟我一样喜欢这张照片,它是非常浪漫的,对吧?那你把今天的照片跟昨天我发早自习用的那些我用手机拍的照片拿在一起做对比的时候,我相信大家会瞬间明白这个相机跟手机之间的巨大差异在哪里。就是相机拍照啊,第一,它画质好,颜色细腻,不那么干涩。第二,是它有比较强的背景虚化能力,能带来这种浪漫的模糊的光斑,温柔的背景的色彩过渡等等。手机虽然有人像模式,但是它的效果是远不如相机来的这么自然的。所以即便你现在只是一个手机摄影的爱好者,也别忘了,有机会的时候适当接触一下相机摄影。想学相机课,底部“阅读原文”中就是我的相机大课了——“自由摄影师 Plus”,大家可以点进去了解了解。那门课不仅是有作业、有考试,而且也是由我和网易共同为大家颁发毕业证的一门摄影大课。那么今天是摄影早自习陪伴大家的第2140天,我是叶梓,每天早上6:30,微信公众号以及喜马拉雅的“摄影早自习”栏目,不见不散。

A Look at the Career of Richard Polanco, with Dan Morain

Richard Polanco served 16 years in the legislature, eight years in each house. Elected to the Assembly in 1986, he soon began efforts to build the Latino coalition in the legislature, ultimately helping expand the number of Latino legislators from seven members to 24 by the time he left office in 2002. Polanco was a shrewd and energetic organizer who grew Latino political power just as anti-immigrant sentiment swept the state, culminating in the passage of Proposition 187 in 1994. As Republicans celebrated the win (ultimately overturned by the courts), Polanco and his allies worked to identify and support strong Latino candidates; their success in building the Latino Caucus helped pave the way for the Assembly's first Latino Speaker of the modern era, Cruz Bustamante, in 1996. Polanco is the subject of a new video Oral History produced by Open California and available at CapitolWeekly.Net. Journalist and author Dan Morain covered Polanco's career for the Los Angeles Times and conducted the interview for the oral history. This week marks a huge change at Capitol Weekly, and the end of an era in Sacramento: editor John Howard is retiring.John arrived in the AP's Sacramento Bureau in 1980 and became their California state politics reporter in 1982 - Jerry Brown was governor, and Willie Brown was about to become Speaker. He has covered the capitol every day since, first for AP, then for a variety of publications including the Orange County Register and California Journal.  In 2005 he became Managing Editor for the newly-revamped Capitol Weekly. Under then-Editor Anthony York, Capitol Weekly had been reimagined as the Golden State's answer to Roll Call - covering politics in the state capitol with a staff that included Shane Goldmacher and Malcolm MacLachlan. Soon, York went to the Los Angeles Times, and John took over the Editor's chair, where he's been ever since.Rich Ehisen, who took over as Editor at the beginning of the year, also worked for the late, great California Journal, and has been Editor of the State Net Capitol Journal for over two decades. Mark Pallen explains how exciting it was to be in microbial bioinformatics around the turn of the millennium, as we gained genomes for the first time from model organisms and fearsome pathogens. He recounts working with his hero David Relman on the genome sequencing of the strange slow-growing organism called Tropheryma whipplei in competition with a French team. Mark moved to Belfast in late 1999 collaborating with another Englishman working on the island of Ireland, Tim Foster in Dublin. Pallen describes the addictive exhilaration of using PSI-BLAST to find new sortases and sortase substrates across a range of new genomes—for him this was the bioinformatics equivalent of crack cocaine. He quotes the philosopher Alfred North Whitehead in saying that the goal of every scientist is to seek simplicity but distrust it. What Mark found was that in most organisms sortases were behaving quite differently from the rather simple scenario seen in Staphylococcus aureus. He made similar observations on the WXG100 proteins and type VII secretion, which he found in many new contexts quite different from the original context of ESAT-6 as an antigen in Mycobacterium tuberculosis. Mark makes clear that we still don't really fully understand the role of ESAT-6 twenty years on. The focus of Pallen's work then shifted to E. coli, where he described vestigial gene clusters for non-functional type III secretion systems in this model organism. He came to realize that E. coli K-12 was not handed to microbiologist by God as a model organism but was just another strain of E. coli and nothing special. Many of the earliest genomes to be sequenced came from worn-out lab strains. To counter this problem, Gordon Dougan at the Wellcome Trust Sanger Institute moved the focus to genome-sequencing freshly isolated minimally passaged isolates. With Brendan Wren, Pallen wrote a review article for nature, emphasizing the importance of adopting an eco-evo perspective when trying to interpret bacterial genomes. Around that time, Scott Beatson joined Pallen's group. Mark managed to persuade Scott to work on type III secretion in E. coli rather than Pseudomonas aeruginosa. The result was the discovery of dozens of new type III secretion effectors, tying together bioinformatics and lab work to culminate in a PNAS paper.
