Wave of Conservative MP Resignations To be fair, we knew this would be an issue for the Conservatives even before the election was announced. Prior to the election announcement, 66 Conservative MPs had already declared that they would stand down at the next election. Considering that the Conservatives held 344 seats before the election, this means roughly 20% of Conservative MPs are resigning at this election. Since the election was called, we have seen even more MPs announce their resignations. As of 9:00 AM on May 29th, the number has risen to 77. This group of 77 includes some very high-profile figures such as Graham Brady, chairman of the 1922 Committee; Chris Grayling, former Transport Secretary; George Eustice, former Environment Secretary; Michael Gove, Levelling Up Secretary and former Education Secretary; Matt Hancock, former Health Secretary; Sajid Javid, former Chancellor; and even Theresa May, former Prime Minister. In fact, of the 77 stepping down, 22 are either current or former Secretaries of State. Comparison of Resignation Numbers in Elections Indeed, the number of MPs resigning in this election is high. In 2019, only 32 Conservative MPs resigned, and in 2017, this number was just 12. However, this is not the highest number of resignations seen by an incumbent party during an election. Even back in 2010, 100 Labour MPs stepped down, although it's worth noting that MPs were embroiled in the expenses scandal at that time. The Conservatives' Challenge in Selecting Candidates With the election day approaching, the Conservatives now need to find candidates to replace these outgoing MPs. This is no small task. According to The Spectator, Labour is far ahead of the Conservatives in finalising their candidates. The deadline for this is Friday, June 7th, and as of Monday, the Conservatives still had 160 vacancies to fill. While this sounds like a daunting task, there are some signs that they might be able to meet this target. The Spectator points out that many of the remaining constituencies are unwinnable, with many of them located in Labour strongholds in inner London. As a result, few candidates typically apply for these seats. These seats should be relatively easy for the party to find candidates for and should not take them too long. However, the more challenging task lies in a handful of more attractive seats, those that appear more winnable, which have become available following the recent resignations of Tory MPs. Examples of such seats include Jo Churchill's Bury St Edmunds seat, Andrea Leadsom's South Northamptonshire seat, and Michael Gove's Surrey Heath seat. These constituencies have majorities of 24,999 votes, 27,761 votes, and 18,349 votes, respectively. The Conservatives will want to select their candidates much more carefully here as whoever they select stands a much greater chance of winning. Conclusion All in all, this is going to be a tricky task for the Conservatives, and whether they succeed is anyone's guess at this point. --- Support this podcast: https://podcasters.spotify.com/pod/show/yangfx/support

"Don't try and talk to the politicians - the truth is actually having good relations with... politicians will have very little impact on the actual decisions government takes," explains former Transport Secretary Chris Grayling on this week's Highways Voices. He joined an ITS UK meeting last week and was interviewed by Highways Voices host Paul Hutton, who recorded the chat for you to feature on this week's podcast.Subscribe to Highways Voices free on Apple Podcasts, Spotify, Amazon Music, Google Podcasts or Pocket Casts and never miss an episode!Mr Grayling was asked how to influence policy, and pointed out what ministers don't do: "Ministers have no involvement in procurement, they have little involvement in decisions about technology," he said. "A recommendation come from a civil servant to say we've evaluated these three things - we need this change the regulations in order to make that happen, do you agree? But that will come from the civil service, I will come from expert panels set up to look at individual issues. It may come from local authority pressure, it may come from outside bodies, like the RAC and the AA. Actually, the last people you want to be focusing all your time and effort on is politicians, because government doesn't work like that."In the conversation, Mr Grayling discusses his past before parliament, his experience in the role and key issues around smart motorways and road safety and public opinion, plus the "elephant in the room" - Road User Charging. He also explained how, when you're Secretary of State, you can expect to be blamed for things that are not your fault."I don't think we're going to wake up one morning and have a government white paper saying we're going to introduce a pay per mile on every stretch of road in the UK," he said. "What I do think is we're going to see more... paid for miles for lorries on motorways, for example, it may mean pay per mile in and around urban areas. I think that the Treasury is going to have a deep desire to introduce road user charging in order to offset the loss of revenue from electric vehicles, but I'm not convinced it's going to get its way anytime soon."You'll also hear the latest from our pages on Highways News, plus reaction to the Transport Technology Forum's conference, the latest from Live Labs 2, ITS UK's briefing for newly-elected politicians, and a new invention to be shown off at this year's LCRIG Innovation and Learning Festival.

Trump does not care to end America’s record-breaking government shutdown, as he hopes to save face with his online MAGA base to secure funding for his $5.7 billion border wall - a pricey symbol of white nationalism. Nancy Pelosi still has cards to play as she throws a wrench in his plans by withdrawing his invite to the House to deliver his State of the Union address. And still, Trump smiles over the fast food on silver platters for the college football champions, the Clemson Tigers, due to cutbacks made at the White House.

It's been a challenging year on Britain's railways with timetable chaos, over-running engineering works, cancelled trains and irate passengers, not to mention a private operator handing back control to the government. The transport secretary, Chris Grayling has announced yet another review of the industry. Meanwhile, Labour and many of the public want to see rail re-nationalised. Rail professionals point to the industry's successes – a doubling in passenger numbers since privatisation, and a current strong safety record. But the government says the rail industry hasn't kept pace with customer demand. So is there another way? Matthew Gwyther goes to Italy to experience their take on free competition on their high speed lines. He also speaks to rail experts at home – all searching for answers. This is no time for making plans for 2050 - people are dying - today! It was while studying at Cambridge university that today’s guest Nat Rich realised quite what a state the world is in – and that if people knew some of the stuff she was finding out, they’d be horrified. The problem of carbon emission, and the high NOx levels which kill people, is global, and especially bad in London where it’s easy just to blame the cabs, or the buses, or the trains. We constantly break the EU’s limit for safe pollution levels. And it can only get worse. And government is tackling the issue by charging vehicles for their emissions – rather than trying to solve the problem at source! But the issue goes much further than that. We reply on all sorts of machines to keep the world running, and it’s not just cars or plans or lorries, but also the generators that run our hospitals. It was a few years back that while working within the water industry, Nat had come across a magnetic device that claimed to reduce carbon emissions when fitted an engine. And while she herself was sceptical, she decided to go with the flow – literally! - and to investigate the potential of the technology in case it really could deliver what it promised. And this is not a new technology – it’s been in operation for over twenty-five years. But it needed to make an impact on a global scale if this pollution was to be tackled once and for all. And as she started testing the technology, working with Sheffield Hallam University, Nat realised a number of things. Firstly, that Government moves very slowly on matters like this.  There were recent press reports of councils being set a deadline of October 2019 to come up with plans for how they are going to tackle emissions in their borough. Almost a year – and that’s just to come up with plans, never mind putting them into action! And second, she realised that while there are expectations that within 30 years, electric vehicles will be the norm, it will take more than half that time to create the infrastructure to support this. And thirdly, she realised that creating a movement would be the most effective way to get people on board – rather than a corporate, or government – looking to harness people’s passion for a better and cleaner, more sustainable world. The device itself has been proven to work. While much depends on the type of vehicle, and how you drive, Sustainable Flow has had results of up to 90% reduction in carbon emissions, with 65% as the average across tests, and up to 63% in NOx. And it’s not only old vehicles where the problem is currently on the road – tests on a three-week-old Peugeot car showed NOx reduced by 46% - on what is a brand-new car! Academics and investors have told Nat that this is too good to be true, but here it is, actually proving them wrong; 20 scientific journals have articles explaining how it works, using magnetic principles – and this is old technology, just never before applied on a global scale. This technology can literally completely change the planet. The only catch is people need the ability to believe it will work. Howard Cox from Fair Fuel UK decided to take us to the houses of Parliament, to present to the APPG on carbon emissions. He has now written a report for Chris Grayling, the Transport Minister, to present to the Prime Minister as an effective solution that can be used immediately. Nat knows that charities can be very effective for some things, and this was one option for gaining attention and support. But she also realises it’s still possible for companies to make money while doing good for the world. So, as she grows this network, this movement, she wants to give people a financial interest as well as relying on their passion, to have the maximum impact. She is working on rolling out the movement across the four elements – she’s starting with Air, but especially when attracting media attention, she’s also looking at Fire, Earth and Water. There are many great products out there that can change the world for good - but which never see the light of day. These she wants to support in this movement she’s creating. And in an effort to get businesses and the public alike interested, she’s looking to raise the money to create the biggest splash – by tokenising. But that is in the future. At the moment you can register your interest and support on the website, you can pre-order your device for when it is available, and you can pre-register for the blockchain angle with your details. As Nat stresses, people are dying right now. Asthma levels are rising and there are ever more vehicles adding to the roads by the day. But the Sustainable Flow solution, proven to reduce emissions so dramatically, doesn’t need forward planning, or development, or regulating. It’s here, now, today.

Two days after Catalonia held a banned independence referendum, the region was operating at half speed on Tuesday due to a general strike called by small unions. The two large Spanish general workers’ unions, UGT and CC OO, have encouraged people to demonstrate in a “paro de país” (country stoppage) to protest the police violence on Sunday, but underscored that they are not participating in the call for a general strike. Europe has had a rocky ride with referendums in recent years: think of Greece’s anti-austerity vote in 2015, or the Brexit shock and Italy’s failed constitutional referendum in December 2016. As the UK found with the 2014 Scottish independence vote, even holding a referendum at all can be highly destabilising to the traditional political order and political party systems. In this week's show, we take a look at Sir Bill Jeffrey's review of independent criminal advocacy in England and Wales.  It may be reopening an old front in the war between barristers and HCAs but the conclusions give considerable grounds for taking stock of the effects of all the reforms over the last 10 years.  They also present a potentially chilling view of the future for anyone who fears change.  Find the full report in the links below - along with the responses by the Bar Council and Law Society. The Land Registry might be next in terms of selling the family silver - at the very least, there are problems with the reform plans for the Keepers of the Plans.A pretty important costs case which confirms that the CPS and police cannot just blame each other to avoid costs orders and, more importantly, SNAFU is not a defence and neither is simple mistake.  You're going to want to bookmark this one.  The link is polite. We also take a quick scoot the rest of this week's legal news and a couple of other cases.  Take a listen and find the links below.PLEASE RATE/REVIEW US: wherever you subscribe, please take two seconds as we come to the end of this series, to give us some stars and a few kind words.  We'd be e'er so obliged.  It helps us get up the search rankings, ya see.LINKS:The review of independent criminal advocacy in England and Wales by Sir Bill Jeffrey has been published.http://www.justice.gov.uk/downloads/about/jeffrey-review/jeffrey-review-criminal-advocacy.pdfBar Council response: http://www.barcouncil.org.uk/media-centre/news-and-press-releases/2014/may/bar-council-to-consider-jeffrey-report-into-criminal-advocacyLaw Society response: http://www.lawsociety.org.uk/news/press-releases/law-society-responds-to-jeffrey-report-on-criminal-advocacy/Land Registryhttp://www.lawgazette.co.uk/practice/legal-action-threat-over-land-registry-plan/5041123.articleR (ex. p. Probation staff are currently being told where they will be working under a radical reform of the service. The government is transferring the management of low and medium risk offenders to private companies and high risk cases will be handled by a national probation service. The Justice Secretary, Chris Grayling, says the reforms are necessary to cut reoffending rates and save money which will be ploughed back into providing support to all prisoners who have served less than 12 months. But opponents claim the reforms are being rushed in and will put the public at risk. Last month, it was announced the plans have been delayed. They were due to come into effect in May but the start date has been put back until July. The new private providers will only be paid in full if they achieve a reduction in reoffending. The programme speaks to one of the companies bidding for the contracts which says payment by results will lead to innovation and visits a prison which says it is already achieving success in a pilot scheme working with prisoners serving under 12 months. But Home Affairs correspondent Danny Shaw also talks to probation staff about their fears for the future of partnership working and hears why some of them are threatening to quit the service. Producer: Paul Grant.
