That's not an especially long time. The Korean War lasted for three years, World War II for six. The Arab-Israeli wars, on the other hand, took only a matter a matter of days. A variety of factors contribute to a war's duration. The size of the battlefield is just one. The smaller the battlefield, the fewer soldiers can fit on it and, generally, the shorter the war. In Ukraine, the battlefield is substantial. On that criterion alone, the war there might last for years. As important are the forces arrayed against each other. All three axes of Russia's initial attack – against Odesa, Luhansk and Kyiv – broke because of logistical difficulties. The lines of attack were built largely around infantry with supporting artillery and airstrikes, but the primary strategic principle remained the same. They continued to try to seize cities rather than destroy the Ukrainian army. Thus, about a month after Moscow ruled out Kyiv as a primary target, it has yet to eliminate resistance in the east and south. Part of this has to do with the fact that cities are difficult battlefields. The advantage goes to the defender, who knows the city well and can formulate a strategy around that knowledge. However, the continued problem for Russia is that rather than concentrating its forces on one critical target in order to create optimal circumstances for a victory before moving to another target, it is still driven by its primary mission and vision, much of which is predicated on the assumption that the Ukrainian army is an insignificant force that can be defeated in the course of pursuing its primary strategy: seizing cities. Indeed, the idea of seizing cities as the operational task comes from the Russian goal of conquering all of Ukraine. In pursuit of that goal, there is a logic to defeating the Ukrainian army and occupying cities. But Moscow miscalculated the initial problem. Ukraine is big, and its forces fought from dispersed and tactically mobile positions, the exact kind of defense Russia is ill-suited to fight. The Ukrainians could decline combat where they chose and engage at the time of their choosing. Russia had tons of armor, but armor is not so useful against dispersed infantry or in cities. Russia also gave Ukraine warning of its intentions and staged forces in such a way that Kyiv could prepare its forces for the attack. Ukrainians appear to have dispersed so as to deny Russia a center of gravity to attack. The Ukrainians also accepted limited strategic control over their forces while giving tactical control to local forces. That meant that the Russians were deprived of a primary advantage: the ability to destroy any military concentration or interfere with communication in the field. The Ukrainians did not create vulnerable command centers or a jammable communications network. Infantry teams of various sizes were free to deploy and strike based on tactical opportunity. In other words, forces familiar with the situation were not under the continual control of a central command that was unfamiliar. The Russians could not occupy Ukraine in one blow as they expected. Moscow has since tried to impose a war of attrition. The problem is that this war of attrition costs the Russians as much as the Ukrainians, and in some ways more. The Ukrainians had a second advantage: the United States. The U.S. wanted the Russian invasion to fail. If Ukraine fell, then the Russian army would be face to face with NATO, from Poland to Romania. Russian intentions were always unclear, but assuming the worst case, Russia might follow a successful invasion with another drive westward to recover its pre-1991 position. Washington would then inevitably be drawn into direct conflict with Russia. And the U.S. above all did not want to deploy troops into combat. Circumstances dictated that Ukraine not be defeated and that U.S. troops not be drawn in. The early stages of the invasion showed that denying Russia its victory without U.S. forces was possible. What Ukraine needed was a massive infusion of advanced weapons. Wars change. What had been an effective infantry operation had to be reinforced with anti-tank, anti-air and advanced reconnaissance systems. Confronting the Russian army now is the same infantry that had fought them to a standstill, coupled with advanced weapons and munitions. Which means they're probably getting some help. A constellation of various American military and civilian officials have spoken openly about the United States' intelligence sharing relationship with the Ukrainians, either while testifying before the US Congress or directly with the media. serving the regions of Newmarket and Markham and eventually serving as a Crime Analyst for the region of Vaughan and King for four years.  Some of my responsibilities included analyzing data and applying research methods to identify crime patterns and series, modus operandi profiles, victim/target profiles and identifying high crime/call areas or locations where public disorder are likely to occur.  Moreover, the District Crime Analyst forecasts, projects and analyzes crime by conducting correlation and regression analysis and using various investigative analysis software, database programs, statistical calculations and other computer software to determine if crimes are linked.  We are also responsible for identifying and monitoring known criminals/organizations and any potential police hazards within the community.  After years of service in the Districts and embedded with the York communities, I was assigned to the Intelligence Unit where I worked as a strategic analyst while assigned to a variety of organized crime portfolios.  I believe that I am considered a subject matter expert as it relates to Eastern European Organized Crime (EEOC), Organized Distraction Thefts and Fraud Investigations and have several Intelligence Reports that warrant my awareness of these crime types and organizational groups.  I supported 5 different criminal portfolios on a tactical and strategic level inclusive of Fraud, Hold Up, Drugs & Vice and Eastern European Organized Crime (Georgian Organized Crime) understanding principles of organized crime and gang intelligence in Canada.  My functions included developing meticulous linkage analysis charts while producing detailed and referenced strategic intelligence reports.  I also analyzed electronic records meticulously producing reports for investigative practice and disclosure and testified at several trials including delivery testimony in an attempted murder investigation in relation to the movement of the accused parties telephone records and tower locations.  I am also considered well versed in the area of social media analysis with advanced capabilities at discovering identities online while utilizing open source searches and software to manage organizational risk.  In 2009 I was awarded the Crime Analyst of the year award after being nominated by senior officials for his analytical support in several criminal investigations and for exceeding the organizations values with respect to teamwork and accountability.   As a result of my extensive experiences and background, I was asked by senior officials to be seconded to the newly formed Real Time Operations Centre (RTOC) at York Regional Police as a Criminal Intelligence Analyst to assist in creating / developing the crime analyst position.   After a successful eight months of testing, the position was made permanent and I was assigned to create the job posting and assist in the staffing and training of a secondary analyst.   The Real Time Operations Centre analyst is highly tactical, responding to officers live with a variety of requests while triaging the calls for service to seek organization and officer risk in real time.  The position has a strategic component that requires the analyst to ingest criminal information and produce strategic intelligence reports addressing areas of risk including gang intelligence, organized crime, money laundering, terrorism, cyber intelligence, drugs and weapons.    Prior to my service with York Regional Police, I was employed as a Fraud Investigator with several financial institutions while pursuing my honourary bachelor's degree in Criminology from the University of Toronto where I graduated with honours.   Experiences in the financial institutions included investigating skimming files, internal fraud investigations, money laundering investigations and cybercrime.  In addition to these investigative duties, I provided internal training to members of the financial institutions on detecting fraud and created an online forum for recognizing fraud patterns with the intention of providing support for employees to stop fraud at the front end.   I was both nominated and awarded several internal awards at the Royal Bank of Canada and Meridian Credit Union for innovative strategies in combatting crime while championing training and education surrounding fraud mechanisms.  In late 2015 I was invited to assist officials at Seneca College in developing a Bachelor of Criminal Intelligence and Analysis program by reviewing the program map and making recommendations for new courses that would promulgate the course to new levels and provide students with an innovative program designed to reflect current analytical strategies.  Some of the new courses created included Organized Crime in Canada, Gang Intelligence and Social Media Networking and Analysis.  In January 2016 I was then invited to teach Diversity and First Nations to students of the Police Foundations course at Seneca College overseeing approximately 90 students and providing a forum in understanding issues in Diversity (race, gender, sexual orientation) as it is applied in policing as well as exploring First Nation experiences in Canada. I was also the Creator and Co-chair of an Internal Support Network (ISN) at York Regional Police called YRP Pride.   The ISN provides a forum of support for members of the organization an avenue to garner support, feel inclusive, as well as developing external and internal partnerships to champion training and education surrounding issues in LGBTQ policing and Transgendered issues.  In 2016 I founded the organizations first public event hosting members of the community who are transgendered to speak to YRP officers about their experiences and beginning to form open discussions about Transgendered issues.   The ISN is the largest at YRP with over 35 members who oversee attending public events (Pride).  In 2016 the ISN was awarded with an award for “Outstanding Community Service” by PFLAG for maintaining excellent external partnerships with perpetuating positive community member relations. In May of 2020 I was invited by the Ontario Chief Coroner's Office (OCCO) to serve as a crime analyst for Broken Trust - a reinvestigaton of nine sudden deaths in Thunder Bay.  The release for that extraordinary report will be released in 2021 and will serve to invigorate discussions in the policing community.

Bill Cotter, Special Agent In Charge with the Criminal Investigations division of the Internal Revenue Service, joined us for this week's exciting episode of Life In Accounting: The Where Accountants Go podcast. Opportunity Bill recounts the story of how he decided to apply with the IRS at the beginning of this episode. In a nutshell, the economy was somewhat tight at the time and a friend suggested that he try the IRS as a possibility. He was accepted into the ‘Exam' division, but then quickly had the opportunity to move into criminal investigations. It's been a whirlwind of variety since then. You'll have to listen to the details, but it includes tours in Washington DC, New York, and Germany. Master Your Craft I asked Bill about his thoughts on what led to some of his success in moving up within the Service, and just like in most organizations, he credits it to putting in the effort to learn his job to the best of his ability and then coupling that with the effort needed to get the job done well. He also noted that a high level of attention to detail is important in the criminal investigations division, which makes total sense given the nature of the work. More opportunities We also get into a discussion of the other career options for those of us with accounting background within the IRS. Among them are positions as Special Agents, Revenue Agents, and of course many involving technology. A minimum of 15 hours of accounting is required for the majority of these roles, which is typical for an accounting major. If you have an interest in a position with the IRS, Bill also notes that it pays off to try to get onboard before age 37 because the Service has a generous retirement benefit that requires 20 years of overall service before their mandatory retirement age of 57 years old. This episode really was intriguing to record. I had no idea of the variety that someone could experience while working with the Internal Revenue Service. Happy listening! A license is required in California and in most states for an individual to operate as a private investigator. A license is earned by meeting the requirements set forth by the applicable licensing law. It cannot be transferred, purchased or sold without meeting criteria set forth by the state regulatory agency. At a minimum, any person who is hired by another to investigate the identity, habits, conduct, business, occupation, honesty, integrity, credibility, knowledge, trustworthiness, efficiency, loyalty, activity, movement, whereabouts, affiliations, associations, transactions, acts, reputation, or character of any person is required to have a license.
