Or on the types of prioritization, their strengths, pitfalls, and how EA should balance them The cause prioritization landscape in EA is changing. Prominent groups have shut down, others have been founded, and everyone is trying to figure out how to prepare for AI. This is the first in a series of posts examining the state of cause prioritization and proposing strategies for moving forward. Executive Summary Performing prioritization work has been one of the main tasks, and arguably achievements, of EA. In my past year as a grantmaker in the global health and wellbeing (GHW) meta space at Open Philanthropy, I've identified some exciting ideas that could fill existing gaps. While these initiatives have significant potential, they require more active development and support to move forward. Introduction I've been following the "animal welfare" debate this week on the EA forum, and noticed that a key crux for a lot of people was that calculations showed that animal welfare campaigns (specifically the "caged chicken corporate campaign") was much more cost effective than a human global health development project like the against malaria foundation. But while most estimates agreed that AW was more effective than GHD, I noticed there was a wide discrepancy in how much more effective it was. Vasco Grilo claimed it was 1500 times better. This report by Laura Duffy of rethink priorities (when you convert from order of magnitude to real numbers in table 1) claimed it was about 60 times better. This year's quarter-finals workouts were well received by the CrossFit community as a whole. Many enjoyed the simplicity of the workouts, which provided a good challenge for athletes of various levels. We saw workouts that were more compartmentalised than in previous years. There was less chaos, simpler skills, and no crushingly high volume of work on things like GHD sit-ups. The workouts this year actually present some useful retests and KPIs for athletes to use in their training. Summary In this post we report findings from the 2022 EA Survey (EAS 2022) and the 2023 Supplemental EA Survey (EAS Supplement 2023)[1], covering: Ratings of different causes, as included in previous EA Surveys (EAS 2022) New questions about ideas related to cause prioritization (EAS 2022) A new question about what share of resources respondents believe should be allocated to each cause (EAS Supplement 2023) New questions about whether people would have gotten involved in EA, had EA supported different causes (EAS Supplement 2023) Overall cause prioritization Global Poverty and AI Risk were the highest-rated causes, closely followed by Biosecurity Ratings of AI Risk, Biosecurity, Nuclear Security, and Animal Welfare have all increased in recent years Prioritizing longtermist over neartermist causes was predicted by higher levels of engagement, male gender, white ethnicity, and younger age (when accounting for the influence of these and several other variables in the same model). 63% of respondents gave their highest rating to a longtermist cause, while 47% gave a neartermist cause their highest rating (the total exceeds 100% because 26% of respondents gave their highest ratings to both a longtermist cause and a neartermist cause). Splitting these out, we see 38% gave only a longtermist cause their highest rating, 21% a neartermist cause only, 26% both, and 16% neither a near- nor longtermist cause (e.g., Animal Welfare). This suggests that although almost twice as many respondents prioritize a longtermist cause as prioritize a neartermist cause, there is considerable overlap. Philosophical ideas related to cause prioritization "I'm comfortable supporting low-probability, high-impact interventions": 66% of respondents agreed, 19% disagreed. "It is more than 10% likely that ants have valenced experience (e.g., pain)": 56% of respondents agreed, 17% disagreed "The impact of our actions on the very long-term future is the most important consideration when it comes to doing good": 46% of respondents agreed, 37% disagreed "I endorse being roughly risk-neutral, even if it increases the odds that I have no impact at all." 37% of respondents agreed, 41% disagreed "Most expected value in the future comes from digital minds' experiences, or the experiences of other nonbiological entities." 27% of respondents agreed, 43% disagreed "The EA community should defer to mainstream experts on most topics, rather than embrace contrarian views." 23% of respondents agreed, 46% disagreed The following statements were quite strongly associated with each other and predicted support for longtermist causes over neartermist ones quite well: "Long-term future", "Low probability high impact", "Risk neutral", and "Digital minds" Allocation of resources to causes On average, respondents allocated the following shares to each cause: Global Health and Development (29.7%), AI Risks (23.2%), Farm Animal Welfare (FAW) (18.7%), Other x-risks (16.0%), Wild Animal Welfare (5.1%), and Other causes (7.3%). Results did not dramatically differ looking only at highly engaged respondents. Compared to actual allocations estimed in 2019, the average of the survey allocations are lower for GHD, higher for AI / x-risk overall and higher for animal welfare, but compared to 2019 Leaders' Forum allocations, the survey assigns larger shares to GHD and to FAW and less to AI and x-risk. This is: EA Meta Funding Landscape Report, published by Joel Tan on April 26, 2024 on The Effective Altruism Forum. The Centre for Exploratory Altruism Research (CEARCH) is an EA organization working on cause prioritization research as well as grantmaking and donor advisory. This project was commissioned by the leadership of the Meta Charity Funders (MCF) - also known as the Meta Charity Funding Circle (MCFC) - with the objective of identifying what is underfunded vs overfunded in EA meta. The views expressed in this report are CEARCH's and do not necessarily reflect the position of the MCF. Generally, by meta we refer to projects whose theory of change is indirect, and involving improving the EA movement's ability to do good - for example, via cause/intervention/charity prioritization (i.e. improving our knowledge of what is cost-effective); effective giving (i.e. increasing the pool of money donated in an impact-oriented way); or talent development (i.e. increasing the pool and ability of people willing and able to work in impactful careers). Note that the public version of the report is partially redacted, to respect the confidentiality of certain grants, as well as the anonymity of the people whom we interviewed or surveyed. Quantitative Findings Detailed Findings To access our detailed findings, refer to our spreadsheet ( link). Overall Meta Funding Aggregate EA meta funding saw rapid growth and equally rapid contraction over 2021 to 2023 - growing from 109 million in 2021 to 193 million in 2022, before shrinking back to 117 million in 2023. The analysis excludes FTX, as ongoing clawbacks mean that their funding has functioned less as grants and more as loans. Open Philanthropy is by far the biggest funder in the space, and changes in the meta funding landscape are largely driven by changes in OP's spending. And indeed, OP's global catastrophic risks (GCR) capacity building grants tripled from 2021 to 2022, before falling to twice the 2021 baseline in 2023. This finding is in line with Tyler Maule's previous analysis. Meta Funding by Cause Area The funding allocation by cause was, in descending order: (most funding) longtermism (i.e. AI, biosecurity, nuclear etc) (274 million) >> global health and development (GHD) (67 million) > cross-cause (53 million) > animal welfare (25 million) (least funding). Meta Funding by Intervention The funding allocation by intervention was, in descending order: (most funding) other/miscellaneous (e.g. general community building, including by national/local EA organizations; events; community infrastructure; co-working spaces; fellowships for community builders; production of EA-adjacent media content; translation projects; student outreach; and book purchases etc) (193 million) > talent (121 million) > prioritization (92 million) >> effective giving (13 million) (least funding). One note of caution - we believe our results overstate how well funded prioritization is, relative to the other three intervention types. We take into account what grantmakers spend internally on prioritization research, but for lack of time, we do not perform an equivalent analysis for non-grantmakers (i.e. imputing their budget to effective giving, talent, and other/miscellaneous). For simplicity, we classified all grantmakers (except GWWC) as engaging in prioritization, though some grantmakers (e.g. Founders Pledge, Longview) also do effective giving work.
