Cautious Approach to Hiring in Science & IT Sectors Amid Economic Uncertainty

IrishJobs has published the results of its Jobs Index for Q1 2025, revealing a cautious approach to hiring among firms in the Science and IT sectors ahead of the US Presidential Administration's 'Liberation Day' tariffs announcement. The total number of quarterly job vacancies increased by 5% reflecting the continued strength of the Irish economy and labour market. With close to record low levels of unemployment and moderate domestic growth, the Irish economy is in a strong position to navigate the economic volatility ahead. This economic uncertainty is set to become the new normal over the coming months due to the potential introduction of trade barriers and the emergence of a more protectionist trading environment. The uncertainty created by this shifting trading environment is already starting to impact hiring sentiment in some internationally traded sectors. There has been no change in quarterly job vacancies in either the Science or IT sector according to the Q1 Jobs Index, indicating these sectors have adopted a "wait and see" approach to hiring. The Science sector is composed of a wide range of Pharmaceutical and Life Sciences multinationals which are exposed to potential sector specific trade tariffs. This cautious hiring sentiment is also evident in the IT sector, which could be impacted by retaliatory measures levied by the EU on digital service providers. Consumer-driven sectors associated with the domestic economy, which are less directly impacted by the global trading environment experienced quarterly vacancy growth. Retail (6%), Sport and Fitness (9%), and Sales (28%) all posted strong quarterly vacancy growth. Sectoral trends The Catering sector (11%), which includes jobs in hospitality, accounted for the largest number of vacancies over the past three months. Health (7%), Sales (7%), Management (7%), and Customer Services (6%) completed the top five sectors that made up the largest number of vacancies. Consolidating a trend that emerged in Q3 2024, the Construction sector (5%) contributed marginally more job vacancies than the IT Sector (4.9%). Another property-related sector, Engineering, generated a similar proportion of job vacancies (4.6%) as the IT sector. This continues a broader trend of an uptick in construction and property related job vacancies over the course of 2024. Regional activity Findings from the Index show that several counties with large cities experienced moderate to strong increases in job vacancies, including Galway (22%), Waterford (13%), and Dublin (3%). In county Galway, Staff Nurses, Production Operators & Engineers, and Customer & Sales Assistants were some of the most in-demand roles over the quarter. Engineers, Maintenance Technicians, and Staff Nurses were among the most in-demand role in Waterford in the first three months of 2025. Hybrid and remote working trends Findings from the Index show that the proportion of hybrid working vacancies as a share of total vacancies has increased to 11% over the past three months. Over the past three quarters, the number of hybrid working vacancies as a share of total vacancies has remained stable or slightly increased. These findings suggest that hybrid working will continue to be a substantial feature of the Irish labour market over the coming months. In contrast, the share of fully remote vacancies as a proportion of overall vacancies remains relatively low at 2.4%. While there was a slight increase (0.1%) in the share of fully remote job vacancies over the past three months, their availability remains down 80.6% from the peak recorded in 2021. These trends indicate that fully remote work vacancies will likely remain stable at a relatively low level into the future. Commenting on the release of the index, Julius Probst, European Labour Market Economist at The Stepstone Group and IrishJobs, said: "The Irish labour market continues to perform well, with an exceptionally low unemployment rate of 4% paired with employment gains of about 70,0...

HRLocker survey reveals Irish SMEs grapple with 'red tape' of 2024 legislative reforms

Business owners across Ireland are deeply concerned over the swathe of upcoming legislative changes in 2024. That's according to HRLocker, a leading provider of global HR compliance solutions for mid-sized, scaling and international businesses, which surveyed 500 Small and Medium Enterprises (SMEs) in December. The survey highlights growing concern over the financial strain and administrative challenges posed by the new laws. Red tape and rising costs According to the survey, Irish SMEs are facing a challenging environment, with half (50%) reporting that the impending legislative changes will negatively impact their growth and recruitment plans. Additionally, 40% of businesses anticipate a significant rise in administrative costs due to the introduction of new compliance requirements. The survey also reveals that 62% of SMEs expect their operational efficiency to be compromised, as resources are increasingly diverted towards managing regulatory demands, while 46% anticipate it will lead to a substantial increase in operational costs. This shift in focus from core business activities to compliance and administration is a major concern for 33% of surveyed businesses, who believe it will hinder their ability to innovate and adapt in a competitive market. With such a landscape, SMEs are bracing for an environment where navigating legislative complexities could become as critical as managing their day-to-day operations, potentially impacting their long-term growth and competitiveness. This surge in red tape is particularly burdensome for smaller enterprises, where efficient resource allocation is crucial. Of those employing less than 20 people, one in eight (12.2%) expressed that the new legislation threatened the viability of their business. The necessity to navigate a complex web of new regulations and compliance measures is looming large, threatening to divert critical resources from core business activities to procedural adherence. This shift poses a substantial risk to the sector's agility and growth, leading many SMEs to adopt a more cautious stance on expansion and recruitment, potentially slowing down the overall momentum of business development in the Irish market. When asked about an increase in the Cost of Business Grant, 64% of respondents stated they do not believe it will offset their rising operational costs. Exposed industries The legislative changes slated for 2024 are poised to impact various industries differently, with some facing more acute challenges. In the Hospitality Sector, 68% of respondents expressed some sense of apprehension regarding the Minimum Wage Increase and the upcoming Living Wage Implementation. This concern stems from the sector's heavy reliance on minimum wage workers. Meanwhile, 54% of those in the Retail Industry expressed significant concern over the increased administrative load, particularly in managing enhanced leave benefits and adapting to changes in wage structures. In contrast, 28% of SMEs in the IT Sector are anticipating substantial challenges associated with the Auto-Enrollment Pension Scheme. "While we welcome these legislative updates and the improvements they will bring to employee welfare, it's crucial to address the considerable pressure they place on SMEs, the backbone of our economy," says Crystel Rynne, COO at HRLocker. "Greater support for these businesses is essential. See more stories here.

- First off, tell us a bit about your background, you were a developer prior to focusing on Law. Why the change and do you feel that technical background helps you in your legal and academic career?- Before we dive into the specifics of the paper and topics, what led you to focus on this issue for research and publication?- You penned an article about how modern digital infrastructure is built on a "house of cards". Can you elaborate on that?- Your paper is broken down into several sections, so let's step through those and dissect each area a bit.- You touch on the unique aspects of OSS from proprietary code and discuss the benefits and also the risks. Can you discuss some of those?- You claim that OSS should be designated critical infrastructure and arguably under areas such as the IT Sector. First off, why do you think it should be, and why do you think it already hasn't been?- In part II of your paper you went into topics around the origins of OSS security issues and barriers to resolution. What are some of the major issues and barriers to resolving them?- You touch on economic theory such as the least-cost avoider. What exactly is that, and why do you think software vendors in this case are best-suited to fix some of the core OSS security issues?- In part III of the paper you discuss some of the current interventions and efforts. Can you touch on what some of those major efforts are?- You discuss emerging things such as the Open Source Software Security Act as well as the OMB Memo requiring vendors to self-attest to NIST's SSDF and even provide SBOM's. What are your thoughts on these emerging requirements?- How do you think we balance the need to keep the spirit of OSS, in terms of being open to everyone, cultivate a society of citizen developers and a thriving FOSS ecosystem while also pushing for more rigor and governance? Do we risk constraining the ecosystem and limiting the Federal government (and industry's) access to small innovative software projects and initiatives?

Matt Delcambre serves as Director of the Center for Business & Information Technologies at UL – Lafayette. He is also Innovation Managing Director for the National Science Foundation-sponsored Center for Visual and Decision Informatics. With over 30 years of leadership experience in the IT Sector, Matt previously spent 30 years at Oracle Corporation and Sun Microsystems before joining UL. He joins Jan Swift, Host of Discover Lafayette, to discuss his love of his community and university, and the enjoyment he receives from being able to serve others through scouting and coastal conservation efforts. A graduate of USL (now UL - Lafayette) with a BS & MS in Computer Science, Matt follows in the footsteps of his late father, Richard C. Delcambre, who served as Business Manager of USL under Dr. Clyde L. Rougeou and Dr. Joel Fletcher and who supported the expansion of the Computer Science program. In fact, it was in 1962 that USL added a master's program in Computer Science, the first university in the nation to do so, under the leadership of Dr. James Oliver and with the support of USL's administration. Matt continues to be enamored by technology trends and using IT to solve complex business challenges. He wears many hats in his work with UL - Lafayette, and in addition to the two already mentioned above, he serves as Technical Lead for the City of Lafayette’s participation in the US Ignite-sponsored Smart Gigabit Cities initiative. This initiative endeavors to bring together people, businesses, universities, and governments to "improve civic outcomes through greater connectivity and data-driven decision making." As Matt explained, it can be improved quality of life initiatives such as public wi-fi, smart parking, 5G testing, or LED street lights. Lafayette is focused on Resilience and Recovery and ways Lafayette can use technology capabilities and data to bounce back quicker after natural disasters and give our citizens needed information in real time. For more information on this US Ignite program of work, visit https://www.us-ignite.org/community/lafayette-la/. Former Lafayette Mayor Joel Robideaux was very interested in having Lafayette designated as an Innovation District. "Innovation Districts" are growing in prominence nationally as cities compete to attract startup businesses by offering incentives that will allow the new companies to take up residence and provide the means for them to flourish and succeed. Matt explained that Lafayette is a natural fit to create an innovation corridor given our gigabit capabilities as well as desire to continue to diversity the local economy. Much work in this arena is already being conducted by LEDA, LCG, and the Opportunity Machine in partnership with UL - Lafayette. US Ignite's Smart Gigabit Communities Launch in Lafayette focused on Resilience and Recovery and the many ways technology can be utilized to improve disaster responses. Matt Delcambre serves as Technical Lead for the City of Lafayette in this initiative and happily recounted that Lafayette is a "poster child" in national conferences as other cities cite their desire for the quality of internet connectivity that we enjoy here. UL - Lafayette has experienced tremendous growth in obtaining research dollars, and last year closed out approximately $125 Million in projects. The university ranks in the top 25% of the research institutions in the U. S. and has set a goal to become classified as a Carnegie R1 Institution, which is an indication of those engaged in the highest levels of research activity, and they are confident they will reach this esteemed classification in the next round of certifications. UL - Lafayette is committed to "Research for a Reason" and in this interview, Matt Delcambre shared how applied research can be used to solve many real-life problems. "It all centers around data analytics and how to derive the information to make better decisions.

Today I talked with Ian Benjamin from DigitalExecs. He is a digital recruiter and an expert in head-hunting, recruiting and finding the right people in IT and Tech Businesses. In this episode we will help you to not only find, attract and interview the right candidates but also learn the huge impact of getting the right people in your organisation. One of the biggest issues amongst business owners is a matter of whether to recruit contract employees versus getting full time employees. According to Ian, unemployment in the IT Sector is at its lowest in UK because  of a shrinking pool of talent to hire, attract or engage with. As to the question of whether or not to hire people for full time or contracts would still depend on the size of the business, although majority of the hires are contracts only. Essentially some of the companies feel that contractors are the best option depending on what sort of project they are working on. However if they are looking into longevity and long term growth then he would recommend to bring someone in long term employee and to develop them and make the person part of the journey of the growth of the company. Only then the employee will be more committed to the success of the company. Other key points that we talked about are; The Do’s and Don’ts of the typical Tech Company when recruiting. What are the best things to do when conducting an interview? What questions that are asked to in terms of selecting the right people? The structure of the actual interview. The timeframe of the feedback after the interview. The Key Steps that we need to consider when interviewing/selecting new candidates? The importance of transition and the on boarding process.   ITS Quick Fire Round 1) If you were to 'bottle' one part of your business journey and sell it, what would that be and why? I value the massive impact of my learning and development experience development in shaping me as a young adult. 2) What is your biggest learning/regret and advice to listeners when scaling their business. Regrets – when I missed an opportunity to join into a big business partnership. 3) What is your favourite App on your phone and Why? Linkedin and my Health app. Guest Details To contact Ian Benjamin, connect via Linkedin or visit his website at https://digitalexecs.com/ Links and Resources If you are looking to scale your IT / Tech Consultancy Business and don’t know where to start, then check out the IT Experts Growth Accelerator on our website http://tiny.cc/ITEXPERTS You can also download the e-book by clicking this link - http://tiny.cc/ITE-Ebook19 Quotes You have to get it right – recruit the best people otherwise people will leave. – Ian Benjamin

Insights about living and working in Germany
Episode 4: An interview with a German IT manager on how foreigners could improve their chances of getting jobs in the IT sector

Insights about living and working in Germany

Play Episode Listen Later Nov 26, 2017 26:33

The fact is, Germany is the fourth largest economy in the world. What is also true is that it is an extremely challenging destination for non- German speaking foreigners. The main reason for this is, with the exception of the IT sector, it can be very difficult to get a well-paying job in most sectors in Germany if you are not fluent in German. The working language in the IT sector in Germany is predominantly English. All the software engineers I personally know are fluent in English. The second reason is, that unlike most sectors with rigid guidelines on qualifications and certifications, there is a lot of flexibility in this sector. I recently talked with a German friend who regularly hires software engineers for his company about the language issue, foreign qualifications and what foreigners who are interested in working in the IT SECTOR in Germany could do to improve their chances of getting jobs. Here is what I learnt: 1. If you are not fluent in German So long as you have the right qualifications, notably a degree in computer science, or you are competent in relevant coding languages like Java, ABBAP, etc., then just go ahead and apply for positions. For many big IT companies, this is not a problem at all since the working language is often English. For smaller companies, this could be problematic because the clientele is local and therefore mostly speaks German. Many companies are however willing to hire foreign nationals who are not fluent in German. They will often give them a chance and time to learn German. The most important thing is a willingness and readiness to do this. 2. If you have qualifications and experience from a foreign university or country Don’t let the fact that you didn’t study in a German university or a university in the European Union hold you back from applying for a job in the IT sector in Germany. He told me he had interviewed people from Asia, Eastern Europe, Russia and many parts of the world. If a candidate has relevant qualifications, he tries to figure out during the interviewing process if their level of competence is comparable and adequate for the position. The fact that they didn’t study in Germany is not the decisive factor but their competence. 3. Don’t overstate your qualifications and experience. It’s extremely important to state your qualifications and experience as they are. Don’t pretend to be an expert in an area you have only worked in for three to six months. This is a big no-no and apparently quite common with applications from foreign nationals. It could be a cultural issue but in his opinion, it makes him doubt and question the whole application and the rest of their qualifications. 4. Don’t send in a ten page CV! In some countries and cultures sending ten page CVs is normal. My guest told me that he often gets such CVs. He personally thinks that it is unnecessary to include every single project you have ever been a part of. His advice? Keep it brief. Consider what’s most relevant for the position you are applying for. 5. Apply directly to companies Even though many companies use professional recruiters, many companies also highly welcome direct applications from candidates. If you are wondering how to apply for IT jobs, just look for openings on the company’s website and apply directly. You can also just apply even when there are no advertised openings. For questions and Feedback: podcast@theforeignersjournal.com
