Jean Christophe Combe, Directeur Marketing, Innovation, Développement durable et Engagement du groupe Keolis est l'invité du 7/9 au micro de Frédéric Cloteaux. De ses expériences à la tête de la Croix Rouge puis Ministre des Solidarités, Jean Christophe Combe garde une trace indélébile de la nécessité d'appliquer le droit commun à tous et en particulier aux plus fragiles. Ayant rejoint le leader mondial des mobilités, il ne peut qu'instiller une politique totalement inclusive dans les services déployés par le groupe qui assure, rien qu'en France, plus de 2,5 millions de voyages chaque année. Par voyage, on entend chez Keolis, l'expérience positive d'un déplacement en bus, tram, métro et même vélo, quel que soit son besoin spécifique. Si la technologie est source de nombreuses améliorations dans cette qualité de service indispensable pour permettre d'accéder à l'emploi, la santé, la culture, le sport... l'humain reste au coeur des préoccupations du groupe. Il ne suffit pas d'équiper tous les bus d'une rampe d'accès pour personnes à mobilité réduite si on ne sensibilise pas le conducteur à la nécessité de la déployer à la demande et sans condition. Prendre en compte l'ensemble des besoins spécifiques des voyageurs n'est pas chose facile mais profite à tous. Une meilleure information des passagers, une géo-localisation des portes du bus et des places réservées peut être utile à des malvoyants, des non-voyants comme à des personnes devant embarquer des poussettes par exemple. Keolis expérimente plusieurs dispositifs partout en France mais il faut un peu de temps pour les étendre ensuite à l'ensemble du territoire, reconnaît Jean Christophe Combe. Le savoir-faire du groupe en la matière est pourtant bien réel et compte dans les décisions d'attribution des marchés comme celui de la proche banlieue parisienne récemment remporté par l'entreprise. L'an prochain, plusieurs marchés parisiens et intra-muros seront remis en jeu et Keolis devrait se positionner en concurrent sérieux. Et si gagner des marchés est important, sécuriser et améliorer ceux qui ont été acquis est aussi important, comme celui de la PAM (Service à la demande pour personnes à mobilité réduite) qui fait encore grincer de nombreuses dents au quotidien.

Then, Sam speaks with John Samuelsen, International President of the Transport Workers Union (TWU), to discuss the prospects of a commuter rail worker strike in Boston, where they've been without a contract for over 200 days. First, Sam runs through updates on the performance of ‘uncommitted' in the Washington primary, the House voting to sort of ban TikTok, questions about more GOP testimony, Trump's legal battles, the House GOP, the Federal Judiciary Committee, US labor action, and aid for Ukraine, before parsing through the recent TikTok “ban” legislation rushed through the House. Nicholas Boni and Cea Weaver then join, diving right into the complete affordability crisis facing New York State, resulting from a lack of existing stable, affordable housing and investment into new permanent, affordable housing projects, and their solution of a Social Housing Development Authority (SHDA), a statewide tenant's rights coalition, funded and supported by the state, that would work to rezone, maintain, rehabilitate, acquire, and construct new affordable housing projects across New York State, relying on a much broader base than existing housing authorities like NYCHA, allowing for them to function on a much broader, and much more effective scale. Expanding on this, Weaver and Boni look at the SHDA as a true public-sector alternative to the speculative role of private real estate, walking through the process and legislation SHDA would rely on in their acquisition of housing and land for maintenance, rehabilitation, and construction, and the role the Authority would play in working with to take over existing housing and establish tenant-run cooperatives. After walking through some real-world lasting examples of this kind of housing infrastructure, Cea and Nicholas wrap up by assessing the current state of the fight, and what to look for moving forward. John Samuelson then joins, walking through the TWU's role representing transit workers across the US, before zooming in on the ongoing issues facing Local-2054, with active profiteering and exploitation from the French company Keolis in their management of Massachusetts' Commuter Rail, all bankrolled by the US taxpayer. After walking through the long battle between the local and Keolis in their ongoing contract negotiations, Samuelson walks through the ongoing exploitation faced by transit mechanics and coach cleaners on the South Side, and the role of the MBTA and Massachusetts DOT in allowing this brutal exploitation. Le contrat qui lie le Sytral et Keolis pour l'exploitation du réseau TCL s'achève en 2024. Un appel d'offres va permettre de renouveler ce marché. Le SYTRAL regroupe des élus des 59 communes de la Métropole de Lyon et et du département du Rhône. Ces élus décident de la création ou de la modification des lignes de métro, tram, bus, funiculaires. Le réseau comprend aussi les lignes de cars du département, les transports scolaires ou encore le transport des personnes à mobilité réduite. L'ensemble de ces services constitue le réseau TCL. Ce réseau est ensuite confié à un exploitant. Depuis 1993, le SYTRAL délègue l'exploitation du réseau TCL à un seul et même opérateur privé (KEOLIS Lyon) à travers une délégation de service public (DSP). Lors de la dernière procédure de mise en concurrence, le SYTRAL a, une nouvelle fois, attribué la gestion du réseau TCL à KEOLIS Lyon pour 6 ans (2017-2023). Avec peu de suspense à la clé... Keolis était le seul candidat pour l'exploitation du réseau lyonnais. Mais pour le prochain appel d'offres, le SYTRAL, devenu Sytral Mobilités avec des compétences élargies, a décidé de scinder le réseau en deux lots : modes lourds (métro, tram, funiculaire)pour l'un, bus trolleys et contrôle des titres pour le second. Sans oublier, une gestion 100% publique via une société publique locale (SPL) pour la relation usagers (communication et le marketing), la commercialisation et la distribution, l'information voyageurs en situation normale et perturbée, le service après-vente et les réclamations. Mais aussi es parcs-relais voitures et vélos. L'objectif affiché de cet allotissement est notamment de "permettre les conditions d'une concurrence juste". "L'objectif n'est pas de faire des économies mais de faire mieux au juste prix" a indiqué Bruno Bernard, président de la Métropole de Lyon et du SYTRAL. Trois mastodontes des transports publics devraient être candidats pour l'attribution des deux marchés. Un même opérateur peut être choisi pour les deux lots. Le contrat de délégation de service public actuel avec KEOLIS Lyon a été prolongé de 6 mois pour permettre de préparer au mieux les conditions de mise en place de l'allotissement. Parmi les candidats, la RATP, à travers sa filiale RATPdev. Amérique, Europe, Afrique, Moyen-Orient, Asie : RATP Dev est présent dans 14 pays. Le groupe gère des réseaux à Alger, Doha, Séoul, Casablanca ou Valenciennes... Nous avons rencontré les deux représentants de la RATP, déjà installés à Lyon pour peaufiner leurs offres. Philippe Ratto est directeur de l'offre sur le lot "bus et trolley". Arnaud Legrand est, lui, en charge du lot "métro, tramway et funiculaire". David Scorey leads Keolis North America working with agencies across the U.S. and Canada. From starting in the trenches in the UK's rail sector to managing the MBTA commuter rail contract, and now CEO of Keolis North America, David keeps his sights on what's important to agencies and riders. David looks at transit holistically, like how he views accessibility: "When I talk about accessibility, many people think of step-free access, you know, elevators and things like that. And of course, that's an important part of it, but accessibility is more than that to me; it's about what we can do to take away the mystique of every journey and make it again, as easy as possible for people to travel and encourage that travel." David leverages Keolis worldwide to both learn from other regions, but also help other regions learn from North American examples too. The Keolis KPI room is a key part of keeping sight of what's important to riders--safe, efficient journeys--and agencies--On Time Performance, budgets, and improving the transit system overall. The KPI room gives everyone at Keolis, regardless of where in the world they work, a north star for what they are working on. La investigació de la gendarmeria continua després de la descoberta d'un cadàver, ahir al matí, a Trullarsun home de 32 anys, sense domicili fix. Un sospitós va ser arrestat ahir. És un habitant de Trullars que suposadament hauria allotjat la víctima al seu domicili. La CGT ha reaccionat a la designació de la companyia Keolis per fer-se càrrec del transport públic a la comunitat urbana de Perpinyà Mediterrani. El sindicat vol mostrar la seua oposició a qualsevol Delegació de Servei Públic que tindria per objectiu la rendibilitat posant en concurrència els treballadors entre ells.
