C dans l'air, l'invité du 16 septembre : Jean Pisani-Ferry, professeur d'économie à Sciences Po Paris, à l'Institut Bruegel à Bruxelles et au Peterson Institute for International Economics de Washington. Le Premier ministre Michel Barnier n'a pas transmis vendredi le projet de budget 2025 au Haut Conseil des finances publiques. Organisme indépendant placé auprès de la Cour des comptes, "le Haut Conseil des finances publiques rend obligatoirement un avis sur les projets de loi financiers", notamment ce projet de loi de Finances pour l'an prochain. Pour le premier président de la Cour des comptes Pierre Moscovici, "il y a urgence" à réduire les déficits publics au risque que la France soit plongée dans une situation budgétaire "dangereuse" et finisse par devenir alors "un pays impuissant". Il appelle l'exécutif à construire "un vrai projet de loi de Finances", qui soit "sérieux", quitte à prendre quelques jours de plus, affirmant que "le prochain budget sera sans doute le plus délicat de la Ve République".Parallèlement, l'Union européenne a subi un décrochage économique par rapport aux Etats-Unis. Pour améliorer sa compétitivité et combler ce fossé, l'Union européenne devrait "continuer à émettre des instruments de dette communs pour financer des projets d'investissement communs". L'ancien Premier ministre italien et ex-président de la Banque Centrale Européenne Mario Draghi a rendu son rapport sur la compétitivité de l'Europe. Selon lui, "nous avons atteint le point où, si nous n'agissons pas, nous devrons compromettre notre bien-être, notre environnement ou notre liberté". Pour l'ancien président de la Banque centrale européenne, l'Union européenne doit réaliser à l'avenir 800 milliards d'euros d'investissements supplémentaires par an – l'équivalent de 5 % de son produit intérieur brut –, soit environ trois fois le plan Marshall (entre 1 % et 2 % du PIB en investissements annuels dans l'après-guerre).Jean Pisani-Ferry reviendra sur l'urgence du futur gouvernement de Michel Barnier de réduire les déficits et sur le rapport sur la compétitivité et l'avenir de l'Europe remis à la Commission européenne il y a quelques jours.
