Armēnijas, Azerbaidžānas un ASV līderi Baltajā namā paraksta kopīgu deklarāciju par mieru. Pasaule gaida Donalda Trampa un Vladimira Putina plānoto tikšanos Aļaskā 15. augustā. Politiskās aktvitātes Amerikas Savienotajās Valstīs. Pasaules aktualitātes analizē Austrumeiropas politikas pētījumu centra pētnieks Armands Astukevičs un domnīcas "Ziemeļeiropas politikas centrs" direktors Artis Pabriks. Kurš kuru iztestēs? Pagājušo piektdien, 8. augustā, kad izbeidzās prezidenta Trampa izsludinātais termiņš, kurā Krievijai bija jāpārtrauc karadarbība, Vladimirs Putins saņēma ilgi kārotu balvu – uzaicinājumu uz galotņu tikšanos ar Savienoto Valstu prezidentu, pie tam vēl amerikāņu teritorijā. Protams, Ankoridža nav Vašingtona, bet vēl pagājušogad ap šādu laiku tāds divu valstu līderu samits būtu neiedomājams. NATO ģenerālsekretārs Marks Rite optimistiski izsakās, ka Tramps šo piektdien, 15.augustā, dosies uz Aļasku, lai klātienē beidzot īsti un neatgriezeniski testētu Putina patieso gatavību mieram, jo tikai viņš – Tramps – to spējot. Tikām skeptiķi jautā, ko gan jaunu ASV prezidents cer atklāt agresorvalsts līdera pozīcijā, kas līdzšinējos mēnešos iezīmējusies vairāk vai mazāk kompakta, proti, Putins vēlas teritoriāli un suverenitātes ziņā apcirptu Ukrainu un ērtu tramplīnu turpmākai agresijai. Pagājušās nedēļas otrā puse pagāja intensīvā komunikācijā starp Vašingtonu un Eiropas valstu vadītājiem, iezīmējot aprises tam, ko pirms nedēļas Kremlī izrunājis Trampa īpašais sūtnis Stīvens Vitkofs. Viena konkrēta detaļa ir Ukrainas spēku atvilkšana no krievu vēl neieņemtās Doņeckas un Luhanskas apgabalu daļas kā priekšnoteikums uguns pārtraukšanai. Šādu iespēju kā nepieņemamu un no Ukrainas viedokļa antikonstitucionālu jau noraidījis prezidents Volodimirs Zelenskis. Donalds Tramps pagājušajās dienās vairakkārt izteicies par kādu „teritoriju apmaiņu” starp pusēm, lai gan nav skaidrs, kas pret ko varētu tikt mainīts. Iespējams, kā „apmaiņa” varētu tikt traktēta Kremļa atteikšanās no vēl neiekarotajām Hersonas un Zaporižjes apgabalu daļām, kuras tā jau paguvusi pasludināt par savu teritoriju. Eiropas līderi dažādos formātos uzteikuši Vašingtonas centienus miera labā, taču atgādinājuši vispārzināmo – nekāda vienošanās par Ukrainu nav slēdzama bez Ukrainas un starptautiski atzītas valstu robežas nav maināmas ar militāras agresijas līdzekļiem. Pēdējā deklarācija šai sakarā bija Eiropadomes 12. augusta paziņojums, zem kura, kas zīmīgi, trūkst Ungārijas premjerministra Viktora Orbana paraksta. Eiropas galvaspilsētās acīmredzami nav pārliecības, ka piektdien Ankoridžā nenotiks kāda būtiska piekāpšanās agresorvalstij, piemēram, Baltā nama saimnieka pausta gatavība atzīt Krimu par Krievijas sastāvdaļu. Tā vien šķiet, ka Donalds Tramps uz Aļasku dodas nevis testēt, bet gan lai tiktu testēts. Aizkaukāza mezgls atraisīts? Smaidi un rokasspiedieni – tādu saulainu ainu pasaules mediju fotogrāfi fiksēja 8. augustā Baltajā namā, kur tika parakstīta Armēnijas, Azerbaidžānas un Savienoto Valstu trīspusējā deklarācija par mierīgu noregulējumu teju četras desmitgades konfliktējušo Aizkaukāza valstu starpā. Kā zināms, faktisko konflikta iznākumu noteica Azerbaidžānas militārais pārākums, kas ļāva tai 2023. gada septembrī pārņemt savā kontrolē Kalnu Karabahas jeb Arcakhas reģionu. Šo vēsturisko armēņu zemi padomju vara iekļāva toreizējā Azerbaidžānas PSR kā autonomu republiku, tātad no starptautiski atzīto robežu viedokļa tā ir Azerbaidžānas daļa, tomēr 90. gadu pirmajā pusē notikušā Pirmā Kalnu Karabahas kara rezultātā tā palika faktiskā Armēnijas kontrolē. Kalnu Karabahas atkarošana izraisīja praktiski visu armēņu tautības iedzīvotāju, apmēram simts tūkstošu, bēgšanu uz Armēnijas pamatteritoriju. Sekoja sarunu process, kas, lielā mērā pateicoties Armēnijas premjerministra Nikola Pašinjana gatavībai uz kompromisu, šī gada martā noslēdzās ar vienošanos par starptautiski atzīto robežu atjaunošanu un savstarpējo pretenziju noregulēšanu abu valstu starpā. Pagājušajā piektdienā Vašingtonā tika likvidēts vēl viens nozīmīgs domstarpību avots – jautājums par t.s. Zangezuras koridoru, plānotu transporta savienojumu cauri Armēnijas teritorijai starp Azerbaidžānu un tās rietumu eksklāvu Nahčivanas Autonomo republiku. Iepriekš Azerbaidžānas līderis Ilhams Alijevs draudējis izlauzt ceļu uz eksklāvu ar militāru spēku, bet nu šāda iespēja acīmredzot ir novērsta. Koridora sakarā būtiska loma paredzēta Savienotajām Valstīm, kas ieguvušas ekskluzīvas tiesības uz 99 gadiem tā attīstīšanai. Parakstīšanas ceremonijas laikā Azerbaidžānas prezidents Alijevs nāca klajā ar priekšlikumu nodēvēt koridoru par „Trampa Starptautiskā miera un labklājības trasi”. Pret koridora attīstīšanu jau krasi iebildusi Irāna, kuras robežas tiešā tuvumā tas atrodas, nodēvējot to par potenciālu Rietumu agresijas instrumentu un solot bloķēt. Atturīgi pozitīvi Armēnijas un Azerbaidžānas vienošanos raksturojusi Krievija, par spīti tam, ka vienošanās apliecina nepārprotamu Maskavas ietekmes sarukumu reģionā. Kā norāda analītiķi, aiz Kremļa ārēji rāmās retorikas varētu slēpties pretdarbības plāni, kas, visdrīzāk, būs saistīti ar mēģinājumiem balstīt premjerministram Pašinjanam naidīgus spēkus Armēnijas iekšienē. Tiešā prezidenta pārvalde Vašingtonā 3. augustā Vašingtonā notika nenozīmīgs krimināls starpgadījums: apmēram desmit pusaudži uzbruka diviem vīriešiem nolūkā nolaupīt viņu automašīnu un nodarīja viņiem miesas bojājumus. Uzbrucēji, cik noprotams, nebija bruņoti un aizmuka, tiklīdz tuvumā parādījās policija. Viens no uzbrukumā cietušajiem izrādījās agrākais Valdības efektivitātes departamenta darbinieks, un tas, acīmredzot, ir rosinājis prezidentu Trampu bezprecedenta rīcībai – Vašingtonas policijas pārņemšanai tiešā federālās valdības kontrolē un papildināšanā ar Nacionālās gvardes un Federālā izmeklēšanas biroja spēkiem. Kā zināms, Savienoto Valstu galvaspilsēta un tās tuvākā apkārtne veido īpašu administratīvu vienību – Kolumbijas apgabalu. 1973. gadā pieņemtais Likums par Kolumbijas apgabala pašpārvaldi nosaka, ka prezidentam ir tiesības īpaši kritiskā situācijā uz divām diennaktīm ar vienpersonisku lēmumu pārņemt apgabala policiju savā kontrolē, ar iespēju pagarināt šo situāciju vēl uz mēnesi saziņā ar atbildīgo Kongresa komiteju vadību un locekļiem. Ilgāk par mēnesi tas iespējams tikai tad, ja Kongress pieņem attiecīgu likumu. 11. augustā notikušajā preses konferencē Baltā nama saimnieks paziņoja: „Mūsu galvaspilsētu ir pārņēmušas vardarbīgas bandas un asinskāri noziedznieki, klejojoši mežonīgu jauniešu pūļi, narkotiku apreibināti maniaki un bezpajumtnieki.” Viņš turpināja: „Es paziņoju par vēsturisku rīcību, lai glābtu mūsu valsts galvaspilsētu no noziedzības, asinsizliešanas, haosa un netīrības, un vēl kā ļaunāka.” Protams, kā ikvienā lielā pilsētā, arī Vašingtonā pastāv noziedzības problēmas, taču, spriežot pēc statistikas, situācijai pēdējos gados bijusi tendence uzlaboties. Tomēr statistika nav prezidenta Trampa iemīļota joma, kamēr efektīga varas mehānismu darbināšana – ir. Tagad nu Vašingtonas policija domā, kā iekļaut savā sistēmā federālos aģentus, kuriem lielākoties nav nedz pieredzes, nedz iemaņu kārtībnieku ikdienas funkciju veikšanā. Katrā ziņā ne vien prezidenta retorika, bet arī viss pasākums šķiet pārspīlēts un jau atkal liek runāt par autoritārisma tendenci un tieksmi uz pārmērīgu varas līdzekļu lietošanu. Aizvadītajos Donalda Trampa varas mēnešos šādu precedentu ir jau vesela sērija, sākot ar regulārā karaspēka nosūtīšanu uz Meksikas robežu, beidzot ar neseno kriminālizmeklēšanas uzsākšanu pret prezidenta Obamas administrācijas darbiniekiem, kuri it kā esot fabricējuši pierādījumus par Krievijas iejaukšanos 2016. gada prezidenta vēlēšanās. Tiek arī bilsts, ka patiesais visas pašreizējās spilgtās rosības iemesls ir vēlēšanās novērst elektorāta uzmanību no solītās bet nenotikušās Džefrija Epstīna lietas materiālu publiskošanas, un FIB aģenti no Vašingtonas ielām pēc pāris nedēļām klusi izkūpēšot, līdzīgi kā pirms laiciņa jūras kājnieki no Losandželosas parkiem un bulvāriem. Die Beteuerung „Tierschutz ist nicht teilbar“ aus der Feder einer Jagdzeitschrift ist nicht überzeugend. Vispirms bija tikšanās ar Eiropas Komisijas prezidenti Urzulu fon der Leienu Tērberijā, Skotijas rietumu piekrastē, tās finālā paziņojot par noslēgto tirdzniecības vienošanos starp Briseli un Vašingtonu. Daži iztēlo notikušo kā Eiropas kapitulāciju, kas gan ir krietni izkāpināts vērtējums. Eiropai nāksies samierināties ar 15% ievedmuitas tarifu, pie tam nepiemērojot nekādu bāzes tarifu amerikāņu importam, taču nav piepildījušās drūmākās prognozes, kas saistījās ar krietni lielākiem tarifiem Eiropas automobiļu, lidmašīnu un pusvadītāju eksportam. Tāpat Eiropa apņēmusies līdz Trampa prezidentūras termiņa beigām importēt amerikāņu naftu, sašķidrināto gāzi un citus energoresursus 750 miljardu eiro vērtībā, kā arī papildus investēt Savienotājās Valstīs 600 miljardus. Ja par pirmo apņemšanos tiek teikts, ka tā nav reālistiska, ciktāl tas nozīmētu, ka amerikāņiem būtu jānovirza praktiski viss savs pašreizējais attiecīgo energoresursu eksports tikai uz Eiropas Savienību, tad otrās apjomi neko daudz nepārsniedzot domājamo investīciju summu, kādu Eiropas uzņēmumi arī bez īpašas vienošanās varētu ieguldīt Savienotajās Valstīs. Vispārējais secinājums ir, ka vienošanās, protams, nav vienlīdzīga, tomēr tā no Eiropas puses esot pieņemama cena par izvairīšanos no tirdzniecības kara ar amerikāņiem. No Tērberijas prezidents un golferis, britu premjera Kīra Stārmera pavadīts, pārcēlās uz Aberdīnas apkārtni Lielbritānijas pretējā krastā, kur atklāja jaunu golfa laukumu savā Balmedī klubā. Pirmdien, 28. jūlijā, pirms doties pāri okeānam, viņš pārsteidza žurnālistus ar jaunu pavērsienu Krievijas sakarā, pasludinot, ka atceļ iepriekš līdz septembra sākumam noteikto termiņu, kurā Putinam vajadzēja vienoties ar Ukrainu par karadarbības pārtraukšanu. Tagad viņš dodot Krievijas vadonim vēl desmit līdz divpadsmit dienas, pirms ieviesīšot smagus sekundāros tarifus Krievijas energoresursu patērētājiem. Atgriezušos no šī brauciena, Baltā nama saimnieku sagaida pašmāju aktualitātes, kurās pēdējās nedēļās dominē t.s. „Epstīna faili”. Uzņēmējs Džefrijs Epstīns 2019. gada jūlijā izdarīja pašnāvību cietuma kamerā, kur bija nonācis kā aizdomās turētais par nepilngadīgo iesaistīšanu prostitūcijā. Versijas, ka Epstīna lietas izmeklēšanas materiālos atrodamas ziņas par pedofilu tīklu, kuram pieder ne viens vien nīstās politiskās elites pārstāvis, ieņem svarīgu vietu MAGA kustības folklorā. Tramps, priekšvēlēšanu kampaņas laikā uzturējis spēkā priekšstatu, ka ievēlēšanas gadījumā raus priekškaru šiem derdzīgajiem noslēpumiem, nesen lika daudziem no attiecīgās publikas vilties, kad paziņoja, ka „failos” neesot ko redzēt un visa šī lieta esot viņa ienaidnieku demokrātu sagudrojums. Tikām presē ir nonākušas ziņas, ka izmeklēšanas materiālos figurējot arī paša prezidenta vārds. Ziedi noziedzniecei Šobrīd Ženēvā notiek starptautiskās nevalstiskās organizācijas Starpparlamentu savienība rīkotā 6. Vispasaules parlamentu priekšsēžu konference un ar to saistītais 15. Parlamentu priekšsēžu – sieviešu samits. Daudzi no pasākuma dalībniekiem, jādomā, bija šokēti, kad tajā uzradās arī visai respektabla Krievijas Federācijas delegācija ar Federālās Sapulces priekšsēdētāju Valentīnu Matvijenko priekšgalā. Kā liecina reportāžas, ierodoties Ženēvā, Matvijenko kundze sagaidīta ar ziediem. Gan pati agresorvalsts parlamenta spīkere, gan divi citi delegācijas locekļi – Krievijas Liberāldemokrātiskās partijas līderis Leonīds Sluckis un Krievijas Valsts Domes (parlamenta apakšpalātas) priekšsēža vietnieks Pjotrs Tolstojs – ir pakļauti personālām sankcijām, tai skaitā iebraukšanas liegumam Šengenas zonā, par lomu, kāda viņiem bijusi Krievijas agresijas atbalstīšanā un politiskajā nodrošināšanā. Matvijenko paraksts ir uz attiecīgā Federālās Sapulces lēmuma par Krimas aneksiju 2014. gadā un balsojuma protokola, ar kuru Putinam tika dota „zaļā gaisma” iebrukumam Ukrainā. Ja Šveices valdībai kā pasākuma uzņemošajai pusei teorētiski bija tiesības pieļaut izņēmumu sankciju piemērošanā, tad Itālijas valdībai, kura ļāvusi Krievijas valdības lidmašīnai šķērsot savu gaisa telpu, šādi rīkoties nebija pat formāla pamata. Tikusi pie vārda konferencē, Matvijenko lika klātesošajiem uzklausīt kārtējās pasāžas par tēmu „astoņus gadus bumboja Donbasu” un citus Krievijas propagandas pekstiņus. Daudzi delegāti vairījušies nonākt ar skandalozo viešņu kopīgās oficiālās fotogrāfijās, kā arī pagodināt ar savu klātbūtni viņas uzstāšanās. Ka izteicies Ukrainas Ārlietu ministrijas oficiālais pārstāvis Heorhijs Tihijs, viņa valsts nenogurstoši strādāšot, lai organizētu šai dāmai vēl vienu braucienu – uz Hāgu, kur drīz sāks darbu Īpašais Tribunāls agresijas noziegumam pret Ukrainu. Gruzija puspagriezienā pret Rietumiem  Raksturojot pašreizējā Gruzijas režīma ģeopolitisko orientāciju, nebūtu gluži pareizi sacīt, ka oficiālā Tbilisi ir pagriezusi Rietumiem muguru. Šobrīd Gruzijā norit militārās mācības ar divu tūkstošu NATO dalībvalstu un partnervalstu karavīru, tai skaitā apvienotās Lietuvas-Polijas-Ukrainas brigādes, tāpat Vācijas, Rumānijas, Moldovas u.c. vienību līdzdalību. Apņemšanās virzīties uz iestāšanos Ziemeļatlantijas aliansē joprojām nav svītrota no Gruzijas konstitūcijas. Tajā pat laikā vēl šomēnes Eiropas Parlamentam nācās pieņemt skarbi nosodošu rezolūciju par Gruzijas pašreizējās varas rīcību. Jūnija nogale iezīmēja juridisku izrēķināšanos ar redzamākajiem Gruzijas opozīcijas līderiem. Bijušais partijas Apvienotā nacionālā kustība vadītājs Nika Melija saņēmis astoņus mēnešus cietumā, viņa partijas biedrs Givi Targamadze – septiņus mēnešus, vēl četri citi opozīcijas spēku līderi – līdzīga apjoma cietumsodus. Apsūdzības saturs visiem vienāds: atteikšanās liecināt t.s. Culukiani komisijai – Gruzijas parlamentā izveidotai pagaidu izmeklēšanas komisijai deputātes Tejas Culukiani vadībā, kurai jāizvērtē nelikumības, kuras it kā notikušas prezidenta Miheila Saakašvili varas periodā. Vēl viens opozīcijas līderis Nika Gvaramija, kā arī kādreizējais iekšlietu ministrs Iraklijs Okruašvili atrodas pirmstiesas apcietinājumā. Pašam eksprezidentam Saakašvili šī gada martā tiesa par it kā veiktu valsts līdzekļu izšķērdēšanu piesprieda deviņus gadus cietumā, tādējādi par trīs gadiem pagarinot jau agrāk piespriesto cietumsodu, kā arī gandrīz simt tūkstošu eiro naudas sodu. Aiz restēm atrodas arī daudzi pagājušā gada nogalē notikušo protestu dalībnieki – daži vēl pirmstiesas izmeklēšanā, citi jau notiesāti, tai skaitā ar vairāku gadu ieslodzījuma termiņiem. Eiropas Savienības institūcijas piedraudējušas Tbilisi, ka varētu tikt pārskatīts līdzšinējais bezvīzu režīms ieceļošanai savienībā. Šādu lēmumu Eiropadome var pieņemt ar kvalificēto balsu vairākumu, kamēr kādas skarbākas sankcijas, kā aktīvu iesaldēšana, visdrīzāk bloķētu Eiropas kvazidemokrātu duets Viktors Orbans un Roberts Fico. Tiesa, ir pazīmes, kas liecina, ka Gruzija nav gluži kurla pret Briseles toņa maiņu. Pēdējās dienās atlikta lēmumu pasludināšana pāris protestu dalībnieku prāvās, tāpat vairākiem notiesātajiem opozīcijas līderiem doti mājieni, ka prezidents Miheils Kavelašvili varētu viņus apžēlot, ja viņi apņemtos neboikotēt oktobrī paredzētās pašvaldību vēlēšanas.   Sagatavoja Eduards Liniņš.

On this episode of Basic Folk, Kora Feder talks about her new album, 'Some Kind of Truth,' as well as reflecting on the incredible changes and growth she's experienced since we last spoke in February 2020. One of the impacts of the pandemic on her music career was the necessity of exploring other artistic ventures like crafting hats and lino-cutting. She relocated from Philly to California, finally settling in Detroit. Daughter of songwriter Rita Hosking, Kora went slightly viral during the height of COVID lockdowns thanks to her song "In a Young Person's Body." In the poignant composition she pays tribute to John Prine and old friends she hasn't spoken to in years – and captured that lonesome feeling of the pandemic incredibly well.Elsewhere in our conversation, Kora also discusses the passing of her grandparents, who she moved back to California to be with before they died. Their lives and deaths deeply influenced the new record. She opens up about the nuances of her gender identity, the importance of historical friendships that allow for unfiltered creativity, and her approach to writing both personal and political songs. We go through many of the tracks on the new project, including what I think is the best break-up song I've ever heard, "Paragraphs." Kora Feder is a really incredible leave-you-breathless songwriter, particularly with her political writing. Und doch war der Schweizer Komponist ein hochgeschätzter Zeitgenosse von Mendelssohn und Brahms, letzterer empfahl ihn sogar persönlich seinem Verleger. Klaviermusik aus seiner Feder gibt es auf der jüngsten CD der Pianistin Anna Reichert kennenzulernen, die auch heute wieder Michael Gmasz näher vorstellt.Geboren in Winterthur, stammte Johann Carl Eschmann aus einer musikalischen Familie. Studiert hat er am renommierten Leipziger Konservatorium, unter anderem bei Felix Mendelssohn-Bartholdy und Ignaz Moscheles. Darüber hinaus pflegte Eschmann enge Kontakte zu bedeutenden Musikern seiner Zeit – darunter Richard Wagner, der ihm eine Serenade widmete, und Johannes Brahms, der ihn geschätzt und sogar seinem Verleger Simrock empfohlen hat. Und doch ist es ihm ähnlich ergangen, wie so vielen anderen auch. Er ist mehr oder weniger in Vergessenheit geraten. Seine Musik? Fein ziseliert, lyrisch, zurückhaltend – beeinflusst von Robert Schumann und seinem Lehrer Mendelssohn-Bartholdy. Seiner Wiederentdeckung hat sich nun die junge Schweizer Pianistin Anna Reichert verschrieben.Auf ihrem neuen Album „Licht und Schatten“ präsentiert Reichert eine Auswahl von Eschmanns Klavierwerken. Und das tut sie mit einer Hingabe, die berührt: charmant, nuancenreich, mit spürbarer Vertrautheit zur Musik. Jeder Ton wirkt durchdacht, jeder Phrasierungsbogen liebevoll gestaltet. Besonders hervorzuheben ist die Suite Licht und Schatten op. 62, die mit poetischen Titeln wie Sommernacht in der Veranda (am Zürichersee), Durch Wald und Flur oder Phantome eine fast bildhafte Klangwelt eröffnet. Auch die Werke aus den Zyklen Grillenfang, Trösteinsamkeit und Frühlingsblüten zeigen Eschmanns Gespür für Stimmungen und musikalische Miniaturen. Ihre intensive Beschäftigung mit ihrem Landsmann Eschmann drückt Anna Reichert auch im selbstverfassten Beihefttext aus, in dem sie uns den Komponisten auch persönlich ein wenig näherbringt. Die Story ist, wie man es von Kojima erwartet, ein verschachteltes, emotionales und philosophisches Epos, das den Spieler bis zum Schluss fesselt – auch wenn die schiere Menge an Handlungssträngen und Wendungen manchmal etwas überfordernd wirken kann. Die langen Zwischensequenzen und das teils gemächliche Erzähltempo könnten manchen Spielern zu viel sein. Wer sich jedoch auf dieses einzigartige Abenteuer einlässt, wird mit einem unvergesslichen Erlebnis belohnt, das zum Nachdenken anregt und in der aktuellen Gaming-Landschaft seinesgleichen sucht.
