The world economy is still globalised, at least for the moment. But superpower rivalry and the decay of global rules and norms mean that geopolitical tensions are deepening and global maritime trade is being caught in the crossfire, both literally and figuratively. Some of this is happening in plain sight. In the Red Sea, the Houthis redirected maritime trade and the combined naval forces of Europe, the US, UK and Israel were unable to convince the majority of global shipping that freedom of navigation had been maintained. In the Baltic, coastal states are publicly threatening to detain ships considered to be an environmental or security threat as a shadow-war of pipeline and cable sabotage plays out beneath the waves. Strategic choke points from the Arctic to the Panama Canal are subject to daily diplomatic spats, and harassment of merchant shipping in the Taiwan Strait, the Black Sea and the South China Sea is now considered so routine that incidents are barely reported. Behind closed doors, meanwhile, a legal and diplomatic war is being waged to redefine the very concept of international rules that allow ships to trade internationally. Trade lanes on the oceans are a contested zone for the first time since the Cold War. The very concept of freedom of navigation — a legal principle that states that ships from any country have the right to sail freely in international waters — is under attack. The gang is back! For the sequel to Eddie Murphy's nutty and crazy professor movie, The Nutty Professor 2! In this movie we see Sherman getting ready to get married to none other than Michael Jackson's sister! Janet Jackson stars in this hilarious comedy sequel. Professor Sherman Klump has created a new de-aging formula. He is also in love with DNA researcher, Denise Gaines, developer of a method to isolate genetic material. Despite his good fortune, Sherman's id alter ego, Buddy Love, has taken to sporadically controlling Sherman's body. Sherman becomes determined to permanently rid himself of Buddy when his antics corrupt Sherman's attempted proposal to Denise into a mortifying display of perversion. Despite his assistant, Jason, warning him of potential consequences, Sherman uses Denise's methodology to isolate and remove the DNA where Buddy has manifested. However, the Buddy genetic material grows into a sentient being when a hair from Jason's Basset Hound, Buster, accidentally lands in it. Sherman apologizes to Denise and they become engaged. Later, Dean Richmond informs them that Phleer Pharmaceuticals has offered Wellman College $150 million for the youth formula. Sherman and Denise then encounter the newly reformed Buddy at a movie theater. Buddy pickpockets Sherman and learns of the $150 million offer. He subsequently visits the pharmaceutical company, making a rival bid of $149 million with Leanne Guilford, President of Acquisitions, for the youth formula. Sherman learns that the extraction has altered his body chemistry and that he is losing his intelligence. Realizing he needs to keep the youth formula out of Buddy's hands, Sherman stashes it at his parents' home. Sherman's sexually frustrated father Cletus accidentally drinks some of the youth formula. He goes out for a night on the town and attempts to seduce his wife and Sherman's mother, Anna, but she is horrified. Buddy witnesses Cletus changing and realizes that the youth formula is being stored in the Klump household. Meanwhile, Sherman's condition causes him to act like a fool in front of Denise's parents, concerning her. Buddy steals some of the youth formula from the Klump household, filling the vial the rest of the way with fertilizer. This sabotage causes chaos at a demonstration the next day as Petey, the male hamster Sherman uses to demonstrate the formula, mutates into a giant monster who rapes Richmond as he is trying to escape under a fur coat, as Petey confuses him for Molly, the female hamster that escaped during the event. The humiliated and enraged Richmond fires Sherman, who soon learns from Jason that his brain's deterioration has worsened, so he decides to break up with Denise. Cletus consoles a depressed Sherman, and inadvertently gives him the solution to regaining his intelligence: getting Buddy Love back into his DNA. Meanwhile, a worried Denise discovers what has happened and that Sherman's brain damage is progressing. With Cletus' help, Denise goes after him. Sherman takes advantage of the canine DNA crossed with Buddy's and throws the tennis ball to distract him. Buddy catches the ball in his mouth, and the youth formula transforms him back into a glowing mass of sentient genetic material. Sherman chases the genetic material, intent on drinking it to correct his condition. However, it evaporates on the edge of a fountain before he can. Cletus and Denise arrive too late to save him, and Denise breaks into tears, which hit the genetic material and fall into the fountain. As they go to leave, Sherman looks into the fountain, remarking that it is "pretty". Seeing the water is glowing, Denise realizes the genetic material has reconstituted thanks to her tears and that if Sherman drinks the fountain water, he will be restored to normal. When he drinks it, he is able to restore his intelligence. Sherman and Denise later get married, while Cletus and Anna reconcile with each other.

Cas Mudde, one of the world's leading experts in the study of populism and far-right politics, joins us this week to discuss the tensions between populism and democracy, and why populism has increased around world in recent years.Mudde is the Stanley Wade Shelton UGAF Professor in the School of Public and International Affairs at the University of Georgia and a Professor II in the Center for Research on Extremism (C-REX) at the University of Oslo. His research agenda aims to address the question: how can liberal democracies defend themselves against political challenges without undermining their core values?  Mudde visited Penn State in October 2023 to give the keynote lecture at the Populism, Piety, and Patriotism conference organized by the McCourtney Institute for Democracy.

About the lecture We hear so much about human-caused climate change threatening our lives. Often, any disaster including conflict is linked to climate change. Without doubt, we are changing the world's climate quickly and substantively. Many disasters, though, are much more a result of other human decisions about where people live, or are forced to live, and the options they have, or do not have, for helping themselves to avoid calamity. In so many situations, disasters could be avoided, no matter what the climate is doing or what we are doing to the climate. In other instances, human-caused climate change is leading to disasters with the only disaster prevention option being for us to stop changing the climate. This talk explores the differences and nuances, demonstrating how much we could do to avoid disasters, including conflict, while also stopping human-caused climate change. Gilbert Laporte is Professor Emeritus at HEC Montréal. He obtained his Ph.D. in Operational Research at the London School of Economics in 1975. He was Professor of Operational Research at HEC Montréal and Canada Research Chair in Distribution Management until August 2020. He is now Professor at the School of Management of the University of Bath, United Kingdom, and Professor II at Molde University College, Norway. He is also Honorary Visiting Professor at the University of Liverpool, and Distinguished Professor at the Eindhoven University of Technology. He is a member of the Interuniversity Research Centre on Enterprise Networks, Logistics and Transportation (CIRRELT) and founding member of the Group for Research in Decision Analysis (GERAD). He has been Editor of Transportation Science, Computers & Operations Research and INFOR. He has authored or coauthored more than 20 books and 600 scientific articles in combinatorial optimization, mostly in the areas of vehicle routing, location, districting and timetabling. Gilbert Laporte has received many scientific awards including the Pergamon Prize (UK) in 1987, the 1994 Award of Merit from the Canadian OR Society (CORS), and the CORS Practice Prize on four occasions. In 1999, he obtained the Jacques-Rousseau Prize for Interdisciplinarity from the Association canadienne-française pour l'avancement des sciences (Acfas), and the President's Medal from the Operational Research Society (UK). In 2001, he was awarded the Grand Prize for Teaching Excellence by HEC Montréal. He has been a Fellow of the Royal Society of Canada since 1998, and a Fellow of INFORMS since 2005. In 2005, he was the co-winner of the Glover-Klingman Prize. In 2007 he was awarded the Innis-Gérin Medal from the Royal Society of Canada. In 2009 he received the Gérard-Parizeau Award, he was inducted as the 42nd Honorary Member of the INFORMS International Omega Rho Society, and he received the Robert Herman Lifetime Achievement Award in Transportation Science from the Transportation Science and Logistics Section of INFORMS. In 2012, he won the Pierre-Laurin Award from HEC Montréal for his overall career research achievements. In 2014, he was the co-winner of the FICO Global “Optimize the Real World” contest and he received the Lifetime Achievement in Location Analysis Award from the INFORMS Section on Location Analysis. In 2016 the Eindhoven University of Technology awarded him a Doctorate honoris causa and he received the Acfas Urgel-Archambault Prize in physical sciences, mathematics, computer science or engineering. He obtained the FRQNT 2016-2017 Excellence Award. In 2018, he received a Doctorate honoris causa from the Université de Liège, as well as the Marie-Victorin prize awarded by the Quebec government to a researcher in engineering or natural sciences. He also became a member of the Order of Canada. In 2019, he was elected international member of the National Academy of Engineering (USA) and he became a fellow of the EURO Working Group on Vehicle Routing and Logistics Optimization. In 2020 he was named Member Emeritus of CORS. In 2021 he won the Killam Prize in Engineering and he received a Doctorate honoris causa from the Norwegian University of Science and Technology, Trondheim, Norway. In 2022 he received the Euro Gold Medal from the Association of European Operational Research Societies, he was a co-winner one of the SEIO-BBVA Foundation prizes and of the Goodeve Medal awarded by the British OR Society.

Today I speak with disaster research polymath Ilan Kelman about COVID-19 and disaster diplomacy.Ilan Kelman is Professor of Disasters and Health at University College London, England and a Professor II at the University of Agder, Kristiansand, Norway. His overall research interest is linking disasters and health, including the integration of climate change into disaster research and health research. That covers three main areas: (i) disaster diplomacy and health diplomacy; (ii) island sustainability involving safe and healthy communities in isolated locations and (iii) risk education for health and disasters

Professor Janine Illian joined the University of Glasgow as Chair in Statistical Sciences in 2019. Prior to this, she was a senior lecturer in statistics and Head of Statistics, within the School of Mathematics and Statistics at the University of St Andrews. She held a Professor II position at the Norwegian University of Science and Technology, Trondheim, 2013-2016. Her work focuses on spatial point process methodology and she is the author of “Statistical Analysis and Modelling of Spatial Point Patterns” (Wiley, 2008), which has become a standard work on point process modelling since its publication. Her research profile focuses on the development of modern, realistically complex, spatial statistical methodology that is both computationally feasible and relevant to end-users. She has taken spatial point processes from the theoretical literature into the real world and encouraging statistical development by fostering strong relationships with the user community. Her research has impacted on spatial modelling and biodiversity research in the context of ecology, and she has diversified to applications in crime modelling, earthquake forecasting, environmental modelling and terrorism studies. In our conversation, we talk about spatial point modelling and its applications in the areas of ecology, orangutan populations, and COVID. Fraser’s work has been translated into more than twenty languages and was cited twice by the Brazilian Supreme Court (in decisions upholding marriage equality and affirmative action). She is currently working on a book called “Capitalism, Crisis, Critique: A Critical Theory for the 21st Century.”

Jorge Reina Schement became Rutgers Vice President of Institutional Diversity and Inclusion on July 1, 2013.  Previously he was Dean of the School of Communication & Information at Rutgers University from 2008 to 2013.   He is also Professor II in the Bloustein School of Public Policy, and in the Department of Latino-Hispanic Caribbean Studies. A Ph.D. from the Institute for Communication Research at Stanford University, and M.S. from the School of Commerce at the University of Illinois, he is author of over 200 papers and articles, with book credits including, Global Networks (1999/2002), Tendencies and Tensions of the Information Age (1997), Toward an Information Bill of Rights and Responsibilities (1995), Between Communication and Information (1993), Competing Visions, Complex Realities: Social Aspects of the Information Society (1988), The International Flow of Television Programs (1984),   Telecommunications Policy Handbook (1982), and Spanish-Language Radio in the Southwestern United States (1979). A Latino from South Texas, his research focuses on the social and policy consequences of the production and consumption of information, especially as they relate to ethnic minorities. His research has been supported by the Ford Foundation, Markle Foundation, Rainbow Coalition, Port Authority of NY/NJ, Federal Aviation Administration, Federal Communications Commission, National Science Foundation, Corporation for Public Broadcasting, Verizon, Lockheed-Martin.   He has received awards for his policy scholarship from the International Communication Association, University of North Carolina at Chapel Hill, Pace University, the University of Kentucky, UCLA, and Penn State.   Schement has served on the editorial boards of twelve academic journals, and has edited the Annual Review of Technology for the Aspen Institute.   He is editor-in-chief of the Encyclopedia of Communication and Information. His research contributed to a Supreme Court decision in Metro Broadcasting, Inc. v. F.C.C. et al. In 1994, he directed the F.C.C.'s Information Policy Project and conducted the original research that led to recognition of the Digital Divide. In 2008, he advised the F.C.C. Transition Team for the Obama administration. He introduced the idea of Universal Service as an evolving concept, a view adopted in the Telecommunications Act of 1996. The movement to integrate community museums, libraries, and public broadcasting as Partners in Public Service began in a project he co-directed. He conducted the first study of the impact of minority ownership in broadcasting, and authored the telecommunications policy agenda for the Congressional Hispanic Caucus.   He co-founded the Institute for Information Policy at Penn State Univ. Schement has served on advisory boards for the National Academy of Sciences, National Research Council, National Science Foundation, National Endowment for the Humanities, President's Council of Advisors on Science and Technology, Office of Technology Assessment, United States Commission on Civil Rights, Centers for Disease Control, Governor of California, Media Access Project, Libraries for the Future, Tomás Rivera Policy Institute, Center for Media Education, Internet Policy Institute, American Library Association, Minority Media Telecommunications Council, New Millennium Research Council, Open Society Institute, Advertising Council, Benton Foundation, Aspen Institute, MCI, Verizon, and Pew Project on Internet and American   Life.   He chaired the board of directors of TPRC Inc.
