Procurorii europeni au anunțat joi că sunt pe urmele unei fraude de peste o jumătate de miliard de euro, care implică „mai multe” grupuri mafiote. Este una dintre cele mai complexe acțiuni desfășurate de instituția condusă de Laura Codruța Kovesi. În același timp, arată și amploarea fenomenului de fraudare a TVA prin operațiuni transfrontaliere. Mai bine de 160 de percheziții au fost efectuate joi în mai multe țări, printre care Bulgaria, Croația, Cipru, Cehia, Italia, Luxemburg, Țările de Jos, Slovacia, Spania, precum și în țări din afara UE, a anunțat Parchetul European (EPPO), totul, în cadrul unei operațiuni cu numele de cod „Moby Dick”.Potrivit unor surse apropiate anchetei, aceasta a vizat unele dintre cele mai brutale grupuri mafiote, Camorra și Cosa Nostra din Italia, potrivit unei persoane familiarizate cu ancheta, citate de Politico.Este vorba despre o așa-numită operațiune de tip carusel.Suspecții au înființat companii în Italia și în alte state membre ale UE, precum și în țări din afara UE, pentru a comercializa mărfurile printr-un lanț fraudulos de comercianți care mai apoi dispar fără a-și îndeplini obligațiile fiscale. Alte companii din lanțul fraudulos solicită ulterior rambursări de TVA de la autoritățile fiscale naționale.Frauda tip carusel de TVA profită de normele UE privind tranzacțiile transfrontaliere dintre statele sale membre, deoarece acestea sunt scutite de taxa pe valoarea adăugată.Simplificând, totul pleacă de la o companie care acționează aparent în regulă într-un stat membru.Aceasta transmite bunuri către o companie din alt stat membru fără să plătească TVA. La un moment dat, în această schemă va interveni o firmă fantomă, care dispare. Și, în final, vom avea o companie care va solicita rambursarea TVA-ului ce nu a fost plătit niciodată.Însă grupările nu se mulțumesc doar să încaseze TVA-ul fraudat. Ele obțin și un profit suplimentar din plasarea bunurilor pe piață.Potrivit șefei EPPO, Laura Codruța Kövesi, „Moby Dick este o investigație definitorie pentru instituția europeană, întrucât demonstrează implicarea puternică a grupurilor criminale organizate în fraudarea bugetului UE.„Moby Dick” arată că nu există două lumi criminale separate, a adăugat Kövesi. „Lumea criminalilor cu adevărat răi și periculoși care fac contrabandă cu droguri, fac trafic de oameni pe de o parte; și lumea criminalilor cu guler alb, „doar” corupând și spălând bani, pe de altă parte.” Dincolo de pagubele colosale, aceste practci constituie amenințări la adresa securității interne a Uniunii Europene.Potrivit EPPO, Europa pierde în jur de 50 de miliarde de euro pe an din cauza acestui tip de criminalitate financiară, al operațiunilor de tip carusel. Sumele astfel câștigate ajung să finanțeze alte tipuri de activități criminale.Spre comparație, comerțul ilegal de droguri al blocului este evaluat la aproximativ 30 de miliarde de euro anual, potrivit Agenției UE pentru Droguri. Het gebruik van de Engelse taal is wijdverspreid op onze Hoge Scholen en Universiteiten en als het aan Minister van Onderwijs Eppo Bruins ligt wordt daar paal en perk aan gesteld. Dit wil hij bereiken door strengere voorwaarden te stellen aan opleidingen voor zij Engels als dominante taal mogen gebruiken.
Spraakmaker is Eppo van Nispen. In het Mediaforum zijn Bas van Sluis en Martha Riemsma tegen gast. Met in Stand.nl de stelling: ‘We moeten meer respect hebben voor het zebrapad'. Daarnaast hebben we het over de kinderpostzegels en Russische spionageschepen in Nederlandse wateren.
Filmcommissies in de provincies Friesland, Groningen, Drenthe, Limburg en Zeeland hebben een gedragscode gelanceerd naar aanleiding van de ophef rondom de serie over Marianna Vaatstra, die op 16-jarige leeftijd is vermoord bij het Friese Veenklooster. De makers van ‘Een van ons' zouden rekening moeten hebben gehouden met de gevoeligheden rondom de zaak, voornamelijk voor de nabestaanden en de omgeving. Daarnaast zouden de nabestaanden niet zijn ingelicht over het maken van deze serie. Martha Riemsma, binnenkort algemeen directeur van het ANP, vindt het een goed idee om zo'n gedragscode in te voeren. Er zou namelijk een “smeuïg” verhaal van worden gemaakt, waarvan Riemsma zelfs begrijpt dat het gebeurt. "Als je het platslaat, is het heel opportunistisch. Je buit het persoonlijke leed van een ander uit voor een groot publiek." Riemsma erkent dat er ook integere pogingen gedaan worden om maatschappelijke thema's aan de kaak te stellen, maar afspraken zijn nodig om de nabestaanden en betrokken personen te beschermen. "Wat is nou de meerwaarde van deze serie?" vraagt Bas van Sluis, journalist bij Dagblad van het Noorden, zich af. "Ik krijg er een nare smaak van. Ik vind het goed er aandacht komt via zo'n gedragscode." Van Sluis vermoedt dat het gaat om kijkcijfers en verdienen aan zo'n zaak. Eppo van Nispen, directeur van Beeld en Geluid, zegt daarentegen dat het men vrijstaat om een verhaal te schrijven. "Je hebt ook niet per se toestemming nodig, maar ik denk wel dat er een code is, zodat er iets van bescherming is", reageert Riemsma. "Alles moet gemaakt kunnen worden", maar een code zou er wel voor zorgen dat het "respectvol" gebeurt.
Shula Tas in gesprek met striptekenaar Peter de Wit. Dit najaar toont het museum Tot Zover in Amsterdam tekeningen en schetsen over de dood van Peter de Wit in de tentoonstelling Doodleuk. In cartoons en strips zijn dood en uitvaart geliefde thema's, maar zelden zijn ze onderwerp voor een hele serie. Zo niet bij striptekenaar Peter de Wit (1958), onder meer bekend van Sigmund. Hij begon te schetsen en hield niet op. Peter de Wit (1958) begon zijn loopbaan in 1979 in het weekblad Eppo met de cowboystrip Stampede! Daarnaast maakte hij wekelijks het Redactiestripje en tekende hij De Familie Fortuin, een gagstrip over een asociale familie. Met collega Hanco Kolk schreef hij scenario's voor zijn strip Gilles de Geus. Sinds 2000 maakt hij met Kolk de dagstrip S1ngle over drie jonge vrouwen in de grote stad. De bekendste creatie van Peter de Wit is Sigmund, een dagelijkse strip over een psychiater die niet zachtzinnig met zijn patiënten omspringt. Deze dagstrip staat sinds 1994 in de Volkskrant en jaarlijks wordt een selectie van de afleveringen gebundeld door uitgeverij De Harmonie. In 1995 won Peter de Wit de VSB-Publieksprijs voor zijn boek Sigmund eerste sessie en in 1999 ontving hij de Stripschapprijs voor zijn gehele oeuvre.

In this episode, Lieutenant Colonel Laura West, Solf-Warren Chair and Professor in the National Security Law Department (ADN) at The Judge Advocate General's Legal Center and School (TJAGLCS), interviews department colleague, Lieutenant Colonel Dan Maurer, about an emerging issue in National Security Law (NSL). LTC Maurer discusses the recently fielded “ePPO” app, a cell phone-accessible program that permits Ukrainian civilians to visually identify, locate, and track the trajectory of airborne threats like Russian drones, helicopters, and rockets. Given a State's duty to take feasible precautions and constant care to prevent or limit civilian collateral harms, LTC Maurer analyzes whether these conditions (a government actively providing the means or encouragement to engage in direct participation in hostilities (DPH)) trigger a legal duty on the State to warn its civilians of the legal consequences of their DPHing. The question is broader than the “ePPO” app itself, but the Ukrainian context provides a starting point for examining how modern technology pushes against the boundaries of conventional international law.
