The only way to prevent that from happening is to eliminate all nuclear weapons. As long as they exist, humanity hangs by a thread.

The United States, among other countries, is giving its nuclear arsenal—which contains about 5,000 weapons—a makeover. This modernization costs around $50 billion a year, which will amount to more than $1.5 trillion over the next few decades.With the Treaty on the Non-Proliferation of Nuclear Weapons in place, countries should be stopping the spread of nuclear weapons and technology. That raises the question: If nearly all countries have agreed not to nuke each other, why are nuclear arsenals being updated? Jill Tarter is the Emeritus Chair for SETI Research at the SETI Institute in Mountain View, California and serves as a member of the Board of Trustees for that institution. Tarter received her Bachelor of Engineering Physics Degree with Distinction from Cornell University and her Master's Degree and a Ph.D. in Astronomy from the University of California, Berkeley. She has spent the majority of her professional career attempting to answer the old human question “Are we alone?” by searching for evidence of technological civilizations beyond Earth. She served as Project Scientist for NASA's SETI program, the High Resolution Microwave Survey and has conducted numerous observational programs at radio observatories worldwide. She is a Fellow of the AAAS, the California Academy of Sciences, and the Explorers Club, she was named one of the Time 100 Most Influential People in the World in 2004, and one of the Time 25 in Space in 2012, received a TED prize in 2009, two public service awards from NASA, multiple awards for communicating science to the public, and has been honored as a woman in technology. She was the 2014 Jansky Lecturer, and received a Genius Award from Liberty Science Center in 2015. She served as President of the California Academy of Sciences 2015-16. Asteroid 74824 Tarter (1999 TJ16) has been named in her honor. In 2018 she was recognized with the Maria Mitchell Women in Science Award and the Sir Arthur Clarke Innovator's Award, and in 2021 she was elected to the American Academy of Arts and Sciences. Since the termination of funding for NASA's SETI program in 1993, she has served in a leadership role to design and build the Allen Telescope Array and to secure private funding to continue the exploratory science of SETI. Many people are now familiar with her work as portrayed by Jodie Foster in the movie Contact. Her biography Making Contact was written by Sarah Scoles and published in 2017

Today I speak with Sarah Scoles about her new book They Are Already Here: UFO Culture and Why We See Saucers. "An anthropological look at the UFO community, told through first-person experiences with researchers in their element as they pursue what they see as a solvable mystery—both terrestrial and cosmic. More than half a century since Roswell, UFOs have been making headlines once again. On December 17, 2017, the New York Times ran a front-page story about an approximately five-year Pentagon program called the Advanced Aerospace Threat Identification Program. The article hinted, and its sources clearly said in subsequent television interviews, that some of the ships in question couldn't be linked to any country. The implication, of course, was that they might be linked to other solar systems. The UFO community—those who had been thinking about, seeing, and analyzing supposed flying saucers (or triangles or chevrons) for years—was surprisingly skeptical of the revelation. Their incredulity and doubt rippled across the internet. Many of the people most invested in UFO reality weren't really buying it. And as Scoles did her own digging, she ventured to dark, conspiracy-filled corners of the internet, to a former paranormal research center in Utah, and to the hallways of the Pentagon. In They Are Already Here we meet the bigwigs, the scrappy upstarts, the field investigators, the rational people, and the unhinged kooks of this sprawling community. If aircraft incursions cannot rapidly be identified, or if a pilot cannot make sense of what they are seeing, or if radar returns show what looks like super-fast moving objects, then those are real problems. There's also the inevitability that foreign adversaries are developing novel forms of drones for spying and combat purposes, which we will need to detect and counter. These are all real issues, and that's what a comprehensive report should discuss, along with suggestions for better tracking and investigating such incidents. Mysteries remain. What the pilots who reported engaging a giant flying Tic-Tac saw is still unidentified, as are the objects in several other incidents. The causes of ghostly or rapidly moving radar returns are likewise, in many cases, unknown — although since the system is classified, if it's a system glitch or inadequacy, then the Pentagon isn't going to tell us. We'll also continue to have no good answer for many photos and videos, simply because the object shown is too far away for whatever camera is being used. But "unidentified" means just that. It does not mean advanced technology. If the quality of the leaked evidence is any indicator (and it probably is), then there's not going to be any significant revelations about the existence of physics-defying craft, and certainly no strong evidence of visiting aliens. While the genuine issues that Obama raised deserve serious examination, there will be no disclosure because there is nothing to disclose. MIT Physics Professor Emeritus Rainer Weiss won a 1/2 share of The Nobel Prize in Physics 2017 For his contributions to the LIGO detector and the observation of gravitational waves. He was born in Berlin, where his father was a doctor and psychoanalyst and his mother an actress. His father was of Jewish descent, and the family fled Nazism to the United States. After schooling in New York, Weiss studied at the Massachusetts Institute of Technology, where he received his doctor’s degree in 1962. After a couple of years at Tufts University and Princeton University, he returned to MIT, which he has been associated with ever since. Rainer Weiss is married and has a daughter and a son. Professor Weiss’ Nobel winning work come out of one consequence of Albert Einstein’s general theory of relativity, the existence of gravitational waves. These are like ripples in a four-dimensional spacetime that occur when objects with mass accelerate. The effects are very small. Beginning in the 1970s the LIGO detector was developed. In this detector laser technology is used to measure small changes in length caused by gravitational waves. Rainer Weiss has made crucial contributions to the development of the detector. Best known for her work in the field of SETI, tonight Jill will be discussing the search for technosignatures.   Dr. Tarter is the Emeritus Chair for SETI Research at the SETI Institute in Mountain View, California and serves as a member of the Board of Trustees for that institution.   Dr. Tarter received her Bachelor of Engineering Physics Degree with Distinction from Cornell University and her Master’s Degree and a Ph.D. in Astronomy from the University of California, Berkeley. She has spent the majority of her professional career attempting to answer the old human question “Are we alone?” by searching for evidence of technological civilizations beyond Earth.   She served as Project Scientist for NASA’s SETI program, the High Resolution Microwave Survey and has conducted numerous observational programs at radio observatories worldwide. She is a Fellow of the AAAS, the California Academy of Sciences, and the Explorers Club, she was named one of the Time 100 Most Influential People in the World in 2004, and one of the Time 25 in Space in 2012, received a TED prize in 2009, two public service awards from NASA, multiple awards for communicating science to the public, and has been honored as a woman in technology. She was the 2014 Jansky Lecturer, and received a Genius Award from Liberty Science Center in 2015. She served as President of the California Academy of Sciences 2015-16. Asteroid 74824 Tarter (1999 TJ16) has been named in her honor.   Since the termination of funding for NASA’s SETI program in 1993, she has served in a leadership role to design and build the Allen Telescope Array and to secure private funding to continue the exploratory science of SETI.   Many people are now familiar with her work as portrayed by Jodie Foster in the movie Contact. More than half a century since Roswell, UFOs have been making headlines once again. On December 17, 2017, the New York Times ran a front-page story about an approximately five-year Pentagon program called the Advanced Aerospace Threat Identification Program. The article hinted, and its sources clearly said in subsequent television interviews, that some of the ships in question couldn’t be linked to any country. The implication, of course, was that they might be linked to other solar systems. The UFO community—those who had been thinking about, seeing, and analyzing supposed flying saucers (or triangles or chevrons) for years—was surprisingly skeptical of the revelation. Their incredulity and doubt rippled across the internet. Many of the people most invested in UFO reality weren’t really buying it. And as Scoles did her own digging, she ventured to dark, conspiracy-filled corners of the internet, to a former paranormal research center in Utah, and to the hallways of the Pentagon. In They Are Already Here we meet the bigwigs, the scrappy upstarts, the field investigators, the rational people, and the unhinged kooks of this sprawling community. How do they interact with each other? How do they interact with “anomalous phenomena”? And how do they (as any group must) reflect the politics and culture of the larger world around them? Funny and colorful, and told in a way that doesn’t require one to believe, Scoles brings humanity to an often derided and misunderstood community. In late November, northeastern Colorado was concerned with a series of mysterious drones flying over several counties in the state. Bearing various descriptions and light patterns, the large 6-to-10 foot mysterious drones made national headlines and left law enforcement scratching their heads. In a January statement issued by the Colorado Department of Public Safety, the agency confirmed that 14 drones of the hundreds that were allegedly seen by the public “were visually confirmed to be hobbyist drones by law enforcement,” but none of the drone operators were breaking any laws. The overall conclusion by law enforcement was that there were “no incidents involving criminal activity” and “no investigations substantiated reports of suspicious or illegal drone activity.” In other words, no fleets of insidious drones were harassing Coloradans. According to an internal Colorado Department of Public Safety report obtained by Motherboard, Public Safety personnel had logged 23 different sightings, but most were chalked up to being “legitimate commercial aircraft” or “atmospheric conditions” with only four remaining unexplained. The report indicates that some drone sightings may have been SpaceX's Starlink Satellites. "Of the 10 [unidentified drone sightings], 6 were proved to be either atmospheric conditions or legitimate commercial aircraft such as aircraft on approach to Denver International Airport or SpaceX's Starlink," the internal report said. My guest today is Chris Marx. He is a former law enforcement officer for the state of New Mexico for more than 9 years. After his work there, he went on to join the U.S. Army and became a certified Military Police Investigator. He also had two tours of deployment in Iraq between 2007 and 2009. Chris was hired by Bigelow Aerospace Advanced Space Studies, or BAASS, to work as an investigator for billionaire Robert Bigelow. Chris worked on the infamous Skinwalker Ranch, utilizing conventional as well as unconventional research techniques in the field. He left for another combat tour in Afghanistan in 2016, and upon his return, was transferred to work within Bigelow Aerospace itself, which he did until his resignation in February 2019. After his own investigative research after he left Bigelow Aerospace; he now feels much of his time at Skinwalker Ranch may have been about human experimentation, he just didn’t know it at the time. He also feels strongly that quite possibly… he was one of the test subjects.

Tim CONFIRMED with Sarah Scoles of WIRED earlier today (04/30/2019) via Twitter, that the DD1910 Form shown by Las Vegas Now KLAS TV Channel 8, is the same documentation viewed by WIRED in 02/2018. Here's what Sarah said:: "The I-Team cites DD Form 1910 as evidence of release. DD1910 is a Defense Office of Prepublication and Security Review (DOPSR) document. The WIRED article says we have seen DOPSR documents, and that the Pentagon maintains that DOPSR documents do not equate to DOD release. Brian Shiro really wants to go to space. He wants to go to space so badly, in fact, that he’s applied to NASA’s astronaut program. Twice. Both times he fell just short.
