An organization devoted to public oversight has raised concerns regarding a key official involved in the Biden administration's initiatives to push the adoption of electric vehicles (EVs) in the United States. T The group, known as Protect the Public's Trust, has requested the Department of Transportation's (DOT) Inspector General, Eric Soskin, to conduct an investigation into this appointment. There are concerns that the appointment may have violated the Federal Vacancies Reform Act (FVRA), as specified in their official complaint sent earlier this week. The individual in question is Ann Carlson, who was selected by President Biden to serve as the acting administrator of the National Highway Traffic Safety Administration (NHTSA) – an important role at the heart of several major national traffic initiatives. According to the FVRA, the President cannot assign an acting officer to a role unless the individual has previously worked as the chief assistant in the same department for at least 90 days, or if the official has already been nominated by the President for Senate approval within the previous 365 days. Carlson's appointment is allegedly in violation of these key aspects of the FVRA. Consequently, Protect the Public's Trust argues that Carlson's appointment should be deemed unlawful, and any actions she has implemented during her tenure should be null and void as per legal protocols. Steven Cliff, the head of the National Highway Traffic Safety Administration, is stepping down from his post for a leadership role at the California Air Resources Board. Transportation Secretary Pete Buttigieg took to social media on Aug. 12 to praise Cliff's contributions at the agency. “Thanks to administrator Cliff for his tremendous service and leadership at NHTSA and his work to protect the lives of the American people by strengthening the safety of motor vehicles and reducing their emissions,” the secretary wrote, noting that NHTSA's chief counsel, Ann Carlson, would manage the agency's duties on an interim basis.

For Mendocino County Public Broadcasting, this is the KZYX News for Friday, Nov. 12. I'm Sonia Waraich.Catastrophic wildfires are growing in size every year, threatening lives, communities and entire ecosystems. Historically, the U.S. Forest Service's approach to managing fires was to suppress them at all costs. Now, the agency is recognizing that intentionally setting low-intensity fires in the forest can help control the way fires burn there in the future by leaving less flammable material on the ground.A few weeks ago, the Forest Service reached an important step in being able to conduct prescribed fires more frequently in Mendocino National Forest. The agency released an environmental assessment for its prescribed fire and fuels management strategy in the forest. It's been working on the assessment since 2019.The assessment states that the agency can't control the weather or the way Mendocino National Forest is laid out, but it can control one of the three variables related to wildland fires: the amount of flammable material, or fuels, in the forest.It's a sunny weekend in October and the U.S. Forest Service is leading a trip through the Mendocino National Forest. They're taking a group of us through the burn scar of the August Complex fires that happened last year.We get a panoramic view of the forest as we head uphill. Most of it is burnt, but there's one noticeable patch of green that pops out in the otherwise charred landscape. Amy Galetka is a fuels specialist and she explains how that area is green because of an escaped prescribed fire, known as the Baseball Fire, that burned there a few months before the August Complex. “The only other very small patch of green I found was from a prescribed fire we did in 2019.”Galetka says more prescribed fire projects like that can ensure the forest stays healthy even if an unplanned fire passes through the area. But it's going to take some time to get to the point where the agency can rely on prescribed fires exclusively. That's because the forest was historically managed for timber production and, as a result, the way it's structured doesn't make much sense from a fire and fuels perspective.“It was originally, I don't know it was from the 60s or 70s, it's fairly old, but it was set up as a timber project, so the units, as far as a pure fire and fuels standpoint, made absolutely no sense. They're small, they're not continuous. And pretty much none of them survived the fire well.”“The hope going forward is to make the units that we bake make more sense together from a fire and fuels perspective, not necessarily just taking into account timber and then trying to make them more continuous.”The environmental assessment for the prescribed fire and fuels management strategy in Mendocino National Forest is going to allow the Forest Service to do landscape-wide fire management instead of focusing on individual, smaller projects that don't really end up influencing fire behavior much.But you can't start conducting those prescribed fires right away. The forest has become overgrown as a result of past management practices. Galetka says thinning needs to be done in those areas first. “Prescribed fire, you have to have very set conditions. If it's too thick, it's going to burn too hot or too cold. So it's really hard to control the fire if the fuels are too thick to begin with. It's hard enough when the fuels are ideal to get the fire effects that you want and maintain control versus having fuels that are too thick and it just makes it that much harder. You need to have that many more staff to maintain things with prescribed fire. I mean, eventually, once you've had a few entries, you've done thinning, you've had one underburn go through, after that, yeah it gets easier and easier. You can start maintaining everything just with prescribed fire, and it's not everywhere. Not everywhere needs to have some sort of mechanical intervention first, but most places will.”Ann Carlson is the forest supervisor at Mendocino and she explains why it's important to burn the slash that results from that thinning in burn piles.“When we've gone back and done the visiting of where we've done treatment, if we're only part way through the plan, like we thinned the trees and we have piles underneath, a lot of times you'll see piles. But we didn't burn the piles. Then when the wildfire came through, it actually ended up killing the trees. Even though they were nicely spaced, we had these loads of fuels that burned under a wildfire situation versus our controlled pile burning, which then, like you say, we get the right conditions and it doesn't get too hot.”“You rearranged the fuels, but did not reduce the fuel loading.”“Yeah exactly.”A draft of the environmental assessment is currently available for review until Nov. 22. Many of President Trump's environmental actions have faced court challenges. So how’s the administration doing? First we hear from Ann Carlson, professor of environmental law at UCLA about a climate change case just added to the Supreme Court docket. And then we take a look at how the Trump administration has been faring in court with Michael Gerrard, professor of environmental and climate law at Columbia University.
The interdisciplinary artist and choreographer Ann Carlson views dance as any conscious movement in time and space. That expansive definition has led her to work with a wide range of participants – lawyers, basketball players, nuns, fly fishermen, college administrators, and a variety of animals – to turn their unconscious gestures into choreographed movements. She first arrived at UCLA in 2015 when the Center for the Art of Performance commissioned her to orchestrate a dance, part of a body of work she calls The Symphonic Body, and stayed on as a teacher in the Department of World Arts and Cultures/Dance. She spoke to Works In Progress about her journey to developing her unorthodox approach to dance, her process of creating these large-scale works, and the idea of presence, a topic she'll be exploring as part of “10 Questions: Reckoning,” the arts-driven initiative that brings UCLA faculty from across campus together to examine ten essential questions.

Fossil fuel companies could be facing a Big Tobacco moment.This fall, Exxon Mobil went to court, facing charges that the oil giant lied to shareholders and to the public about the costs and consequences of climate change. And that’s just one of several legal cases seeking to hold oil and gas firms responsible for their contribution to global warming.As we discuss with UCLA environmental law professor Ann Carlson in this episode of Political Climate, the litigation could cost fossil fuel companies billions of dollars and fundamentally change the way the world approaches energy production. But lawsuits aren’t the only venue for challenging the fossil fuel industry. This battle is also being waged in the court of public opinion, which has put a spotlight on how oil companies can promote their positions on social media. She’s a professor of Environmental Law and the director of the Emmett Institute on Climate Change and the Environment at UCLA. In her view, pulling out of Paris really isn't doing very much except that it's telling the world what the world should already know.
An active member of the dance community for more than 35 years, Risa Steinberg served as the associate director of The Juilliard School from 2009 to 2016. As a solo artist, teacher, rehearsal coach, and director of the works of José Limón, she has toured the world performing and teaching extensively. Risa is a former principal dancer with the José Limón Dance Company, Bill Cratty Dance Theater, Annabelle Gamson, Anna Sokolow's Player's Project, Colin Connor, and American Repertory Dance Company of Los Angeles. She has been a guest artist with choreographers including Wally Cardona, Sean Curran, and Danzahoy of Caracas, Venezuela. Her solo concert, A Celebration of Dance, features repertory from Isadora Duncan and Doris Humphrey to contemporary choreographers Wally Cardona and Ann Carlson. As a reconstructor of the works of Limón, Risa has worked with companies and dancers around the world including Nureyev and Friends, Frank Augustyn, Karen Kain, and the Pennsylvania Ballet. She was a dance panelist for the N.Y.S. Council on the Arts and presently sits on the Artists Advisory board for Danspace Project at St. Marks Church.
