Öğretmenlerin yaşadığı sorunları içeren “Öğretmen Atama ve Yer Değiştirme Süreci Tespitler ve Bir Model Önerisi” başlıklı bir rapor 2019 yılında MEB'e sunulmuştu. Bu raporda yer alan ve MEB'in yıllardır bir türlü çözemediği önemli sorunları başlıklar halinde açıklamıştık. Bu sorunlar bizim bu köşede yıllardır gündeme getirdiğimiz sorunların adeta özetlenmiş haliydi. Bakanlar değişti ama sorunlar değişmeden ve artarak yerinde duruyor. - ÖĞRETMEN DAĞILIMINDAKI DENGESIZLIK HÂLÂ ÇÖZÜLEMEDI “Norm kadro verilerine göre en az 100 bin öğretmen ihtiyacının olduğu Millî Eğitim Sistemi'nde aynı anda 50 bine yakın norm fazlası öğretmen ve 80 binden fazla ücretli öğretmen görev yapmaktadır.” Benzer eleştirileri Sayıştay Raporlarında da görüyoruz. Sayıştay Raporu'ndan çarpıcı bir örnek vermek gerekirse; Ankara'nın Çankaya ilçesinin norm kadrosu 6.822 iken öğretmen mevcudu 8.105'tir. İlçe genelinde öğretmen ihtiyacı 325, öğretmen fazlası ise 1.608'dir. Sayıştay Raporu'nda ayrıca şu ifadelere yer verilmiştir; “Bakanlığın ‘Resmi Eğitim Kurumlarında Görev Yapan Öğretmenlerin Mevcut İhtiyaç ve Norm Durumu'na ilişkin veriler incelendiğinde, il ve ilçeler bazında öğretmen ihtiyacı ile öğretmen fazlası sayılarının birçok bölgede yüksek olduğu görülmektedir. Büyükşehir belediyesi bulunan illerdeki ihtiyaç ve fazlaya ilişkin veriler aşağıdaki tabloda gösterilmiş olup, söz konusu illerde öğretmen ihtiyacı 107.109 iken, aynı zamanda 29.626 adet öğretmen fazlası bulunmaktadır. Türkiye genelinde ise 153.640 adet öğretmene ihtiyaç varken, aynı zamanda 41.654 öğretmen norm fazlası durumundadır. İhtiyaç duyulan sayının yüksekliği karşısında aynı zamanda ihtiyaç fazlası olması, kısmen öğretmenlere alanları dışında istekleri olmadan ders görevi verilememesinden kaynaklanıyor ise de, bu dengesizliğin en önemli nedeninin sağlıklı bir planlama yapılmaması ve özellikle bazı merkezlerde çeşitli saiklerle ihtiyacın çok üzerinde öğretmen görevlendirilmesi olduğu açıktır. Örneğin Ankara'da norm kadro 53.036 iken mevcut öğretmen sayısı 53.606'dır. Bir başka deyişle mevcut öğretmen sayısı ihtiyaç duyulan sayının üzerindedir. Ancak buna rağmen 5.169 öğretmen ihtiyacı bulunmaktadır.” Sayıştay raporunda belirtilen öğretmen dağılımındaki sorunlar hala devam ediyor. Öğrenci-öğretmen dengesi merkeze alınarak bu soruna çözüm bulunması gerekmektedir. Acı reçete içeren bu soruna çare bulmak için bedel ödenmesi ve birilerinin kötü adam olması gerekiyor. Asker ve emniyet personelinde de zorunlu yer değiştirme olmasına rağmen bu personel grubunda norm kadro fazlası sorunu yaşanmamaktadır. - EĞITIM VE ÖĞRETIM DEVAM EDERKEN YER DEĞIŞTIRME YAPILMAMALIDIR

Millî Eğitim Bakanlığı'nın 2022 Yılı Faaliyet Raporu incelendiğinde öğretmenlerle ilgili çarpıcı sonuçlara ulaşmak mümkündür. Mesela, 11 yıllık süreçte 158.837 öğretmenin emeklilik ve istifaen MEB'den ayrıldığı bilgisinin yanında sözleşmeli ve ücretli öğretmenlere ilişkin ayrıntı dikkat çekicidir. Bu rapordaki öğretmenlerle ilgili önemli bilgileri okuyucularımızla paylaşarak çıkardığımız sonuçları ve görüşlerimizi açıklayacağız. YILLARA GÖRE ATAMA YAPILAN ÖĞRETMEN SAYILARI Millî Eğitim Bakanlığı'nın 2022 Yılı Faaliyet Raporu incelendiğinde öğretmen atamalarıyla ilgili çok ciddi verilere rastlayamıyoruz. Ancak, daha önceki yıllarda yayınlanan raporlarla bir araya getirdiğimizde önemli verileri elde edebiliyoruz. Bu verilere göre; 1- 2013 yılında 39.676, 2014 yılında 49.002, 2015 yılında 51.326 ve 2016 yılında 29.699 öğretmen ilk atama yoluyla göreve başlamıştır. 2017 yılında 22.026, 2018 yılında 25.001, 2019 yılında 40.222 ve 2020 yılında 41.139 Sözleşmeli Öğretmen Ataması (4/B) yapılmıştır. 2020 yılında 3713 Sayılı Terörle Mücadele Kanunu kapsamında 53 atama, 2828 Sayılı Sosyal Hizmetler Kanunu kapsamında da 15 atama yapılmıştır. 2021 yılında 99 milli sporcu, 1.248 engelli öğretmen, 19.958 sözleşmeli öğretmen, 2828 Sayılı Sosyal Hizmetler Kanunu kapsamında 30 ve 3713 Sayılı Terörle Mücadele Kanunu kapsamında 72 atama yapılmıştır. 2022 yılında ise 34.575 sözleşmeli öğretmen, 2828 Sayılı Sosyal Hizmetler Kanunu kapsamında 22 ve 3713 Sayılı Terörle Mücadele Kanunu kapsamında 85 atama yapılmıştır. 2- 2013 yılında 250, 2014 yılında 366, 2015 yılında 404 ve 2016 yılında da 238 öğretmen Açıktan Atama, Kurum içi, Kurumlar Arası ve Yeniden Atama yoluyla göreve başlamıştır. 2017

Cumhurbaşkanlığı Hükümet Sistemi ile birlikte Cumhurbaşkanı'nın görev süresi bitince genel müdür ve üstü görevlerde bulunanların görev süresi de kendiliğinden sona ermektedir. Bakan değişikliği sonrasında ister istemez bakanlık bürokrasisi telaşa düştü. Acaba yeni bakan bizle çalışacak mı yoksa her bakan kendi ekibini kurarak bakanlık bürokrasisini sil baştan dizayn mı edecek? Bu yazımızda konuyu bütün boyutlarıyla izah etmeye çalışacağız. GENEL MÜDÜR VE ÜSTÜ GÖREVLERDE BULUNANLARIN GÖREVLERI SONA ERDI MI? 3 sayılı Cumhurbaşkanlığı Kararnamesi'nde Cumhurbaşkanı'nın görevi sona erdiğinde genel müdür ve üstü görevlerde bulunanların (bazı görevler hariç) görevlerinin sona ereceği ancak yeni atama yapılıncaya kadar görevlerine devam edeceği belirtilmiştir. Buna göre 3 sayılı Cumhurbaşkanlığı Kararnamesi'nin Görev Süresi başlıklı 4'üncü maddesinde; “Bu Cumhurbaşkanlığı Kararnamesi'ne ekli (I) sayılı cetvelde yer alanların görev süresi, atandıkları tarihte görevde bulunan Cumhurbaşkanı'nın görev süresini geçemez.Cumhurbaşkanı'nın görevi sona erdiğinde, bunların görevi de sona erer. Ancak bunlar, yerlerine atama yapılıncaya kadar görevlerine devam eder. Görev süreleri sona erenler, yeniden atanabilir. Bunlar, görev süreleri sona ermeden de Cumhurbaşkanı'nca görevden alınabilir.” hükmüne yer verilmiştir. Keep Pushing is a non-profit that combines Dan's two passions by introducing the blind/visually impaired (VI) community to the inclusive culture of skateboarding. Through his own journey with vision loss, Dan has found the lack of accessibility in current skateparks. The goal of his foundation is to build the first fully adaptive skatepark and to host skateboard workshops for the blind and VI using what he has learned on the skateboard and through his VRT training. Dan has teamed up with an experienced skatepark design company, New Line. Using New Line's design expertise and Dan's knowledge of adaptive skating to create the safest and most accessible skate park ever! Using adaptive methods, such as increasing the size of obstacles, adding contrast to obstacles, tactile ground, auditory cues for echolocation, 3-D models, and a spacious layout. Geçtiğimiz günlerde TBMM Adalet Komisyonunda onaylanan ‘Kitle İmha Silahlarının Yayılmasının Finansmanının Önlenmesine İlişkin Kanun teklifi’ne muhalefet partileri ve Sivil Toplum Kuruluşları’ndan (STK) tepkiler büyüyor. Kanun teklifi ile dernek ve STK’lara yönelik denetimin arttırılması kararına ilişkin CHP İstanbul Milletvekili Zeynel Emre, “Türkiye’de genel itibariyle AKP’nin yürüttüğü bir algı stratejisi var. Gerçeklerden öte bir algı stratejisi. Algı gerçeğin önünde. Yeter ki topluma istediği algıyı yerleştirilebilsin. Bu aslında AKP’nin çok uzun zamandır uyguladığı bir strateji” dedi.

Hazine ve Maliye Bakanı Berat Albayrak ekonomik krizin ortasında beklenmedik bir şekilde istifa etti. Uzun süre Ankara'dan resmi bir açıklama gelmedi. Basının büyük kısmı da suskun kaldı. Cumhurbaşkanı Erdoğan aynı zamanda damadı da olan Albayrak'ın istifasını dün akşam saatlerinde kabul etti ve hatta onun yerini alacak yeni bakanı da atadı. Albayrak'tan boşalan Hazine ve Maliye Bakanlığı görevine Cumhurbaşkanı Kararı ile daha önce de AKP hükümetlerinde bakanlık yapmış olan 58 yaşındaki Lütfi Elvan getirildi. Gazeteci Bülent Mumay, Elvan'nın atanmasını AKP'den kopmanın önünü kesmek için yapılmış bir hamle olarak görüyor. "Atama ile Türkiye'deki siyasi kriz bitmedi, çünkü çatlak derin" diyor. There are so many ways in which Tokyo Oberlin University Professor Marcos Benevides, our guest for our 24th episode, is connected with ER that it is hard to chose one to start with. For one thing, for the last six years he has been using extensive reading as part of an English programme for 2,000 students that he coordinates at his university. Using artificial intelligence to change the way the education system works seems like a fool’s errand. When you combine the fluid and opaque nature of AI technology with the slow, bureaucratic decision making of education, you usually wind up with the perfect storm of stagnation, frustration, and rapidly burning through investor capital. Out guest today, however, thinks he’s found a way to make it work. Daisuke Inada, founder and CEO of Atama+, left a promising career at Mitsui to start an EdTech company he believes will change the way children learn. Interestingly, Daisuke’s vision is not the standard EdTech dream of online classes and automated learning. It’s one where human instructors are still very much involved and critical to the success of both the students and the programs. In fact, we're actually going to talk about using artificial intelligence to improve natural intelligence, so yeah, and tech. Education is one of our institutions that is both most in need of disruption and most resistant to disruption, and there's probably no small amount of cause and effect in that statement. I mean, the reason education is in such need of disruption is because it has been so hard to change for so long although almost every other aspect of our lives has been transformed. Education has changed over the past 100 years, not just in Japan, mind you, but all over the world. Well, today, we're going to talk about exactly why that is and what the hell we can do about it. So I’d like to introduce you to Daisuke Inada, founder and CEO of Atama-Plus. Now, Daisuke left a long and lucrative career at Mistui because he believes he has a better way to help people learn. Now, in the interview, Daisuke and I talk about jyuku and for those of you outside japan, I should probably explain what jyuku are and why they're important to innovation and education. Jyuku is usually translated as cram school. They don’t really have a parallel in the west, but they're very common in Japan and in other parts of Asia. Jyuku are school run by private companies and Japanese high school students attend jyuku after they finish their regular classes and on weekends, and on holidays. The purpose of these schools is to help the students score higher on their college entrance exams or in the case of junior high school jyuku, to increase student scores on their high school entrance exams. Unlike the high schools and junior high schools themselves, however, jyuku are private companies and some are even publicly traded. Jyuku compete fiercely for students and they're evaluated based on how well their students do on the tests. It's no surprise that they're willing to try new technology and why most education innovation in Japan focuses on jyuku.
