Sheryl Gottschall has had a life-long interest in the paranormal and began studying the phenomenon of Near Death Experiences (NDEs) in 1980, soon after becoming a member of the International Association of Near Death Studies (IANDs). In 1995 she hosted IANDS co-founder, Dr Ken Ring while he was on tour in Australia presenting research for his future book Mindsight: Near Death and Out Of Body Experiences In The Blind. Little did she know she would experience an NDE for herself the following year during a serious decade long illness. Sheryl's interest in NDEs paralleled her interest in UFOs, so in 1988 she joined the Brisbane based organisation, UFO Research Queensland (Australia). At that time the organization was soon overrun with ever growing reports of alien abduction experiences so in 1992 Sheryl, with her late husband Dr Martin Gottschall, established the first close encounter support group in Brisbane which they facilitated over the years, on and off, as needs arose. Expanding her interest in the UFO subject and the move towards disclosure, Sheryl was invited to fill the role of the Australian representative for the International Association of Extra-terrestrial Research (ICER) which launched in May 2021, and is the first truly international group of UFO researchers from 30 countries working together. Sheryl loves media and has been a weekly guest on the Spooky Action radio show (2018), co-hosted the Strange Encounters radio show (2019), the Insomnia radio show 2022 (current) and now co-hosts the fortnightly show – Strange Encounters Downunder. Pháp vẫn chưa nguôi vì vụ bị Mỹ « phỗng tay trên » hợp đồng 56 tỷ euro bán tàu ngầm cho Úc. Canberra ra sức biện minh cho việc đột ngột hủy hợp đồng với Paris. Xét về khía cạnh « được » « thua » thực chất hợp đồng tàu ngầm Pháp-Úc gồm những gì và thiệt hại về tài chính, kinh tế có lớn đến nỗi để Paris lao vào một cuộc đọ sức ngoại giao với cùng lúc cả ba đối tác chiến lược là Hoa Kỳ, Úc và Anh ? Từ đầu vụ mà truyền thông gọi là « khủng hoảng tàu ngầm » hôm 15/09/2021 bộ trưởng Kinh Tế và Tài Chính Pháp Bruno Le Maire hoàn toàn im lặng. Chỉ thấy ngoại trưởng Jean-Yves Le Drian và bộ trưởng Quân Lực Florence Parly lên tuyến đầu. Chưa hợp đã tan Năm năm trước, ngày 26/04/2016 cũng ông Le Drian ở cương vị bộ trưởng Quốc Phòng dưới thời tổng thống François Hollande chứng kiến lễ ký kết « hợp đồng thế kỷ » : tập đoàn đóng tàu của Pháp Naval Group, khi đó mang tên DCNS, qua mặt các đối thủ Đức và Nhật giành được hợp đồng của bộ Quốc Phòng Úc để cung cấp 12 tàu ngầm quy ước Attack. Đây là phiên bản từ tàu ngầm nguyên tử đời mới Barracuda của Pháp. Trị giá hợp đồng ban đầu quy định 50 tỷ đô la Úc. Toàn bộ khâu sản xuất dự trù khởi động năm 2023 và các nhà máy đặt tại Úc. Chiếc Attack đầu tiên sẽ được giao vào năm 2030. Nhưng chỉ bốn tháng sau ngày thông báo Paris và Canberra bước vào giai đoạn « độc quyền đàm phán », những dấu hiệu khủng hoảng niềm tin đã bắt đầu ló rạng : tờ báo uy tín của Úc The Australian tiết lộ Naval Group bị tấn công tin học, mất nhiều « thông tin mật » liên quan đến tàu ngầm lớp Scorpène bán cho Ấn Độ. Vụ rò rỉ thông tin nói trên không liên quan gì đến hợp đồng với Úc và cũng không nhắm vào những « tài liệu bí mật » như báo The Austalian loan báo, nhưng cũng đủ khiến Canberra lo ngại. Dù vậy, điều đó không cấm cản Pháp, Úc tiếp tục hợp tác. Tháng 2/2019, sau 18 tháng đàm phán gay go, Naval Group và bộ Quốc Phòng Úc thông báo « ván đã đóng thuyền », cho dù nhiều mối nghi kỵ vẫn chưa được xua tan. Naval Group liên tục bị tấn công và chính những đòn tấn công đó là cái cớ để thủ tướng Morrison thông báo hủy hợp đồng với Pháp. Pháp bị chỉ trích những gì và những lập luận đó có cơ sở hay không ? Điểm thứ nhất, Canberra trách tập đoàn Naval Group « đội giá » : theo thỏa thuận ban đầu hợp đồng trị giá 50 tỷ đô la Úc, nhưng 18 tháng sau, giá thành lên tới 90 tỷ đô la Úc (56 tỷ euro). Điểm thứ nhì, theo quan điểm của Canberra, là Pháp « chơi xấu » không chịu chuyển giao « công nghệ » và điểm thứ ba là hợp đồng không có lợi cho người lao động Úc và sau cùng là « một sự chậm trễ » trong lịch giao hàng. Truyền thông Pháp ít có bài giải thích về chênh lệnh đến 40 tỷ đô la Úc so với hợp đồng ban đầu, nhưng lập tức đáp trả báo chí Úc: không thể chỉ trích Pháp giao hàng trễ, khi mà đôi bên chưa bắt tay vào việc đóng tàu. Làm thế nào giải thích rằng hợp đồng với Pháp bất lợi cho người lao động Úc, khi mà « hợp đồng thế kỷ » chỉ liên quan đến 500 nhân viên của Naval Group, và gần như toàn bộ khâu sản xuất đều tập trung cả ở Adelaide, trên lãnh thổ Úc ? Chủ tịch tổng giám đốc Naval Group tháng 2/2021 xác nhận 60 % các hoạt động của toàn bộ dự án Attack sẽ do « các tập đoàn của Úc đảm nhiệm ». Do vậy trả lời RFI việt ngữ, chuyên gia về châu Á, Antoine Bondaz thuộc Quỹ Nghiên Cứu Chiến Lược, đánh giá kinh tế không là những giải thích thỏa đáng để hủy hợp đồng. Thực chất khủng hoảng ngoại giao giữa Pháp và liên minh AUKUS « nằm ở chỗ khác » :   « Điều quan trọng nhất là động lực nào đã thúc đẩy Úc hủy hợp đồng và chuyển hướng sang Hoa Kỳ. Nhu cầu của Canberra không thay đổi. Điểm mới ở đây là quyết tâm của chính phủ Úc xích lại gần với Mỹ và đẩy mạnh liên minh với Washington. Úc cần tăng cường an ninh, trước mối đe dọa Trung Quốc. Đấy mới chính là cốt lõi của vấn đề chứ không chỉ là một là chuyện liên quan đến hợp đồng mua bán tàu ngầm. Tuy nhiên, trong những ngày qua, mọi chú ý lại tập trung vào hồ sơ tàu ngầm, cho dù đây chỉ là một yếu tố trong số rất nhiều những yếu tố khác của liên minh quân sự Anh, Mỹ và Úc ».  Canberra tìm cách chống chế Thêm một lý do khác cho thấy yếu tố kinh tế chỉ là cái cớ để Canberra biện minh cho quyết định chuyển hướng về Hoa Kỳ, Antoine Bondaz nói thêm : « Trong nhiều ngày liên tiếp, thủ tướng Scott Morrison chỉ trích Paris về các khía cạnh chuyển giao công nghệ, giao hàng trễ và hợp đồng với Pháp không tạo nhiều việc làm trên lãnh thổ Úc. Nhưng tới nay, không có gì bảo đảm là Canberra sẽ được toại nguyện trên tất cả những điểm này với nhà cung cấp mới là Mỹ. Cũng không có gì bảo đảm là Hoa Kỳ sẽ cung cấp tàu ngầm cho Úc sớm hơn. Canberra cũng không được bảo đảm là những hợp đồng mới với Mỹ có lợi hơn cho người lao động Úc. Rõ ràng, ở đây, những lập luận ‘được' hay ‘thua' về mặt kinh tế không phải là cốt lõi của vấn đề. Đây cũng không hẳn là một cuộc tranh cãi để lấy phiếu của cử tri trong nước. Liên minh với Anh, Mỹ thuần túy là một vấn đề an ninh và chiến lược. Úc thể hiện rõ ràng quyết tâm càng neo chặt vào Mỹ và đây là mối liên minh chặt chẽ hơn trước rất nhiều.  Tàu ngầm quy ước hay hạt nhân ? Sau cuộc họp báo chung với Anh và Mỹ hôm 15/09/2021, Úc thông báo ngưng hợp đồng với Pháp, vì nhu cầu đã thay đổi và chuyển sang dùng tàu ngầm sử dụng năng lượng nguyên tử, thay vì tàu ngầm quy ước, chạy bằng dầu diesel như trong giao kèo với Pháp. Pháp là một trong sáu quốc gia trên thế giới có tàu ngầm nguyên tử, làm chủ công nghệ đóng tàu ngầm chạy bằng năng lượng hạt nhân. Đối với Naval Group, cung cấp tàu ngầm nguyên tử cho Úc không phải là điều bất khả thi. Vấn đề còn lại là công luận Úc không mặn mà với năng lượng hạt nhân và Canberra từ khi bắt đầu đàm phán trang bị tàu ngầm đã nhắm tới lớp Barracuda, nhưng dùng năng lượng điện và diesel và do đó sản phẩm sẽ là 12 chiếc Attack. Antoine Bondaz, Quỹ Nghiên Cứu Chiến Lược lưu ý : « Tình thế đã được đảo ngược do Mỹ lần đầu tiên từ năm 1958 đồng ý chia sẻ một phần công nghệ tàu ngầm chạy bằng năng lượng nguyên tử. Anh là quốc gia duy nhất hưởng ưu đãi đó. Cần nhấn mạnh rằng, với Pháp, Úc chưa  từng đề cập đến nhu cầu trang bị tàu ngầm nguyên tử. Khi đôi bên bắt đầu đàm phán vào năm 2014, Canberra nhắm vào tàu ngầm quy ước của Pháp và do vậy, chính Paris đã phải điều chỉnh lớp tàu nguyên tử đời mới thành tàu ngầm chạy bằng dầu diesel để đáp ứng đòi hỏi của Úc.  Thêm vào đó, chưa chắc Úc đã có lợi trong hợp đồng với Hoa Kỳ, nếu chỉ đơn thuần dựa vào các yếu tố kinh tế. Chuyên gia Pháp Jean Pierre Maulny, Viện Quan Hệ Quốc Tế và Chiến Lược IRIS, ghi nhận hãy còn 1001 trở ngại mà Canberra sẽ phải vượt qua từ nay cho tới khi nhận được những chiếc tàu ngầm nguyên tử đầu tiên « made in USA ». Trở ngại đầu tiên là phải giải quyết vấn đề năng lượng hạt nhân. Kế tới là các loại tàu ngầm đang hiện hành ở Anh và Mỹ có trọng lượng 7000 tấn, trong lúc đó thì Úc cần loại tàu cỡ nhỏ hơn –dưới 5.000 tấn. Ông Maulny không mấy tin rằng Hoa Kỳ sẽ nhanh chóng thiết kế một loại tàu « sur mesure » cho Hải Quân Úc. Cũng chuyên gia này cầm chắc rằng giá thành của Anh, Mỹ, sẽ không thấp hơn so với của Pháp. Sau cùng, không có gì bảo đảm là chuyển hướng sang Hoa Kỳ và Anh Quốc, Úc sớm có thể thay thế những chiếc tàu ngầm cổ lỗ lớp Collins. Nói tóm lại, tất cả những lập luận về « kinh tế » được Canberra đưa ra để biện minh cho việc hủy hợp đồng với Pháp không mấy thuyết phục.    Tàu ngầm chỉ là phần nổi của tảng băng Về phía Pháp, báo chí nói nhiều đến cuộc « khủng hoảng tàu ngầm », nhưng giới phân tích đồng loạt cho rằng, vụ bị mất hợp đồng với Úc chỉ là « bề nổi của tảng băng » : Bị khách hàng Úc bỏ rơi tuy là một vố đau cả về tài chính, lẫn uy tín đối với tập đoàn đóng tàu Naval Group, nhưng sự tồn tại của ông khổng lồ trong ngành đóng tàu và công nghiệp quân sự này của Pháp không hề bị đe dọa. Giới trong ngành đánh giá « hậu quả về mặt công nghiệp đối với phía Pháp không nhiều, bởi dự án chỉ mới ở giai đoạn đầu ». Công việc làm của nhân viên Naval Group cũng không bị ảnh hưởng, bởi dự án với Úc chỉ liên quan tới 500 trong số 16.000 nhân viên hiện diện tại 18 quốc gia trên thế giới. Hơn nữa, cho dù hợp đồng có bị hủy giữa chừng, đôi bên đều chuẩn bị để đối phó với tình huống này và đã dự trù những khoản đền bù thiệt hại. Báo Anh, Mỹ nêu lên khoản bồi thường từ 250 triệu đến 400 triệu đô la Mỹ mà phía Úc sẽ phải chi ra. Vậy câu hỏi kế tiếp là tại sao Paris đã lớn tiếng làm khuấy động quan hệ ngoại giao với các đồng minh truyền thống phương Tây ? Gáo nước lạnh cho « giải pháp thứ ba » Nhà nghiên cứu Céline Pajon, Viện Quan Hệ Quốc Tế Pháp IFRI, giải thích, hợp đồng tàu ngầm Pháp-Úc rất phức tạp. Năm 2016, Úc đồng ý mua 12 tàu ngầm Attack. Ba năm sau đó, Paris và Canberra ký một hợp đồng thứ nhì mang tính « đối tác chiến lược », là nền tảng cho hợp tác song phương « trong giai đoạn 50 năm sau đó ». Chính văn bản này cho phép nước Pháp « hoạch định chiến lược lâu dài tại Ấn Độ -Thái Bình Dương ». Các nhà địa chính trị của Pháp giải thích rõ hơn : Trong một thế giới càng lúc càng bị chia rẽ giữa một bên là Trung Quốc và bên kia là Hoa Kỳ, Pháp từ lâu nay luôn chủ trương một hướng đi thứ ba, « độc lập cả về mặt chính trị, kinh tế, chiến lược và công nghệ » với Bắc Kinh và Washington. Canberra là một trong những đối tác có trọng lượng và Paris đã dùng lá bài « tàu ngầm » để thuyết phục Úc thiên về giải pháp « độc lập » đó với Mỹ và Trung Quốc. Liên minh AUKUS là một gáo nước lạnh mà Hoa Kỳ lẫn Úc dội vào sáng kiến « giải pháp thứ ba » đó của Paris. Câu hỏi còn lại là Paris phải làm gì trong giai đoạn tiếp theo, Antoine Bondaz, Quỹ Nghiên Cứu Chiến Lược của Pháp, trả lời : « Quyền lợi của Pháp trong vùng Ấn Độ -Thái bình Dương không thay đổi. Đó là những lợi ích về mặt chủ quyền và trong trường hợp đó, Úc là một đối tác khu vực không thể bỏ qua. Được hay mất hợp đồng tàu ngầm không làm thay đổi cục diện về mặt địa lý. Thực tế cho thấy rằng hiện có 1,7 triệu công dân Pháp đang sinh sống trong các vùng lãnh thổ hải ngoại, từ Mayotte đến quần đảo Polynésie, từ đảo Réunion đến Nouvelle Calédonie. Các vùng đặc quyền kinh tế của Pháp (ZEE) trong khu vực này chiếm đến ¾ toàn thể diện tích các vùng đặc quyền kinh tế của Pháp và đây cũng là nơi có 7.000 lính Pháp thường trực. Về lợi ích kinh tế, một phần ba giao thương của Pháp với các đối tác ngoài khu vực Liên Hiệp Châu Âu nằm trong vùng châu Á Thái Bình Dương. Đây là khu vực năng động nhất cả về kinh tế lẫn thương mại, nhưng cũng là nơi có nhiều căng thẳng, nhất là căng thẳng về mặt quân sự. Do vậy, Pháp bắt buộc phải bảo vệ những lợi ích của mình và Paris cần phải được bảo đàm rằng, có thể can thiệp trong trường hợp cần thiết ». Hiệu ứng domino Một số nhà phân tích khác lo ngại việc Úc hủy hợp đồng quân sự với Pháp tạo tiền đề cho các các quốc gia khác noi theo. Pháp là một trong 5 nguồn cung cấp vũ khí hàng đầu thế giới. Liên minh AUKUS cho thấy không dễ mà cưỡng lại những áp lực của Hoa Kỳ. Ấn Độ là khách hàng mua chiến đấu cơ Rafale của Pháp, đồng thời là một trong bốn tứ trụ của nhóm Quad.
