From the Taliban to Hezbollah, armed nonstate actors and civil warfare have dominated the US national security debate for much of the last 20 years. Yet, most analysis shares a critical underlying assumption: that non-state actors fight very differently than states do. In Nonstate Warfare: The Military Methods of Guerillas, Warlords and Militias (Princeton UP, 2021), Dr. Stephen Biddle argues that those ideas are not just misleading but dangerous. Through a careful review of five nonstate actors, Dr. Biddle shows that state and nonstate military methods vary more by degree than by kind. Still, degrees do matter. To predict how “conventionally” or “unconventionally” a nonstate actor will fight, Dr. Biddle develops a theory reliant on two key variables: the stakes leaders perceive in a conflict and the strength of a nonstate actor's institutions. The greater either variable, the more that actor will fight like we expect states to: defending and seizing ground, concentrating forces, employing heavy weapons, and implementing a stratified theater of war. On the episode, we talk about all that and more. I ask Dr. Biddle about the flaws in status quo theories of nonstate military methods, how the lethality of the modern battlefield creates similar tactical incentives for state and nonstate militaries, and what the implications of his theory are for international politics writ large and US defense planning in particular. Note: At the very end, I ask Dr. Biddle, who spent time on Defense Department analytical staffs focused on Afghanistan, for his opinion on the rapid advance of the Taliban. Please note that he is a private citizen and his statements do not represent the official view of the government. The podcast was also recorded on 7/13, two days before the fall of Kabul. Dr. Biddle is a Professor of International and Public Affairs at Columbia University, a member of the Arnold A. Saltzman Institute of War and Peace Studies, and Adjunct Senior Fellow for Defense Policy at the Council on Foreign Relations. In addition to his academic work, Dr. Biddle has served on the Defense Department's Defense Policy Board, on General David Petraeus's Joint Strategic Assessment Team in Baghdad in 2007, as a Senior Advisor to the Central Command Assessment Team in Washington in 2008-9, and as a member of General Stanley McChrystal's Initial Strategic Assessment Team in Kabul in 2009, among other government advisory panels and analytic teams. Tracey Deer and Face2Face host David Peck talk about her new film Beans, bridges under construction, storytelling and changing the world, persistence, forgiveness, how anger can guide us for good, listening well and why trauma doesn't need to define us.TrailerFind out more about the film here and Tracey here.Synopsis:Beans is a coming-of-age story, inspired by co-writer/director Tracey Deer's own experience as a 12-year-old Mohawk girl who had to grow up fast during the 1990 Oka Crisis, a 78-day armed stand-off between the Quebec/Canadian governments and the Mohawk who were peacefully protesting a golf course expansion that would desecrate their burial ground.Since debuting at TIFF 2020, the film has reaped many accolades – among them, Berlin's Generation Kplus Crystal Bear for best film, two CSAs (Best Motion Picture and Best First Feature), TIFF Emerging Talent Award (Deer), TIFF Rising Stars (actor Rainbow Dickerson), TIFF's Canada Top Ten, VIFF's Best Canadian Film, VFCC's One to Watch (actor Kiawentiio), DGC Discovery Award, and WGC Screenwriting Award for feature film.Beans (Kiawentiio) lives with her caring parents (Rainbow Dickerson and Joel Montgrand) and her little sister (Violah Beauvais) on the Mohawk reserve of Kahnawà:ke, Quebec, where the two girls happily play in the woods. Unprepared for the racism and violence that the Oka Crisis brings, Beans decides to transform into her own kind of warrior. “I was Beans,” says Deer. Using 200 local extras and partially shot in Kahnawà:ke (where Deer grew up) and nearby Kanesatake (where the protest began), the film is a Canadian production. Its female crew includes Deer, producer Anne-Marie Gélinas, executive producers Justine Whyte and Meredith Vuchnich (also co-writer), cinematographer Marie Davignon and editor Sophie Farkas-Bolla. Note: At age 13, Kiawentiio composed and performed the song for the end credits.About Tracey:Filmmaker Tracey Deer is a Mohawk filmmaker with multiple credits to her name, as a producer, writer and director. She currently resides in Kahnawake, her home reserve in Quebec.Deer began her professional career with CanWest Broadcasting in Montreal, and later joined Rezolution Pictures to co-direct One More River: The Deal that Split the Cree, with Neil Diamond (Cree), which won the Best Documentary Award at the 2005 Rendez-vous du cinema québécois in Montreal and was nominated for Best Social/Political Documentary at the Geminis.Deer formed Mohawk Princess Pictures in 2006, which produced her first short fiction called Escape Hatch, a dramedy about the romantic misadventures of a Mohawk woman on her quest for love. She also wrote, directed and filmed Mohawk Girls, about the lives of three teenagers, and herself as a teen, growing up in Kahnawake, which won the Alanis Obomsawin Best Documentary Award at the 2005 imagineNATIVE Film & Media Arts Festival.Currently, she has multiple projects in development, including a 3D feature documentary and a fiction feature screenplay.Tracey received a B.A. in film studies from Dartmouth College in 2000, graduating with two awards for excellence. In 2009, she shared the Don Haig Award with colleague Brett Gaylor for overall career achievement as an emerging filmmaker. In 2008, Playback Magazine declared her one of the 25 rising stars in the Canadian entertainment industry. She is also a member of The Writer's Guild of Canada."Tracey represents the next wave of native filmmaking," says Adam Symansky, NFB producer of Mohawk Girl and Club Native. "It isn't based on the past so much ason native communities taking responsibility and control of their future. That is the challenge she is putting out in her films."Image Copyright and Credit: Tracey Deer and EMA Films.F2F Music and Image Copyright: David Peck and Face2Face. It is important to note that all emotions are neither good nor bad. Emotions are tools with which the body uses to protect, maintain, signal, and prepare the body for situations based upon current information. Emotions come upon people (a loved one walks in the room, your body triggers a smile – it triggers happiness) and thus often are not even chosen by the individual. People use moral language to define emotions when they are often defining nourishing or toxic responses to emotions. This is how certain emotions carry a stigma that usually is not useful to helping understand our emotions. Case in point: sadness is not a bad emotion, but perpetual wallowing in despair is a toxic response to sadness as it can often cause one to not fulfill their responsibilities or even be kind to their friends. However, a nourishing use of sadness may be sharing with another their pain, spending time with another in grief, or perhaps spending time alone to meditate on what's going on. Notice how these may impede responsibilities, too, yet may be more beneficial in the long run for an individual. This asserts the nuance and complexity of how emotions function. Again, emotions are not moral but are indicators for current experiences and needs. What someone does with their emotions can result in moral quandary, but emotions themselves are never immoral. Support the show (https://www.patreon.com/CinematicDoctrine)

On deck: (5:51) Is it me or is it strange to see full houses in arenas throughout the NBA and NHL? What about the MLB, especially in the New York area? As we await word on the restrictions lifted for that sport. With that said… (10:20) …The fan behavior in the NBA the past week has been atrocious in New York, Philadelphia & Boston. I'll detail the buffoonery there. A dud of a first round in the NBA except for the two LA teams. Are the Lakers in trouble without Anthony Davis? Can the Clippers be trusted after evening the series with Dallas? Does Denver respond after the coach calls out his team for playing soft? The Knicks have been a major disappointment so far. The toughness of Chris Paul and the Suns and much more as the first round of the playoffs come to a close. (34:45) If there was ever a must win, not for a team or organization, but for the city of Toronto, tonight is it! I'll discuss what tonight's Game 7 could mean, either way, for the playoff embattled Maple Leafs. Has the Penguins championship window closed? Does Edmonton need a wholesale change to their roster? The Avalanche look mighty strong, but is there a possible suspension on the horizon for Vegas winger, Ryan Reaves in last night's loss at Colorado. (A NINE MINUTE POWER PLAY?) Thanks to some light shed by an old friend of the podcast (Headstyle from Minnesota. Episode #120) I'll touch on why Reaves shouldn't be suspended and how sports as a whole has changed and evolved over the years? (57:21) MLB's first point check of the season has the Tampa Bay Rays playing better than anyone in baseball at the moment. I'll go through the contenders and pretenders in baseball, with a look at the latest Yankee woes. The Mets ‘cushion' in the NL East despite tons of postponements. Can the Giants stay in the division race with the Dodgers & Padres? And the competitive AL East! Plus, some thoughts about Lou Gehrig Day on June 2nd, the wacky Javier Baez play in Pittsburgh and my over/unders to date. (1:17:34) Julio Jones wants out of Atlanta. Is Seattle his next stop? I'll explain why that's not a marriage made in football heaven. (1:20:45) The French Open is underway at Roland Garros. Why are Novak Djokovic, Rafael Nadal and Roger Federer on the same side of the bracket? Also, Naomi Osaka will not partake in any media obligations throughout the tournament citing mental health issues. NOTE: At the completion of editing this podcast, Osaka withdrew from the tournament as she thought it was best not to be a distraction and to take time away from the court! On this episode, Kelly Asche got an opportunity to chat with the Minnesota State Demographer Susan Brower where we discussed our surprise that Minnesota kept all eight of it’s congressional districts, how our high self-reporting rate likely helps the accuracy of our data, and our concerns of the U.S. Census Bureau’s plan to add noise to the data. Note: At about the 3:55 mark, Susan said “if Minnesota had counted 29 fewer people, we also would have lost that seat.” Susan let us know the actual number is 26. NOTE: At the 56:08 mark of the sermon review I say that Todd had no verse to support his point. I have since been corrected. The verse he seems to be referring to can be found in Hebrews 9:14. That being said, I believe he still uses it incorrectly as within context “deed works” seems to refer to the actions that cannot save due to human sinfulness. This seems to be supported in Hebrew 6:1 where the author speaks of “dead works” the first time. Also, at the one hour and twelve-minute mark, I reference a verse without mentioning which verse it is. The verse I couldn’t remember is John 9:1-9 in which Jesus says, “Neither this man nor his parents sinned,” said Jesus, “but this happened so that the works of God might be displayed in him.” Lastly, I, unfortunately, did the same thing I often accuse others of at the one-hour fourteen-minute mark. I reference Revelation chapters 19-21 without saying that's where I’m getting my information from. ———————- The sermon in this review is given by Todd White at Lifestyle Christianity Church. We hear it all the time: Craft beer is a "community" where folks can come together to socialize, grab a beer, and let loose. But what happens when that "community" isn't as inclusive as it sounds—and when you're stuck watching the industry you love tout its openness while you encounter barrier after barrier to entry? Holly Regan is a longtime writer, and in their first story for Good Beer Hunting—a critical, two-part piece called "All In the (Chosen) Family"—they ask the question: "Why are queer people continuously erased from craft beer—and how can that change?" Holly has a background in anthropology, and prior to writing this article series, they set to work developing a survey to collect data and stories from hundreds of respondents within the beer industry. The results illuminate the myriad struggles that queer folks experience in beer, and which the wider industry has failed to address. The idea of erasure is key. It's easy to say something like, "All are welcome here," and proclaim a space to be inclusive. But Holly rejects that simplistic approach, and uses their survey's results to demonstrate that efforts to make beer a welcoming place must be continuous and proactive. In writing this story, Holly also recounts their own experiences with erasure, and how simply being well-intentioned is not enough. Holly's piece is exhaustive and ambitious, as well as deeply personal. They cite the advice of Elizabeth Gilbert, author of Eat, Pray, Love, as a source of inspiration: "Ideas are a disembodied, energetic life-form. They are completely separate from us, but capable of interacting with us ... Ideas are driven by a single impulse: to be made manifest. And the only way an idea can be made manifest in our world is through collaboration with a human partner." This is Holly Regan. Listen in. Note: At the end of the episode, Holly talks about a group they've started for queer folks in beer, The Rainbow Boots Interest Group, which you can learn more about here.
